México.- En la lucha contra el crimen organizado “ningún gobierno tiene el derecho de hacerse a un lado. Es responsabilidad de todos atajar con la fuerza del Estado a quienes pretenden frustrar nuestra convivencia y no admite fisura alguna”, afirmó el Subsecretario de gobierno de la Secretaría de Gobernación, Roberto Gil Zuarth, al participar en el Congreso Internacional: Uso de la Fuerza Pública en un estado Democrático de Derecho.
El funcionario reconoció, que a dos años de la firma del Acuerdo Nacional por la Seguridad, la Justicia y la Legalidad, los resultados no son los esperados, porque no son tangibles para los ciudadanos, Indicó, aún así se tiene que hacer un balance de que se ha cumplido y lo que falta por todos los signatarios, y con independencia buscar el fortalecimiento de los compromisos y realizar nuevas acciones.
Para el funcionario, “quizá el nivel de la amenaza es equivalente a un conflicto de larga envergadura –Colombia tiene 40 años-, porque los delincuentes no tienen compás moral. Están bien armados y se disputan territorios, porque son organizaciones con una estructura disciplinaria importante, tienen capacidad de reclutamiento, financiera y de cooptación en instituciones”. También consideró necesario incrementar la capacidad de fuego que utilizan las corporaciones policíacas para repeler grupos criminales, también se deben “reordenar los modelos policiales y disminuir la capacidad de fuego de los adversarios, porque si no se tendría una espiral de nunca acabar”.
Insensibilidad y miopía del ejecutivo federal
El ejecutivo federal formuló una advertencia, en el sentido de que se debe reasignar a las tareas de combate a la delincuencia el gasto de programas gubernamentales “que no han dado los resultados esperados”, ha sido objeto de críticas y rechazo porque se presenta como un intento injustificable de presionar a los legisladores y una demostración de la comprensión incompleta y sesgada de los fenómenos delictivos.
Desde que la actual administración emprendió, hace tres años y medio. “la guerra del narco” lo realizó con espectaculares operativos y desplazamientos de soldados y policías por todo el territorio nacional con el propósito de restablecer el estado de derecho y seguridad en regiones controladas por los cárteles del narcotráfico. Gran cantidad de voces se escucharon dentro de la sociedad, y la clase política señalando que los métodos y técnicas eran equívocos, ya que la violencia no se responde sólo con violencia.
En ese marco teórico, más que combatir a la delincuencia mediante la vía policíaco-militar, lo necesario sería erradicar las determinantes sociales y económicas que gesta ese fenómeno: miseria, desigualdad, falta de educación, ínfimos niveles de vida de grandes sectores de la población, insalubridad y ruptura del tejido social provocada por las privatizaciones, las aperturas salvajes de los mercados nacionales, y la liquidación de las políticas sociales.
En el contexto de la administración pública federal habrían debido producirse, ciertamente desde hace mucho tiempo, recortes drásticos a los exasperantes gastos gubernamentales y a las sobradas remuneraciones y prestaciones de que gozan los altos cuadros de la burocracia. En la circunstancia actual sería insensato, sin embargo sostener que los recursos resultantes deben ser utilizados en el combate al crimen: las propias dependencias encargadas de esa tarea han incurrido en subejercicios y dispendios injustificables de los presupuestos que les son asignados y darles más recursos implicaría, alimentar la violencia cruenta y confusa que recorre el territorio nacional.
Al contrario, ese dinero debiera destinarse a fortalecer el combate a la pobreza y a mejorar la salud y la educación de la población, acciones que tendrían que ser vistas como la mejor vía para lograr una victoria contundente y a largo plazo sobre la delincuencia. Pero supongamos que se necesiten recursos para profundizar su estrategia anti-cártel, es claro que el gobierno federal los obtendría sin necesidad de incrementar la carga fiscal a los sectores mayoritarios, pero si se decidiera a cobrar los impuestos a las grandes corporaciones nacionales, trasnacionales y además a las fortunas personales que resultan beneficiadas por tratamientos fiscales especiales (evasión, elusión, y retorno de impuestos por ser los más ricos del orbe).
Si atendiera a la añeja demanda de gravar con impuestos las operaciones bursátiles y las actividades especulativas, cesando la práctica de rematar porciones enteras de la propiedad pública (LFC, Aeroméxico, Mineros, CMA, Satmex, y otras paraestatales que escapan a la memoria). En cuanto a la venta de la fibra óptica de la Compañía Luz y Fuerza del Centro (LFC), que la instaló en toda la República Mexicana con gasto del erario público. Resulta ilustrativo la compra de 30 mega hertzios de espectro radioeléctrico por parte de Televisa y Nextel: de acuerdo con el legislador Javier Corral (PAN), la operación representa un desfalco al erario de 6 mil 690 millones de pesos. Por desgracia a juzgar de los señalamientos referidos, no parece haber altura de miras ni voluntad en el grupo gobernante para avanzar en ese sentido. México (Oaxaca).- Habitantes del municipio de San Juan Copala y legisladores federales y locales del PRD realizaron una manifestación a las afueras de la representación de gobierno del estado de Oaxaca en el Distrito Federal y exigieron al gobernador Ulises Ruiz Ortiz, que castigue a los responsables de la agresión armada del 27 de abril pasado contra una caravana de observación y demandaron la “disolución del grupo paramilitar Unidad de Bienestar Social de la Región Triqui (Ubisort)”.
Anunciaron también que el próximo 7 de junio partirá del Zócalo capitalino una nueva misión de observación hacia esa localidad. En ella participarán integrantes de organizaciones sociales y de derechos humanos, así como diputados y senadores. Se estima que serán unas 450 personas las que integren esta caravana, la cual llegará a Copala la mañana del 8 de junio, 2010. Los legisladores han impulsado la comisión que se formó para que se avance en el tema de la seguridad de más de 5 mil habitantes de Copala.
Además solicita el PRD que el gobernador de Oaxaca, se presente en la cámara de diputados, ante la Comisión de Derechos Humanos para que informe y no queden impunes los delitos que desde hace varias décadas se cometen en forma regular en la zona triqui. Marcos Albino Ortiz, representante del municipio de San Juan Copala, agradeció el apoyo a los legisladores y exigió justicia para los asesinatos del 27 de abril, cuyo asalto a la caravana de la paz dejó dos muertos y los criminales andan libres. Solicitando la intervención de la Comisión Nacional para el Desarrollo de los pueblos Indígenas que intervenga Quezada Contreras. En los asesinatos dijo, ve la mano negra del gobernador de la entidad.
Añadió en su denuncia Ortiz que “el responsable de más de 400 muertos que hay por este conflicto tiene nombre y apellido: Ulises Ruiz Ortiz. Él es el responsable de la falta de gobernabilidad y de calidad de vida de los habitantes de San Juan Copala y de todo el estado de Oaxaca”. Por tal razón exige al gobierno federal y a la CNDH que no queden impunes los asesinatos de Beatriz Cariño y Jyri Jaakola.

La tarde de ayer, cuatro hombres que se hicieron pasar por vendedores de maíz asesinaron a Timoteo Alejandro Ramírez, líder del Movimiento de Unificación y Lucha Triqui Independiente (MULTI), y a su esposa, Cleriberta Castro, entre las 17 y las 17:30 horas en su casa, en Yosoyuxi, en la región triqui, Oaxaca. Jorge Albino, representante de la Comisión de Derechos Humanos (CDH) de l municipio de San Juan Copala, informó que los atacantes fueron identificados por habitantes de la región como integrantes del MULT, a la misma hora también un comando armado realizó disparos, en las inmediaciones de Copala.
Al parecer. Agregó, se trató de una acción concertada para mantener el pánico entre los defensores del municipio. Esta agresión no detendrá la caravana de paz y ayuda programada para el 8 de junio, 2010. El líder asesinado era fundador del MULT, organización que en 2006 varios integrantes se separaron para fundar el MULTI, el que el muerto era líder moral, así como uno de los impulsores del municipio de Copala. Sufrió dos atentado en los primeros meses de 2006. En el primer ataque fue asesinado su hijo Misael Alejandro Ramírez Castro, y en el segundo, el asesinato del suplente de la agencia de Yosoyuxi. En ella participarán integrantes de organizaciones sociales y de derechos humanos, así como diputados y senadores. Se estima que serán unas 450 personas las que integren esta caravana, la cual llegará a Copala la mañana del 8 de junio, 2010. Los legisladores han impulsado la comisión que se formó para que se avance en el tema de la seguridad de más de 5 mil habitantes de Copala.
Además solicita el PRD que el gobernador de Oaxaca, se presente en la cámara de diputados, ante la Comisión de Derechos Humanos para que informe y no queden impunes los delitos que desde hace varias décadas se cometen en forma regular en la zona triqui. Marcos Albino Ortiz, representante del municipio de San Juan Copala, agradeció el apoyo a los legisladores y exigió justicia para los asesinatos del 27 de abril, cuyo asalto a la caravana de la paz dejó dos muertos y los criminales andan libres. Solicitando la intervención de la Comisión Nacional para el Desarrollo de los pueblos Indígenas que intervenga Quezada Contreras. En los asesinatos dijo, ve la mano negra del gobernador de la entidad.
Añadió en su denuncia Ortiz que “el responsable de más de 400 muertos que hay por este conflicto tiene nombre y apellido: Ulises Ruiz Ortiz. Él es el responsable de la falta de gobernabilidad y de calidad de vida de los habitantes de San Juan Copala y de todo el estado de Oaxaca”. Por tal razón exige al gobierno federal y a la CNDH que no queden impunes los asesinatos de Beatriz Cariño y Jyri Jaakola.
No se detendrá la caravana por la paz
La tarde de ayer, cuatro hombres que se hicieron pasar por vendedores de maíz asesinaron a Timoteo Alejandro Ramírez, líder del Movimiento de Unificación y Lucha Triqui Independiente (MULTI), y a su esposa, Cleriberta Castro, entre las 17 y las 17:30 horas en su casa, en Yosoyuxi, en la región triqui, Oaxaca. Jorge Albino, representante de la Comisión de Derechos Humanos (CDH) de l municipio de San Juan Copala, informó que los atacantes fueron identificados por habitantes de la región como integrantes del MULT, a la misma hora también un comando armado realizó disparos, en las inmediaciones de Copala.
Al parecer. Agregó, se trató de una acción concertada para mantener el pánico entre los defensores del municipio. Esta agresión no detendrá la caravana de paz y ayuda programada para el 8 de junio, 2010. El líder asesinado era fundador del MULT, organización que en 2006 varios integrantes se separaron para fundar el MULTI, el que el muerto era líder moral, así como uno de los impulsores del municipio de Copala. Sufrió dos atentado en los primeros meses de 2006. En el primer ataque fue asesinado su hijo Misael Alejandro Ramírez Castro, y en el segundo, el asesinato del suplente de la agencia de Yosoyuxi. La ciencia incrementa el conocimiento mediante reglas estrictas
México.- La ciencia a diferencia de la literatura, no admite ficción. Las artes enriquecen la vida gracias a la imaginación, a la belleza, a la paz que suelen ofrecer. Las ciencias fortalecen la existencia por medio de sus descubrimientos, por los problemas que resuelven, porque mejoran las condiciones de vida. Las artes se nutren del transcurrir de la vida y del contacto entre seres humanos; crecen por lo que observan y salvo cuando se usan con fines propagandísticos, como sucedió en Alemania nazi, suelen ser benéficas e inocuas.
Las ciencias instrumentan el conocimiento por medio de reglas muy estrictas. Sus aportes siempre son bienvenidos: sólo dañan cuando se utilizan para destrozar Hiroshima y Nagasaki, o cuando se prueban fármacos en seres humanos sin apegarse a códigos éticos. La ficción no daña. La ciencia cuando vulnera leyes éticas, produce desgracia. Ni la ciencia ni el arte tienen fronteras.
Algunas conquistas científicas además de producir admiración, generan preocupación Craig Venter, uno de los padres del genoma humano y su grupo, informaron hace pocos días la creación de una bacteria. Este hallazgo pone fin a uno de los grandes dogmas de la biología: las células, es decir, la vida. Romper paradigmas biológicos es un suceso inmenso. Otro ingrediente insoslayable es que Venter combina su gran capacidad científica con su ímpetu comercial: es fundador y codueño de la empresa Synthetic Genomics.
Los alcances científicos deparan algunas cuestiones. El mal uso de la ciencia profundiza las diferencias entre ricos y pobres, se vende al mejor postor. Los científicos bien saben que la propiedad intelectual no es la mejor bandera cuando se trata de acortar las distancias entre distintos grupos de seres humanos. No en balde algunos científicos de vieja cepa como Jonas Salk, descubrieron la vacuna oral contra la poliomielitis, Salk solía decir que la ciencia no puede ni debe ser patentable.
Aplicaciones pacíficas de la energía nuclear
El Instituto Nacional de Investigaciones Nucleares (ININ), sus trabajadores, investigadores, profesionistas, técnicos y personal de apoyo (Sutin), tienen como material de trabajo la investigación y el desarrollo en ciencias y tecnologías nucleares. A pesar de la insuficientes recursos que reciben de la institución y de la inexistencia de políticas en la materia, han logrado avances importantes sobre todo en proyectos de interés social, entre los que destacan la producción de radioisótopos para diagnóstico y tratamiento de diversas enfermedades, particularmente para alivio del dolor en casos de cáncer, así como la creación de un banco de tejidos radio-esterilizados utilizados en el tratamiento de quemaduras, y para diabéticos.
Además se han realizado proyectos de investigación básica que nos permiten avanzar la frontera del conocimiento y formar recursos científicos para la Nación. Se reconvirtió también un irradiador Gamma, para su uso en la preservación de alimentos y esterilización de productos quirúrgicos, y fue creada a propuesta del Sindicato único de trabajadores de la industria nuclear –Sutin-. Además se dan servicios fundamentales para mantener en óptimas condiciones la Central Nuclear de Laguna Verde, aumentar su potencia y su vida útil con la correspondiente generación de electricidad.
No obstante falta mucho para hacer de la institución nuclear con fines pacíficos un uso más adecuado de los recursos económicos y la adquisición de infraestructura que le permita despegar como institución para responder a las necesidades de la nación. En este sentido no podemos dejar de insistir en otros aspectos que agravan los problemas de la institución, derivados de la política gubernamental. Uno de los más relevantes es la falta de definición de una política nacional de largo alcance en materia energética nuclear, lo que debiera considerar la conveniencia de contar con centrales nucleares de nueva generación que permitan diversificar las fuentes de energía y reducir las emisiones de gases de efecto invernadero.
Otra circunstancia que afecta al ININ es la inexistencia de una real política en ciencia y tecnología, que la sitúe como una actividad estratégica y no como un pretexto para dar beneficios fiscales a empresas trasnacionales que envían la mayor parte de sus ganancias al extranjero y no crean plazas de trabajo para el trabajador mexicano. Una política nacional de ciencia y tecnología, en la que el gobierno debe comprometer sus recursos para atacar problemas como los derivados del calentamiento global, que México no se ha sumado aún cuando ha firmado múltiples compromisos sociales con los demás países en el mundo.
En este contexto la investigación y el desarrollo tecnológico jugarán un papel fundamental nacional, global en el cambio climático y como alternativa de energía ahorradora de nuestro petróleo para las empresas que se fundaran en este México avanzado tecnológicamente, y defendiendo nuestra soberanía para establecer más Centrales Nucleares generadoras de energía eléctrica. La tortilla artesanal
México.- En la región conocida como Lago de Pátzcuaro en el centro de Michoacán, la agricultura campesina tradicional basada en el cultivo de maíz nativo –criollo-. Este sistema permite el sostenimiento de la actividad ganadera y la cadena alimentaria maíz-tortilla artesanal. En esta se auto-emplean unas 650 mujeres, la mayoría jefas de familia –sistema matriarcado-, que desplazan unas 30 toneladas anuales de maíz de al menos tres razas nativas: cónico, chalqueño y purhépecha. En esta región se mantienen al menos seis razas de maíces nativos, que representan diez por ciento de las registradas a nivel nacional, y se distribuyen estratégicamente en 230 localidades que componen la zona.
El mantenimiento de esta diversidad de maíz criollo en la región permite aprovechar los diferentes agro-ambientes presentes en la zona, además de que ofrece una oportunidad de adaptación al cambio climático, ya que se tienen variedades nativas resistentes a inundaciones, heladas, de ciclo corto y largo. Sin embargo debido a los programas de gobierno se han ido extinguiendo algunas especies nativas, especialmente los maíces de color como: el tipo purhépecha de color negro, pinto amarillo y púrpura, o los negros tipo elotes cónicos.
Se ha estado organizando una Red social llamada Tsiri (Grano de maíz), para defender al maíz criollo, y se han gestionado apoyos económicos para estufas mejoradas de leña tipo Patsari, con el fin de mejorar las condiciones laborales de las mujeres que se dedican a este oficio.
La Oruga y el maíz
De un arbusto situado en la orilla de una parcela campesina bajó una pequeña oruga de múltiples colores, amarillo, blanco, negro, y colorado, que como anillos la cubrían. Al arrastrarse entre los surcos se sorprendió de la cantidad de plantas que crecían a su derredor. A la oruga le maravillaba el color amarillo de las flores, parecida a la luz del sol que la iluminaba cada mañana. Por ser esta luz rica en colores se preguntó susurrando: Si el color amarillo es el mejor de todos, ¿por qué las flores que encuentro en el campo no todas son amarillas? A pesar de susurrar su cuestionamiento personal, de una planta cercana salió una voz que le decía: “Yo soy la flor de ayote, en otros lados me llaman calabaza; no soy de color rojo, pero mis pétalos amarillos son muy apetecibles para comer y cuando doy fruto, las calabazas también son utilizadas por muchos animales para alimentarse”.
Otra voz se escuchó cerca de ahí: “Yo soy la menta, pocas veces llego a tener flor pero el verde de mis hojas tiene una sabor y un olor importante para la cocina de los humanos y para hacerlos descansar en la noche”. “A mi me dicen el epazote, decía la voz que salía de un arbusto verde que estaba en la esquina de la parcela. A mí me recolectan y cortan los brazos para aliviar a los hombres y mujeres de unos bichitos que llaman amibas”. Una espiga dorada, apareció en el horizonte y habló así: “Yo soy la flor del maíz, el fruto que sale de mí en forma de mazorca ha servido para alimentar a miles de comunidades por diez mil años. El continente americano me debe mucha de la cultura y alimentación, debido a mi fruto, debido al amor con que me siembran, esto hace milagros y así produzco frutos de colores: amarillo, rojo, blanco y negro. Para esto ya había varios insectos que acompañaban a la oruga, y exclamaron a coro: ¡Eso, no lo sabíamos!
La espiga del maíz continuó diciendo: “conmigo se cultivan el chile, el frijol y la calabaza. La calabaza y el chile están cerca de la barranca y el chile cerca del arroyo, y yo estoy en la milpa. ¡Amigos no se alejen, y escuchen todos somos diferentes y somos importantes!” Entonces la pequeña oruga con sus amigos vieron con otros ojos la diversidad de colores y formas que había en la parcela, y en el campo. Estaba ansiosa por convertirse en mariposa, revolotear sobre las flores con sus alas, sentir la libertad y maravillarse con los colores que le da la pacha mama. De las flores de múltiples colores, del higo que es negro, del limón que es verde y amarillo cuando maduro, de la flor de la calabaza, que es amarilla. Las tortillas americanas
México.- Al pie del cerro de Las Cruces, a 800 m sobre el nivel del mar, caminan 15 hombres. Va por delante José Luis, el dueño del terreno donde van a sembrar, su mula carga un bulto de semilla de maíz criollo bien seleccionada, ofrendada, bendita. El trabajo será largo y pesado como siempre, en pendientes pronunciadas donde tan sólo llegar es difícil, pero se respira un ambiente de fiesta entre ellos, son familia y saben que juntos pueden avanzar y protegerse de la serpiente mahuaquite, cuyo veneno es mortal, como el veneno del individualismo.
“Mano vuelta” le llaman al trabajo colectivo intensivo que hace posible una parcela sin dinero; se paga con trabajo y se trabaja a gusto. En un mundo donde todo cuesta, todo tiene precio y todo tiene dueño: donde cada persona trabaja para ganar y acumular, la milpa otomí se levanta para repartir y compartir los frutos de un trabajo común en un territorio común. Nunca se hacen cuentas de lo que se gasta porque lo importante es tener maíz criollo suficiente para comer sabroso todo el año.
Al llegar al terreno conocido como “Loma del Quelite”, José Luis hace su ofrenda en el centro de la parcela y reparte a cada compañero un puño de grano para que sea el primero que la siembre. Luego cada sembrador se hace responsable de una línea y avanzan poco a poco, todos juntos y al mismo sitio. Sin duda es el peor negocio del mundo, pero es la mejor forma de conservar la vida en el mundo.
Un mito mexicano
El Totonacapan tiene tres corazones, aunque le maten uno pueden nacer otros dos para volver a ser tres corazones. En este lugar se reunieron todos los dioses. Dios del Agua, Dios del Cerro, Dios del Viento, Dios del Maíz, y al reunirse todos tenían también a los pueblos del mundo mesoamericano. Los Dioses se dieron cuenta que tenían que dar de comer a sus hijos, entonces al reunirse: observaron a su alrededor y no tenían nada que comer, tenían a todos los pueblos con sus habitantes. Comían todo lo que encontraban en el camino, sin embargo el maíz no existía.
Entonces por un momento estaban planeando que iban a comer. Existían los dioses, pero los hijos no sabían que iban a comer después. Cuando estaban urdiendo que comer, se les ocurrió invitar a varios personajes, pero ellos no aceptaron. En este proceso de necesidad básica, invitaron a un joven ya grande, era un guerrero, le espetaron que estaba obligado a ser maíz por mandato divino. Le explicaron lo que tenía que pasar desde la siembra, el desgrano, el doblado, la pizca, desde desgranar hasta llevar a preparar el maíz cocido. Al tratar de convencerlo siguieron abundando en su charla. Lo que le va a suceder al hervir el maíz con la cal lo van a lavar, a moler, lo convierten en tortilla, después de cocer en el comal lo iban a comer y después iba a tener el hombre y después iba a …
Para esto el joven decidió con miedo irse a esconder en los peñascos. Obligando con esta acción a que se volvieran a reunir los dioses. Esta ocasión invitaron a una joven malva –o malvarón-, y otra vez el proceso de convencerla del propósito noble de ser maíz. Volviendo a fracasar, ya que la muchacha al darle terror, se fue a esconder en las barrancas, en lugares escondidos y obscuros. Por su propia decisión así nacieron las malvas, en los barrancos. Ocurrió que por el lugar de reunión de los dioses pasaba un niño, como candidato a ser maíz, los dioses volvieron a su propósito importante para los pueblos indígenas, su alimentación.
Tratando de convencer ahora a un niño, estos chicos todavía no tienen el poder de reflexionar sus acciones, le expusieron lo que tenía que pasar en el proceso de ser maíz. Para convencerlo le dijeron el proceso del maíz para ser alimento. Al abundar en su plática le dijeron al niño: no te preocupes te vamos a hacer fiesta, vas a comer pollo, y el niño humildemente lo aceptó. Sujetaron al niño y lo descuartizaron, lo cortaron en pedazos, y esos pedacitos los sembraron y al tercer día apareció la planta de maíz. Entonces le ofrendaron el pollo para dar de comer a los que lo sembraron. Crearon su fiesta del maíz, y tuvieron que matar al niño. Nacieron las plantas y dieron frutos. Como descuartizaron a todo el niño, vieron entonces como los granos de maíz se teñían de rojo debido a su sangre, los huesos y dientes eran el maíz blanco, y los cabellos u otras cosas, el negro del maíz; el amarillo los tuétanos (…)
También salieron huesos salpicados de sangre, por ahí salieron esos maíces pintos, de ahí nació el maíz. Por eso cada año cuando se siembra maíz aquí en Ixtepec, tiene que ser pollo para sembrar, y forzosamente lo debes tener para sembrar, para ofrendarlo. Los viejos al contarme la historia me decían que antes la madre tierra no ocupaba abono químico ni nada, que cuando agujeraban con el palo la tierra, que es la madre que sangraba, y por eso ahí nace el maíz. El Totonacapan tiene tres corazones, aunque le maten uno pueden nacer otros dos para volver a ser tres corazones. En este lugar se reunieron todos los dioses. Dios del Agua, Dios del Cerro, Dios del Viento, Dios del Maíz, y al reunirse todos tenían también a los pueblos del mundo mesoamericano. Los Dioses se dieron cuenta que tenían que dar de comer a sus hijos, entonces al reunirse: observaron a su alrededor y no tenían nada que comer, tenían a todos los pueblos con sus habitantes. Comían todo lo que encontraban en el camino, sin embargo el maíz no existía.
Entonces por un momento estaban planeando que iban a comer. Existían los dioses, pero los hijos no sabían que iban a comer después. Cuando estaban urdiendo que comer, se les ocurrió invitar a varios personajes, pero ellos no aceptaron. En este proceso de necesidad básica, invitaron a un joven ya grande, era un guerrero, le espetaron que estaba obligado a ser maíz por mandato divino. Le explicaron lo que tenía que pasar desde la siembra, el desgrano, el doblado, la pizca, desde desgranar hasta llevar a preparar el maíz cocido. Al tratar de convencerlo siguieron abundando en su charla. Lo que le va a suceder al hervir el maíz con la cal lo van a lavar, a moler, lo convierten en tortilla, después de cocer en el comal lo iban a comer y después iba a tener el hombre y después iba a …
Para esto el joven decidió con miedo irse a esconder en los peñascos. Obligando con esta acción a que se volvieran a reunir los dioses. Esta ocasión invitaron a una joven malva –o malvarón-, y otra vez el proceso de convencerla del propósito noble de ser maíz. Volviendo a fracasar, ya que la muchacha al darle terror, se fue a esconder en las barrancas, en lugares escondidos y obscuros. Por su propia decisión así nacieron las malvas, en los barrancos. Ocurrió que por el lugar de reunión de los dioses pasaba un niño, como candidato a ser maíz, los dioses volvieron a su propósito importante para los pueblos indígenas, su alimentación.
Tratando de convencer ahora a un niño, estos chicos todavía no tienen el poder de reflexionar sus acciones, le expusieron lo que tenía que pasar en el proceso de ser maíz. Para convencerlo le dijeron el proceso del maíz para ser alimento. Al abundar en su plática le dijeron al niño: no te preocupes te vamos a hacer fiesta, vas a comer pollo, y el niño humildemente lo aceptó. Sujetaron al niño y lo descuartizaron, lo cortaron en pedazos, y esos pedacitos los sembraron y al tercer día apareció la planta de maíz. Entonces le ofrendaron el pollo para dar de comer a los que lo sembraron. Crearon su fiesta del maíz, y tuvieron que matar al niño. Nacieron las plantas y dieron frutos. Como descuartizaron a todo el niño, vieron entonces como los granos de maíz se teñían de rojo debido a su sangre, los huesos y dientes eran el maíz blanco, y los cabellos u otras cosas, el negro del maíz; el amarillo los tuétanos (…)
También salieron huesos salpicados de sangre, por ahí salieron esos maíces pintos, de ahí nació el maíz. Por eso cada año cuando se siembra maíz aquí en Ixtepec, tiene que ser pollo para sembrar, y forzosamente lo debes tener para sembrar, para ofrendarlo. Los viejos al contarme la historia me decían que antes la madre tierra no ocupaba abono químico ni nada, que cuando agujeraban con el palo la tierra, que es la madre que sangraba, y por eso ahí nace el maíz. Entre los veteranos conocidos que se encuentran enterrados aquí hay varios que participaron en la intervención estadounidense en México en 1914 y 1915. También varios de la guerra de expansión en México de 1847 y 1848. Por ejemplo está la tumba del almirante Franck Friday Fletcher, quien como comandante de la primera división de la flota del Atlántico dirigió la invasión militar del puerto de Veracruz el 21 y 22 de abril de 1914, por lo cual recibió la medalla de honor. Otro militar famoso es el general John Pershing comandante en Europa durante la Primera Guerra Mundial. Este militar encabezó el 15 de marzo de 1915, la “expedición” a México encargada de capturar al General Pancho Villa, quien se había atrevido a invadir Columbus, Nuevo México con motivo de la venta de parque militar americano fraudulento para que fracasaran las tropas militares del famoso héroe mexicano creador de la guerra de guerrillas en la Revolución Mexicana. Con esta acción el gobernante rompió así el veto tácito, mantenido a lo largo de los sexenios anteriores, que impedía a un jefe de Estado mexicano visitar ese sitio. El motivo de esta reserva simbólica estuvo siempre a la vista: en Arlington están enterrados elementos militares estadounidenses que intervinieron en la Guerra injusta contra México y le arrebataron más de la mitad del territorio, así como los criminales e injustificables ataques y ocupación del puerto de Veracruz (abril- noviembre de 1914).
Si bien es cierto que la geografía y la economía hacen pertinente y necesario, en el período actual, la construcción de una relación bilateral fluida, productiva y hasta cordial, por ser un socio comercial. Para colmo, el gesto era innecesario si se considera que durante las pasadas cinco décadas ha sido posible desarrollar vínculos cada vez más estrechos con el imperio de las barras y las estrellas.
Una serie de episodios de claudicación de soberanía se han suscitado, el más reciente y claramente definido es: la firma de la iniciativa Mérida por medio del cual se dio potestad a agencias y cuerpos militares yanquis a inmiscuirse en asuntos internos, así fuera por medio de asesorías, trabajo de inteligencia, suministro de pertrechos militares, trabajo de inteligencia, y vehículos. La entrega de partes substanciales de la industria petroquímica a corporativos extranjeros, y la deplorable decisión, anunciada en marzo pasado y vigente desde mayo, de renunciar a la visa mexicana como requisito para ingresar a territorio nacional y aceptar, en su lugar el documento análogo emitido por el gobierno de Estados Unidos.
Para finalizar esta retahíla de acciones torpes; fue que las autoridades mexicanas en la visita de Calderón, solicitaron el auxilio de la DEA y el FBI en la investigación en torno del secuestro de Diego Fernández de Cevallos. Desde 1992, cuando se realizaron las modificaciones a la Ley del Servicio Público de Energía Eléctrica por medio de las cuales se permitió al sector privado generar energía eléctrica, y hasta la fecha, se han otorgado 776 permisos que significan una inversión total por 28 mil 910 dólares. Poco a Poco la CFE pierde mercado y pasa a convertirse en una empresa administradora de contratos ante la mayor presencia de las empresas internacionales.

Francisco López. Se necesita refundar el estado
México.- Aquellos teóricos capitalistas detractores del socialismo no pueden oír hablar de la existencia de explotación, imperialismo y explotadores de los trabajadores. Se muestran iracundos cuando algún comensal o interlocutor les hace ver que las clases sociales son una realidad. Los nuevos portadores del catecismo posmoderno, dicen tener argumentos de peso para desmontar la tesis que aún postula su validez y su vigencia como categorías de análisis de las estructuras sociales y de poder. Con cierto grado de sustancia es posible identificar dos tesis.
El resto entra en el estiércol de las ciencias sociales. Son adjetivos calificativos, insultos personales y críticas sin altura de miras. Yendo al grano, la primera tesis subraya que la contradicción explotados – explotadores es una quimera, por tanto todos sus derivados, entre ellos las clases sociales son conceptos anticuados de corto recorrido. Ya no hay clases sociales y si las hubiese son restos de una guerra pasada. El segundo argumento, corolario del primero, nos ubica en la caducidad de las ideologías y principios que les dan sustento, es decir, el marxismo y el socialismo.
Su conclusión es obvia, los dirigentes sindicales, líderes políticos e intelectuales que hacen acopio y se sirven de la categoría de clases sociales para describir luchas alternativas en la actual era de la información, vivirían de espaldas en la realidad. Esto supondría reflexionar atributo del cual carecen los nuevos robots alegres del pensamiento sistémico y neoliberal. Sin duda en las dos últimas décadas del siglo XX y la primera del XXI han emergido procesos sociales, económicos, políticos y culturales que no sólo han reinventado la realidad sino los conceptos para describirla. Las clases sociales existen y negarlo es, por decir lo menos, una ignorancia supina.

En México no hay aún democracia, pues en los últimos años se han cometido fraudes electorales a los candidatos presidenciales, Cuauhtémoc Cárdenas y Andrés Manuel López Obrador, las instituciones no funcionan y no hay justicia social, trabajo, salud ni educación, por lo que tal vez haría falta un congreso constituyente para reestructurar el Estado. Son algunos de los planteamientos de Carlos Payán, ex director y fundador de la Jornada. “Hay una reflexión que nos debemos hacer con respecto al uso de la palabra democracia, cuando uno ve que alrededor se violan votos, que la respuesta de la autoridad nunca es la adecuada”. Criticó la compra de votos y agregó, “ya no se trata de democracia sino de ver quién tiene más dinero para comprar más votos. Pero no sólo eso sino que no hay manera de controlarlo ni ganas parece que tiene la gente de controlarlo”.
Además abundó Payán, “no podemos hablar de democracia si antes no hablamos de justicia social. Si la gente, los campesinos, los indígenas n o tienen derecho a la salud, la educación, la alimentación y todo lo demás, pues estamos fritos. ¿De qué democracia estamos hablando?” Dijo que no hay una institución que funcione correctamente y puso de ejemplo el Congreso, que “no puede resolver nada fundamental para el país, porque arriba todos los intereses y la corrupción bloquean”. Dijo que antes del Tratado de Libre Comercio (TLC) con Estados Unidos y Canadá el crecimiento económico promedio de México eras de 6 por ciento, pero que después cayó a la mitad, además que generó un “serio deterioro social”.
En su exposición Payán, agregó que las políticas neoliberales han tenido un “efecto des-industrializador”, mayor desempleo y migración. Aunado a esto fue la falta de políticas internas que protegieran y modernizaran las estructuras económicas del país e impulsaran el mercado interno. En cuanto al centro- izquierdo representada por el Partido de la Revolución Democrática (PRD), ahí sólo podemos encontrar confrontaciones de distintos grupos de poder, no hay discusiones ideológicas ni disidencias.

En cuanto al abogado mixteco Francisco López Bárcenas, al dirigir su exposición en la conferencia sobre “democracia, socialismo y disidencias”, comentó que los ciudadanos “no creen en el Estado”, crean sus propios espacios de poder, mediante sus usos y costumbres. Tal vez esta experiencia no podría ser un modelo generalizado, sino que se trata de acciones necesarias y a contracorriente que, sin embargo, son enseñanzas de los pueblos indígenas al resto del país. “No hay democracia, pero además preguntaría si hay Estado, pues se nos cayó la casa”. Por ello insistimos que se necesita un congreso constituyente para refundar el Estado, pues hay que “pluralizar y articular todo”.
Otro expositor, Jesús Ramírez Cuevas, planteó que el centro de la discusión es la democracia y que el derecho a disentir es la semilla de la misma. Francisco López. Se necesita refundar el estado
México.- Aquellos teóricos capitalistas detractores del socialismo no pueden oír hablar de la existencia de explotación, imperialismo y explotadores de los trabajadores. Se muestran iracundos cuando algún comensal o interlocutor les hace ver que las clases sociales son una realidad. Los nuevos portadores del catecismo posmoderno, dicen tener argumentos de peso para desmontar la tesis que aún postula su validez y su vigencia como categorías de análisis de las estructuras sociales y de poder. Con cierto grado de sustancia es posible identificar dos tesis.
El resto entra en el estiércol de las ciencias sociales. Son adjetivos calificativos, insultos personales y críticas sin altura de miras. Yendo al grano, la primera tesis subraya que la contradicción explotados – explotadores es una quimera, por tanto todos sus derivados, entre ellos las clases sociales son conceptos anticuados de corto recorrido. Ya no hay clases sociales y si las hubiese son restos de una guerra pasada. El segundo argumento, corolario del primero, nos ubica en la caducidad de las ideologías y principios que les dan sustento, es decir, el marxismo y el socialismo.
Su conclusión es obvia, los dirigentes sindicales, líderes políticos e intelectuales que hacen acopio y se sirven de la categoría de clases sociales para describir luchas alternativas en la actual era de la información, vivirían de espaldas en la realidad. Esto supondría reflexionar atributo del cual carecen los nuevos robots alegres del pensamiento sistémico y neoliberal. Sin duda en las dos últimas décadas del siglo XX y la primera del XXI han emergido procesos sociales, económicos, políticos y culturales que no sólo han reinventado la realidad sino los conceptos para describirla. Las clases sociales existen y negarlo es, por decir lo menos, una ignorancia supina.
Justicia social y compra de votos
En México no hay aún democracia, pues en los últimos años se han cometido fraudes electorales a los candidatos presidenciales, Cuauhtémoc Cárdenas y Andrés Manuel López Obrador, las instituciones no funcionan y no hay justicia social, trabajo, salud ni educación, por lo que tal vez haría falta un congreso constituyente para reestructurar el Estado. Son algunos de los planteamientos de Carlos Payán, ex director y fundador de la Jornada. “Hay una reflexión que nos debemos hacer con respecto al uso de la palabra democracia, cuando uno ve que alrededor se violan votos, que la respuesta de la autoridad nunca es la adecuada”. Criticó la compra de votos y agregó, “ya no se trata de democracia sino de ver quién tiene más dinero para comprar más votos. Pero no sólo eso sino que no hay manera de controlarlo ni ganas parece que tiene la gente de controlarlo”.
Además abundó Payán, “no podemos hablar de democracia si antes no hablamos de justicia social. Si la gente, los campesinos, los indígenas n o tienen derecho a la salud, la educación, la alimentación y todo lo demás, pues estamos fritos. ¿De qué democracia estamos hablando?” Dijo que no hay una institución que funcione correctamente y puso de ejemplo el Congreso, que “no puede resolver nada fundamental para el país, porque arriba todos los intereses y la corrupción bloquean”. Dijo que antes del Tratado de Libre Comercio (TLC) con Estados Unidos y Canadá el crecimiento económico promedio de México eras de 6 por ciento, pero que después cayó a la mitad, además que generó un “serio deterioro social”.
En su exposición Payán, agregó que las políticas neoliberales han tenido un “efecto des-industrializador”, mayor desempleo y migración. Aunado a esto fue la falta de políticas internas que protegieran y modernizaran las estructuras económicas del país e impulsaran el mercado interno. En cuanto al centro- izquierdo representada por el Partido de la Revolución Democrática (PRD), ahí sólo podemos encontrar confrontaciones de distintos grupos de poder, no hay discusiones ideológicas ni disidencias.

En cuanto al abogado mixteco Francisco López Bárcenas, al dirigir su exposición en la conferencia sobre “democracia, socialismo y disidencias”, comentó que los ciudadanos “no creen en el Estado”, crean sus propios espacios de poder, mediante sus usos y costumbres. Tal vez esta experiencia no podría ser un modelo generalizado, sino que se trata de acciones necesarias y a contracorriente que, sin embargo, son enseñanzas de los pueblos indígenas al resto del país. “No hay democracia, pero además preguntaría si hay Estado, pues se nos cayó la casa”. Por ello insistimos que se necesita un congreso constituyente para refundar el Estado, pues hay que “pluralizar y articular todo”.
Otro expositor, Jesús Ramírez Cuevas, planteó que el centro de la discusión es la democracia y que el derecho a disentir es la semilla de la misma. No les bastan a los funcionarios más de dos años de desastres y ahí van de nuevo. Al fin que lo que importa son más contratos… y el agradecimiento de los “ganadores” de los mismos. Recordáis vosotros el spot en televisión y en otros medios de información, “El Tesoro” de Pemex el 19 de marzo de 2008, una gran mentira que muchos mexicanos nos tragamos. Caso del petróleo derramado en aguas profundas de Estados Unidos que encontraron un Tesoro y no lo han podido tapar producido por Deepwater Horizon.
El tesoro era una publicidad, en la que mencionaba que en aguas profundas está la mayor cantidad de petróleo, y que hay que aprovechar la tecnología extranjera. Toda esta patraña fue para encaminar los cambios legales que el Senado aprobó, y luego fue la apertura a las trasnacionales. Vamos a remitirnos a las grandes cantidades extraídas de las aguas profundas. Cada 1 de enero de cada año Pemex entrega cifras de las reservas petroleras, las clasifica en cuatro regiones, y no han dado un solo barril las aguas profundas del Golfo de México B, o cualquier otra región mar adentro.

En RMSO que se llama Litoral Tabasco aumento la producción de crudo en 2003 y el segundo trimestre de 2010 aumentó 5.4 veces, no son fantasías. Y la de gas natural, en el mismo lapso, subió 6.3 veces. A pesar que se perforó en los últimos 10 años 86 pozos petroleros. En comparación a los de Burgos y Chicontepec, paraísos del contratismo, con cuatro mil 815 perforaciones, 56 veces mas pozos que los de RMSO en el mismo tiempo. Esto muestra donde si debe invertirse el dinero, y no agregando a la exploración de las aguas profundas otros 150 millones de dólares. México sigue tirando dinero a un pozo sin fondo, y sin petróleo.

La opción más lógica, antes de importar crudo, sería reducir la exportación, un promedio de un millón 306 mil barriles diarios, que redundaría en la seguridad energética, además que se extendería la vida de las reservas probadas de petróleo. Fabio Barbosa señala: “Creo que es una aseveración falsa y parte de una campaña para acorralar a Pemex”. Felipe Ocampo, perito en refinación y petroquímica, informó que las refinerías trabajan al 80 por ciento de su capacidad, pero esto se hace porque la CFE no está comprando el combustóleo, que se produce. México.- De acuerdo a la Constitución en este país los Diputados y Senadores deben ser representantes de las diferentes tendencias ideológicas y los diferentes sectores de la población. La realidad es que sólo a veces se cumple ese mandato Constitucional. Por supuesto que hay algunos legisladores que son gente inteligente y honorable, verdaderos representantes populares fieles a sus ideales, hay algunos que son honestos e inclusive hay algunos que hasta saben leer y escribir.
Sin embargo por alguna razón, los mexicanos que llegan a ese puesto, son casi todos irresponsables, prepotentes, abusivos, déspotas, y fachosos; por lo que se han ganado el repudio y el odio de toda la ciudadanía. En este momento ser Senador o Diputado es menos honroso que ser pianista de burdel, torero, o payasito de semáforo. No le preguntes a un niño si quiere ser Presidente, el te dirá por cultura que no, que quiere ser, como su papá. Ya que el Presidente tiene fama de ser un corrupto, practica la impunidad y es un personaje siniestro.

Si es católico y tuvo dudas de su creencia, se enferma de una grave enfermedad llamada, “piadoso”, cuando es gobernador regala 90 millones a alguna iglesia en construcción que se llame “los católicos cristeros”.

Se sienten iluminados y hablan hasta por los poros, la gente al verlos con buen carro, y viviendo en las Lomas comienzan a tomarlos en cuenta, escuchan lo que dicen aunque sea una estupidez, sin importar que sean feos, prietos, malolientes y fachosos.
