México. - Before the massive disappearance of persons occurred in the municipality of Allende, Coahuila, between 18 and 20 of March of 2011, has territorial dimensions and of time larger than the recognized up until now by the governments, where the number of victims would exceed 300, so only in some months. Indicate that what is happening there it cannot be limited to those disappearances linked to the revenge of the assassins Cartel against certain families. It is emphasized the disappearance of 26 persons in those three days  of March is a number very reduced that even agrees with the victims that appear in the process of the state government, to which have to bead access, and that records a total of 42 victims, upon adding 12 more than they were disappeared until August from 2012.

Also, it requested to the legislators that instead of keeping a silence minute by the military personnel fallen in the fulfillment of their must, "they better work to approve a legal and legal framework that permit the soldiers to fulfil their task of struggle against the drug traffic and the delinquency organized under clear rules".   

Marine are defended of assaults

Se desprotege a los soldados en México en favor de los Cárteles del narcotráfico
México. - Ante la desaparición masiva de personas ocurrida en el municipio de Allende, Coahuila, entre el 18 y 20 de marzo de 2011, tiene dimensiones territoriales y de tiempo más grandes que las reconocidas hasta ahora por los gobiernos, donde el número de víctimas podría rebasar las 300, tan sólo en unos meses. No se trató sólo de Allende y la desaparición de restos humanos en el rancho de la familia Garza, a raíz de la venganza del Cártel de asesinos de Los Zetas, sino de una “matanza” que involucró al menos una docena de municipios del estado de Coahuila, incluyendo ciudades como Piedras Negras, Acuña, Nava y Múzquiz. Estas son parte de las conclusiones del caso Allende sostenidas en el informe En el desamparo, elaborado por El Colegio de México, señala la recomendación de la comisión de Derechos Humanos de Coahuila. Indica que lo sucedido ahí no puede circunscribirse a aquellas desapariciones vinculadas a la venganza del Cartel de asesinos en contra de ciertas familias. Se destaca la desaparición de 26 personas en esos tres días de marzo es un número muy reducido que ni siquiera concuerda con las víctimas que aparecen en el expediente del gobierno estatal, al que se tuvo acceso, y que contabiliza un total de 42 víctimas, al sumar 12 más que fueron desaparecidas hasta agosto de 2012.

Además, advierte que esta “tragedia” permaneció en silencio durante varios años y apenas están emergiendo las historias, dado un juicio que se lleva en Estados Unidos y que tiene como testigos protegidos a varios ex integrantes de la organización criminal. Señala que al gobierno mexicano esto no le interesó; prueba de ello es que la Procuraduría General del Gobierno (PGR) no ha ejercido su facultad de atracción a pesar de las diversas solicitudes que se han realizado en ese sentido. Según el informe, los hermanos Miguel Ángel y Omar Treviño Morales, alías Z40 y Z42, quienes controlaban Allende desde Piedras Negras, creyeron que eran traicionados por Alfonso Cuéllar, Héctor Moreno y Luis Garza -este último avecindado en Allende- , los tres integrantes de la organización, entregándole información al gobierno de Estados Unidos. Actualmente, al menos los dos primeros son testigos protegidos de las agencias antidrogas de Washington (DEA). Esta fue la razón por la que Los Zetas ordenaron a los integrantes de la familia Garza y a todos los que llevaran este apellido. Para ello, en una acción donde participaron elementos de la policía municipal de Allende, más de 50 hombres fuertemente armados ocuparon la población y se llevaron, del 18 al 20 de marzo de 2011 y el domingo 11 de marzo de 2012, a decenas de hombres, mujeres y niños, además de diversos trabajadores a su servicio.

Mientras algunos policías participaron en la acción de Los Zetas, el resto recibió la orden de permanecer acuartelados, no salir a patrullar, ni responder a los llamados de auxilio   que se presentaran según la declaración de agentes municipales contenidas en el expediente. “Los policías narran que escucharon muchas detonaciones de armas de fuego, seguidas de los reportes de casas incendiadas. Los incendios se propagaron a lo largo de la localidad porque los bomberos de Allende también recibieron amenazas”, dice el informe. Sin embargo, el reporte de El Colegio de México señala que el expediente no sirve para esclarecer los hechos ni para explicar sus causas; da detalles de eventos que deben ser considerados desde una perspectiva más amplia, piezas de rompecabezas.

Se desprotege a soldados el 30 de septiembre, 16
La Fundación General Jesús Gutiérrez Rebollo, militares en retiro y familiares de soldados caídos interpusieron el martes, octubre 11, 2016, una queja ante la Comisión Nacional de los Derechos Humanos (CNDH) en la que denunciaron violaciones a las garantías fundamentales de los efectivos que fueron muertos y heridos el pasado 30 de septiembre en Culiacán, Sinaloa, en una emboscada perpetrada por un grupo del crimen organizado. La demanda, inédita en el sistema nacional de quejas, busca por una parte que a las fuerzas armadas se les proporcione el marco legal y jurídico para realizar labore de seguridad pública y de lucha contra el narcotráfico, como se hace en la practica desde hace muchos años. En este punto expresa que ha habido durante décadas una omisión de los poderes Ejecutivo y Legislativo por igual. Pero por otra parte, la queja tiende a revertir la recomendación emitida por la CNDH en la que “restringe” el uso de armas de alto poder por parte de elementos de las fuerzas armadas en su “interacción” con la población civil, lo que, según los reclamantes, coloca a los militares en desventaja cuando se enfrentan a grupos criminales, como se demostró en los hechos en Culiacán, donde murieron cinco elementos militares y otros diez resultaron heridos.

Al presentar la queja, el abogado César Gutiérrez Priego, hijo del extinto general Jesús Gutiérrez Rebollo, abundó que tras la recomendación de la CNDH los militares han tenido que restringir el uso de sus armas e incluso aceptado que para hacer uso de ellas primero tienen que ser objeto de agresión de las bandas de asesinos. Además, explicó que la denuncia por violaciones a los derechos humanos de estas personas se debe a que hay pruebas suficientes para señalar que el convoy militar que fue emboscado, cuando trasladaba a un criminal a un hospital para ser atendido no recibió apoyo ni ayuda de ninguna de las autoridades federales, estatales ni municipales, pese a que hubo una alerta al Centro de Control C-4, solicitando apoyo. Incluso, denunció que ni siquiera acudió el cuerpo de bomberos a sofocar el fuego de las unidades militares. Aquí hubo una clara violación a los derechos del personal militar, porque nadie los asistió, ninguna autoridad federal, estatal o municipal, que legalmente son las encargadas de la seguridad pública, dijo. Asimismo, pidió a los legisladores que en lugar de guardar un minuto de silencio por el personal militar caído en el cumplimiento de su deber, “mejor trabajen para aprobar un marco jurídico y legal que permita a los militares cumplir su tarea de lucha contra el narcotráfico y la delincuencia organizada bajo reglas claras”.

Marinos se defienden de ataques
Al repeler un ataque con armas largas en las inmediaciones del poblado de Atontongo de Abajo, municipio de Allende, Coahuila, elementos de la Marina abatieron a dos presuntos delincuentes, uno de los cuales forma parte de la lista de 122 objetivos prioritarios del gobierno federal. Se trata de Javier Morales Valencia, el señor de los lentes o Shaggy, quien es considerado líder del grupo delictivo La Vieja Escuela, relacionado con Los Zetas, quien operaba en Nuevo León y Tamaulipas. La Marina agregó que la agresión ocurrió el pasado domingo durante el patrullaje, luego de que trabajos de inteligencia naval detectaron que se realizaría una reunión de integrantes de la delincuencia organizada en Atontongo de Abajo.
