It is of public relevance, and it is not a matter among privates, reason why it denied the direct “habeas corpus” 8/20012 to the managers involved in the case", it exposed the department of social communication from the SCJN when emitting an official statement on the resolutely points of this controversy. The public foreign debt
The gross balance of the foreign debt of the Mexican public sector (6/2/12) it registered an elevation of 4 thousand 800 million dollars between January and April of 2012, it informed the Ministry of Treasury and Public Credit (SHCP). Of the international financial organisms as the World Bank (WB) and the Interamerican of Development (IDB) 14 thousand 961 million dollars were requested in loans, with that which the debit ascended 181 percent on the level of 8 thousand 255.4 millions in that it was in December of 2006.

At the moment the indebtedness with these multilateral organisms ascends to 23 thousand 217 million dollars. To this government's beginning the Ministry of Treasury had an item of “commercial banking” in its structure of classification of the debt for financing sources in which a debt a thousand 578 million dollars appeared. That line has disappeared as such and now another denominated “banking market” in which figures a balance appears for 8 thousand 876.3 million dollars, what represents an increase of 462 percent appears. In “bilateral credits” in December of 2006 one had an indebtedness of 3 thousand 139.2 million dollars. In April of 2012 that category no longer appears, but there is another denominated “external trade” with a figure debtor for 13 thousand 302.9 million dollars; an elevation of 323 percent during the period of this government administration (6/2/12).

The magazine ' contralínea' reveals corruption
The central object of the notes of the newspaper consisted on highlighting that, behind the mentioned contracting, there was a net that would allow the celebration of the contracts mentioned by means of the traffic of influences and facts of corruption, situation that would be increased by the multiple contractual non-fulfillments in that they incurred the contracting companies. The First Room sustained that the notes of information fulfilled the standard of public relevance, because in them “it was informed about topics of public interest, in connection with activities developed by public personalities and by means of the popularization of contents reinforced by an appropriate work of journalistic investigation". Regarding the public interest, the ministers considered that it had such a character the investigation made about presumed acts of corruption in Pemex, because “it represents the main source of revenues of the Mexican State besides that the company property of the State has a special constitutional régime that not allows it the exploitation of the main energy resources renewable of the country: the petroleum and the natural gas."

The above-mentioned acquired bigger relevance since ”the value of the questioned contracts ascends to thousands of millions of dollars, figures that are paid with public resources and whose inspection is a topic that it concerns all the members of the society". As for the nature of the complaining ones as fellows involved in the journalistic notes, the sentence pointed out that it is private people with public projection, that which is due to the incidence that they have in the society for its professional activities.
