A los ataques cibernéticos se suma ahora la decisión adoptada por la empresa Amazon de expulsar a Wikileaks de sus servidores, en clara respuesta a las presiones ejercidas por el Senado estadounidense y la Casa Blanca. El departamento de Justicia evalúa la posibilidad de llevar a juicio al fundador del sitio.
Tales elementos dan fuerza a las versiones de los administradores de este portal de internet, en el sentido que las órdenes de captura contra el líder de la Webpage, no obedecen a un afán legalista sino de revancha política y control de daños, y a una reedición inveterada práctica de acallar al mensajero para diluir el mensaje. Además ha exhibido ante la opinión pública internacional, la oposición de Washington al avance de la transparencia así como el derecho a la información. Lo cierto es que, con ese mismo argumento. Washington ha intentado justificar en otras ocasiones los atropellos cometidos fuera de su territorio contra sospechosos de “terrorismo”, las agresiones bélicas e injustificables y atroces cometidas en Irak y Afganistán, e incluso el recorte de libertades de sus propios ciudadanos puesto en práctica por las dependencias estadounidenses de inteligencia y seguridad, tras los atentados del 11 de septiembre de 2001.
Consideramos que el principal factor de tensión diplomática y de riesgo para la seguridad y la paz mundial no es la labor de Wikileaks, sino el espíritu belicista, unilateral e imperialista de Washington, acentuado ahora por la defensa de la opacidad. Finalmente tenemos que la hostilidad hacia el sitio de internet desacredita aún más la imagen de Estados Unidos ante el mundo como auto-nombrado defensor de las libertades y valores democráticos: ante bien, queda de manifiesto una doble moral frente a los derechos y libertades de las sociedades y un espíritu paternalista y anacrónico respecto a lo que éstos deben o no saber.

Muchas personas imaginaban que Ban Ki-Moon era un pobre payaso o percibían que el presidente Calderón era un gobernante colaborador de la diplomacia de guerra de Washington, al frente de una “República Bananera” (así lo describe Luis Camilo Osorio, embajador de Colombia en México); pero esto ya es oficial y este documento viene sin tachaduras. Pero como es posible si en sus inicios este sitio de internet recibió el apoyo de tres instrumentos reproductores de las fabricaciones ideológico-propagandísticas del Pentágono: Asociated Press, Los Angeles Time y Reporteros sin Fronteras.
Sin embargo consideramos que terminó pactando las filtraciones con el propio Departamento de Estado a través de los filtros impuestos por el cartel mediático conformado por The New York Times, Le Monde, The Guardian, El País y Der Spiegel, todos occidentales y afines al sistema capitalista que se critica. Será cierto ¿que es una astuta estrategia para garantizar el máximo impacto mediático y poder exhibir a Estados Unidos como eje de una enorme conspiración autoritaria?
Si esta consideración es cierta, ¿Por qué el pentágono no recurrió a la Doctrina Conjunta de Operaciones de Información, definida como el empleo integral, articulado de la guerra electrónica, las operaciones de las redes de computadoras, las operaciones sicológicas, el engaño militar y las operaciones de seguridad, para eliminar a Wikileaks de la red? Por distintas razones político-ideológicas, lo anterior ha inducido a algunos medios como Granma y analistas como el viejo halcón Zbigniew Brzezinski a especular que se trata de información sembrada por sectores de inteligencia vinculador a los neoconservadores, interesados en manipular el actual proceso interno estadounidense para perjudicar al gobierno de Barack Obama y obtener algún objetivo específico.
‘Verbigratia’, el regreso de la extrema derecha al poder. En la jerga periodística, la expresión “carne podrida” alude a la filtración de información –desinformación por un servicio de inteligencia a un medio-. Las fugas de información han formado parte esencial de las operaciones de guerra sicológica y las acciones encubiertas, que echan mano de la propaganda a través de la utilización de un sistema estable de estereotipos, mitos, clichés y burdas clasificaciones que a diario son inoculados a la opinión pública por los medios. “Información” fabricada muchas veces con el “aporte” de soplones y vasallos, como los que ahora exhibe Wikileaks, con el antecedente de que ya antes fueron publicados informes “rigurosamente secretos” de la CIA y el Pentágono. México. – En diciembre se suele utilizar para hacer un recuento de los daños cometidos por la clase política, el siempre fracaso de los ratoncitos verdes en el futbol, y todo lo demás que por cuestiones de espacio no podemos mencionar. Este tipo de ejercicios mentales son suficientes y necesarios. Pareciera que los empresarios y comerciantes se despiertan de un plácido sueño pues ahora se pronuncian a favor de que se impulse y fortalezca el mercado interno, porque el país no puede soportar el raquitismo económico que lo ha caracterizado por tres décadas, y en este contexto se hace un corte de caja de esos 30 años que se ha vuelto una gran poza económica, política y social.
El 2010 se ha vuelto más de lo mismo. Veamos las cifras, México creció a una tasa promedio anual de 5.8 por ciento de 1959 a 1970, algo que hace tres décadas ni se registra. Este enorme crecimiento se produjo por dos razones fundamentales: “en primer lugar, por las implementaciones políticas activas que fomentaron exitosamente la industrialización, elevaron la demanda de trabajo y el salario real de los trabajadores (el sector industrial creció 6.4 por ciento en promedio anual de 1939 a 1958, 8.6 por ciento de 1959 a 1970); en segundo por el crecimiento de una clase media urbana que demandaba cada vez más bienes y servicios y dinamizaba el proceso de industrialización. En una palabra, el crecimiento económico experimentado por México durante estas tres décadas se explicó por el crecimiento del mercado interno”.
En esta continuidad no faltan los tecnócratas que llevaron un apresurado proceso de apertura y liberalización económicas, bajo el falso argumento de que las exportaciones y la inversión extranjera generarían un rápido crecimiento. “Al amparo del consenso de Washington, las reformas emprendidas incluyeron apertura económica, desregulación de la inversión extranjera, control del déficit fiscal, adelgazamiento del Estado y privatizaciones, eliminación de subsidios, reformas a la seguridad social y flexibilización laboral, así como control salarial para abatir la inflación”.
A pesar del éxito Inicial que el nuevo modelo tuvo en la promoción temporal de las exportaciones y la estabilidad de precios, no ha contribuido al crecimiento ni al bienestar. El cambio de ‘línea’ implicó la pérdida del poder adquisitivo que experimentó el salario desde la década de los setenta; tampoco las reformas asociadas al TLCAN tuvieron impacto deseado en cuanto a la convergencia salarial entre México y Estados Unidos. “En 1980 el salario manufacturero en el país representaba el 39 por ciento del salario pagado en Estados Unidos; en 2007 sólo 17 por ciento, 53 por ciento menor que hace 30 años. En 1990, el salario mínimo mexicano, medido en dólares, representaba nueve veces el salario en China; 15 años después, se redujo a sólo dos veces, y ahora se aproxima a uno”.

Lo anterior se confirma con la pérdida de 75 por ciento en el poder adquisitivo del salario mínimo mexicano de 1976 a 2010, resultado de un aumento en los precios de 26 por ciento en promedio anual, contra 21 en el salario mínimo nominal.
“En suma, la redistribución del ingreso está creciendo, sí pero del lado del capital y no del trabajo”. Finalmente tenemos una brutal pérdida del poder adquisitivo no registrada en ningún otro caso nacional, representa una reducción real del bienestar de las familias mexicanas, pero también la pérdida efectiva de la demanda agregada de bienes y servicios, con las respectivas oportunidades de inversión y empleo. Con este espacio terminamos las tres décadas de retraso de desarrollo potencial, y si acaso otros seis años de recuperación, con estos actuales gobernantes con falta de cerebro. México. – En diciembre se suele utilizar para hacer un recuento de los daños cometidos por la clase política, el siempre fracaso de los ratoncitos verdes en el futbol, y todo lo demás que por cuestiones de espacio no podemos mencionar. Este tipo de ejercicios mentales son suficientes y necesarios. Pareciera que los empresarios y comerciantes se despiertan de un plácido sueño pues ahora se pronuncian a favor de que se impulse y fortalezca el mercado interno, porque el país no puede soportar el raquitismo económico que lo ha caracterizado por tres décadas, y en este contexto se hace un corte de caja de esos 30 años que se ha vuelto una gran poza económica, política y social.
El 2010 se ha vuelto más de lo mismo. Veamos las cifras, México creció a una tasa promedio anual de 5.8 por ciento de 1959 a 1970, algo que hace tres décadas ni se registra. Este enorme crecimiento se produjo por dos razones fundamentales: “en primer lugar, por las implementaciones políticas activas que fomentaron exitosamente la industrialización, elevaron la demanda de trabajo y el salario real de los trabajadores (el sector industrial creció 6.4 por ciento en promedio anual de 1939 a 1958, 8.6 por ciento de 1959 a 1970); en segundo por el crecimiento de una clase media urbana que demandaba cada vez más bienes y servicios y dinamizaba el proceso de industrialización. En una palabra, el crecimiento económico experimentado por México durante estas tres décadas se explicó por el crecimiento del mercado interno”.
En esta continuidad no faltan los tecnócratas que llevaron un apresurado proceso de apertura y liberalización económicas, bajo el falso argumento de que las exportaciones y la inversión extranjera generarían un rápido crecimiento. “Al amparo del consenso de Washington, las reformas emprendidas incluyeron apertura económica, desregulación de la inversión extranjera, control del déficit fiscal, adelgazamiento del Estado y privatizaciones, eliminación de subsidios, reformas a la seguridad social y flexibilización laboral, así como control salarial para abatir la inflación”.

En 1990, el salario mínimo mexicano, medido en dólares, representaba nueve veces el salario en China; 15 años después, se redujo a sólo dos veces, y ahora se aproxima a uno”.

La nueva norma es criticada por legisladores
México. – Por unanimidad, el Senado aprobó la ley Federal de Justicia para adolescentes que establece ordenamientos para juzgar a los adolescentes que hayan cometido delitos graves, con penas hasta de siete años de prisión. Se trata de un sistema especial, centrado en la reinserción social, que estaba pendiente desde 2004, cuando se aprobó la reforma constitucional en la materia.
Aunque los legisladores se tardaron años en lograr el consenso, y desecharon incluso una minuta de la Cámara de Diputados, ayer (9 de diciembre) los panistas insistieron en dos temas ya rechazados. Aplicar la Ley Federal de Delincuencia Organizada a los adolescentes, así como el sistema penal basado en los juicios orales. Los panistas insisten en que son necesarias para hacer frente al fenómeno de los niños que forman parte de los escuadrones de la muerte de los cárteles, como el caso reciente del joven asesino apodado el Ponchis. El senador del PRD Pablo Gómez dijo en tribuna que el sistema oral acusatorio que “tenemos es un sistema de justicia diferente del regular.”
Una de las dictaminadoras subió a tribuna para explicar:”no es lo mismo un juicio para adolescentes que uno para adultos. Estamos juzgando a adolescentes, no son delitos, es un sistema de educación distinto, por ello no podemos hacer propuestas que no tienen ni siquiera sentido lógico”. Están descubriendo el café con leche. Esta ley se aplicará a quienes se les atribuye o compruebe la realización de una o varias conductas tipificadas como delito competencia de las autoridades federales y tengan al momento de la comisión de dichas conductas, entre 12 y 18 años de edad. Asimismo, se establece que la niña o niño menor de 12 años a quienes se les atribuya una conducta tipificada como delito, quedará exento de toda responsabilidad.

El Ponchis tiene por nombre Edgar Jiménez Lugo (EJL) de 14 años de edad, integrante del cártel del Pacífico Sur (CPS), por la presunta participación de los delitos de homicidio doloso (a 4 personas degolló con sus manos), violación de la ley federal contra la delincuencia organizada, posesión de armas de uso exclusivo del ejército y contra la salud en la modalidad de transportación de estupefacientes. El abogado defensor de Edgar Jiménez Lugo dice que si es encontrado culpable el asesino confeso de matar a 5 personas diciendo que lo hacía por placer, recibiría una sentencia no mayor a tres años en el centro de ejecución de Medidas Cautelares, Mazatlán, México.

Supuestamente el joven participó en cinco homicidios y que cuatro víctimas los degolló, todos integrantes de bandas delictivas rivales. Es probable que el asesino no pase más de un año internado en un centro correccional. Aunque la ley de la convención sobre los Derechos del Niño en su artículo 40 inciso b lo protege, y dice, “será obligado a prestar testimonio o a declararse culpable sin previo juicio”.
Absurdo y ridículo pensar que el Ponchis enmendará su conducta
Consideramos que el asesino tuvo una carrera delictiva desde los 11 años, lo prepararon, lo indujeron en las drogas y lo educaron en la escuela del crimen para que asesinara a las personas de la banda rival, de ninguna manera le enseñaron valores humanos. Así que nadie se trague el cuento de la inocencia ultrajada por las injusticias neoliberales: quienes allí han trabajado bien se conoce la pobreza, y el ambiente en que viven estos muchachos. Estos chicos moldeados por el sistema capitalista, el ambiente de pandillas, armas, drogas y grafitti si te amenazan con destriparte cuídate, que aunque sean pequeños en edad son muchos en número cuando se te enfrentan y no van a dudar en asesinarte sin remordimiento alguno.
En este contexto ahora resulta que Edgar Jiménez, de oficio torturador y degollador a sueldo del CPS que orgullosamente subía a YouTube sus asesinatos, por ser adolescente alcanzará cuando mucho, una pena de cinco años. O sea que a los 17 saldrá libre, a pesar de que confesó matar con lujo de sevicia a cuatro personas. Lo escalofriante de este caso es que si se tardan en apresarlo unos meses antes, lo hubieran regresado a casa con mamá de acuerdo a la ley.
Sin valores y sin ley para mantener a los asesinos en serie en la cárcel
Es cierto que no se puede juzgar a un niño que a un adulto, pero los terribles delitos de los asesinos en serie sean niños o adultos requieren mano firme y estricta y no soltarlos jamás porque volverán a reincidir. México requiere un nuevo planteamiento de nuestro marco legal, pero en este país de políticos medrosos y cortos de miras, de indignados crónicos, legisladores de un país bananero no veo a nadie dispuesto a discutir con la urgencia ni la seriedad que el tema merece. México con la retórica hacia América Latina
México. – La historia contemporánea de México en el escenario mundial tiene un punto álgido en los años ochenta. Fijemos entre 1930 y 1980. México fue un campeón de los principios de no intervención, asilo político, autodeterminación de los pueblos y varias causas del Tercer mundo. Al colocar este período como referencia la industrialización basada en la sustitución de importaciones. México recordemos fue líder en América Latina.
Sin embargo México abandonó el liderazgo que mantuvo algunos años con el PRI en el poder, y adoptó con la moda del neoliberalismo, en los 80, el consenso de Washington que requiere que los países de la periferia adopten las políticas dictadas por el Fondo Monetario Internacional (FMI), el Banco Mundial y los países dominantes en la escena internacional. En este paso crítico para nuestra nación pasamos de la autodeterminación a la subordinación, la obediencia y la dependencia.
Al suscribir el Acuerdo de libre Comercio (TLCAN), sin el consenso de los trabajadores y empleados en el sistema económico. México se distanció de las causas comunes de América Latina y del Tercer Mundo. Con esta acción México se observa que no puede estar casado con Estados Unidos y ser un país importante en América Latina al mismo tiempo. En materia social, México se convirtió justamente de las tendencias de privatización iniciadas por la dictadura de Pinochet en los años 70, que en un líder.
México como muchos otros países copió a falta de creatividad, las reformas de seguridad social de Chile que reemplazaron la solidaridad intergeneracional con capitalizaciones individuales. Sobre el papel de México en los organismos multilaterales, podemos añadir lo siguiente, ’la impresión generalizada es la de una pérdida del brillo y la influencia de otras épocas, nuestro país ya no tiene poder de iniciativa, lo que caracteriza en los foros multilaterales cuando fue activo promotor de proyectos centrales para la vida internacional de los años 70 y 80.’…’el país no aparece como promotor de algunos de los grandes temas de discusión… ni como líder reconocido de algunas negociaciones… (México y el mundo: Cambios y continuidades, MAP-ITAM, México, 2006, p. 199 y p. 13, de Olga Pellicer ‘OP’).
La autora señala que deben de tomarse tres factores: La posición geopolítica; la pertenencia a la categoría de país intermedio (economía emergente); y el proyecto de líder de política exterior. Añade la autora, “estos tres factores se conjugan para desdibujar la ubicación de México en la política internacional. Lo que redunda en que nuestro país no tenga una identidad regional definida; somos un país intermedio sin aspiraciones para convertirnos en una potencia media, pero tampoco tenemos estrategias ni objetivos de política exterior por parte del liderazgo político”. (p.p. 21-22).
Pellicer escribe en su libro, México por su cultura y situación geográfica no pertenece a la cultura estadounidense (ni es un país aliado), y que tampoco pertenece a Estados Unidos (aunque se esfuercen nuestros gobernantes), por lo que abreviaríamos que no tiene ningún nexo ni alianza estratégica con algún país de América Latina. Continua OP, “México cuenta con diplomacia profesional, sin embargo esto no es suficiente. El liderazgo de las potencias medias depende de otros factores”. Digamos tamaño, peso demográfico, participación económica internacional, capacidad militar y voluntad de influencia, expresada en estrategias claras en asuntos internacionales. Pellicer concluye que, “México tiene algunas limitaciones, pero sobre todo carece de un proyecto concreto de política exterior. (p.23).
En este punto habría que añadir que también carece México de un proyecto de nación, y la autora lo escribe así, “si algo define las relaciones de México con el exterior es la falta de rumbo, la improvisación temática… sin una línea conductora que dé sentido al conjunto. (p.p. 23-24). También la autora nos aclara, “emergencia de potencias medias que buscan ocupar un lugar en la política internacional: India y Brasil. Son indicios de un viejo proyecto claro y bien estructurado para obtener presencia e influencia internacional”. El caso de México el proyecto de México como líder regional, no existe. En los hechos el discurso político mexicano de la hermandad latinoamericana y la alianza con los países del sur para contrarrestar el peso de Estados Unidos, es sólo retórica. Las relaciones de México con América Latina son débiles y erráticas tanto en el discurso político como en lo económico. (p. 69). (La Jornada, economía, p.p. 34, 10 de Diciembre, 2010).

México con la retórica hacia América Latina
México. – La historia contemporánea de México en el escenario mundial tiene un punto álgido en los años ochenta. Fijemos entre 1930 y 1980. México fue un campeón de los principios de no intervención, asilo político, autodeterminación de los pueblos y varias causas del Tercer mundo. Al colocar este período como referencia la industrialización basada en la sustitución de importaciones. México recordemos fue líder en América Latina.
Sin embargo México abandonó el liderazgo que mantuvo algunos años con el PRI en el poder, y adoptó con la moda del neoliberalismo, en los 80, el consenso de Washington que requiere que los países de la periferia adopten las políticas dictadas por el Fondo Monetario Internacional (FMI), el Banco Mundial y los países dominantes en la escena internacional. En este paso crítico para nuestra nación pasamos de la autodeterminación a la subordinación, la obediencia y la dependencia.
Al suscribir el Acuerdo de libre Comercio (TLCAN), sin el consenso de los trabajadores y empleados en el sistema económico. México se distanció de las causas comunes de América Latina y del Tercer Mundo. Con esta acción México se observa que no puede estar casado con Estados Unidos y ser un país importante en América Latina al mismo tiempo. En materia social, México se convirtió justamente de las tendencias de privatización iniciadas por la dictadura de Pinochet en los años 70, que en un líder.
México como muchos otros países copió a falta de creatividad, las reformas de seguridad social de Chile que reemplazaron la solidaridad intergeneracional con capitalizaciones individuales. (Alrededor de los 90). También copió la política de eliminar subsidios generalizados a bienes básicos y sustituir una política preventiva universal con una compensatoria, selectiva y curativa. Por lo que debido a lo anterior debería considerarse a México como una potencia zozobrante y no como una potencia media emergente.

México. – La Comisión Federal de Telecomunicaciones (Cofetel) presionó a Transparencia Mexicana para que modificara su informe de monitoreo de la licitación 21, en cuyo original manifestó su desacuerdo por el regalo de 5 mil millones de pesos que la Secretaría de Comunicaciones y Transportes (SCT) le hizo a la entonces alianza Televisa-Nextel, señalaron fuentes cercanas al concurso.
Por separado el diputado Javier Corral exigió que la Cofetel haga público el informe íntegro de Transparencia Mexicana y rechazó la censura que pretende ejercer la Cofetel. El legislador ha subido un mensaje a su Twitter que dice, "exigimos que se haga público de manera íntegra el informe ejecutivo de Transparencia Mexicana sobre la licitación 21. No, a la censura". En respuesta a las inconformidades, el presidente de la Cofetel, Mony de Swann, escribió en Twitter que como el informe no presentó las irregularidades que los críticos de la licitación esperaban, ahora se dedicarán a descalificar a Transparencia Mexicana.
La Cofetel y Transparencia Mexicana (TM)destacaron que la licitación 21 se realizó conforme a lo establecido en las bases sin embargo muchos de los procedimientos legales interpuestos por Grupo Iusacell y otros operadores fueron precisamente en contra de las bases de licitación, mismas con las que no estuvo de acuerdo el comisionado José Luis Peralta, por lo que tampoco se presentó a las sesiones del pleno de Cofetel en las que falló a favor de la oferta de 180 millones 300 mil pesos hecha por el grupo Televisa-Nextel.
Algunas fuentes cercanas al concurso aseguran que el informe del concurso no es real debido a que el testigo social de la Cofetel, Mony de Swan, ha presionado en contra del manifiesto institucional para que el informe de Transparencia Mexicana en contra del ofrecimiento de Televisa-Nextel por 30 MHz, no se haga público. El informe TM censura el reporte ejecutivo de Cofetel y cuestiona y expresa desacuerdo con los millones de pesos que recibió de regalo Nextel a través de una licitación que el Congreso y el pueblo de México han considerado amañada.
El pueblo entre dos frentes: el hampa y la policía
Para contener el clima de violencia que impera en el país, las autoridades han aplicado una estrategia de “seguridad a toda costa”, tolerando violaciones graves a los derechos humanos, como tortura, fabricación de culpables, detenciones arbitrarias, lo que ha atrapado a la ciudadanía entre dos fuegos: la brutalidad del crimen organizado y la policía. En el contexto de la guerra organizada por el gobierno federal en contra del crimen organizado, el gobierno está incurriendo en serias violaciones a los derechos humanos, supuestamente en aras de garantizar la seguridad pública.
Los aparatos policíacos y paramilitares siguen el código napoleónico, ya que en vez de investigar primero y detener a los culpables, se hace al contrario el procedimiento policíaco. Dada la historia mexicana de represión contra activistas y luchadores sociales, se advierte que se deben hacerse mínimas las irregularidades derivadas de la política de mano dura. Por lo que se propone derogar la figura de arraigo e impulsar una reforma integral de los organismos de derechos humanos para darles mayores facultades de investigación.
Tenemos una autoridad desfondada y una población atemorizada. Hay que terminar con estas estrategias de seguridad fascistas, porque cada vez es más difícil distinguir entre la brutalidad del crimen organizado y la del gobierno. Jorge A. Bustamante, profesor e investigador del Colegio del Norte, aseveró que el fracaso de la estrategia de seguridad de Calderón quedó de manifiesto con el éxodo de los pobladores de diversas comunidades de Tamaulipas a causa de las amenazas y extorsiones del narcotráfico.
“Es indudable que en varias regiones del país hay señales de un Estado fallido, como en los casos de Mier (Tamaulipas) y Apatzingán (Michoacán)”, donde el gobierno ha eludido su responsabilidad al decir que toda la violencia ha sido causada por el hampa, sostuvo. A su vez el académico Rodolfo Cruz apuntó que otro de los elementos que están generando tensiones inéditas en diversas zonas del país, sobre todo en la región fronteriza con Estados Unidos, es la degradación paulatina de las condiciones económicas locales, cuya válvula de escape, por medio de la migración, cada vez es más difícil de utilizar.
