El electorado independiente que pudiera ser el eje de la balanza en las próximas elecciones no está de acuerdo con muchas de las ideas radicales que proponen los candidatos del Tea Party.
En su plataforma política hay expresiones que lo alejan del centro derecha de la mayoría de quienes se inclinan por los republicanos. “Entre éstas figuran las siguientes: los indocumentados que están en Estados Unidos son ilegales y, por tanto, no debe haber consideraciones con ellos; un ejército fuerte es esencial para la salvaguarda del país; poseer armas es un derecho sagrado; el gobierno debe ser reducido a su mínima expresión; rescates como el bancario y el automovilístico son ilegales; debe ser obligatoria una reducción a los impuestos personales y principalmente a los negocios; por ley, el inglés debe ser obligatorio en Estados Unidos.

Si estos recortes no se renuevan, la tasa máxima marginal del impuesto sobre la renta, aplicable al 2% de los hogares con ingresos por encima de 250 mil dólares para parejas y de 200 mil para individuos, subirá de 35 a 39.6%. Además, el impuesto a las ganancias del capital se elevaría de 15 a 20%. Los republicanos han atacado esta propuesta alegando que nadie debe pagar más impuestos cuando la recuperación económica está en riesgo. Han señalado que muchos propietarios de pequeñas empresas, vitales para la recuperación económica y potencialmente poderosos como electores, están en el nivel fiscal más alto.
Obama ha buscado socavar estos argumentos con su propuesta de generosos descuentos fiscales sobre compra de equipo. Esa concesión, de ser aprobada por el Congreso, sería muy benéfica para pequeñas empresas. Entre tanto se mantendrá la nada ortodoxa política monetaria. En agosto la Fed se retiró de anteriores compromisos de reducir su déficit, y ha triplicado su tamaño desde el principio de la crisis financiera global, como resultado de sus compras de bonos del Tesoro y de unos 1.2 billones de dólares en deudas de dependencias y valores hipotecarios. El caso de Cassez es un thriller lleno de trampas
México. – Esta novela policíaca exhibe la maraña de intereses de las personas involucradas, en conjunto con las contradicciones en la que han incurrido acusados, víctimas y las autoridades. El jefe de la banda tomó el móvil de Nextel de Valeria para comunicarla con su madre, Laura Maya Tinajero Ortega. Cuando empezaron a hablar, el jefe arrebató el teléfono a Valeria y le advirtió a la madre: “tengo secuestrada a su hija”. Eran cuatro los miembros de la banda. Su líder pidió al principio un rescate de 5 millones de pesos. Terminó por aceptar 180 mil pesos. El 5 de septiembre, seis días después de su secuestro, Valeria fue liberada a unas cuadras de su casa.
De acuerdo con el informe AFI/DGIP/PI/123075/05 y una declaración ampliada de Valeria, los agentes bajaron a la joven y siguieron al Volvo hasta que el auto ingresó a una casa ubicada en el kilómetro 29 de esa carretera, esquina con Cerrada Ahuacatitla, en la colonia San Miguel Topilejo. Así por casualidad, la AFI localizó a Israel Vallarta, presunto jefe de la banda del Zodíaco y novio de Florence Cassez, ciudadana francesa sentenciada a 60 años de prisión por los delitos de secuestro, delincuencia organizada y portación de armas de usos exclusivo del ejército, y cuyo eventual traslado a su país con base en le tratado de Estrasburgo es analizado por una comisión binacional de México y Francia. Allí sería liberada a los pocos días ya que el delito fue en México al otro lado del mar. Desde luego que eso pasaría, no sería la primera vez que sucede esto.

Los subieron a una Suburban Chevrolet con matrícula de circulación 954-RDA. El secuestrador IV dijo, que en el rancho Las Chintas tenía instrucciones a su banda que “si no regresaba en un tiempo determinado”, estos secuaces matarían a los plagiados. Los agentes pidieron apoyo de dos comandos de”reacción rápida”. Regresaron al rancho a las 7:15 de la mañana y el propio IV les abrió el portón con sus llaves y en un inmueble ubicado al frente del lado derecho encontraron a los tres secuestrados: Ezequiel Elizalde, Cristina Ríos y el niño Cristián Ramírez.

Ezequiel Elizalde declaró que lo secuestraron la mañana del 4 de octubre de 2005. Dos hombres armados entraron al billar Elimen, propiedad de su padre Enrique Elizalde, y se lo llevaron en una camioneta Chevrolet color gris tipo Van, exigiendo los secuestradores dos millones de pesos para liberarlo. En cuanto a Cristina Ríos Valadares manifestó que la secuestraron junto con su esposo Raúl Ramírez Chavez, y el hijo de ambos, Cristián Hilario Ramírez Ríos, la mañana del 19 de octubre de 2005. Sus captores liberaron a Raúl para que consiguiera el dinero para el rescate de esposa e hijo: 15 millones de pesos. El 14 de febrero de 2006, el niño identificó la voz de FC como la persona que le sacó sangre y le dijo “aprieta el brazo” con “acento raro (…) como de no mexicana”. Un día después Cristina Ríos recordó que escuchó la voz de Florence “desde la primera casa de seguridad” cuando “bromeaba con los demás cuidadores”.
Ezequiel Elizalde es el único de los secuestrados que desde la primera declaración reconoció la voz de Florence Cassez como la voz de uno de sus secuestradores. Dice que “hablaba con acento extranjero, de origen francés, arrastraba la “r”. Elizalde comenta que le llevó unos emparedados, y que le recomendó no hacerse “el héroe” ni hacer”pendejadas” porque “si no, íbamos a acabar mal”. Alcanzó a verla a pesar de llevar un pasamontañas negro y lentes negros, ya que asomaba parte de su “cabello teñido color rubio”.
Hubo un testimonio más que incriminó FC: el de Leonardo Cortés López de 29 años y comerciante de verduras que tenía un puesto “metálico sobre ruedas” en la esquina de las calles Norte 58-A y Oriente 91 en la ciudad de México, muy cerca del domicilio de Cristina Valladares, quien además era su clienta.
Tanto en el auto de formal prisión que decretó la primera juez del caso, Olga Sánchez Contreras, como en la toca penal 198/2008 dictada por el segundo juez, Fermín Rivera, se otorga valor probatorio a dichos testimonios, así como “a otras evidencias”. Entre otras se menciona una de ellas: Florence vivió los 15 días que estuvieron allí los secuestrados, aunque ella utilizaba una cabaña ubicada al fondo del rancho y los plagiados se encontraban en un inmueble ubicado casi al frente y a la derecha del portón de entrada.
Además de acuerdo con el inventario de objetos y documentos requisados, los recibos telefónicos del rancho correspondientes a octubre y noviembre de 2005 están a su nombre. En su declaración, Israel afirmó que Margolis es el único que tiene el poder y el dinero para involucrarlo en las acusaciones de secuestro que actualmente enfrenta. Insistió en su inocencia y pidió protección para él y su familia. Refiere IV que una persona en las instalaciones de la Siedo, lo levantó y lo golpeó con los puños y le dijo: “te manda los buenos días tu judío favorito. El caso de Cassez es un thriller lleno de trampas
México. – Esta novela policíaca exhibe la maraña de intereses de las personas involucradas, en conjunto con las contradicciones en la que han incurrido acusados, víctimas y las autoridades. El jefe de la banda tomó el móvil de Nextel de Valeria para comunicarla con su madre, Laura Maya Tinajero Ortega. Cuando empezaron a hablar, el jefe arrebató el teléfono a Valeria y le advirtió a la madre: “tengo secuestrada a su hija”. Eran cuatro los miembros de la banda. Su líder pidió al principio un rescate de 5 millones de pesos. Terminó por aceptar 180 mil pesos. El 5 de septiembre, seis días después de su secuestro, Valeria fue liberada a unas cuadras de su casa.
De acuerdo con el informe AFI/DGIP/PI/123075/05 y una declaración ampliada de Valeria, los agentes bajaron a la joven y siguieron al Volvo hasta que el auto ingresó a una casa ubicada en el kilómetro 29 de esa carretera, esquina con Cerrada Ahuacatitla, en la colonia San Miguel Topilejo. México. – El presidente de la Comisión de Gobernación de la Cámara de diputados, el panista Javier Corral Jurado, afirmó que la entrega de los títulos de concesión a Televisa-Nextel para explotar el espectro radioeléctrico constituye una” acto de corrupción política” del secretario de Comunicaciones y Transportes (SCT), Juan Molinar Horcasitas (JMH), del que debió estar enterado el presidente Felipe Calderón Hinojosa. “Molinar no se fue por la libre y han llegado muy lejos en sus componendas con Televisa”, expresó Corral.
El legislador del PAN definió que después de que Molinar y el jurídico de la SCT, Gerardo Sánchez Henkel (GSH), aprovecharon “una ventana” para formalizar la ganga, a Calderón “le queda poca fuerza moral” para llamar a los mexicanos a unirse contra la delincuencia. Corral consideró “patético” que si Molinar Horcasitas facilitó y medió para que Televisa ganara la licitación, “después de todo quiera ser candidato presidencial por el PAN” y aproveche sus giras como funcionario público en los estados para reunirse con las estructuras estatales panistas con el propósito de presentarse como precandidato presidencial. “Sólo nos falta que, después de entregar bienes de la nación, lo hagamos candidato”, expuso.
JMH enfrentará denuncias penales por mentiroso
Continúa con su plática, “cuando el secretario anda saltando medidas cautelares y brincado decisiones judiciales”. Deberíamos pedir la presencia de JMH, porque en la anterior comparecencia en la Comisión de Comunicaciones mintió al prometer que no se entregarían los títulos de concesión a Nextel-Televisa (N-T), en tanto estuvieran abiertos procesos judiciales. En tanto Grupo Iusacell (GI) interpondrá una denuncia penal por responsabilidades administrativas ante la Procuraduría General de la República (PGR) y una más en la Auditoría Superior de la Federación (ASF) en contra de JMH. “Aunque sabernos que la PGR va a defender hasta donde se pueda al funcionario y eso hará más impúdico el proceso”, Rocha Díaz dijo.
Esta denuncia penal en contra de JMH será por haber entregado el título de concesión a Televisa-Nextel en un acto “inusitado, absurdo y tramposo”, aseguró el abogado del Grupo Salinas (GS), Salvador Rocha Díaz (SRD). El abogado detalló que hay suspensiones provisionales vigentes en contra de la entrega del título de concesión de la licitación 21, por lo que “en cualquier momento un juez puede decidir su revocación”. Deben analizar bien porque Grupo Iusacell tiene 95 por ciento de posibilidades de ganar a pesar de que “hasta la presidencia de la República ha intervenido con los jueces”.
Aseguró que el gobierno federal no tiene un solo argumento legal para sustentar la entrega del título de concesión y calificó la acción de la SCT de “un sabadazo administrativo escandaloso, cínico, impúdico, ilegal y que complica más el caso porque los litigios apenas empiezan”. Sostuvo SRD que la entrega de 30 Mhz por sólo 180 millones 300 mil pesos a N-T no es un asunto que lastime los intereses de GI, sino de todo el país, porque esa operación representa un daño patrimonial al Estado mexicano de al menos 5 mil millones de pesos. Criticó al director jurídico de la SCT, GSH, haya argumentado que habían “aprovechado una ventana de oportunidad” a pesar de que sabía que existía una suspensión que le sería notificada en cualquier momento. También presentará una denuncia contra el presidente de la Comunicación Federal de Telecomunicaciones, Mony de Swan.

El presidente Felipe Calderón defendió ayer (oct. 4, 10), por la que su gobierno entregó a N-T un bloque de 30 MHz por 180 millones 300 mil pesos, y sostuvo que en dicha licitación no hubo “privilegios”, a pesar de que, de acuerdo con especialistas, las parte del espectro radiofónico adjudicada a N-T tiene un costo real de 5 mil millones de pesos. Calderón explicó los pasos que ha dado su país en la conferencia 2010 de la Unión Internacional de Telecomunicaciones (UIT), para reducir la brecha tecnológica, que es “una de las razones de la desigualdad”.
Destacó además la licitación “agresiva” de frecuencias de espectro radioeléctrico, de las bandas de 1.7 a 1.9 gigahercios, con la que se pusieron a disposición del mercado 90 megahercios adicionales, casi 60 por ciento más que el espectro que se utilizaba en los servicios de telefonía móvil. Continúa el presidente, “en estas licitaciones se han cuidado diversos aspectos, pero quizá el principal, avalado por la Comisión Federal de Competencias, es el fortalecimiento de la competencia, y el rompimiento de barreras de entrada en la competencia por telecomunicaciones en México. Se trata de un proceso que, además, ha dejado al país, sólo este año, ingresos por 5 mil millones de dólares a las arcas públicas.
“Con el proceso se ha aumentado, de manera significativa, la tenencia de espectro a disposición de todos los operadores, (…), al pasar de un operador dominante a dos, y ahora a cuatro operadores plenamente nacionales que compiten entre sí, en igualdad de condiciones, justificó Calderón”. México. – El presidente de la Comisión de Gobernación de la Cámara de diputados, el panista Javier Corral Jurado, afirmó que la entrega de los títulos de concesión a Televisa-Nextel para explotar el espectro radioeléctrico constituye una” acto de corrupción política” del secretario de Comunicaciones y Transportes (SCT), Juan Molinar Horcasitas (JMH), del que debió estar enterado el presidente Felipe Calderón Hinojosa. “Molinar no se fue por la libre y han llegado muy lejos en sus componendas con Televisa”, expresó Corral.
El legislador del PAN definió que después de que Molinar y el jurídico de la SCT, Gerardo Sánchez Henkel (GSH), aprovecharon “una ventana” para formalizar la ganga, a Calderón “le queda poca fuerza moral” para llamar a los mexicanos a unirse contra la delincuencia. Corral consideró “patético” que si Molinar Horcasitas facilitó y medió para que Televisa ganara la licitación, “después de todo quiera ser candidato presidencial por el PAN” y aproveche sus giras como funcionario público en los estados para reunirse con las estructuras estatales panistas con el propósito de presentarse como precandidato presidencial. “Sólo nos falta que, después de entregar bienes de la nación, lo hagamos candidato”, expuso.
JMH enfrentará denuncias penales por mentiroso

Esta denuncia penal en contra de JMH será por haber entregado el título de concesión a Televisa-Nextel en un acto “inusitado, absurdo y tramposo”, aseguró el abogado del Grupo Salinas (GS), Salvador Rocha Díaz (SRD). El abogado detalló que hay suspensiones provisionales vigentes en contra de la entrega del título de concesión de la licitación 21, por lo que “en cualquier momento un juez puede decidir su revocación”. Deben analizar bien porque Grupo Iusacell tiene 95 por ciento de posibilidades de ganar a pesar de que “hasta la presidencia de la República ha intervenido con los jueces”.
Aseguró que el gobierno federal no tiene un solo argumento legal para sustentar la entrega del título de concesión y calificó la acción de la SCT de “un sabadazo administrativo escandaloso, cínico, impúdico, ilegal y que complica más el caso porque los litigios apenas empiezan”. Sostuvo SRD que la entrega de 30 Mhz por sólo 180 millones 300 mil pesos a N-T no es un asunto que lastime los intereses de GI, sino de todo el país, porque esa operación representa un daño patrimonial al Estado mexicano de al menos 5 mil millones de pesos. Criticó al director jurídico de la SCT, GSH, haya argumentado que habían “aprovechado una ventana de oportunidad” a pesar de que sabía que existía una suspensión que le sería notificada en cualquier momento. También presentará una denuncia contra el presidente de la Comunicación Federal de Telecomunicaciones, Mony de Swan.

El presidente Felipe Calderón defendió ayer (oct. 4, 10), por la que su gobierno entregó a N-T un bloque de 30 MHz por 180 millones 300 mil pesos, y sostuvo que en dicha licitación no hubo “privilegios”, a pesar de que, de acuerdo con especialistas, las parte del espectro radiofónico adjudicada a N-T tiene un costo real de 5 mil millones de pesos. Calderón explicó los pasos que ha dado su país en la conferencia 2010 de la Unión Internacional de Telecomunicaciones (UIT), para reducir la brecha tecnológica, que es “una de las razones de la desigualdad”.
Destacó además la licitación “agresiva” de frecuencias de espectro radioeléctrico, de las bandas de 1.7 a 1.9 gigahercios, con la que se pusieron a disposición del mercado 90 megahercios adicionales, casi 60 por ciento más que el espectro que se utilizaba en los servicios de telefonía móvil. Continúa el presidente, “en estas licitaciones se han cuidado diversos aspectos, pero quizá el principal, avalado por la Comisión Federal de Competencias, es el fortalecimiento de la competencia, y el rompimiento de barreras de entrada en la competencia por telecomunicaciones en México. Se trata de un proceso que, además, ha dejado al país, sólo este año, ingresos por 5 mil millones de dólares a las arcas públicas.

Además de que se analizaron las zonas tropicales y templadas, ecosistemas terrestres, marinos y de agua dulce. Explica que la huella ecológica analiza la demanda humana sobre los ecosistemas, lo cual para México equivale a tres hectáreas globales por persona.
Con el actual ritmo de consumo, en 20 años los habitantes de México requerirían dos veces los recursos naturales que existen en territorio nacional, señala el Fondo Mundial para la naturaleza (WWF, por sus siglas en inglés), en el informe planeta vivo, divulgado ayer (Oct. 13, 10) y en el que se hace una relación entre el índice de desarrollo humano y la huella ecológica.
“Si cada ciudadano en el mundo viviera como un mexicano, necesitaríamos 1.6 planetas. Si cada ciudadano viviera como estadounidense necesitaríamos 43.44 planetas. Si cada ciudadano viviera como un cubano, no necesitaríamos planeta extra”. El documento nos refiere que las naciones ricas “deben encontrar formas de vivir sin presionar tanto a la Tierra, para reducir considerablemente su huella. Esto es especialmente preocupante en relación con su dependencia de los combustibles fósiles”.
Advierte que la huella ecológica global muestra que “hemos duplicado nuestras demandas sobre el mundo natural desde los años 60 del siglo pasado. En concreto, 50 por ciento y se necesita un año y medio para que la tierra regenere los recursos utilizados en 2007 y absorba el bióxido de carbono emitido. Añade que las economías emergentes de rápido crecimiento también deben encontrar un nuevo modelo que les permita seguir manejando el bienestar de sus ciudadanos de una forma que el planeta se pueda realmente sostener.

Si el gobierno mexicano no actúa pronto en la mitigación y adaptación por el calentamiento global, en el futuro próximo enfrentará graves problemas de seguridad e inestabilidad social, generados por la escasez, la sequía, las inundaciones y las oleadas de migrantes por razones climáticas. Tobías Feakin explicó los resultados del estudio “Los impactos climáticos relacionados con la seguridad nacional en México y Centroamérica”. Feakin del departamento de seguridad y resiliencia nacional del Royal United Services Institute, advierte en el encuentro con los medios de comunicación en la embajada británica, que el cambio climático no tiene porque general necesariamente problemas graves, siempre y cuando los gobiernos actúen rápido y redefinan su concepto de seguridad nacional para concentrarse en el tema de la estabilidad social y política.
En el caso de México, los autores del estudio identificaron cuatro retos importantes: la competencia por los recursos naturales; la mayor frecuencia y poder de destrucción de eventos climatológicos como huracanes; la exacerbación de movimientos migratorios generados por causas relacionadas con el medio ambiente; y la mayor presencia y capacidad de grupos del crimen organizado. A causa de la mermada resiliencia de los ecosistemas en el país, entendida como la capacidad de sobreponerse a situaciones límite, el acceso al agua será tal vez uno de los puntos más delicados en el futuro.
Es probable, que se produzcan sequías importantes en el norte de México, que impacten de manera muy negativa en las actividades agrícolas, y generen un fenómeno de alza de precios y migración masiva hacia el sur, lo cual puede generar tensiones graves. En algunas regiones de Centroamérica ya hay señales muy claras de la forma en que el calentamiento global afecta el acceso al agua, pero también aumenta el poder de las bandas de traficantes de seres humanos, que controlan regiones en donde los gobiernos no pueden entrar en caso de que haya alguna catástrofe natural. Frente a este escenario, se recomienda tener un enfoque integran en el desarrollo de las políticas de seguridad nacional, poniendo énfasis en al mitigación y adaptación de las zonas más vulnerables al calentamiento global.
El calentamiento global “no creará nuevos problemas, sino que va a agravar los que ya existen. Los individuos se subieron al auto y pasaron a Valeria al asiento trasero. Luego de recorrer unas cuadras abandonaron el Seat y subieron a la joven a una camioneta tipo Van. La taparon con una cobija. Diez minutos después la tenían en una casa de seguridad…
El 13 de septiembre de 2005, Valeria presentó una denuncia por secuestro ante el Ministerio Público. Se abrió así la averiguación previa PGR/SIEDO/UEIS/190/2005. Como parte de ésta, elementos de la Agencia Federal de Investigación (AFI) pidieron a Valeria que los acompañara a varios recorridos de reconocimiento por la zona donde tal vez la mantuvieran retenida. En una de esas ocasiones Valeria vio un Volvo. Se le “figuró” que tal vez era el auto utilizado en su plagio, pero ya no era de color blanco, sino gris. Luego comentó a los agentes que el conductor se parecía al jefe de la banda de secuestradores. Todo ello ocurrió en una avenida transitada: Viaducto Tlalpan, a la altura de la desviación a la carretera federal Cuernavaca.
Así por casualidad, la AFI localizó a Israel Vallarta, presunto jefe de la banda del Zodíaco y novio de Florence Cassez, ciudadana francesa sentenciada a 60 años de prisión por los delitos de secuestro, delincuencia organizada y portación de armas de usos exclusivo del ejército, y cuyo eventual traslado a su país con base en le tratado de Estrasburgo es analizado por una comisión binacional de México y Francia.
La captura
Después de que la joven Valeria Cheja identificó el carro de lujo, Volvo color gris, los agentes del AFI vigilaron los movimientos de Vallarta. Lo video-grabaron y fotografiaron. Descubrieron así los talleres que tenía con sus hermanos en Iztapalapa y ubicaron a los familiares y conocidos que frecuentaba. El 3 de diciembre le presentaron a Valeria las fotografías de Vallarta. Lo reconoció de inmediato a la persona que la había secuestrado.
Según el parte informativo AFI/DGIP/PI/12498/05, a las 5:30 de la mañana del 9 de diciembre de 2005 el agente de la AFI que vigilaba el rancho Las Chinitas vio salir a Vallarta “en compañía de una persona del sexo femenino” en una camioneta Chrysler Voyager blanca. Se dirigían a la Ciudad de México. El agente se comunicó por radio con dos de sus compañeros que se encontraban en la carretera a Cuernavaca, en la entrada del pueblo de Topilejo.
Cuando Vallarta y su acompañante pasaban por el lugar, los policías le marcaron el alto y se identificaron como agentes del AFI. El parte policíaco afirma que Israel Vallarta (IV) los agredió “física y verbalmente”, pero se le adelantaron cuando iba por el arma larga que traía en el piso del carro, por lo que estos hicieron “uso de la fuerza legítima” con el fin de arrestarlo. Después pidieron a Florence Cassez (FC) que los acompañara. Ella accedió “de manera voluntaria”.
Los agentes subieron a IV y FC a una Chevrolet Suburban con placas de circulación 954-RD. En el documento policíaco indica que se dirigía a las oficinas de la Subprocuraduría de Investigación Especializada en Delincuencia Organizada (SIEDO), y a la altura del Mirador, IV les manifestó que tenía más gente secuestrada en Las Chinitas. Dijo que tenían a otros tres secuestrados y que sí no regresaba los matarían. Al ser libertados los plagiados tenían por nombre: Ezequiel Elizalde Flores, Cristina Ríos Valladares y Cristián Ramírez Ríos, menor de edad. Después del rescate de los secuestrado, la AFI hizo un montaje de recreación para Televisa y TV Azteca.
En su primera declaración llenos de miedo, al ser liberados no se acordaban de nada el 9 de diciembre de 2005, pero después que se calmaron el 14 de febrero de 2006, el niño Cristián Ramírez Ríos identificó la voz de Florence Cassez, cuando lo secuestraron como a una persona con acento raro, al continuar el niño recordando comentó que al sacarle sangre, no fue un médico” sino que una mujer, ya que le había visto la mano, la cual era muy delicada y suave”. Ezequiel Elizalde, recuerda algunos datos, como: al afirmar que antes de que lo rescataran, “la mujer con acento extranjero” le produjo un piquete en el dedo meñique de la mano izquierda que le dejó una pequeña herida. Además lo amagó con enviarle un “regalito a su papá” y le dio a escoger entre un dedo o una oreja.
El testimonio de Leonardo Cortés López, trabajador de tienda de verduras y frutas en el Distrito Federal. Declaró que vio por televisión la liberación de Cristina Valladares, y que en ese momento recuerda que identificó a Florence como la mujer que “seguía” a su clienta cuando ésta iba de compras. Señaló que en una ocasión la “extranjera” vigiló a Cristina desde la farmacia Río Blanco, que se encuentra frente a su puesto de verduras, en la esquina de las calles Norte 58-A y Oriente 91. La sequía SG: la cifra de 24 mil millones; 4 veces más que el año pasado
México. – Aunque hay alrededor de 20 millones de mexicanos que residen en zonas sensibles a huracanes, faltan por desarrollarse programas de alerta temprana o sistemas de monitoreo ante inundaciones así como contra sequía, a pesar de que son pilares del Sistema Nacional de Protección Civil, señalan expertos. En total se trata de un territorio de 800 mil kilómetros cuadrados que enfrenta riesgos por los huracanes.
De acuerdo con datos de la Secretaría de Medio Ambiente y Recursos naturales, divulgados en la Estrategia Nacional de Cambio Climático, los daños que ocasionan los fenómenos hidrometeorológicos se duplicaron en décadas recientes, tan sólo “durante los años 90 del siglo pasado más de 90 por ciento de las personas que fallecieron por efectos de los fenómenos naturales, perdieron la vida en huracanes, sequías, tormentas e inundaciones”.

Hace un cuarto de siglo, el terremoto dejó al descubierto a un gobierno indolente, pasivo e inercial, que no fue capaz de reaccionar en forma adecuada ente las circunstancias, pero puso también en evidencia viejas lacras humanas: la voracidad de empresas inmobiliarias y constructoras que fabricaron edificaciones endebles.
Los sismos, los huracanes y otros fenómenos no son predecibles, pero sí previsibles. En 1985 se sabía que la ciudad de México está asentada en una región de gran movimiento geológico y, sin embargo se toleró la proliferación de construcciones inadecuadas y se permitió la falta de mantenimiento a edificaciones antiguas y recientes. Significativamente, la mayor parte de los inmuebles que se vinieron abajo habían sido construidos en la segunda mitad del siglo XX. De la misma forma; en la extensa franja de territorio nacional que está expuesta a huracanes, año con año se producen afectaciones considerables a la población, por más que se conozcan de antemano las probabilidades de incidencia de tales fenómenos. Otro tanto puede decirse de los asentamientos en terrenos con riesgo de deslave o inundación.
El estado y las instituciones no tienen capacidad de respuesta ante eventos de tal magnitud, que no satisfacen las necesidades de todos, que aprovechan los desastres naturales para cooptar políticamente a las personas y organizaciones, que tiene una visión de corto plazo e inmediata, que les gusta aparecer en los medios de comunicación como los grandes protagonistas, que intentan aglutinar a su alrededor cualquier tipo de organización social y desde allí, marcar las directrices, que son incapaces de entender las demandas ciudadanas y les resulta incomprensible que la gente se salga de los esquemas paternalistas y que renuncie a ser tratado como damnificado y que asuma su papel de sujeto social. En muchas ocasiones las personas tienen conciencia social de su papel en la sociedad y exigen libertad e independencia, y que la clase política debería respetar sus procesos y hacer lo que ellos les exigieran.
En este contexto, las trágicas circunstancias actuales en Veracruz, Tabasco, Puebla, Hidalgo y otras entidades anegadas, como fue el terremoto de 1985 en el valle de México, un desastre humano. La contingencia inmediata demanda una rápida y solidaria reacción de la ciudadanía para auxiliar a los damnificados por Karl y por las intensas lluvias precedentes. Sea cual fuere el grado de efectividad de las autoridades federales, estatales y municipales para hacer frente a la catástrofe, la población no puede inclinarse hacia la indiferencia y debe apoyar a los connacionales que han resultado afectados. Asimismo debe exigir que la ayuda fluya a quienes más lo necesitan y que su reparto sea ajeno a lógicas corporativas, clientelares y facciosas. Sin embargo en una perspectiva histórica reflexionemos sobre la incapacidad y la falta de voluntad de los gobernantes para la previsión del pueblo de México. México. – Aunque hay alrededor de 20 millones de mexicanos que residen en zonas sensibles a huracanes, faltan por desarrollarse programas de alerta temprana o sistemas de monitoreo ante inundaciones así como contra sequía, a pesar de que son pilares del Sistema Nacional de Protección Civil, señalan expertos. En total se trata de un territorio de 800 mil kilómetros cuadrados que enfrenta riesgos por los huracanes.
De acuerdo con datos de la Secretaría de Medio Ambiente y Recursos naturales, divulgados en la Estrategia Nacional de Cambio Climático, los daños que ocasionan los fenómenos hidrometeorológicos se duplicaron en décadas recientes, tan sólo “durante los años 90 del siglo pasado más de 90 por ciento de las personas que fallecieron por efectos de los fenómenos naturales, perdieron la vida en huracanes, sequías, tormentas e inundaciones”.

But they aren’t.: the disasters are caused, rather, by a social order that puts to the poorest inhabitants above of geological defects and of undermined lands, on the natural current immediacies, on the skirts of the hills or on the cyclones route, and that permits unable constructions to resisting the onslaughts of the atmospherics phenomena and usual geological movements of the blue planet.

The Guzman City was converted in a stage of the tragedy and the destruction, many persons lost their houses and properties; and believed them that they would be victims of the chaos and the poverty. When a quake or a flooding happen in a site where the poverty is the common denominator and the inequality is a structural characteristic of a community, it is there where a natural phenomenon, strips and shows the lack that had from before of the destructive event. If are not assaulted the roots of the problem, the population is in imminent risk.
The origin of the problem are not the in itself same destructive natural events, they are the social precariousness condition those which increase exponentially the vulnerability of a population. Not only we try to reconstructing what was destroyed, but we may have in clear that we should work to eradicate the poverty and the exclusion of the society. The disaster that more it damage makes to a society is the social disaster, not the natural, and we add the corruption, the impunity and the voracity of the capital are converted into catalysts of the natural disasters upon sponsoring greater risks to the society, v. gr., the water accumulation in preys that then they are not duly handled by acts of corruption in the CFE, or the housings construction in latent danger areas: as in gullies, in rivers and creek borders.
While the Mexicans we learn from our natural disasters and we reflect on the past events, we build alternative of future for all the inhabitants of Mexico. We let of entertaining us in banalities as the world beauty event and we devote our effort and intelligence to the reconstruction process that without doubt can help us much for the construction of a Mexico most just. Tan sólo el paso de Karl por Veracruz ocasionó daños a selvas y manglares que podrían tardarse una década en restaurarse, dijo Emilio Flores, director adjunto de la Comisión Nacional Forestal (Conafor). Los bosques tropicales son más débiles que los de coníferas y el mayor problema es la restauración de los manglares, porque “es un ecosistema muy rico que requiere de varios años de un proceso natural del propio manglar para recuperarse”. Explicó Flores.
En el país existe un sistema de protección civil y mecanismos como el Fondo Nacional de Desastres Naturales para hacer frente a emergencias, “pero el conocimiento científico no ha logrado instalarse en dicho proceso de forma que se desarrollen programas o sistemas de monitoreo y alerta ante El Niño, las sequías, las inundaciones, aún sabiendo que un sistema de alerta temprana sobre huracanes constituye uno de los pilares del Sistema Nacional de protección civil”, señalan los expertos Víctor Magaña, Cuauhtémoc León y Lilián Guige, en el análisis “La adaptación al cambio climático: ¿de quién o para quién? Consideran que se debe abandonar el paradigma naturalista del desastre, reduciendo la vulnerabilidad por medio de una mejor información climática. “El tema de la adaptación como esquema de reducción de vulnerabilidad de la sociedad a los cambios en el clima, requiere de un desarrollo de capacidades en diversos ámbitos entre otros el científico y técnico”. También señalan que la adaptación al cambio climático requiere un nuevo tipo de diálogo entre científicos y tomadores de decisiones, y que implica “el desarrollo de nuevas instituciones y relaciones entre academia y gobierno, entre academia y sociedad”.
Desastres naturales

Además de la corrupción de autoridades que se hicieron de la vista gorda ante flagrantes violaciones a los reglamentos de construcción e industrias textiles que sobrexplotaban y maltrataban a sus obreras, por no hablar de los cadáveres encajuelados que fueron encontrados, de manera fortuita, en la sede de la procuraduría capitalina. Ante la parálisis oficial, la población capitalina se volcó a las calles y se organizó en forma espontánea para rescatar a los sobrevivientes, asistir a los lesionados y damnificados y enterrar a los muertos; esa reacción cívica prefiguró una transformación política perdurable en el Distrito Federal.
Desde esta perspectiva, hablar de “desastres naturales” es recurrir a un eufemismo para encubrir ineptitudes, imprevisiones, actos de corrupción e historias de ambición y lucro desmedidos e irresponsables, y para presentar las consecuencias como inevitables. Pero no lo son: los desastres son causados, más bien, por un orden social que coloca a los habitantes más pobres encima de fallas geológicas y de terrenos minados, en las inmediaciones de corrientes naturales, en las faldas de los cerros o en la ruta de ciclones, y que permite edificaciones incapaces de resistir los embates de los fenómenos atmosféricos y movimientos geológicos usuales del planeta azul.
El temblor de 1985
Hace 25 años, el 19 de septiembre de 1985. Un fuerte temblor sacudió la capital de país, pero también al sur de Jalisco. Ciudad Guzmán se convirtió en un escenario de la tragedia y la destrucción, muchas personas perdieron sus casas y bienes; y creyeron que serían víctimas del caos y la pobreza. Cuando un temblor o una inundación suceden en un sitio donde la pobreza es el común denominador y la desigualdad es una característica estructural de una comunidad, es allí donde un fenómeno natural, desnuda y muestra las carencias que tenían desde antes del evento destructivo. Si no se atacan las raíces del problema, la población está en riesgo inminente.
El origen del problema no son los eventos naturales destructivos en sí mismos, son las condiciones sociales de precariedad las que aumentan exponencialmente la vulnerabilidad de una población. No sólo tratemos de reconstruir lo que se destruyó, sino tengamos en claro que debemos trabajar para erradicar la pobreza y la exclusión de la sociedad. El desastre que más daño hace a una sociedad es el desastre social, no el natural, y añadamos la corrupción, la impunidad y la voracidad del capital se convierten en catalizadores de los desastres naturales al propiciar mayores riesgos a la sociedad, v. gr., la acumulación de agua en presas que luego no son debidamente manejadas por actos de corrupción en la CFE, o la construcción de viviendas en áreas de peligro latente: como en barrancas y en orillas de ríos y arroyos.
Mientras los mexicanos aprendamos de nuestros desastres naturales y reflexionemos sobre los eventos pasados, construyamos alternativas de futuro para todos los habitantes de México. Dejemos de entretenernos en banalidades como el evento de belleza mundial y dediquemos nuestro esfuerzo e inteligencia al proceso de reconstrucción que sin duda nos puede ayudar mucho para la construcción de un México más justo. También señalan que la adaptación al cambio climático requiere un nuevo tipo de diálogo entre científicos y tomadores de decisiones, y que implica “el desarrollo de nuevas instituciones y relaciones entre academia y gobierno, entre academia y sociedad”.
Desastres naturales
El 19 de septiembre se conmemoran 25 años de los sismos que sacudieron al centro del país y que causaron una gran devastación humana y material en la ciudad de México. Además de la corrupción de autoridades que se hicieron de la vista gorda ante flagrantes violaciones a los reglamentos de construcción e industrias textiles que sobrexplotaban y maltrataban a sus obreras, por no hablar de los cadáveres encajuelados que fueron encontrados, de manera fortuita, en la sede de la procuraduría capitalina. Ante la parálisis oficial, la población capitalina se volcó a las calles y se organizó en forma espontánea para rescatar a los sobrevivientes, asistir a los lesionados y damnificados y enterrar a los muertos; esa reacción cívica prefiguró una transformación política perdurable en el Distrito Federal.
Desde esta perspectiva, hablar de “desastres naturales” es recurrir a un eufemismo para encubrir ineptitudes, imprevisiones, actos de corrupción e historias de ambición y lucro desmedidos e irresponsables, y para presentar las consecuencias como inevitables. Pero no lo son: los desastres son causados, más bien, por un orden social que coloca a los habitantes más pobres encima de fallas geológicas y de terrenos minados, en las inmediaciones de corrientes naturales, en las faldas de los cerros o en la ruta de ciclones, y que permite edificaciones incapaces de resistir los embates de los fenómenos atmosféricos y movimientos geológicos usuales del planeta azul.
El temblor de 1985
Hace 25 años, el 19 de septiembre de 1985. Un fuerte temblor sacudió la capital de país, pero también al sur de Jalisco. Ciudad Guzmán se convirtió en un escenario de la tragedia y la destrucción, muchas personas perdieron sus casas y bienes; y creyeron que serían víctimas del caos y la pobreza. Cuando un temblor o una inundación suceden en un sitio donde la pobreza es el común denominador y la desigualdad es una característica estructural de una comunidad, es allí donde un fenómeno natural, desnuda y muestra las carencias que tenían desde antes del evento destructivo. Si no se atacan las raíces del problema, la población está en riesgo inminente.
El origen del problema no son los eventos naturales destructivos en sí mismos, son las condiciones sociales de precariedad las que aumentan exponencialmente la vulnerabilidad de una población. No sólo tratemos de reconstruir lo que se destruyó, sino tengamos en claro que debemos trabajar para erradicar la pobreza y la exclusión de la sociedad. El desastre que más daño hace a una sociedad es el desastre social, no el natural, y añadamos la corrupción, la impunidad y la voracidad del capital se convierten en catalizadores de los desastres naturales al propiciar mayores riesgos a la sociedad, v. gr., la acumulación de agua en presas que luego no son debidamente manejadas por actos de corrupción en la CFE, o la construcción de viviendas en áreas de peligro latente: como en barrancas y en orillas de ríos y arroyos.
Mientras los mexicanos aprendamos de nuestros desastres naturales y reflexionemos sobre los eventos pasados, construyamos alternativas de futuro para todos los habitantes de México. Dejemos de entretenernos en banalidades como el evento de belleza mundial y dediquemos nuestro esfuerzo e inteligencia al proceso de reconstrucción que sin duda nos puede ayudar mucho para la construcción de un México más justo. México. – Las declaraciones de la secretaría de Estado de Estados Unidos, Hillary Clinton son tan personales, como en las que aseveró que los cárteles de la economía criminal mexicanos se han transformado en una suerte de “insurgencia” que asedia al Estado bueno y le disputa el control del territorio, ha ido permeando a la clase política en el Congreso estadounidense. En clave de “contrainsurgencia”, la fórmula fue recuperada por el influyente senador republicano Richard Lugar. Pero no se trata de una percepción simple; responde a una matriz de opinión sembrada con el fin de propaganda de guerra en un documento del Pentágono, donde se asienta que en México “se observa una transición del gansterismo tradicional de asesinos a sueldo al terrorismo paramilitar con tácticas de guerrilla”.
En un aparente contrasentido, la señora Clinton ha venido insistiendo en la necesidad de un Plan Colombia para México. Pero pocos como ella saben en Washington que la vigente iniciativa Mérida, símil del Plan Colombia, le fue impuesta a Calderón antes de su llegada a Los Pinos en diciembre de 2006. Por alguna razón oculta, la Clinton y el Pentágono buscan modificar el esquema, en la línea de una mayor intensificación de la dominación, la injerencia política, militar en México; y en beneficio de las corporaciones privadas vinculadas a los rubros de seguridad y defensa.
No es muy conocido que el lanzamiento de la “guerra” a las drogas de Calderón en los primeros días de su administración, y su presunta paternidad después sobre la Iniciativa Mérida (Sept., 2007). Esto responde a un plan elaborado durante una reunión en Cuernavaca, Morelos, en octubre de 2006, en la que participaron la administradora general de la DEA, Karen Tandy; el director general para América del Norte y Centroamérica de la agencia antidrogas, David Gaddis; el entonces Secretario de Seguridad Pública Federal, Eduardo Medina Mora, y Genaro García Luna, quién fungía como director de la Agencia Federal de Investigación (AFI).

En este contexto se pueden ver los instrumentos de una guerra sucia que a la fecha recoge un saldo de más de 30 mil muertos y violaciones masivas a los derechos humanos por integrantes del Ejército, la Marina y las distintas policías, las actuales equivalencias con el fallido Estado de Colombia de hace 20 años buscan asentar la premisa de que México ha entrado en una fase de “colombianización”. Al tratar de imitar a Colombia los hechos son: la tortura sistemática, las desapariciones forzosas, y ejecuciones sumarias extrajudiciales de tipo paramilitar. Ante ese escenario, la respuesta impulsada por Estados Unidos es profundizar los actuales niveles de contrainsurgencia y terrorismo de Estado, reproduciendo la “experiencia de campo” adquirida antes en Colombia e Irak y perfeccionada en Afganistán contra los talibanes.
Ciudad Juárez en Chihuahua, ha sido el laboratorio de la nueva guerrilla urbana, que desde la Oficina Bilateral de Seguimiento a la Iniciativa Mérida (OBS), bajo control del embajador Carlos Pascual en el Distrito Federal, se busca esconder a otras urbes mexicanas. A ese objetivo responde, también, la repetición de una matriz de opinión dirigida a imponer en la agenda pública mediática la idea de que existe una narco-insurgencia y una narco-guerrilla en México. Más allá de la distorsión informativa con fines de propaganda que busca encubrir las diferencias entre un movimiento insurgente y los cárteles de la economía criminal.
En esta línea de causas estructurales, razones ideológicas, razones políticas, objetivos estratégicos. No asistimos a una guerra caricaturesca entre despiadados malhechores que buscaban asaltar al buen Estado versus un “presidente valiente” y unas fuerzas del orden justicieras y patrióticas que los repelen, sino al despliegue oficial de una violencia reguladora, mediante la cual se busca controlar, reestructurar y administrar los territorios, las mejores plazas del millonario negocio de la ilegalidad y sus rutas de tráfico. Estamos asistiendo a la conversión del estado autoritario del PRI, al estado cleptocrático del PAN, de tipo delincuencial y mafioso, producto de articuladas redes de corrupción, impunidad, cuyos orígenes habría que rastrear desde comienzos de la administración de Miguel de la Madrid.

The case of Cassez is a police novel
México. – This French citizen confesses, accused and sentenced to 60 years by kidnapping, that the president Nicolas Sarkozy advocates, it is a criminal that chose to Mexico to accomplish hers aggressions and criminal deaths being covered in hers beauty and French nationality. We recall this history that vibrated to Mexico, with its espionage plot, intrigue, and suspense. Cassez was living in the Calais City, in the France north. From 16 years was liberated of hers parents.
She was working in a departmental name shop Eurodif. Comment Cassez that hers brother invites it to come to Mexico, where was basing from 1994. Conoce al jefe de la banda de secuestradores, Israel Vallarta (IV), en agosto de 2004, en las instalaciones de SSB. Ella dice que su hermano se lo presentó, “era un cliente mío, pero no me gustaba”, afirmó SC. De hecho, según FC, su hermano al viajar a Francia en septiembre de 2004, le encargó a IV que la llevara al médico.
Al continuar con su historia, FC afirma, “incluso le proporcionó (SC) mi número de celular para que se pusiera de acuerdo conmigo”. “A partir de ese momento IV comenzó a llamarme para invitarme a salir”. Al principio se resistió, pues “era casado”. IV insistió y ella accedió a salir a comer y le comentó (IV) que se estaba divorciando de su esposa. Las salidas e invitaciones a comer se sucedieron y el 22 de octubre de 2004 empezaron una relación de noviazgo.

Al principio de la relación, IV le platica de su negocio: la compra de autos accidentados que él y sus hermanos reparaban para posteriormente venderlos y le presentó a su familia y a sus amigos. Durante días FC se quedaba con él en el rancho Las Chinitas. “Era una relación normal”, asegura ella. En diciembre de 2004, FC viajó a Francia para pasar la navidad. Se reencontraron en enero de 2005. Ella no tenía empleo. Dice que se mantenía que se mantenía con sus ahorros que tenía en el banco francés Credit Mutuel. En febrero consiguió trabajo como decoradora de interiores en el despacho de arquitectos Yarden Design. Iba a ganar 8 mil pesos mensuales, pero sólo duró un mes. La razón: los celos de IV.
Para entonces ella notó “que todas sus amistades se alejaron”. Le decían que IV no le convenía. Lo describe “violento y prepotente”. Cuenta que le hizo varias escenas de celos: violenta, absurdas y a veces encerrándola en Las Chinitas con candado, cerraba la verja. Pero después como un enamorado después de los pleitos la buscaba y se excusaba. Y ella aceptaba. En julio de 2005, FC se fue a casa de sus padres, Francia. También por esas fechas su hermano con sus hijos y su esposa tomaba sus maletas, retornando a Francia.
Aparentemente ya nada ataba a Florence con México: ni familia, ni empleo, tampoco una relación amorosa estable… Pero regresó a México el 9 de septiembre de 2005. ¿Por qué lo hizo? Tal vez el dinero fácil de los secuestros con lo cual le financiaba: ropa de marca, muebles finos, auto europeo, gustos caros y departamento lujoso en México. Mexico continues grappled to the past, without intelligence neither future
México. – Independently than what occur in the electoral urns and in fact that Dima Rousseff achieve to add to hers electoral wealth 5 percent additional that requires to be converted into the successor of Lula, it is relevant to examine you the reasons of the apparent paradox: that the most popular and successful leader in the history of the greater nation Latin American may not have achieved to convince the absolute majority of the Brazilians of the pertinence of the continuity.
An important factor in this direction is the growing disparagement of the political class, included the Party of the Work (PT) of the own president da Silva, organization that it has been seen jolt by various scandals. Other element that we can not conceal is the adversity of the informative means, nearly all in hands of an oligarchy that is far much of supporting the governmental action of the current mandatory, no matter how the positive balances of the pasts eight years result beneficial also for the contractors.
In this context nobody discusses that the project of government that heads Lula has transformed for good of the country, the one which has obtained to reduce significantly the poverty and the unemployment, it has increased notably the coverage and the quality of the education, it has canceled its public external debt, it has achieved to increase the purchasing power of most of the population in more than 50 percent (in that same lapse, the corresponding indicator in Mexico has suffered a reduction superior to 40 percent) and it has put to Brazil as unquestionable regional leader and as an actor of first importance on the world diplomacy.
Accused of neoliberal and of halting from the radical leaves, depreciated by the high classes at the beginning of his management by his worker origin, tolerated without more remedy by the governments of George W. Bush and of Barack Obama, Lula has been, with all of them, an exemplary and visionary statesman, and his performance compels to reflect on the personal relevancy of the governing in the development processes as is the case of Mexico.
The singular case of Brazil
It is by concluding the presidential cycle of Lula, and all notes to the fact that for the first time in the history of Brazil a woman, Dima Rousseff. Almost eight years have elapsed since the metallurgical worker assumed the power, an one of January of 2003 and of "agreement with national and foreign surveys, to these times has a citizen acceptance superior to the 80 percent.
