También otra persona del PRI, Roberto Madrazo (35 millones de dólares); y del PRD, Andrés Manuel Obrador, incluso recibieron dinero para sus campañas políticas presidenciales a través de su coalición política, “por el bien de todos” (8 millones de dólares). En este abanico de “limosnas políticas”, se sorprendió JJRC que el abanderado del PAN hubiese ganado la presidencia de la República. En cuanto a la relación política-comercial con el PAN (10 miilones de dólares), la establecía un sujeto de nombre Rafael Jiménez; para estos días el zar ha adquirido una característica peculiar, no le gusta dar la cara, siempre usa a voceros y a personas que establecen comunicación en su nombre.

Se trata de impulsar una nueva ley de Juegos y Sorteos y la legisladora Lizbeth García Coronado por el PRD, de Nueva Izquierda, por las quejas vertidas por los dueños de los casinos inconformes por la forma que operan algunos establecimientos, trata de convocar en la cámara a los permisionarios: Oscar Paredes del Palacio de los números; el gerente legal de Grupo Caliente, Carlos Alberto Figueroa, y Juan José Rojas Cardona, de Entretenimiento de México. Esta legisladora niega cualquier relación con JJRC. Actualmente es integrante de la Comisión de Sorteos y Juegos, forma parte del grupo de trabajo encargado de revisar los permisos, por lo que se entrevistó en abril pasado con el zar para discutir el tema.
La mayoría de las empresas fueron creadas entre 2004 y 2006, y en algunos de los establecimientos firma de autorizado la Secretaría de Relaciones Exteriores (SRE), Sandra Pámanes Ortiz, entonces delegada de SRE en Nuevo León y actual presidenta del PAN estatal en esa entidad. Con José Serrano Montoya, (JSM), hombre del PAN, operador discreto pero clave en la política nacional; las conexiones políticas por medio de este operador son múltiples, llegando a la cúspide de la administración federal del gobierno actual, por conducto de los senadores Guillermo Anaya Llamas, y Rodolfo Dorador Pérez Gavilán, (RDPG), coordinador de la campaña de Gustavo Madero (GM), cuyas campañas diseñó Tango Publicidad, de la que es dueño, Gerardo Alberto Rojas Cardona, hermano del zar.
En esta secuencia difícil de seguir, en noviembre de 2008, el estadounidense William Andrew Graven identificó a JSM, como el “intermediario de políticos” de JJRC, quien reveló además que éste había financiado campañas políticas como la de Calderón en 2006 (Proceso 1818). También por conducto de RDPG, se financió la campaña de Gustavo Madero por la presidencia del PAN (12/4/ 2010), y a cambio de este apoyo nombró a Iván Paul Garza Téllez (IPGT), director del Registro Nacional de Miembros, del padrón del PAN, un instrumento estratégico político dentro del PAN.
La Santísima Trinidad integrada por, Larrazabal, Salgado, y Raúl Gracia que apoyó a Roberto Gil Zuarth, es un grupo que ha tenido varias intervenciones en política y comercio; con relaciones políticas como la del (IVGT), también este grupo está relacionado muy estrechamente con el zar. La legisladora Judith Díaz Delgado (JDD), senadora del PAN por Nuevo León, se entrevistó con Jorge Villalobos Seáñez, secretario particular de GM para advertirle de las relaciones públicas y privadas de IPGT, pero éste le precisó que ya no formaba parte del grupo. Y de la grave relación personal que tenía con el zar, le respondió que no había problema, porque él había apoyado “en efectivo y en especie”, la campaña de Madero.
La senadora JDD, opuesta al grupo la Santísima Trinidad, aclara: “Este no es un asunto de una persona. Es la descomposición de una institución”. Añadió que el PAN en Nuevo León “debe refundarse”, concluyó lapidaria sus breves declaraciones. La llegada de IPGT al CEN del PAN, en diciembre de 2010, sacudió a los miembros del PAN enterados del caso, que inmediatamente hicieron llegar los datos sobre sus nexos con el zar, a la secretaria general, Cecilia Romero, lo que hasta nuestros días no ha tenido consecuencia alguna. Los casinos una trama de corrupción política-empresarial
México. - El Prófugo de la justicia de Estados Unidos, Juan José Rojas Cardona (JJRC), el zar de los casinos (zar), llegó a Monterrey, N.L. en 1999 y pronto embaucó a empresarios estadounidenses para que invirtieran en los primeros casinos y luego defraudarlos. Con una fortuna en los bolsillos, construyó un andamiaje de relaciones políticas que del ámbito local pasaron al nacional. Llegó hasta la cúspide del poder: presuntamente aportó dinero para la campaña presidencial panista, y también para las de los aspirantes presidenciales del PRI, y PRD.
Un ex –operador de JJRC qué le resolvía parte de los problemas empresariales nos relata sus experiencias de las visitas realizadas por políticos a su entonces jefe máximo, de la solicitud de dinero hecha por una persona, José Serrano Montoya, para saldar “favores”, y de la forma en que trabaja el zar. Nos confirma que a finales de los 90 JJRC fue sometido a proceso en Estados Unidos por el delito de fraude, pero violó su libertad condicional y huyó a México.
Estableciendo JJRC en Monterrey, México, empieza a hacer pequeños fraudes, por ejemplo, aquel de 57 mil dólares al tratar de cambiar un cheque en una casa de cambio en la capital de Nuevo León. En donde se hizo de varios casinos, refugiándose en la zona metropolitana de Monterrey. Fue Manuel Galván quien lo puso en contacto con Bart Massi, proveniente de Las Vegas Nevada, U.S.A., apoyándolo a comenzar el primer casino de tragamonedas (máquinas tragaperras), pero el negocio por irregularidades fue cerrado en 2003.
Fue difícil comenzar pero fue el pequeño impulso para convencer a dos personajes relevantes: Joe Georgos (JG), y John Lee (JL), de Luisiana, U.S.A., para invertir en el gran casino de Monterrey, “El Bellavista”, un gran éxito pero para lograrlo tuvo que remodelar al hotel Granada Inn, en San Nicolás de los Garza, N.L., México. En el Bellavista, solían visitarlo para jugar gente proveniente de Nuevo León, Coahuila, Tamaulipas, y Texas. Siendo gerente “Pepe”, como le llamaba JG con afecto a JJRC, dándole una pequeña participación de las ganancias del casino.
En contubernio con Sergio Gil, JJRC convenció a JL, después de la clausura del Bellavista en 2004 por Secretaría de Gobernación (SG), para revivir el permiso que SG había entregado al permisionario llamado ‘Petolof’, para operar el hipódromo de Nuevo Laredo, Tamaulipas. En el casino Red, se encuentra Petolof como gerente general, donde el hermano del alcalde de Monterrey, Jonás Larrazabal, recibe dinero debido según el a ventas del queso de Oaxaca. Actualmente Rojas y Gil se encuentran distanciados.
Viendo estas circunstancias JJRC convenció a JL, para poner el hipódromo a nombre de Carlos Ventura Rojas (CVR) hermano del zar de casinos, debido a que las leyes mexicanas impedían a Míster Lee ser el dueño. Con esta maniobra hipócrita se hizo dueño del primer gran éxito en esta secuencias de grandes robos a ricos empresarios, que lo hacen poseedor de una gran riqueza material. Imagine usted que cada una de las mil 200 máquinas tragaperras daba a ganar 300 dólares diarios, al dueño usted se dará cuenta si sabe de aritmética cuanto ganaba este manipulador de conciencias de ricos. Al desplegar su habilidad de manipulador logra que se peleen JL y JG.
En esta trama de novela corriente de ricos dueños de casinos, asusta a Míster Lee a huir de Monterrey hacia Estados Unidos, con el cuento de que el cartel de los Zetas buscaban a JL para matarlo, aún cuando exigía sus ganancias y razones le daba: la Secretaría de Hacienda no dejaba que sus ganancias fueran entregadas, quedándose finalmente JJRC con esta fortuna en sus bolsillos de JL y JG. En esta historia que comienza a destacar sus habilidades para socializar en el mundillo de políticos, deja correr sus ganancias para allegarse de políticos sin escrúpulos, y como el PAN está gobernando, financia algunos de sus proyectos, como el de la Santísima Trinidad (ST). Sin embargo JJRC trata de no aparecer en público actuando discretamente en el manejo de 20 empresas familiares.
Las relaciones con la ST, conformándose el equipo; el alcalde de Monterrey, Fernando Larrazabal, Raúl Gracia Guzmán (RGG), Iván Paul Garza Téllez, (IPGT), y Zeferino Delgado (ZD). Este andamiaje estaba hecho por el vocero del alcalde de Monterrey, RGG, consejero de la Judicatura en N.L.; ZD, actual delegado de la Secretaría de Comunicaciones y Transportes, ex alcalde de San Nicolás de los Garza, N. L., (SN); IPGG, empleado de ZD en el ayuntamiento de SN. Un hombre del PAN, José Serrano ayuda al zar a acercarse a Felipe Calderón a entregarle 10 millones de dólares para su campaña electoral para que se elija presidente de México, alrededor de 2006, con seis casinos operando con cientos de máquinas tragaperras, usa su capital para allegarse simpatías entre los políticos más destacados. El actual presidente en su campaña política habrá usado dos veces el avión particular del zar. Al asesino serial: Sergio Rafael Barraza Escobedo la pena de muerte
México. - Cómo “indignante, burla y una violación a la constitución” define el doctor Samuel González Ruiz (SGR) el juicio oral en el que fue absuelto Sergio Rafael Barraza Bocanegra (SRBB), del homicidio de su pareja Rubí Marisol Frayre Escobedo (RMFE). Para el académico y especialista mundial sobre la lucha contra el crimen organizado y terrorismo el juicio, tal como se llevó a cabo, es una muestra clara de “hiper- garantismo” que da como resultado que se privilegien los derechos de los presuntos delincuentes sobre el de sus víctimas.
El doctor González, SGR, señala que es un escándalo ya que se dieron las sentencias del caso, primero de absolución y luego a través de un proceso de casación, de culpabilidad, reporteros, investigadores y especialistas penales trataron de tener acceso a ellas y lo que pasaba es que estaban bajo llave. Fue hasta días pasados que se ha hecho público el proceso. Los documentos fueron escondidos deliberadamente a pesar de que la Constitución señala puntualmente que el proceso penal acusatorio es público.
Esto de manera segura lo hicieron tanto el Poder Judicial de Chihuahua como la Procuraduría de Chihuahua. Apunta SGR que son tres los documentos vitales para entender el juicio: primero la sentencia inicial de absolución de SRBB, alías el Pee Wee, la notificación que se le da a la señora Marisela Escobedo Ortiz (MEO), de la sentencia que, en su perspectiva, “posee la particularidad de reflejar el trabajo que hacen los jueces después de que estalla el escándalo.
Documento revelador de la injusticia mexicana
Añade el doctor SGR, se trata de un documento que no es normal, porque evidencia que ante lo que se dice en la prensa de los jueces, estos tratan de cubrirse lo mejor posible. Pero es un absurdo, sus argumentaciones no tienen sentido. “Luego hay un tercer documento, fechado el 20 de mayo de 2010, es decir dos semanas después, en el que por presión del ejecutivo estatal se elabora una sentencia de casación”. De acuerdo a la versión de SGR, los jueces solamente dieron como ciertos tres puntos: “que el acusado vivía en unión libre con RMFE y que ella tenía 16 años de edad; segundo, que tuvieron una hija de nombre Heydi Rubí; el tercero fue que en un basurero clandestino se encontraron 39 restos óseos que resultaron ser de RMFE.
“Pero si tu revisas los documentos de casación encontrarás algo muy interesante. De una declaración de más de cinco hojas de la señora Marisela Escobedo (MEO), los jueces hicieron un párrafo que sentencia:… sin embargo estas manifestaciones no merecen valor probatorio suficiente para por sí solas demostrar el asesinato de RMFE, pues la testigo MEO, dijo que el acusado tenía fama de no decir la verdad y alardear. Además no coincide con lo que el menor Ángel Gabriel Valles Maciel afirmó que oyó decir al acusado en los últimos días del año 2008, sobre que había matado a su pareja y a otra persona, pero con disparos de pistola.

Por ende, la única prueba en este sentido se encuentra en contradicción con otra de la misma fuente, lo que nos permite asegurar que, al menos en una de esas versiones (golpes a la adolescente o disparos con pistola), el hoy acusado faltó a la verdad, y al ignorarse en cuál de ellas lo hizo, no puede tenerse por verdadera ninguna de dichas versiones.” González, SGR, estalla: “es una barbaridad que utilicen la propia declaración de MEO para absolver a SRBB, que además, como esta comprobado en los videos del juicio oral, el mismo confesó su crimen después de la intervención final de MEO.
Lo expuesto por el acusado ante los Jueces de Primera instancia, debidamente asistido por dos defensores públicos, dirigiéndose a la ofendida que le había reclamado la muerte de su hija, destacando la saña y lo cobarde del crimen de su hija, reprochándole que ni siquiera le había dejado tener un sepulcro digno en el cual pudiera llorar su partida. SGR añade, “es por ello que la declaración del procesado pidiéndole perdón a la señora MEO por el daño es clave:… Que al igual que nadie lo va a poder reparar, y al igual es cierto, que como tú decías dónde estaba Dios y desgraciadamente yo no conocía a Dios en otro tiempo.”

Para el doctor SGR, la implantación de los juicios orales en los estados de Chihuahua, Zacatecas, y Oaxaca, entre otros ha acarreado muchos problemas: “Es algo que venimos explicando desde hace seis años, el doctor Edgardo Buscaglia, el doctor Moisés Moreno y yo. Hace seis años que sentenciamos que pasarían este tipo de circunstancias. “(…) “De todos los homicidios que hubo en Chihuahua en 2008 sólo hubo dos sentencias y en 2009 tres. La justicia no existe en Chihuahua.” En la visión de SGR, este grave problema tiene raíz en la iniciativa de Albert Bimber, el ideólogo del hiper-garantismo, quien sostiene que el sistema de justicia penal le ha causado a la sociedad más daño que beneficios porque la prisión no sirve y porque persisten muchas injusticias.
Para SGR, el juicio del asesino de RMF tiene que ser estudiado y analizado porque refleja errores históricos y tendencias de aplicación de justicia que están hundiendo al país. No tengo “bola de cristal, todo lo que está sucediendo lo previmos hace seis años. Si esta tendencia continúa, no habrá posibilidad alguna para las víctimas. Al asesino serial: Sergio Rafael Barraza Escobedo la pena de muerte
México. - Cómo “indignante, burla y una violación a la constitución” define el doctor Samuel González Ruiz (SGR) el juicio oral en el que fue absuelto Sergio Rafael Barraza Bocanegra (SRBB), del homicidio de su pareja Rubí Marisol Frayre Escobedo (RMFE). Para el académico y especialista mundial sobre la lucha contra el crimen organizado y terrorismo el juicio, tal como se llevó a cabo, es una muestra clara de “hiper- garantismo” que da como resultado que se privilegien los derechos de los presuntos delincuentes sobre el de sus víctimas.
El doctor González, SGR, señala que es un escándalo ya que se dieron las sentencias del caso, primero de absolución y luego a través de un proceso de casación, de culpabilidad, reporteros, investigadores y especialistas penales trataron de tener acceso a ellas y lo que pasaba es que estaban bajo llave. Fue hasta días pasados que se ha hecho público el proceso. Los documentos fueron escondidos deliberadamente a pesar de que la Constitución señala puntualmente que el proceso penal acusatorio es público.
Esto de manera segura lo hicieron tanto el Poder Judicial de Chihuahua como la Procuraduría de Chihuahua. Apunta SGR que son tres los documentos vitales para entender el juicio: primero la sentencia inicial de absolución de SRBB, alías el Pee Wee, la notificación que se le da a la señora Marisela Escobedo Ortiz (MEO), de la sentencia que, en su perspectiva, “posee la particularidad de reflejar el trabajo que hacen los jueces después de que estalla el escándalo.
Documento revelador de la injusticia mexicana
Añade el doctor SGR, se trata de un documento que no es normal, porque evidencia que ante lo que se dice en la prensa de los jueces, estos tratan de cubrirse lo mejor posible. Pero es un absurdo, sus argumentaciones no tienen sentido. “Luego hay un tercer documento, fechado el 20 de mayo de 2010, es decir dos semanas después, en el que por presión del ejecutivo estatal se elabora una sentencia de casación”. De acuerdo a la versión de SGR, los jueces solamente dieron como ciertos tres puntos: “que el acusado vivía en unión libre con RMFE y que ella tenía 16 años de edad; segundo, que tuvieron una hija de nombre Heydi Rubí; el tercero fue que en un basurero clandestino se encontraron 39 restos óseos que resultaron ser de RMFE.
“Pero si tu revisas los documentos de casación encontrarás algo muy interesante. De una declaración de más de cinco hojas de la señora Marisela Escobedo (MEO), los jueces hicieron un párrafo que sentencia:… sin embargo estas manifestaciones no merecen valor probatorio suficiente para por sí solas demostrar el asesinato de RMFE, pues la testigo MEO, dijo que el acusado tenía fama de no decir la verdad y alardear. Además no coincide con lo que el menor Ángel Gabriel Valles Maciel afirmó que oyó decir al acusado en los últimos días del año 2008, sobre que había matado a su pareja y a otra persona, pero con disparos de pistola.

México. - Según las actas del ministerio público, Marisela Escobedo Ortiz (MEO), asesinada a tiros de pistola a los pies del gobernador del Estado de Chihuahua, el jueves 16 de diciembre, revelan que ella rastreó y vigiló al asesino de su hija Rubí Marisol Freyre Escobedo (RMFE), pero cuando pidió ayuda a las autoridades judiciales del estado de Chihuahua y de Zacatecas, así como a las fuerzas policiales federales, jamás obtuvo el apoyo para capturarlo.
Según documentos de la Fiscalía de Análisis, Evaluación y Control Interno de la Fiscalía General del Estado de Chihuahua, México, fechados el 3 de noviembre pasado, MEO se presentó a informar que el 21 de octubre a las 2:30 de la mañana, junto con su hermano Héctor Ricardo Escobedo y su hijo Juan Manuel Frayre, vigilaban la casa en la calle Veta de Zinc donde vive María del Carmen Trujillo de León, concubina de Sergio Rafael Barraza Bocanegra (SRBB), y vieron que éste llegaba en una pick up Lobo negra de doble cabina y de modelo reciente, sin placas.
La podredumbre del aparato de justicia nacional
SRBB iba con otro hombre acompañado, que manejaba el vehículo. Marisela y sus acompañantes los observaban desde unos 50 metros de distancia con binoculares. SRBB entró al domicilio rápidamente y de cuatro a cinco minutos después salió con María del Carmen Trujillo y los hijos gemelos de ambos. La señora MEO vigilaba el domicilio desde el 10 de agosto, pues se había enterado de que SRBB de presentaba todos los miércoles a altas horas de la noche. Esa vez no llamó a la policía, ya que el 13 de julio anterior habían ubicado al asesino confeso de Rubí Marisol, RMFE, en Privada Santa María 5-C del fraccionamiento San Javier en Fresnillo, Zacatecas, pero Barraza, SRBB, consiguió escapar por una mala estrategia en el cerco policíaco.
Marisela Escobedo, MEO, notificó a la fiscalía de Investigación contra la violencia hacia las mujeres (Fevimtra). Recordaba bien el nombre del agente Rigoberto Luna (RL), quien le pidió que si veía a Barraza de inmediato se lo reportara, lo que ella hizo una madrugada después de ver en la calle al homicida confeso de su hija. RL estaba en ciudad México y tardó en regresar de Fresnillo. Para entonces, MEO ya había conseguido el número telefónico y una ‘sábana’ telefónica en la que comprobó que el homicida se comunicaba frecuentemente a un domicilio en Río Grande, Zacatecas.
Al ir a Río Grande, Zacatecas con los agentes federales y desde un teléfono público llamó al número correspondiente, con el pretexto de que habían reportado una fuga de agua. Así logró que una mujer, Judith N., le diera su dirección. Cuando Marisela, su hijo, y su hermano con los agentes federales llegaron a la casa. Judith N. dijo no conocer a SRBB, pero al mostrarle la lista telefónica confesó que ellos tenían una relación de noviazgo, que él pertenecía a una agrupación de criminales llamado el cartel de ‘Los Zetas’ y que se hacía llamar ‘el bambino’. Dio datos de sus movimientos y de quién era su jefe, información que se omitió en el acta por seguridad de Judith N., también confirmó que SRBB solía alojarse en el hotel Río Grande. Los federales que no contaban con apoyo en Zacatecas, decidieron regresar a la Ciudad de México para dar su parte informativo y saber qué procedía.

El miércoles 27 de octubre fue la última vez que MEO vio a los agentes y nunca volvió a saber nada de ellos. Su solicitud se extendió a las corporaciones estatales y federales. Jamás recibió respuesta alguna de las dependencias. Posteriormente el 23 de septiembre pasado en la Comisión Estatal de Derechos Humanos de Zacatecas (Cedhzac), MEO interpuso ante la Lic. Luz María Vallejo Pérez, directora del departamento correspondiente, contra el subprocurador estatal, Oswaldo Cerrillo Garza; el jefe de la policía ministerial, Miguel de Jesús Hernández; el comandante Andrés Torres y los oficiales investigadores de su caso.
En otra ocasión que declaró en la Cedhzac que había localizado a SRBB en enero de 2009 en la calle de la isla de Tasmania, de Ciudad Juárez, Chihuahua, propiedad de su madre, Leticia Bocanegra Ríos. El sujeto se dio a la fuga y se llevó a su hija Heydi, procreada con su hija RMFE. La señora MEO lo encontró de nuevo en el Callejón de la Golondrina 1, Colonia Esparza, de Fresnillo, y logró que lo detuvieran por retención de menor, ya que un juez de lo familiar en Chihuahua había otorgado a la madre de Rubí, RMFE, la custodia provisional de Heydi su nieta.
Prácticamente no hay en México quien desconozca la podredumbre del aparato de justicia nacional. Cuando en las barandillas de un ministerio público o un juzgado no se impone la indiferencia, lo hace la indolencia, la corrupción… El resultado: la impunidad. Un caso emblemático que compromete la viabilidad y eficacia no sólo de ese sistema de “procuración de justicia”, sino que pone en entredicho la viabilidad del Estado mexicano mismo, es la tragedia de una joven adolescente asesinada por su novio y de su madre, Marisela Escobedo, quien tras haber tomado el asunto en sus propias manos para esclarecer el homicidio y exigir justicia, acabó igualmente asesinada. Al leer el texto del caso el lector se estremecerá de terror ya que revela el expediente del asesinato de dos mujeres; cómo los engranajes de la delincuencia y de la burocracia gubernamental parecen sincronizarse para triturar y desaparecer ciudadanos en este río de miseria. Según documentos de la Fiscalía de Análisis, Evaluación y Control Interno de la Fiscalía General del Estado de Chihuahua, México, fechados el 3 de noviembre pasado, MEO se presentó a informar que el 21 de octubre a las 2:30 de la mañana, junto con su hermano Héctor Ricardo Escobedo y su hijo Juan Manuel Frayre, vigilaban la casa en la calle Veta de Zinc donde vive María del Carmen Trujillo de León, concubina de Sergio Rafael Barraza Bocanegra (SRBB), y vieron que éste llegaba en una pick up Lobo negra de doble cabina y de modelo reciente, sin placas.
La podredumbre del aparato de justicia nacional
SRBB iba con otro hombre acompañado, que manejaba el vehículo. Marisela y sus acompañantes los observaban desde unos 50 metros de distancia con binoculares. SRBB entró al domicilio rápidamente y de cuatro a cinco minutos después salió con María del Carmen Trujillo y los hijos gemelos de ambos. La señora MEO vigilaba el domicilio desde el 10 de agosto, pues se había enterado de que SRBB de presentaba todos los miércoles a altas horas de la noche. Esa vez no llamó a la policía, ya que el 13 de julio anterior habían ubicado al asesino confeso de Rubí Marisol, RMFE, en Privada Santa María 5-C del fraccionamiento San Javier en Fresnillo, Zacatecas, pero Barraza, SRBB, consiguió escapar por una mala estrategia en el cerco policíaco.
Marisela Escobedo, MEO, notificó a la fiscalía de Investigación contra la violencia hacia las mujeres (Fevimtra). Recordaba bien el nombre del agente Rigoberto Luna (RL), quien le pidió que si veía a Barraza de inmediato se lo reportara, lo que ella hizo una madrugada después de ver en la calle al homicida confeso de su hija. RL estaba en ciudad México y tardó en regresar de Fresnillo. Para entonces, MEO ya había conseguido el número telefónico y una ‘sábana’ telefónica en la que comprobó que el homicida se comunicaba frecuentemente a un domicilio en Río Grande, Zacatecas.
Al ir a Río Grande, Zacatecas con los agentes federales y desde un teléfono público llamó al número correspondiente, con el pretexto de que habían reportado una fuga de agua. Así logró que una mujer, Judith N., le diera su dirección. Cuando Marisela, su hijo, y su hermano con los agentes federales llegaron a la casa. Judith N. dijo no conocer a SRBB, pero al mostrarle la lista telefónica confesó que ellos tenían una relación de noviazgo, que él pertenecía a una agrupación de criminales llamado el cartel de ‘Los Zetas’ y que se hacía llamar ‘el bambino’. Dio datos de sus movimientos y de quién era su jefe, información que se omitió en el acta por seguridad de Judith N., también confirmó que SRBB solía alojarse en el hotel Río Grande. Los federales que no contaban con apoyo en Zacatecas, decidieron regresar a la Ciudad de México para dar su parte informativo y saber qué procedía.
Marisela Escobedo: ejecución indignante
El miércoles 27 de octubre fue la última vez que MEO vio a los agentes y nunca volvió a saber nada de ellos. Su solicitud se extendió a las corporaciones estatales y federales. Jamás recibió respuesta alguna de las dependencias. Posteriormente el 23 de septiembre pasado en la Comisión Estatal de Derechos Humanos de Zacatecas (Cedhzac), MEO interpuso ante la Lic. Luz María Vallejo Pérez, directora del departamento correspondiente, contra el subprocurador estatal, Oswaldo Cerrillo Garza; el jefe de la policía ministerial, Miguel de Jesús Hernández; el comandante Andrés Torres y los oficiales investigadores de su caso.
En otra ocasión que declaró en la Cedhzac que había localizado a SRBB en enero de 2009 en la calle de la isla de Tasmania, de Ciudad Juárez, Chihuahua, propiedad de su madre, Leticia Bocanegra Ríos. El sujeto se dio a la fuga y se llevó a su hija Heydi, procreada con su hija RMFE. La señora MEO lo encontró de nuevo en el Callejón de la Golondrina 1, Colonia Esparza, de Fresnillo, y logró que lo detuvieran por retención de menor, ya que un juez de lo familiar en Chihuahua había otorgado a la madre de Rubí, RMFE, la custodia provisional de Heydi su nieta.
Prácticamente no hay en México quien desconozca la podredumbre del aparato de justicia nacional. Cuando en las barandillas de un ministerio público o un juzgado no se impone la indiferencia, lo hace la indolencia, la corrupción… El resultado: la impunidad. Un caso emblemático que compromete la viabilidad y eficacia no sólo de ese sistema de “procuración de justicia”, sino que pone en entredicho la viabilidad del Estado mexicano mismo, es la tragedia de una joven adolescente asesinada por su novio y de su madre, Marisela Escobedo, quien tras haber tomado el asunto en sus propias manos para esclarecer el homicidio y exigir justicia, acabó igualmente asesinada. Al leer el texto del caso el lector se estremecerá de terror ya que revela el expediente del asesinato de dos mujeres; cómo los engranajes de la delincuencia y de la burocracia gubernamental parecen sincronizarse para triturar y desaparecer ciudadanos en este río de miseria.
