El asesinato y negligencia de 49 niños ha quedado sin castigo
México. - La conmemoración del tercer aniversario del incendio en la guardería ABC de Hermosillo Sonora, subrogada a particulares por el Instituto Mexicano del Seguro Social (IMSS), en el que murieron 49 niños y resultaron heridos 76 más, estuvo marcado por una nueva oleada de movilizaciones de los padres de los difuntos, quienes en una misiva exigieron a las autoridades la realización de nuevas pesquisas sobre el caso, la aplicación de las sanciones a que haya lugar y el cese al encubrimiento de individuos como Juan Molinar Horcasitas (JFMH) y Javier Lozano Alarcón (JLA), ex titulares del IMSS y de la Secretaría del Trabajo y Previsión Social, respectivamente. El primero de esos exfuncionarios insistió el pasado martes (5/9/12) en su inocencia, afirmó que ya ha sido investigado y absuelto por las instancias judiciales correspondientes y dijo respetar su remoción del equipo de campaña de Josefina Vázquez Mota (JVM).
Es necesario recordar que la tragedia de la guardería ABC fue consecuencia de una cadena de negligencias y omisiones atribuibles, en primer lugar a los propietarios de la estancia infantil concesionada, pero también a las autoridades locales que permitieron la habilitación del establecimiento en una zona de bodegas y un inmueble por demás inadecuados. Aunque el gobierno federal es el que cede, por conducto del IMSS, la operación de estos centros a particulares, y es por omisión el responsable de que sean operados en condiciones adecuadas y operativas correctas. Los responsables de esta omisión criminal
No obstante el desorden y la opacidad que caracterizan el esquema de subrogación de estancias para menores se conjugaron, en el caso de la guardería ABC, con la ausencia de condiciones mínimas de seguridad en el inmueble incendiado, el cual carecía de extintores, detectores de humo y salidas de emergencia, así como de personal suficiente para la atención a los niños. La imprevisión y la indolencia gubernamentales que dieron pie a la tragedia se agravaron, en los meses posteriores, por las actitudes tardías, erráticas e improcedentes en las investigaciones sobre el caso por parte de la administración federal, elementos que obligan a suponer un designio de impunidad para los presuntos implicados en los lamentables acontecimientos.
El hecho es que hasta ahora, sólo funcionarios menores han sido imputados penalmente por la tragedia, sin cárcel. En contraste, en estos años ha quedado de manifiesto la renuencia de los niveles federal y estatal de gobierno a llevar a juicio a los copropietarios de la guardería ABC. Desde luego se debería hacer lo propio con los funcionarios, ex funcionarios que tuvieron alguna responsabilidad en la tragedia.
Los niños no debieron morir
Se recuerda que los dueños de la guardería tenían nexos políticos con el ex gobernador Eduardo Bours Castelo, del PRI y vínculos familiares con la esposa del presidente Margarita Zavala Gómez del Campo. Los padres de familia consideran que los arzobispos de Hermosillo (Ulises Macías Salcedo y Carlos Quintero Arce) han sido parciales hacia las ricas familias a la que pertenecen los cinco socios principales entre ellas Marcia Matilde Gómez del Campo Tonella, prima de la esposa del presidente. Se esperaba que el gobierno estatal recordara la tragedia, en atención a un decreto emitido en 2009, que declaró el 5 de junio Día de luto nacional. Pero no hubo ceremonia alguna, ni por parte del ayuntamiento de Hermosillo, Sonora.
El grito de “justicia” resonó 49 veces afuera de las oficinas centrales del IMSS, seguido del nombre del niño que perdió la vida en la guardería ABC, con la exigencia al gobierno de Felipe Calderón de castigar a los responsables de la tragedia. Casi una centena de integrantes de las asociaciones y activistas sociales volvieron a exigir que se cumpla la ley de guarderías del IMSS. Es decir, “que se elimine el sistema de subrogación por ser totalmente ilegal”; advirtieron que 99.7% de las estancias de esa institución social “operan de manera irregular y menos de la mitad han tenido revisiones de Protección Civil”.
A tres años de la tragedia persiste el repudio a la “impunidad” a la resolución de la Corte quién defendió “la corrupción y la subrogación de servicios”, y desde luego a la impunidad, señaló Aurora Muñoz, del GFCC, quien sostuvo que persiste la exigencia colectiva, cárcel a los “responsables verdaderos” como: Daniel Karam, Santiago Levy, Juan Francisco Molinar Horcasitas, Eduardo Bours Castelo, Marcia Matilde Gómez del Campo, Sandra Téllez, Gildardo Urquídez, Alfonso Escalante y Antonio Salido.

En ese sentido, la solicitud de JVM a JMH de que “se aparte” de su campaña presidencial luce como una maniobra de distracción y de control de daños antes que como un gesto de buena voluntad hacia las víctima y sus deudos: si así fuera, JLA, cuya dependencia tenía la responsabilidad de supervisar las condiciones de seguridad de la guardería incendiada en la medida en que era un centro de trabajo, y quien reviste, en consecuencia una responsabilidad política similar a la que recae sobre el ex titular del IMSS (JFMH).
En suma, a 36 meses de la tragedia del inmueble subrogado por el IMSS el saldo es desolador: 49 niños muertos, siete decenas de heridos y responsabilidades documentadas de funcionarios y ex funcionarios públicos, pero ningún culpable relevante ni indicio alguno de voluntad gubernamental para enmendar el desastrosos régimen de subrogación de estancias infantiles. Tales elementos, en conjunto, ponen de manifiesto el menosprecio de autoridades estatales y federales, actuales y pasadas, por la vida y el bienestar de la población y de sus segmentos más vulnerables: los bebés y los niños. México. - En lo que va de este año, como en un museo europeo se sacude el polvo la más antigua institución religiosa de Occidente, el Vaticano se ha visto cimbrado por filtraciones de documentos confidenciales que hacen referencia a asuntos tan sórdidos como corrupción y malversación de fondos o complots para envenenar al actual pontífice. De repente los asuntos palaciegos de Roma parecen experimentar una regresión a la sordidez que caracterizó al Vaticano en sus períodos históricos más turbios, como el Saeculum obscurum o también llamada esta era pornocracia, que transcurrió en el siglo X, o cuando las familias Borgia y Medici se alternaron en el trono de San Pedro (siglos XV y XVI), en los que la intriga palaciega era la manera habitual de implantar y destruir pontificados. Pero tal vez esta regresión es aparente y la máxima cúpula del catolicismo no ha actualizado en siglos sus lógicas institucionales ni sus mecanismos de formación de autoridad, simplemente en este siglo se ha dedicado a aplicar en forma decorosa el aparentemente añoso tronco del árbol podrido.

Las estructuras básicas del poder vaticano constituyen un anacronismo que entra en conflicto, obligadamente con una ética contemporánea dominada por los valores de la democracia, la pluralidad, la diversidad, la tolerancia y la rendición de cuentas , entre otros. En esta circunstancia el papado resulta, en el contexto del siglo XXI, un reducto del Medievo que es campo fértil para las conjuras soterradas, los rumores malintencionados y los golpes palaciegos.
La crisis actual marcada por un goteo de documentos confidenciales hacia la opinión pública, con una percepción de caos y descontrol, muestra la acuciante necesidad de modernización y actualización que experimenta el Vaticano, no sólo en sus mecanismo de acceso al poder, de sucesión y de resolución de conflictos, sino en lo que hace a las concepciones teológicas y pastorales anacrónicas, arbitrarias, misóginas y reaccionarias cuya persistencia se ha traducido en una grave pérdida de feligresías en el curso de décadas recientes. México. - En lo que va de este año, como en un museo europeo se sacude el polvo la más antigua institución religiosa de Occidente, el Vaticano se ha visto cimbrado por filtraciones de documentos confidenciales que hacen referencia a asuntos tan sórdidos como corrupción y malversación de fondos o complots para envenenar al actual pontífice. However in these proposals it doesn't take into account to the workers of the education that are in front of the children and young to length-wise and wide of the national territory, neither they are consulted. Our country has enormous social inequalities, and the violence is carried out to diary, so much for the government as the organized delinquency. We have to the violence in different levels and we find it when one mistreats the children, to the teenagers, when it is discriminated against the citizen.
The violence has been generalized and it has become the bread of every day, we find it when it is rejected the youths of the half superior level, in the entrance to the university, when the children are left without school, and when they desert for lack of economic resources, and certainly when it is allowed that the system educational-economic Mexican lets that 8 millions exist of young without study, neither they work. In this circumstance the teachers are to be evaluated in all their levels by the Public Education Ministry (SEP, in Spanish). For the state so disastrous of the educational system it should be evaluated from the physical infrastructure and the lamentable state of the educational contents that the children and the teenagers digest. All the above-mentioned has been putting in the center from the evaluation to the students and the teachers, directing toward the future acting a social project with justice, peace and dignity.
The teachers are the main ones interested in elevating the quality of the teaching, but we have to improve the material conditions in that are the schools, the colleges, and the academies, to increase the socioeconomic level of most of the population, so that it really allows the children and youths to be educated. Certainly the teachers are for an integral evaluation of the national educational system and not only the application of standardized tests that they reduce and the wealth of manifestations that they exist in the process teaching-learning, disappear and it don't only prove from memorization that look for to fulfill indications of international organisms that to really evaluate the knowledge of students and professors.
The Enlace test it sanctions to professors
Although the SEP (6/4/12) it has pointed out that the tests are not punitive, the National Evaluation of Academic Achievement in School Centers (Enlace, in Spanish) - whose application to 16 million children at begins (6/4/12) and of it depends it the biggest qualification points for the ascent of the teachers-, and certainly it imposes " sanctions " for the educational and directive, with its consequent negative impact so much in the magisterial career as in the universal evaluation of agreement with the own educational dependence. La prueba Enlace si sanciona a maestros y directivos
México. – La educación ha sido en la campaña política un tema recurrente. Critican, proponen y hablan, pero sobre todo “prometen y ofrecen”. Sin embargo en estas propuestas no se toma en cuenta a los trabajadores de la educación, que están frente a los niños y jóvenes a lo largo y ancho del territorio nacional, tampoco se les consulta. Nuestro país tiene enormes desigualdades sociales, y la violencia es realizada a diario, tanto por el gobierno como la delincuencia organizada. Tenemos a la violencia en diferentes niveles y la encontramos cuando se maltrata al niño, al joven, cuando se discrimina al ciudadano.
La violencia se ha generalizado y se ha convertido en el pan de cada día, la encontramos cuando se rechaza a los jóvenes del nivel medio superior, en el ingreso a la universidad, cuando los niños se quedan sin escuela, y cuando desertan por falta de recursos económicos, y desde luego cuando se permite que el sistema educativo-económico mexicano deja que existan 8 millones de jóvenes sin estudio, ni trabajo. En esta circunstancia los maestros están por ser evaluados en todos sus niveles por la Secretaría de Educación Publica (SEP). Por el estado tan desastroso del sistema educativo debe evaluarse desde la infraestructura física y el lamentable estado de los contenidos educativos que digiere el niño, y el joven. Todo lo anterior ha sido poniendo en el centro de la evaluación a los alumnos y los maestros, dirigiendo hacia el desempeño futuro un proyecto social con justicia, paz y dignidad.
Los maestros son los principales interesados en elevar la calidad de la enseñanza, pero tenemos que mejorar las condiciones materiales en que se encuentran las escuelas, los colegios, y las academias, aumentar el nivel socioeconómico de la mayoría de la población, para que les permita realmente a los niños y jóvenes educarse. Desde luego los maestros están por una evaluación integral del sistema educativo nacional y no sólo la aplicación de pruebas estandarizadas que cercenan y desaparecen la riqueza de manifestaciones que existen en el proceso enseñanza-aprendizaje, y no sólo pruebas memorísticas que buscan cumplir con indicaciones de organismos internacionales que evaluar realmente los saberes de alumnos y profesores.
La prueba enlace sanciona a profesores
Aunque la SEP (4/6/12) ha señalado que las pruebas no son punitivas, la Evaluación Nacional de Logro Académico en Centros Escolares (Enlace) – cuya aplicación a 16 millones de niños se inicia (4/6/12) y de ello depende el mayor puntaje para el ascenso de los maestros- sí impone “sanciones” para los docentes y directivos, con su consecuente impacto negativo tanto en la carrera magisterial como en la evaluación universal de acuerdo con la propia dependencia educativa. En un documento informativo sobre la prueba Enlace la SEP señala que las penalizaciones consisten en la anulación de la aplicación de la prueba, en caso de que se detecte la copia.
Lo anterior indica que tendrá necesariamente un “impacto en el puntaje del docente aplicador, al docente que atiende al grupo, al director del plantel educativo, así como a la supervisión escolar, jefatura de sector y docentes en funciones de apoyo técnico pedagógico, tanto en carrera magisterial como en evaluación universal”. A diferencia de las aplicaciones anteriores, ahora la prueba Enlace vale 50 de los 100 puntos que se requieren para la incorporación y el ascenso de los mentores en los nuevos lineamientos del Programa Nacional de Carrera Magisterial firmado por el presidente Felipe Calderón y la lideresa magisterial, Elba Esther Gordillo (EEG) , el año pasado.
Ciertamente los resultados van a incidir directamente en el sistema de promoción magisterial. Por lo que se hará un seguimiento a “escuelas con resultados históricos poco confiables”, lo cual incluye el posible involucramiento de “jefes de sector, supervisores y apoyos técnicos-pedagógicos”. La prueba se aplica en el contexto de una ceremonia que se realizará en la primaria República de Costa Rica encabezada por Calderón donde el 15 de mayo, la eterna líder del magisterio envió un crudo mensaje a Josefina Vázquez Mota (JVM), ex secretaria de la SEP. En este lugar a JVM se le acusó de “envilecer” la administración de la enseñanza por Gordillo.
Los maestros son objeto de la violencia del estado
En todas las entidades, a excepción de Oaxaca, los niños presentarán esta múltiple evaluación, en un contexto que los maestros hacen un llamado a boicotear esta múltiple prueba, por lo que han exigido la cancelación en virtud de que el “examen ha sido vendido en el mercado negro”. Además de la evaluación, la SEP diseño una guía para “proporcionar información de la transparencia y calidad” de la múltiple evaluación que a diferencia de otros países sólo aplican una evaluación general, no varias aplicaciones como lo están haciendo en México.
Los trabajadores de la educación han sido víctimas de incalculables agravios. Muchos profesores fueron reprimidos por disentir, se encuentran maestros asesinados, desaparecidos, y cesados por oponerse a las camarillas que han controlado el SNTE por muchos años. La prueba Enlace si sanciona a maestros y directivos
México. – La educación ha sido en la campaña política un tema recurrente. Critican, proponen y hablan, pero sobre todo “prometen y ofrecen”. Sin embargo en estas propuestas no se toma en cuenta a los trabajadores de la educación, que están frente a los niños y jóvenes a lo largo y ancho del territorio nacional, tampoco se les consulta. Nuestro país tiene enormes desigualdades sociales, y la violencia es realizada a diario, tanto por el gobierno como la delincuencia organizada. Tenemos a la violencia en diferentes niveles y la encontramos cuando se maltrata al niño, al joven, cuando se discrimina al ciudadano.
La violencia se ha generalizado y se ha convertido en el pan de cada día, la encontramos cuando se rechaza a los jóvenes del nivel medio superior, en el ingreso a la universidad, cuando los niños se quedan sin escuela, y cuando desertan por falta de recursos económicos, y desde luego cuando se permite que el sistema educativo-económico mexicano deja que existan 8 millones de jóvenes sin estudio, ni trabajo. En esta circunstancia los maestros están por ser evaluados en todos sus niveles por la Secretaría de Educación Publica (SEP). Por el estado tan desastroso del sistema educativo debe evaluarse desde la infraestructura física y el lamentable estado de los contenidos educativos que digiere el niño, y el joven. Todo lo anterior ha sido poniendo en el centro de la evaluación a los alumnos y los maestros, dirigiendo hacia el desempeño futuro un proyecto social con justicia, paz y dignidad.
Los maestros son los principales interesados en elevar la calidad de la enseñanza, pero tenemos que mejorar las condiciones materiales en que se encuentran las escuelas, los colegios, y las academias, aumentar el nivel socioeconómico de la mayoría de la población, para que les permita realmente a los niños y jóvenes educarse. Desde luego los maestros están por una evaluación integral del sistema educativo nacional y no sólo la aplicación de pruebas estandarizadas que cercenan y desaparecen la riqueza de manifestaciones que existen en el proceso enseñanza-aprendizaje, y no sólo pruebas memorísticas que buscan cumplir con indicaciones de organismos internacionales que evaluar realmente los saberes de alumnos y profesores.
La prueba enlace sanciona a profesores
Aunque la SEP (4/6/12) ha señalado que las pruebas no son punitivas, la Evaluación Nacional de Logro Académico en Centros Escolares (Enlace) – cuya aplicación a 16 millones de niños se inicia (4/6/12) y de ello depende el mayor puntaje para el ascenso de los maestros- sí impone “sanciones” para los docentes y directivos, con su consecuente impacto negativo tanto en la carrera magisterial como en la evaluación universal de acuerdo con la propia dependencia educativa. En un documento informativo sobre la prueba Enlace la SEP señala que las penalizaciones consisten en la anulación de la aplicación de la prueba, en caso de que se detecte la copia.
Lo anterior indica que tendrá necesariamente un “impacto en el puntaje del docente aplicador, al docente que atiende al grupo, al director del plantel educativo, así como a la supervisión escolar, jefatura de sector y docentes en funciones de apoyo técnico pedagógico, tanto en carrera magisterial como en evaluación universal”. A diferencia de las aplicaciones anteriores, ahora la prueba Enlace vale 50 de los 100 puntos que se requieren para la incorporación y el ascenso de los mentores en los nuevos lineamientos del Programa Nacional de Carrera Magisterial firmado por el presidente Felipe Calderón y la lideresa magisterial, Elba Esther Gordillo (EEG) , el año pasado.
Ciertamente los resultados van a incidir directamente en el sistema de promoción magisterial. Por lo que se hará un seguimiento a “escuelas con resultados históricos poco confiables”, lo cual incluye el posible involucramiento de “jefes de sector, supervisores y apoyos técnicos-pedagógicos”. La prueba se aplica en el contexto de una ceremonia que se realizará en la primaria República de Costa Rica encabezada por Calderón donde el 15 de mayo, la eterna líder del magisterio envió un crudo mensaje a Josefina Vázquez Mota (JVM), ex secretaria de la SEP. En este lugar a JVM se le acusó de “envilecer” la administración de la enseñanza por Gordillo.

It is clear that the slanted opinions of the opinion’s leaders everywhere are listened, and according to our cultural baggage, our family and to the opinion of our civic and economic environment we will give us bigger certainty about who to vote.
To the person that we choose he will be a man that is not a God and he will give us answers of how he will make our reality dreams, he is an imperfect candidate with their defects and virtues that perhaps their defects can be darkened for their actions, and events due to their advisers or to their opponents. The undecided one will reach an agreement with himself same to find precise answers meditating that what finds in the political atmosphere and mediatic is real or it is only to discredit the competitor with fifty-fifty truths, and this still makes it taking from of context to the presidential candidate, for that reason it is difficult to choose the ideal or at least worse candidate of the shop window, since the dirty campaigns are very scandalous but very effective, and cheats.

México. – Para los ciudadanos que tengan derecho a votar lo harán con la credencial del IFE en la mano para elegir al nuevo presidente de México. Con esto ellos tendrán la oportunidad para manifestar sus preferencias electorales lo que conlleva una gran responsabilidad. Es necesario que ellos mediten con sumo cuidado ya que este ejercicio colectivo va a afectar la vida de todos los mexicanos. Recuérdese que nuestro voto representa nuestro futuro, y el los demás mexicanos, así que a partir del 1 de diciembre podríamos contemplar un futuro preñado de grises nubes o de un sol claro con muchas oportunidades para todos. En esta reflexión hay que observar que todos los electores se muestran como la maravillosa oportunidad que tenemos enfrente.
En los debates los candidatos han mostrado el cobre y la brillantez de sus propuestas que son una oferta y los sueños para que todos los ciudadanos puedan concretar sus esperanzas. En este tópico nosotros somos los que vamos a decidir con libertad y democracia a nuestro representante en la legislatura y en la silla presidencial. Desde luego siempre habrá gente que aún no ha elegido el gurú que ocupara la silla presidencial, a estos les llamamos los indecisos, que aún no han adquirido la cultura política y la decisión política, aún a pesar que la televisión, la radio y la prensa los han bombardeado con publicidad tendenciosa y verdades a medias. Es claro que las opiniones sesgadas de los líderes de opinión por doquier se escuchan, y de acuerdo a nuestro bagaje cultural, nuestra familia y a la opinión de nuestro entorno cívico y económico nos dará mayor certeza sobre quién votar.
A la persona que elegimos será un hombre que no es un Dios y deberá darnos respuestas de cómo hará realidad nuestros sueños, es un candidato imperfecto con sus defectos y virtudes, que tal vez sus defectos puedan ser opacados por sus acciones, y eventos debido a sus asesores o a sus adversarios. El indeciso deberá llegar a un acuerdo consigo mismo para encontrar respuestas precisas reflexionando que lo que encuentra en el ambiente político y mediático es real o sólo se trata de desprestigiar al contrincante con verdades a medias, y esto lo hacen aún sacando de contexto al candidato presidencial, por eso es difícil elegir al candidato ideal o al menos peor de la vidriera, ya que las campañas sucias son muy difamatorias pero muy efectivas, y tramposas.
Al peje (AMLO) se le ha atacado de diversas maneras con mucha trampa y lodo, como la del segundo debate donde Josefina Vázquez Mota (JVM), lo atacó con bajeza y mala fe al acusarlo, preguntando, que donde se encontraba “hipócritamente” el día de la noche de Tlatelolco, desde luego que el se encontraba en el bachillerato a esa corta edad y que a él se le convocó como a muchos estudiantes. Desde luego que JVM no es la única que ha usado esta guerra sucia, ya que con estas falsedades, y mentiras de bajo nivel, la asesoraron mal y Chepina se vio con una ralea de bajo nivel. Eso es lo que está pasando en la política mexicana y en esta incipiente democracia se ha ensuciado tanto que ahora tienen que ganar a costa de lo que sea, lo cual no representa una buena opción electoral. Lo que nos preguntamos es porque la supuesta democracia mexicana no se ha llenado con argumentos inteligentes, con propuestas que muestren que las estrategias económico-políticas si van a beneficiar al ciudadano de a pié.
Si este es el panorama político- electoral que los partidos nos muestran entonces nos preguntamos insistentemente que es lo que vamos a encontrar cuando tengan el poder. También encontramos políticos tradicionalmente antagónicos al PRI y ahora se suman a la cargada política a favor de Enrique Peña Nieto (EPN). Estos políticos olvidados por el sistema de partidos que ya han ocupado cargos políticos que buscan: 1) que se nos olvide sus robos o faltas administrativas; 2) que se les perdone judicialmente a sus hijastros por algún hecho ilícito; 3) estos caducos y oportunistas personajes quieren sumarse a la caballada por algún puesto político y que se les perdonen sus faltas administrativas; y 4) aceptarían ser los mediadores entre el movimiento estudiantil 132, o crearían otro, como el movimiento pro Peña. En cuanto al peje también tiene un pesado fardo con un partido en descomposición, pero esto no es atribuible a su persona, y a pesar de esto lo asocian a nefastas corrientes políticas para el país.

Televisa esperaba que se disculpara el periódico británico, The Guardian, donde se develaron datos que acreditan a la empresa y sus conductores están al servicio de EPN, y esta afirmación se basa en material proporcionado por Wikileaks y sustraído de archivos de la embajada de Estados Unidos. Este periódico sustenta que el personal diplomático estadounidense está preocupado porque con los límites que ha puesto la nueva legislación laboral a los medios de comunicación, a pesar de esto Televisa sigue con sus negocios sucios con los partidos políticos, labor que ha venido desempeñando por muchos años, y con EPN lo ha hecho cuando era gobernador del estado de México.
El corporativo del canal de las estrellas “sigue haciendo su negocio y a cualquier precio, los partidos y sus candidatos han brincado las restricciones”, esto según Wikileaks. Los estadunidenses no se han dejado llevar por la desinformación de los medios de comunicación mexicanos y enviaron por delante a Joe Bidden, vicepresidente de los Estados Unidos, y seguramente fue enviado por Barack Obama para tener impresiones de primera mano sobre la realidad política mexicana. La duplicación del folio en las boletas de votación
México. – El poco confiable presidente del IFE, Leonardo Valdés Zurita (LVZ), manifestó en la primera quincena de enero que fue “un error” la duplicación del folio. “Es un lamentable error de los Talleres Gráficos de México (TGM) –donde se imprimen los textos gratuitos de primaria y secundaria -. El pasado lunes (11/6/12), se realizó un acto con la participación de los consejeros en el distrito (de Oaxaca) y los representantes de los partidos políticos”. Manifestó que un notario público dio fe del error de foliado de dos boletas, “una de ellas con daño”. La disculpa es que son más de 80 millones de boletas que se usarán el 1 de julio. Es bastante frágil el razonamiento: El Banco de México imprime una cantidad de billetes para el mercado nacional y no salen duplicados. La pregunta es si aparte de Oaxaca, ¿en qué otros lugares no detectados aún hay más errores?
Al iniciar el año algunos trabajadores de los TGM, denunciaban que “estamos imprimiendo las boletas de votación para presidente de la República. Terminamos nuestro turno de trabajo y ya que sale el personal de planta y los soldados que resguardan el edificio federal, los jefes ponen a trabajar las máquinas para seguir imprimiendo más boletas extras, desde luego sin contabilizar. Se cree que podrán ser usadas para otro fraude electoral, ya que esta empresa es paraestatal”. Con referencia a esta situación anómala contesta José Luis Alcudia Goya, coordinador de Comunicación Social de IFE (24/1/12), “Al respecto es pertinente señalar que en estos momentos el IFE no ha iniciado la impresión de dichos materiales ya que, como usted recordará, las boletas que se utilizarán en la jornada electoral del 1 de julio de este año llevarán impresas los nombres de los candidatos que contenderán para la Presidencia de la República por los diversos partidos políticos o coaliciones y el período de registro de ellos ante el Instituto es del 15 al 22 de marzo de este año”.
El episodio cobra importancia actual ante la denuncia de representantes del Partido del Trabajo ante el Consejo Local Electoral de Oaxaca, sobre la existencia de varias boletas con el mismo folio de control de impresión detectadas en los distritos ocho de Oaxaca de Juárez, y 4 de Tlacolula de Matamoros , revelaron que cuatro de las boletas irregulares halladas fueron del folio 122,001 del distrito ocho, y otras cuatro con el folio repetido, ahora el 00859 en el distrito cuatro con cabecera en Tlacolula de Matamoros, donde además faltan 31 boletas electorales. En estas circunstancias electorales sólo falta que los directivos digan fue un error, y disculpe compadre. La ambición que ha mostrado LVZ por el dinero digamos ‘el cochinito inmobiliario’, nos muestra lo vulnerable que es a la tentación y es propenso al turismo mundial de los funcionarios públicos.
Selección de personal en el IFE
El proceso de selección es muy obscuro y tramposa la selección del personal para ocupar las mesas directivas, el capacitador electoral en sí mismo al ser evaluado a veces lo mandan en la entrevista de perfil del lugar 15 al lugar 30, sólo por decir algo y ya lo desecharon del empleo que ya se ganó por concurso en las aplicaciones escritas que le hicieron. Estos capacitadores electorales son muy vigilados por los vehículos del PAN-PRI, y es crítico cuando se presentan ya que esto te indica que en ese lugar la persona no tiene credencial del IFE para identificarse y te va a insistir que lo anotes sin ningún documento como representante de casilla.
Esta pervertida manera de no ser simpáticos a los seleccionadores de personal en el IFE, con esta consigna captan a personas de escasa escolaridad de primaria y a los demás que son profesionistas, universitarios y gente de nivel social alto los dejan afuera debido a su posición critica e inteligente, debes ser un robot que conteste las preguntas sin cuestionar con el lenguaje establecido por los empleadores; los elegidos son acompañados por su deficiente capacitación. Estas pifias sembradas podrán abrir de manera natural los caminos que transitarán los maestros en fraude electoral, llegando temprano a las casillas para ser los primeros en ser nombrados sustitutos de quienes no hubieran asistido.

De tal manera que asumen el control del manejo operativo, el control de votos y el llenado de actas, por no hablar del ‘método de la ruleta’. Además hay datos preocupantes como el lugar donde se lleva a cabo el fraude y son lugares de control de caciques que suelen adulterar las preferencias electorales, donde se han encontrado 6 mil 319 boletas electorales sobrantes en el Distrito Federal 10, con cabecera en Miahuatlán de Porfirio Díaz: 2 mil 103 para diputado, según la denuncia hecha por Flavio Sosa, diputado local y representante del PT para asuntos electorales en la entidad, y por Gilberto López abogado y “representante de Morena ante el consejo local del IFE en el estado”. En el distrito 5, con cabecera en Tehuantepec, se detectaron un mil 412 boletas de más, que iban a ser distribuidas en 24 municipios.
Y en el distrito 9, con sede en la ciudad de Oaxaca, se reportaron 5 mil 718 boletas sobrantes. Tenemos evidencias que apuntan al caos rumbo a los comicios que no sabemos si es intencional y tal vez por torpeza. Ya que se encuentran muchas denuncias de mexicanos residentes en el extranjero que no han recibido sus paquetes electorales de parte del IFE, y se les ha hecho creer que en la primera fase del proceso bastaría con enviar sobres con presunto porte pagado que no reconocían las oficinas postales foráneas, por lo que muchos paisanos debieron pagar ellos mismos ese servicio, con tal de ejercer su derecho al voto. México. - El presidente del Consejo Coordinador empresarial (CEE), Gerardo Gutiérrez Candiani (GGC), se manifestó en contra de reducir el salario de la alta burocracia en el país, por considerar que si se pagan menores sueldos se tendrán funcionarios de menor calidad. Durante la presentación de la agenda legislativa que el sector promoverá en la siguiente legislatura, el presidente del organismo, GGC, agregó que disminuir los ingresos de los burócratas que más ganan también podría generar más corrupción. “Los funcionarios que tienen mayor responsabilidad deben ser gente muy preparada y bien pagada, porque si hacemos un ejercicio donde cada vez les pagamos menos a los que más responsabilidad tienen, al rato vamos a tener gente de acuerdo con los niveles que pagamos y no de las responsabilidades que tienen”, sostuvo el ejecutivo.
De tal manera que al situar este aspecto en un entorno institucional que privilegie a las grandes fortunas y que se ensaña con los contribuyentes cautivos, y en el gasto público se financia fundamentalmente con las aportaciones del pueblo, y con los recursos de la renta petrolera, puede entenderse que los consorcios empresariales muestren indolencia ante el nivel de vida lujosos y aún faraónico de los altos funcionarios, y defiendan su preservación y el consiguiente derroche. Por otra parte, la pretensión de establecer una relación directa entre los ingresos de los servidores públicos y “la responsabilidad” que tienen resulta falaz al comparar los sueldos de funcionarios mexicanos con los de sus pares de otros países.
Si la afirmación formulada por GGC fuera verdad, habría que concluir que la responsabilidad del propio FCH, del gobernador del Banco de México, Agustín Carstens, y del titular de Seguridad Pública, Genaro García Luna –cuyas percepciones mensuales respectivamente son de 247 mil, 208 mil y 244 mil pesos), son superiores a las de la presidencia de Brasil, Dilma Roussef, o a la de los titulares de la Reserva Federal de Estados Unidos, Ben Bernanke, o a la del Secretario de Defensa del país de las barras y las estrellas, Robert Gates, quienes perciben salarios inferiores a los de los servidores públicos mexicanos mencionados.
No obstante la declaración del presidente del CCE pone en perspectiva la situación de privilegio que viven en el país las propias élites empresariales, beneficiarias de “regímenes especiales” en materia fiscal, de todo tipo de facilidades para el pago diferido de gravámenes y hasta de omisiones en la recaudación por el gobierno federal. La falta de capacidad gubernamental o de voluntad para cobrar impuestos a empresarios privilegiados es un hecho reconocido incluso por el Ejecutivo federal, Felipe Calderón Hinojosa (FCH), quien en octubre de 2009 admitió que “las empresas que más ganan rara, rara vez pagan impuestos en el país”.

El presidente del CCE, GGC, dijo “no concuerdo mucho (con la propuesta), serían ahorros mal entendidos y lo que podemos generar es que teniendo salarios tan bajos, podemos tener el efecto contrario, que precisamente por esos bajos salarios caigan en otros temas que son los que deberíamos de atacar. Tenemos que hacer un combate a la corrupción”, dijo.”No pedimos que renuncien a ninguno de sus derechos e instancias que la ley les otorga, pero sí exigimos que no se aparten de lo que ella establece”, indicó el CCE en su desplegado. La agenda legislativa que presentaron los empresarios está integrada por 10 propuestas en la que se insiste en la necesidad de aprobar reformas estructurales como la laboral, la energética y la hacendaria, con objeto de acelerar el crecimiento económico del país.
Además se plantea una reforma integral al gasto público que permita una asignación eficiente y transparente de los recursos, así como precios y tarifas públicas que promuevan la competitividad y evitar impuestos especiales que distorsionen mercados. Vemos con preocupación que la falta de acuerdos es lo que ha prevalecido en el Congreso en los últimos lustros, bien por razones de cálculo electoral, por visiones de corto plazo, porque se ha privilegiado al anteponer los intereses particulares, y de grupo o de facción sobre los intereses de México.
La realidad es que los ingresos desmesurados de los altos funcionarios no han contribuido en nada a tener un gobierno eficaz, apto, ni a erradicar la corrupción en las oficinas públicas, y que los salarios exorbitantes, lejos de apagar el apetito de los funcionarios por las grandes sumas de dinero, lo han acrecentado - estos funcionarios se han vuelto un barril sin fondo-, lo han acrecentado como demuestra la proliferación, en los ámbitos Ejecutivo, Judicial y Legislativo, así como en el de los organismos autónomos, de nombramiento de toda suerte de empleados de primer nivel con percepciones ofensivas para un entorno social depauperado por las políticas económicas puestas en prácticas precisamente por quienes se remuneran con excesiva largueza.
Ante tal panorama, es necesario que el gobierno entrante, con independencia de quién lo encabece, adopte una política de austeridad efectiva que debe empezar justamente, por una moderación en los sueldos de sus principales colaboradores. México. - Al discutirse en el pleno de la Comisión permanente del Congreso un llamado a la sociedad, partidos y actores políticos a “aceptar con madurez y civilidad la voluntad popular que mediante el voto se exprese en las urnas”, el PRD denunció en tribuna que “circulan en 300 distritos electorales del país tarjetas de débito del Banco Monex, en manos de operadores de las campañas distritales del PRI: son (56 mdd) millones de pesos fuera de la legalidad.” El PRD dijo que la Procuraduría General de la República (PGR) debe investigar la denuncia “de un trasiego de 56 millones de dólares, que salieron de México triangulados para ser depositados en cuentas en Estados Unidos para pagar la difusión del candidato del PRI a la presidencia, Enrique Peña Nieto (EPN)”.
Anunciaron que l jueves (21/6/12) presentarán una denuncia en la PGR, para que investigue el caso junto con la Comisión Nacional Bancaria y de Valores. En sus espots, frases y oraciones emitidas editadas con dolo y mala fe
México. - Durante la renovación de promocionales de los partidos políticos, el PAN y el PRI iniciarán una campaña en contra de Andrés Manuel López Obrador (AMLO), candidato presidencial progresista del PRD-PT-MC, a quién acusarán de no querer la democracia, organizar el Plantón de Paseo de la Reforma (2006) y de promover políticas que llevaron a la quiebra la economía. Serán cuatro puntos publicitario en TV –espot- que incluyen imágenes de los video-escándalos y de mítines donde el político tabasqueño “manda al diablo” a las instituciones, en el que destaca la similitud entre un promocional del PRI y otro del PAN.
Por primera vez en la historia de las campañas políticas, los promocionales del candidato a legisladores del PRI incursionarán en lo que algunos definen como “campaña de contraste” y otros “guerra sucia” para cuestionar la imagen de AMLO. La escena vuelve a las casas de campaña del plantón de Paseo de la Reforma, mientras la voz en off señala que “hace seis años, AMLO no respetó la voluntad del pueblo y organizó un plantón de varios meses en Reforma afectando los derechos de miles de mexicanos”. Con la pantalla en negro se lee: “López Obrador no cree en la democracia”.
El punto publicitario en TV concluye con una voz en tono grave: “¿Esto quieres para México? Tú decides”, mientras en la imagen se aprecia al candidato gesticulando, pero ya sin sonido. El mensaje no es adjudicado a la campaña presidencial, sino –al igual que en el caso del PAN- se responsabilizan los candidatos a diputados y senadores del tricolor. Otro promocional del PRI comienza con el video del René Bejarano recogiendo dinero que le entrega Carlos Ahumada. De inmediato pasa a la grabación reciente de la cena con colaboradores de AMLO donde Luis Costa Bonino presuntamente pide 6 millones de dólares para ganar la presidencia y luego la voz de Luis Creel avalando la petición.
El punto publicitario en TV concluye con una frase: “Algunas personas nunca cambian”. La candidata Josefina Vázquez Mota (JVM) del PAN aparece en otro punto publicitario en TV con descalificaciones a AMLO y en medio de un auditorio. Asegura que no van a votar por el tabasqueño, “aquellas familias y personas que saben el trabajo que nos ha costado conseguir una hipoteca”, y agrega que “AMLO va a llevar a la quiebra a la economía de nuestro país”, para concluir que ella es la mejor opción para la presidencia. En este marco de la guerra sucia política tanto el PRI como el PAN han acabado coincidiendo en la metralla sucia contra AMLO, a quien a estas alturas de la campaña política va arriba de todas las encuestas y lo consideran un peligroso objetivo al que deben abatir en términos políticos, mediáticos electorales y sociales.
