Aunque los resultados contraproducentes de la estrategia de Calderón son de sobra conocidos por la opinión pública, entre ellos se encuentran decenas de miles de muertos, pérdida del control de varias regiones, descomposición en corporaciones policiales, procuradurías y organismos del poder Judicial, numerosas violaciones a los derechos humanos, desarticulación del tejido social e impunidad generalizada. La evaluación presentada por EPN y sus colaboradores resulta novedosa, por cuanto no se tenía una noción clara del panorama que la administración federal anterior dejó a su paso; por ejemplo, el grado de dislocación al que fue conducida la PGR o del tamaño de la descoordinación y duplicación de funciones en las áreas de seguridad del gobierno. A partir de ese diagnóstico, la nueva administración presentó seis lineamientos para reformular la política de seguridad pública y la procuración de justicia en el país; reducir la violencia y los índices delictivos mediante la planeación; emprender medidas preventivas a fin de atender las causas de la violencia, respeto a los derechos humanos; coordinación entre las instituciones federales y entre éstas y las estatales y municipales; conversión de la Policía Federal en una gendarmería Nacional, y una evaluación constante. Tales propósitos resultan, en principio, positivos, en sí mismos y porque denotan la intención de poner distancia respecto de la desastrosa línea de acción de los pasados seis años. Sin embargo el tiempo y los hechos reflejarán, en definitiva, el grado de eficacia y su productividad nos indicará si eligieron con responsabilidad. En lo inmediato, es pertinente notar dos omisiones en la nueva política de seguridad e impartición de justicia, la más grave es la ausencia de referencias a las causas profundas del auge delictivo y de la consiguiente inseguridad: la devastación causada por la política económica vigente, con sus caudas de pobreza, marginación, desempleo y carencias crecientes en materia de salud y educación; desde esta perspectiva, una estrategia anti-delictiva eficaz tendría que presentarse en estrecha articulación con una política social coherente orientada compensar las pérdidas sociales causadas durante el ciclo de gobiernos neoliberales que ya dura tres décadas. La “ausencia de objetivos generales, permanentes y sistemáticos” entre las instituciones de seguridad e impartición de justicia derivó en falta de coordinación e investigación de los delitos, lo que abonó “a la impunidad y falta de resultados”, afirmó. En alusión a la controvertida figura jurídica del arraigo, comentó que “las medidas extraordinarias”, produjeron un efecto perverso, al convertirse casi en el único mecanismo de consignación, “violentando con frecuencia derechos fundamentales, situación que nos muestra claramente las dramáticas estadísticas sobre el tema”. La iniciativa educativa, el gobierno federal espera que se apruebe a la mayor brevedad, deberá ser sancionada por los congresos de las entidades, al ser una reforma constitucional, por lo que la operatividad de los estados para sacar adelante esta propuesta es uno de los temas clave. Los secretarios de la SEP en los estados expresaron su respaldo a la iniciativa de decreto que reforma los artículos tercero y 73 de la Constitución, también destacaron que las entidades tienen experiencias que aportar, por lo que están en aptitud de “enriquecer“ la reforma educativa. La primera sesión de la Coneda que será encabezada por el nuevo titular de la SEP, y cuya inauguración se realizará en el salón Hispanoamericano de la dependencia federal, desahogará como ejes vertebrales de su agenda los puntos de la propuesta de reforma educativa para darle celeridad. Por un lado se presentará el proyecto del Servicio Profesional Docente, mediante el que se pretende que las plazas nuevas y las vacantes se sometan a un sistema de concursos para que, entre otras cosas, el progreso económico de los maestros sea consecuente con su evaluación y desempeño. El secretario de la SEP en Yucatán, Raúl Humberto Godoy Montañez, indicó que existen grandes expectativas sobre la iniciativa presidencial. “Los estados tenemos experiencias y vamos a ponerlas al servicio de lo que plantee la Federación”. Otro de los secretarios estatales que prefieren permanecer en el anonimato, destacaron la importancia de que el Estado, al menos discursivamente, señale que recuperará las tareas que le corresponde realizar conforme lo marca la ley. Otro de los temas prioritarios es la creación del Sistema de Información y Gestión Educativa por el que el INEGI levantará un censo de maestros, escuelas y alumnos. Además sostuvo que esta iniciativa sólo contempla a los docentes como la causa del atraso en la materia –satanizándolos-, y deja fuera a la responsabilidad social de los medios de comunicación en el proceso educativo. Tampoco cuestiona la calidad de los contenidos en televisión y radio, que presentan la extrema violencia como un valor. En esta línea de refutar la reforma educativa, agrega, no se hace la menor de las reflexiones en torno a factores socio-culturales que determinan la vida del educando y en consecuencia la obtención de resultados como pobreza, marginación, origen étnico, y discapacidad. Finalmente, las cadenas televisoras como poder fáctico, festejan la reforma que les permite seguir con su labor privatizadora y mal educadora del pueblo mexicano, y como siempre sin límite alguno. Es el Estado y en conjunto la sociedad y no el gobierno federal, los que deben regir la formación de las nuevas generaciones y ello implica la participación de maestros, padres de familia, estudiantes y demás sectores interesados, que la actual ley no les garantiza ser factores decisivos en esta labor educativa. Se demanda que el Congreso dicte una moción suspensiva y abra un amplio debate que merece la educación nacional, ya que no se está educando a perros, mascotas, y demás animales domésticos de la sociedad. Supuestamente argumentan que el subsidio está en la diferencia de precios entre la gasolina de México y la que proviene de Estados Unidos. En meses reciente ha sido más cara en los Estados Unidos y hemos de suponer que los mercados de compra-venta del petróleo nos están engañando porque no son confiables. Sin embargo, sólo la mitad de la gasolina es importada debido a los leoninos convenios que los políticos han pactado, y la otra mitad es producida por Pemex. Efectivamente, el 50 por ciento de importación recibiría el supuesto subsidio. Además se sabe, que el costo de producción de Pemex es de los más bajos del mundo. La pregunta que nos asalta es, si se promediara el costo de producción de Pemex, con el que se produce en Estados Unidos, ¿cuál sería entonces el subsidio en Estados Unidos? Tal vez, ninguno. Después de sufrir los gasolinazos que nos receta el Estado mexicano cada mes, tenemos que el precio de la gasolina magna es de 10.81 pesos por litro, mientras que la gasolina equivalente en algunas ciudades de Estados Unidos es de 10.57. Tal diferencia que el mito panista sostuvo y llamó subsidio ya no existe, pero resulta que ahora Pemex está ganando porque la diferencia es a su favor. Por último el Congreso de la Unión no ha autorizado un impuesto que el Estado está cobrando. En el presupuesto de 2013 sólo contempla 41.4 mil millones de pesos para el supuesto subsidio, no obstante que a lo largo de 2012 presuntamente se destinaron a este renglón 200 mil millones. Tal vez no se han llenado de robar los políticos vía impuestos, que no están sustentados en la ley hacendaria ni en la constitución política. Ya es tiempo que comiencen a terminar este atraco al pueblo mexicano, argumentando que son los ricos los que pagan este impuesto injusto. Se cae el cielo a pedazos El obispo de San Cristóbal de las Casas, Felipe Arizmendi, ha salido a mitad del foro para anunciar que este 21 de diciembre, 2012 no se acabará el mundo: “No hay eso. Nadie sabe cuando será el fin del mundo”, dijo, al mismo tiempo que exculpaba a los mayas de las interpretaciones apocalípticas de moda.
