El corporativo promueve prácticas corruptas
México. - Una práctica de la trasnacional Wal-Mart (WM) para neutralizar a opositores es entregar dinero a las autoridades o en su caso grupos locales con el fin de que realicen obras de supuesto beneficio social. Un caso emblemático de esas acciones es la construcción y apertura en 2004 de la tienda Aurrerá en el perímetro C de protección de la zona arqueológica de Teotihuacán. A pesar en una área de protección, donde se impone a los vecinos estrictos requisitos para ampliar sus viviendas, Wal-Mart logró obtener del gobierno estatal, entonces encabezado por Arturo Montiel, del ayuntamiento de Teotihuacán y del Instituto Nacional de Antropología e Historia (INAH) los vistos buenos para abrir la tienda.
Para acallar parte de las voces en su contra, WM entregó 600 mil pesos a los representantes de la delegación y del Consejo de participación Ciudadana del barrio La Purificación comunidad donde se edificó el supermercado, y ofreció plazas laborales para los colonos, con el fin de lograr su anuencia. La trasnacional inició la construcción en julio de 2004 en un predio ubicado en la calle Cruz de la Misión. El predio forma parte del polígono C del área de protección de la zona arqueológica de Teotihuacán, donde de acuerdo con un decreto emitido el 30 de agosto de 1988, se permite realizar construcciones que no atenten contra la preservación e integridad de los monumentos arqueológicos.
Durante meses, el frente Cívico Teotihuacano y la Organización de las Naciones Unidas, argumentaron que la construcción destruiría vestigios arqueológicos, además de las irregularidades y corrupción en la emisión de las licencias de construcción. Los inconformes interpusieron ante la Procuraduría General de la República la denuncia TEX/061/2004-11; la denuncia 925/2004 en el tribunal de lo Contencioso Administrativo. Se inició una investigación pero las obras jamás se detuvieron. El INAH constató “la inexistencia de bienes arqueológicos en casi la totalidad del terreno”. Sin embargo, admitió que halló restos del basamento de un altar prehispánico de 80 cm por lado y 25 cm de altura, así como fragmentos de pisos.
Wal-Mart logró en seis meses todos los permisos: la factibilidad de uso de suelo (DPUR/106/2044), dictamen de Protección Civil (SGG/SSGG/SSSP/DGPC/02395/2004), licencia de obra del INAH (401/725/2/103P/04) y del ayuntamiento, licencia estatal de uso de suelo (089/050/2004), dictamen y constancias de servicios públicos (DU/CS/05/06/2004), ecológicos (212003/RESOL/356/04) y de la vialidad (20000/A000/10160/2004).
Las iniciativas congeladas en el Senado
Desde hace dos años está detenida en el Senado de la República una iniciativa para reformar la Ley Federal de Competencia Económica (LFCE), la cual, entre otros puntos, busca fortalecer los procesos de investigación contra empresas que incurran en prácticas monopólicas y que serviría para frenar las acciones depredatorias de las cadenas de autoservicio, principalmente de Wal-Mart, que ofrece precios bajos a sus clientes a costa de proveedores y de comerciantes en pequeño. Los comerciantes en pequeño se quejan de la falta de sensibilidad de los legisladores federales por negarse a incluir en la iniciativa una prohibición expresa de que las cadenas de supermercados vendan productos por debajo del precio de producción, lo cual representa una competencia desleal que afecta al mercado interno.
Antes existía esta prohibición pero el gobierno federal e integrantes del Congreso de la Unión la han ido borrando, afirma Alfredo Neme Martínez (ANM), director para América de la Unión Mundial de Mercados Mayoristas. Además dice “los legisladores argumentan que no se puede determinar un costo, lo cual es absurdo, cuando la propia Secretaría de Hacienda (SHCP) lo determina para fijar impuestos”. La petición de que se restablezca esta prohibición proviene de proveedores que WM impone precios bajos, bajo amenaza de que si no acatan les retrasan los pagos o de plano los eliminan de su lista de abastecedores.
La joya de la corona
El director ANM consideró que si bien WM aplica en todo el mundo las mismas prácticas comerciales y laborales, México es “la mayor joya de su corona” por las ganancias que le reporta y el número de sucursales que ha logrado abrir aquí en los últimos años y que han “devorado” los pequeños negocios especializados y de diversos giros. “ De cada cinco tiendas inauguradas por WM en el mundo, cuatro están asentadas en México”, y 60 por ciento de lo que factura la trasnacional aquí es trasladado a sus proveedores, por lo que son éstos los que pagan su publicidad, ofertas y la construcción de nuevas sucursales.
Las grandes cadenas, asevera ANM que aunque vamos con los legisladores nos dicen que no hay mucha presión social para impulsar la ley, debido en parte por la gran presión que los corporativos comerciales con WM a la cabeza impulsan que dejen relegadas las exigencias de los pequeños comerciantes. Probablemente se dejen de lado sus peticiones, indica ANM y ojalá “se detenga el poder monopólico y monopsódico –poder para imponer precios a sus proveedores- de las grandes cadenas comerciales como ha quedado claro ante el escándalos suscitado por Wal-Mart por actos de corrupción en nuestro país”. El estado es corresponsable de la seguridad de las víctimas
México. - Por unanimidad, el estado de la República avaló ayer el dictamen de la ley General de Víctimas, ordenamiento que dicta, entre otras cosas el derecho a la reparación integral del daño y a la asistencia jurídica, médica, económica de quienes padezcan ataques de la delincuencia o abusos en garantías individuales por las autoridades; prevé la creación de un registro nacional de víctimas y de un fondo permanente de ayuda y reparación integral, y pone esos mecanismos bajo control de un Sistema Nacional de Víctimas en el que estarán representadas las organizaciones de la sociedad civil.
A reserva de lo que pudiera ocurrir en días próximos en la Cámara de Diputados en donde la referida ley tendrá que ser analizada, y en su caso, ser aprobada. En el Senado la luz verde es un hecho meritorio porque corrige una omisión, en el marco legal mexicano, de mecanismos institucionales que obliguen al Estado a reconocer y reparar los abusos y atropellos cometidos contra la población, ya sea por delincuentes o por las propias autoridades. Tal omisión que hoy se traduce en un margen de desprotección para la población y en un manto de impunidad para quienes atentan contra ésta, ya sea dentro de las instituciones o fuera de ellas.
Esta situación se torna más grave en un momento como el presente, en el cual convergen la violencia y la barbarie de las organizaciones delictivas con los atropellos y vejaciones cometidos por autoridades en el contexto de la “guerra” contra el crimen organizado, y cuando los gobiernos de los distintos niveles han manifestado falta de interés por la situación de las víctimas en general. Otro aspecto saludable del referido aval es que, con esta situación de avalar el dictamen; el Senado de la República cumple, así sea con casi un año de retraso, con uno de los principales compromisos formulados por el legislativo a las organizaciones sociales que en meses previos se han movilizado por la pacificación del país y por la justicia para las víctimas y sus deudos, que han formulado severas críticas a la estrategia de seguridad en curso y han presionado por su modificación.
En el Senado se aprueba la ley en general
En las postrimerías de la legislatura de forma unánime, se aprobó (25/4/12), esta ley que representa “el principio de un camino nuevo, de mayor justicia, atención y cuidado” para quienes sufren violaciones a sus derechos humanos o el embate de la delincuencia organizada, palabras de Jesús Murillo Karam, del PRI. Con esta ley de “nueva generación” se “reivindican los derechos humanos en esta lucha en que estamos inmersos entre un Estado policíaco y un Estado de plena libertad”, indica Pablo Gómez del PRD. Con esta ley se pretende reconstruir el tejido social, “tan gravemente afectado por la violencia”, señaló Tomás Torres, ex militante del PRD. Esta ley fue impulsada por el Movimiento por la Paz con Justicia y Dignidad, para combatir la impunidad y corrupción, mencionando a la asesora Eliana García, y gracias al esfuerzo de muchos académicos de la UNAM, y otras instituciones académicas y organismos internacionales.
Con el apoyo de estas organizaciones se generaron varias modificaciones, como por ejemplo, un fondo de ayuda de 950 mil pesos, asistencia y reparación integral del daño que se forme con recursos presupuestales y privados como donaciones, pero no del redondeo de tiendas departamentales. La ley ordena entre otras cosas crear un registro nacional de víctimas, obliga al Estado a buscar por todos los medios a las personas desaparecidas y da el derecho imprescriptible a agraviados a conocer la verdad histórica. También se aprobó la reforma al artículo 73 constitucional, que faculta al Estado a legislar en materia de víctimas. Aunque falta por aprobarse en San Lázaro quedando pendiente hasta septiembre, 2012.
Los síntomas de la ley
Tal actitud contrasta con la indolencia y falta de respuesta del Ejecutivo federal a esos mismos reclamos: más allá de reuniones vistosas y mediáticas encabezadas por su titular, Felipe Calderón, con organizaciones de la sociedad civil y con personajes afectados por la violencia, el gobierno federal ha sido renuente a ensayar una variación real en su impugnada estrategia de combate a la delincuencia organizada, y ha desoído los reclamos formulados por la población ante los desastrosos resultados de la misma. Por último no deja de ser preocupante que el Estado mexicano requiera modificaciones al marco legal para corregir o atenuar un a circunstancia que, en sentido estricto, no tendría que haber ocurrido si la administración federal hubiese atendido desde un principio a sus responsabilidades básicas y desde luego empezando por la protección a la vida y la procuración del bienestar de las personas.
En este contexto de responsabilidades básicas, se hubiera podido diseñar, en consecuencia una política de seguridad que prioriza la protección de la población y la pacificación del territorio nacional, y podrían ser sancionado, por principio y en forma enérgica, los atropellos cometidos por quienes supuestamente deben resguardar el estado de derecho. Finalmente, sin demeritar el carácter positivo de la ley referida, ésta representa un indicador de la pérdida de capacidad del Estado para cumplir con sus obligaciones más elementales, y ese deterioro no se corrige en un plazo corto, llegará un momento en que no habrá ley ni reforma que alcancen para revertirlo. México. - The corporate one is classified as socially responsible company, Wal-Mart of Mexico and Central America (WM) flooded the internal market with foreign products cared at low cost, what allowed it to negotiate with national suppliers the purchase from its final products to reduced prices. This transnational company is the corporative that the federal government has used to lower the inflation and it has played a fundamental part it for the official inattention toward the invigoration of the national productive plant. For the CFC to limit the installation of these stores is “noxious to the competition process and liberate concurrence, and in consequence, contrary to the public interest and the well-being of the consumers". In opposition to the federal government's attitude the government of the Federal District threw its ordinance initiative to limit the installation of supermarkets –small centers, and supercenters- in the capital of the country with the purpose “of improving the conditions of justness and competitiveness for the public supply", and with it to protect the traditional trade conformed by markets traditional and small business.

The main ones affected they are those producing of fresh foods, section in which the supermarkets in general apply their more attractive offers. Nevertheless since the population only provides 15 percent of the foods that consumes who buy in a self-service store they pay a surcharge in any other merchandise that they acquire, with what is invalidated the saving that they obtained in fruits and vegetables. Mexico is “the jewel of the crown” for the earnings that they report since to the transnational one in the last years “they have devoured” to the small business, and the traditional markets in the diverse municipalities of the states they have gone disappearing.
The strong initiative caused controversy between the big companies and the CFC it emitted its opinion in this respect, but at the end the ordinance approved by the Asamblea Legislativa of Mexico City went into effect in May of 2011, in spite of the habeas corpus interposed by supermarkets and transnational in the face of the Judicial Brand of the Federation, which were refused. Until the moment due to the scandal for practical corrupt and monopolists of the transnational one has not been investigated by the CFC, or some other chain of supermarkets. In this singular case it isn’t any accusation before the CFC for some commerce chamber, or some company injured in their economic interests, and productive sector, in spite of the declarations that prevail against the practical depredatorias of the corporative Supercenter Wal-Mart.

It leaves a smearing mud in the walls with the bribes surrendered by the transnational one as a difficult task, since there are many bureaucrats connected of high level. In this smearing they are mentioned to Arturo Montiel and officials of the administration of the D. F., as Alberto and Eugenio Ebrard. The candidate of the PRI obtained in his visit to Monterrey support of Blanca Trevino, integral of the advice of administration of WM, and in turn she is director of Softek Co. El corporativo promueve reformas laborales lesivas
México. - Catalogada como empresa socialmente responsable, Wal-Mart de México y Centroamérica (WM) inundó el mercado interno con productos importados a bajo costo, lo que le permitió negociar con proveedores nacionales la compra de sus productos finales a precios reducidos. Esta empresa trasnacional es el corporativo que ha servido al gobierno federal para bajar la inflación y ha desempeñado un papel fundamental para la desatención oficial hacia el fortalecimiento de la planta productiva nacional. Pero los flujos de divisas que ingresaron al país fueron utilizados para financiar las importaciones de bienes de consumo e intermedios, en vez de apoyar a las empresas nacionales.
En este contexto sólo los pequeños productores locales quedaron fuera de la lista de proveedores de WM y únicamente los monopolios del país, como Bimbo y Bachoco, lograron hacer negocios. Sólo en la administración de Felipe Calderón, la compañía aumentó su número de establecimientos de mil 20 a 2 mil 87. Sus ventas se dispararon de 219 mil 714 millones de pesos a 379 mil 21 millones. En tanto, las utilidades ascendieron de 13 mil 962 millones a 22 mil 254 millones de pesos, aseveró Alejandro Castillo y Uriel Vargas de la Organización social El Barzón. Añadieron que WM es una trasnacional que han promovido las reformas laborales lesivas, la sobreexplotación de los trabajadores, el uso de extensión del horario laborable mediante horas extras que no se pagan, además de la eliminación de los horarios de trabajo.
La competencia de la trasnacional es depredatoria y desleal
La directora de talento de la trasnacional WM, menciona Cory Guajardo del fortalecimiento de las relaciones laborales, en las cuales cada empresa busca que sus empleados entren en diferentes horas dependiendo de sus necesidades. Además agregó que en verano, los viernes se cumplen horarios flexibles, sólo en oficinas y que ”en centros de distribución hay esquemas de cuatro días trabajados por tres de descanso”, pero se le olvida mencionar que si el trabajador no acude al trabajo –falta-; el trabajador que falta a la quincena y reciben su salario los trabajadores se les descuenta dos días por cada día de la falta registrada en nómina, y no paga premio por asistencia.
Para la Comisión Federal de Competencias (CFC), la multiplicación de tiendas de autoservicio y mini-supermercados de la trasnacional Wal-Mart (WM), no se considera una práctica desleal y depredatoria para los pequeños comerciantes. Para la CFC limitar la instalación de estas tiendas es “nocivo al proceso de competencia y libre concurrencia, y en consecuencia, contraria al interés público y el bienestar de los consumidores”. En oposición a la actitud del gobierno federal el gobierno del Distrito Federal lanzó su iniciativa de decreto para limitar la instalación de supermercados en la capital del país con el fin de “mejorar las condiciones de equidad y competitividad para el abasto público”, y con ello proteger el comercio tradicional conformado por mercados tradicionales y pequeños negocios.

Los principales afectados son los productores de alimentos frescos, sección en la cual los supermercados en general aplican sus ofertas más llamativas. No obstante dado que la población sólo surte 15 por ciento de los alimentos que consume, quienes compran en una tienda de autoservicio pagan un sobreprecio en cualquier otra mercancía que adquieran, con lo que queda invalidado el ahorro que obtuvieron en frutas y verduras. México es la “joya de la corona” por las ganancias que reportan a la trasnacional ya que en los últimos años “han devorado” a los pequeños negocios, y los mercados tradicionales en los diversos municipios de los estados han ido desapareciendo.
La iniciativa causó fuerte controversia entre las grandes empresas y la CFC emitió su opinión al respecto, pero al final el decreto aprobado por la Asamblea Legislativa de la Ciudad de México entró en vigor en mayo de 2011, pese a los amparos interpuestos por supermercados y trasnacionales ante el Poder Judicial, los cuales fueron denegados. Hasta el momento debido al escándalo por prácticas corruptas y monopólicas de la trasnacional no ha sido investigada por la CFC, o alguna otra cadena de supermercados. En este caso singular no se encuentra ninguna denuncia ante la CFC por alguna cámara, o alguna empresa lesionada en sus intereses económicos, y sector productivo, pese a las declaraciones que predominan contra las prácticas depredatorias de la trasnacional Wal-Mart.
El lodo en Wal-Mart
En este contexto se complica las prácticas monopólicas, al presentar un accionista una demanda en contra de Supercenter WM en tribunales de Estados Unidos. Explica en su demanda que desea ser indemnizado por las pérdidas sufridas por sus acciones y pide cuentas claras con nombres y apellidos de los ejecutivos de la empresa y funcionarios públicos involucrados en los sobornos. Sin embargo WM ha impuesto algunas trabas a la información al crear artificialmente al zar anticorrupción interno que se encargará de vigilar que sus ejecutivos cumplan con la ley. Hasta hoy ha sufrido pérdidas cercanas a los 10 mil millones de dólares.
Se ve un embarradero en los sobornos entregados por la trasnacional como una tarea difícil, ya que hay muchos burócratas de alto nivel conectados. En este lodo se mencionan a Arturo Montiel y funcionarios de la administración del D. F., como Alberto y Eugenio Ebrard. La directora de talento de la trasnacional WM, menciona Cory Guajardo del fortalecimiento de las relaciones laborales, en las cuales cada empresa busca que sus empleados entren en diferentes horas dependiendo de sus necesidades. Además agregó que en verano, los viernes se cumplen horarios flexibles, sólo en oficinas y que ”en centros de distribución hay esquemas de cuatro días trabajados por tres de descanso”, pero se le olvida mencionar que si el trabajador no acude al trabajo –falta-; el trabajador que falta a la quincena y reciben su salario los trabajadores se les descuenta dos días por cada día de la falta registrada en nómina, y no paga premio por asistencia.
Para la Comisión Federal de Competencias (CFC), la multiplicación de tiendas de autoservicio y mini-supermercados de la trasnacional Wal-Mart (WM), no se considera una práctica desleal y depredatoria para los pequeños comerciantes. Para la CFC limitar la instalación de estas tiendas es “nocivo al proceso de competencia y libre concurrencia, y en consecuencia, contraria al interés público y el bienestar de los consumidores”. En oposición a la actitud del gobierno federal el gobierno del Distrito Federal lanzó su iniciativa de decreto para limitar la instalación de supermercados en la capital del país con el fin de “mejorar las condiciones de equidad y competitividad para el abasto público”, y con ello proteger el comercio tradicional conformado por mercados tradicionales y pequeños negocios.
La corrupción en Wal-Mart
Los principales afectados son los productores de alimentos frescos, sección en la cual los supermercados en general aplican sus ofertas más llamativas. No obstante dado que la población sólo surte 15 por ciento de los alimentos que consume, quienes compran en una tienda de autoservicio pagan un sobreprecio en cualquier otra mercancía que adquieran, con lo que queda invalidado el ahorro que obtuvieron en frutas y verduras. México es la “joya de la corona” por las ganancias que reportan a la trasnacional ya que en los últimos años “han devorado” a los pequeños negocios, y los mercados tradicionales en los diversos municipios de los estados han ido desapareciendo.
La iniciativa causó fuerte controversia entre las grandes empresas y la CFC emitió su opinión al respecto, pero al final el decreto aprobado por la Asamblea Legislativa de la Ciudad de México entró en vigor en mayo de 2011, pese a los amparos interpuestos por supermercados y trasnacionales ante el Poder Judicial, los cuales fueron denegados. Hasta el momento debido al escándalo por prácticas corruptas y monopólicas de la trasnacional no ha sido investigada por la CFC, o alguna otra cadena de supermercados. En este caso singular no se encuentra ninguna denuncia ante la CFC por alguna cámara, o alguna empresa lesionada en sus intereses económicos, y sector productivo, pese a las declaraciones que predominan contra las prácticas depredatorias de la trasnacional Wal-Mart.
El lodo en Wal-Mart
En este contexto se complica las prácticas monopólicas, al presentar un accionista una demanda en contra de Supercenter WM en tribunales de Estados Unidos. Explica en su demanda que desea ser indemnizado por las pérdidas sufridas por sus acciones y pide cuentas claras con nombres y apellidos de los ejecutivos de la empresa y funcionarios públicos involucrados en los sobornos. Sin embargo WM ha impuesto algunas trabas a la información al crear artificialmente al zar anticorrupción interno que se encargará de vigilar que sus ejecutivos cumplan con la ley. Hasta hoy ha sufrido pérdidas cercanas a los 10 mil millones de dólares.
Se ve un embarradero en los sobornos entregados por la trasnacional como una tarea difícil, ya que hay muchos burócratas de alto nivel conectados. En este lodo se mencionan a Arturo Montiel y funcionarios de la administración del D. F., como Alberto y Eugenio Ebrard. El candidato del PRI obtuvo en su visita a Monterrey apoyo de Blanca Treviño, integrante del consejo de administración de WM, y a su vez es directora de la empresa Softek. To give an idea it is what, the mining industry in Mexico has left the tourist industry behind in what refers to reception of foreign currencies (in 2010 and 2011, 15 thousand 500 million dollars and 11 thousand 900 millions, respectively) and it is only located below the remittances (21 thousand 300 millions). Almost 26 percent of the mining extraction in Mexico is gold (around 4 thousand million dollars only in 2010), and everything she is in hands of particular concessions to who the federal government buys them the Mexican gold with money of the Mexicans.
Months behind, ‘La Jornada’ published the following point “it has given and it continues giving this earth" that only in the first decade of the XXI century, with two governments of PAN (2001-2010), a small group of Mexican companies and foreigners -with the Canadians to the head - they extracted double gold and half of silver that the Spanish Crown stored in 300 years of conquest and colony’ period, of 1521 at 1821, in what today is Mexico, in accordance with the one mentioned statistic. Certainly without forgetting that 20 years behind the invaluable national reservations of copper surrendered to a single company, Grupo Mexico whose owner, German Larrea -the second richer man of the country -, not even made it the intent of rescuing the bodies of the 63 miners that, five years after the explosion, they stay under hundred of tons of coal in the mine ‘Pasta de Conchos’, Coahuila, Mexico. Las grandes ganancias del capital
México. - Un hombre que responde a los intereses del capital financiero es el perfil de Agustín Carstens Carstens (ACC), gobernador del Banco Central (BC), si nos referimos a la insistencia del funcionario sobre la apertura de Petróleos Mexicanos (PEMEX) al capital privado. Si quitamos al Chapo Guzmán, 10 de los 11 hombres más ricos de México que aparecen en la revista Forbes amasaron sus fortunas a partir de hacerse con el control de bienes públicos o de obtener concesiones públicas. Al redondear: se podrá ver detrás la presión para realizar cambios legales o de telecomunicaciones está el interés del capital privado y de sus defensores en el aparato público para aprovechar el contexto de crisis y asegurarse mayor rentabilidad para sus capitales.
Las políticas de apertura responden a intereses del gran capital, pudiendo recordar algunas frases que aparecieron en el semanario “Financial Times”, en la que el gobernador del Banco Central (BC) pugna por sacar adelante lo que en algunos círculos afines al capital privado se ha llamado “las reformas estructurales”. ACC ha planteado que “el próximo presidente de México debe desmontar el monopolio en la energía en el país y dar una sacudida al sector de telecomunicaciones para lograr mayores tasas de crecimiento. En este momento es importante para los candidatos a la presidencia y para la siguiente comenzar a pensar acerca de las reformas estructurales.
El gobernador del Banco Central, ACC manifiesta que México enfrenta la forma de traducir un adecuado marco macroeconómico en un mayor crecimiento económico, y ha insistido en que las reformas estructurales harán posible que la economía mexicana crezca a tasas de 5 por ciento anual, más del doble del promedio de la última década, en la que el país ha estado gobernado por el PAN. Es sospechoso que el gobernador del BC sea incisivo sobre las supuestas reformas estructurales, lo cual pone en evidencia que el objetivo constitucional de asegurar la estabilidad del tipo de cambio y el poder adquisitivo de la moneda, que son los mandatos del banco central descansan en la entrada de capitales.
Resume ACC al decir que se ha reducido la inflación y ha sido a través de abaratar el dólar vía la entrada de capitales. Con estas reiterativas sentencias, se constituye como el abanderado del cambio al ser el causante de ampliar la esfera de influencia del capital extranjero en la economía mexicana. En este contexto las importantes reformas estructurales son: impulsar reformas para abrir Pemex con CFE al capital privado y reducir los costos laborales de los patrones, por eso la insistencia en cambiar las leyes laborales en México para seguir castigando la economía de los trabajadores reduciendo su poder de compra y mantenerlos en el outsourcing –tercerización- sin prestaciones laborales, sin pensión y sin IMSS.

A cambio tales empresas supuestamente “pagan” entre 5 y 111 pesos por hectárea concesionada, mientras que los estados ricos en recursos minerales no reciben más que la escoria, el cascajo y desprecio de estos “nuevos ricos”. En este contexto de explotación irracional de los recursos naturales urge una nueva legislación a la ley minera para que la enorme riqueza minera del país beneficie a sus dueños originales. Se estima que 95 por ciento de la minería del país corresponde a los grandes consorcios y son ellos quienes se quedan con el pastel completo.
De acuerdo con la Cámara minera de México la empresa canadiense Goldcorp es la mayor productora de oro en el país, la cuál no sólo se beneficia del metal nacional, sino del sostenido aumento del precio internacional - alrededor de 700 por ciento en los últimos ocho años- hasta llegar a un nivel histórico, al que ahora compra el gobierno federal, el mismo que concesiona las zonas mineras. Meses atrás, la Jornada publicó lo siguiente “tanto ha dado y sigue dando esta tierra”, que sólo en la primera década del siglo XXI, con dos gobiernos panistas (2001-2010), un pequeño grupo de empresas mexicanas y extranjeras –con las canadienses a la cabeza- extrajeron el doble de oro y la mitad de plata que la Corona española atesoró en 300 años de conquista y coloniaje., de 1521 a 1821, en lo que hoy es México, de acuerdo con la citada estadística. Las indagatorias se han iniciado por conducto de sus órganos internos de control, existente en las más de 240 dependencias y entidades de la administración pública del país.
Por esta circunstancia de investigación de hechos no podrá sin embargo, especificar qué secretarías podrían resultar involucradas por sus actividades, ni las entidades donde se hará el seguimiento. México. - La presidenta de Argentina Cristina Fernández de Kirchner (CFK), declaró que las acciones que se buscan expropiar son exclusivamente las que tiene Repsol-YPF y no las de otros socios privados. Tras ese anuncio, el Ejecutivo de España dijo que interpreta la decisión como “un gesto hostil”. “El gobierno condena con absoluta energía la arbitraria decisión de Argentina de expropiar las acciones de Repsol en YPF”, dijo el ministro español de asuntos exteriores, José Manuel García Margallo.
En Buenos Aires los títulos de Yacimientos Petrolíferos Fiscales de Argentina (YPF), cayeron 43 por ciento antes de ser cancelada su operatoria. “La suma de todos los males por una estatización se consumaron y esto cambia rotundamente la tendencia de la acción”, dijo Marcelo Paccione, analista de Consult Capital Sociedad de Bolsa. La capitalización total actual de YPF es de unos 46 mil 765 millones de pesos, o 10 mil 640 millones de dólares al tipo de cambio oficial, según datos de la Bolsa de Comercio de Buenos Aires. La firma ha perdido más de 4 mil millones de dólares del valor de mercado en lo que va del año. La ley de expropiación de Argentina prevé, como primera instancia, un acuerdo entre las partes sobre el valor a pagar.
Sin un acuerdo, se avanza a un proceso judicial en el que un magistrado pide a un tribunal que fije el precio de la transacción. Goldman Sachs dijo en un informe que no está claro cuánto pagará el gobierno por el 51 por ciento de YPF y si el resto de sus accionistas estarían dispuestos a continuar como minoritarios. Repsol-YPF tiene 57.4 por ciento de YPF, mientras el Grupo Petersen, el mayor accionista local, perteneciente a la familia Eskenazi, posee 25.4. Al responder la presidenta a las amenazas de España responde: “esta presidenta no va a contestar ninguna amenaza, no va a responder ningún exabrupto, no se va a hacer eco de la falta de respeto ni de frases insolentes, porque represento a los argentinos; soy una jefa de estado, no una ‘patotera’ (matona)”, aseveró CFK.
Los hechos
Hace varios años que la restatización del petróleo figuraba en la fantasía del gobierno y de varios miembros, la presidenta incluida, y un secretario de estado con acceso privilegiado a CFK y antes a Néstor Kirchner. Había sido privatizada, atomizada y provincializada por el gobierno neoliberal de Carlos Menem entre 1990 y 1992. Había quedado bajo control mayoritario en enero de 1999 la sociedad anónima bajo control mayoritario de la española Repsol.
Las fantasías de cochera
En 1939, el presidente Lázaro Cárdenas creó Petróleos Mexicanos, la actual Pemex. En este contexto cada país ensayó, en los años 30 y después, distintas experiencias con el petróleo, y en este tránsito hubo etapas más estatistas y hasta flexibles frente al capital privado como la que han enfrentado México con Felipe Calderón en Pemex, y Brasil con Getulio Vargas mientras negociaba inversiones siderúrgicas de Estados Unidos en Brasil.
Pero el único país que ha ido más allá de la política neoliberal, rompiendo el molde fue la Argentina, a comienzo del primer gobierno de Carlos Menem y a fines del segundo periodo. México. - La presidenta de Argentina Cristina Fernández de Kirchner (CFK), declaró que las acciones que se buscan expropiar son exclusivamente las que tiene Repsol-YPF y no las de otros socios privados. Tras ese anuncio, el Ejecutivo de España dijo que interpreta la decisión como “un gesto hostil”. “El gobierno condena con absoluta energía la arbitraria decisión de Argentina de expropiar las acciones de Repsol en YPF”, dijo el ministro español de asuntos exteriores, José Manuel García Margallo.
En Buenos Aires los títulos de Yacimientos Petrolíferos Fiscales de Argentina (YPF), cayeron 43 por ciento antes de ser cancelada su operatoria. “La suma de todos los males por una estatización se consumaron y esto cambia rotundamente la tendencia de la acción”, dijo Marcelo Paccione, analista de Consult Capital Sociedad de Bolsa. La capitalización total actual de YPF es de unos 46 mil 765 millones de pesos, o 10 mil 640 millones de dólares al tipo de cambio oficial, según datos de la Bolsa de Comercio de Buenos Aires. La firma ha perdido más de 4 mil millones de dólares del valor de mercado en lo que va del año. La ley de expropiación de Argentina prevé, como primera instancia, un acuerdo entre las partes sobre el valor a pagar.
Sin un acuerdo, se avanza a un proceso judicial en el que un magistrado pide a un tribunal que fije el precio de la transacción. Goldman Sachs dijo en un informe que no está claro cuánto pagará el gobierno por el 51 por ciento de YPF y si el resto de sus accionistas estarían dispuestos a continuar como minoritarios. Repsol-YPF tiene 57.4 por ciento de YPF, mientras el Grupo Petersen, el mayor accionista local, perteneciente a la familia Eskenazi, posee 25.4. Al responder la presidenta a las amenazas de España responde: “esta presidenta no va a contestar ninguna amenaza, no va a responder ningún exabrupto, no se va a hacer eco de la falta de respeto ni de frases insolentes, porque represento a los argentinos; soy una jefa de estado, no una ‘patotera’ (matona)”, aseveró CFK.
Los hechos
Hace varios años que la restatización del petróleo figuraba en la fantasía del gobierno y de varios miembros, la presidenta incluida, y un secretario de estado con acceso privilegiado a CFK y antes a Néstor Kirchner. En abril de 2006, el ministro Julio de Vido y una reducida comitiva viajaron a La Paz para negociar el precio del gas boliviano y un gasoducto para el noreste argentino. En ese momento ocupaba el Ministerio de Hidrocarburos Andrés Soliz Rada (ASR), un viejo nacionalista de izquierda a quien un actual funcionario argentino había guarecido en su casa durante la dictadura.
En el mensaje de bienvenida lo que hizo ASR, fue recordar que YPFB, se había fundado en 1936 siguiendo la idea Argentina de YPF. Pero aquella nostálgica YPF comenzada por Hipólito Yrigoyen e impulsada por Marcelo Torcuato de Alvear junto con un ingeniero militar a cargo de la empresa estatal, Enrique Mosconi, ya no existía en 2006. Había sido privatizada, atomizada y provincializada por el gobierno neoliberal de Carlos Menem entre 1990 y 1992. Había quedado bajo control mayoritario en enero de 1999 la sociedad anónima bajo control mayoritario de la española Repsol.

Cárdenas también había tratado con Mosconi, que según el investigador y diplomático Carlos Piñeiro Iñíguez fue quien presentó a otro oficial, Juan Domingo Perón, ante el presidente de México. En este contexto cada país ensayó, en los años 30 y después, distintas experiencias con el petróleo, y en este tránsito hubo etapas más estatistas y hasta flexibles frente al capital privado como la que han enfrentado México con Felipe Calderón en Pemex, y Brasil con Getulio Vargas mientras negociaba inversiones siderúrgicas de Estados Unidos en Brasil.

México. - La eurozona no puede continuar y la región europea debe hacer distinto lo que ha venido haciendo hasta ahora. Debe avanzar hacia una mayor integración económica, fiscal y política siguiendo una ruta compatible con la recuperación a corto plazo del crecimiento, la productividad y la competitividad, la capacidad de financiamiento, la vuelta atrás del endeudamiento insostenible de la actualidad, y la reducción del déficit externo y fiscal crónico.
Se piensa que España podría ser la próxima economía de Europa – después de Grecia- derribada por la mala gestión alemana de la crisis de la zona euro. El ‘frau doctor Merkel’ y sus aliados creen que un país puede pagar sus deudas mediante la asfixia del crecimiento económico; pero la talla única de ropa prescrita para todos, está a la vista de que no funciona. A pesar de las engañosas grandes cantidades de inyecciones de liquidez por el Banco Central Europeo (BCE), los países de la zona euro se encaminan hacia la recesión; el desempleo está aumentando y las previsiones de los déficits fiscales están empeorando. Los mercados de bonos están nerviosos con España e Italia, tercera y cuarta economías de la eurozona.
España se aproxima al 25 por ciento de desempleo con 52.8 para los varones menores de 25 años, y 57.9 por ciento para las mujeres. Lo anterior se circunscribe en una recesión económica de 2 por ciento. Las amenazas que se lleva el viento son un oportuno recordatorio de que, lamentablemente, las peores tradiciones del colonialismo español siguen vivas y regurgitan cada vez que sienten que alguna de sus antiguas colonias se apartan del curso de acción fijada por la antigua metrópoli. La violencia verbal desatada en estos días se inscribe en el sórdido panorama que presenta la España actual atribulada por una profunda crisis económica y por el gran retroceso experimentado en materia de derechos ciudadanos y libertades públicas.

Se supone que los actuales españoles no son esa pandilla de saqueadores españoles coloniales que cometieron el gran genocidio americano amparado por la maléfica alianza entre la cruz y la espada. Tampoco son esos especialistas en vaciar empresas sin invertir ni un quinto y en arrancar pingües ganancias como lo han hecho por Latinoamérica y el Caribe.
España no es esa corona nauseabunda y parasitaria, hundida en una ciénaga de escándalos que la “prensa seria” de la península se encarga de disimular. Los tecnócratas de México
México. - La libertad económica de nuestro país le ha conferido rasgos peculiares tanto a nuestras contradicciones de clase como al tipo de luchas por la independencia que han emprendido nuestros pueblos. Esta circunstancia se hizo evidente en la segunda mitad del siglo XX, sobre todo porque los intereses de la oligarquía, el poder fáctico y extranjeros interesados en el mantenimiento del status quo no se conformaron con la extracción económica, sino tuvieron un objetivo primordialmente político controlar a los “agentes” que pudieran debilitar a este grupo reaccionario, y el mejor método que encontraron fue imponer, durante décadas dictaduras sangrientas a las que sostuvieron con todos sus recursos.
No podríamos mencionar en detalle las dictaduras latinoamericanas de los últimos cincuenta años, pero no dejamos de recordar las más sangrientas del cono sur americano, como la de Augusto Pinochet que se impuso por su crueldad, violencia un holocausto chileno. El golpe de estado a Salvador Allende es uno de los episodios golpistas más brutales de la historia latinoamericana. Lo que nadie discute es que Pinochet se volvió rico con la muerte, y a sangre y fuego se impuso el neoliberalismo, con base esencialmente en la privatización de las empresas estatales, del sistema de salud y de los fondos de retiro. La transformación económica, al amparo de los Chicago Boys y de su mentor Milton Friedman, se inició tras el golpe militar mediante una drástica reducción del gasto público y despidos masivos en el aparato estatal que tuvo un alto costo social. El neoliberalismo se impuso en variedad de países latinoamericanos y por diversas vías, después del cruento ensayo en el Chile de Pinochet.
La política actual
En Chile se facilitó grandemente la operación neoliberal gracias al brazo armado del ejército. En México, la transferencia y aplicación de estas visiones del mundo alejadas de la realidad del país, pero situadas en la moda mundial. Los mexicanos han recibido este cambio no tan traumático, aunque sí en forma polémica y desastrosa. El control del gobierno federal sobre el poder legislativo, facilitó las cosas y un grupo de economistas que ya tiene más de dos décadas manejan la economía del país, y son llamados “tecnócratas”, subrayando de esta manera el alejamiento del pueblo e incluso su profundo desconocimiento de la historia mexicana.
Los autores mexicanos e investigadores chilenos coinciden en que la referida transferencia ideológica y la aplicación del neoliberalismo supusieron en ambos casos una alianza estrecha entre los funcionarios directivos de la economía, las finanzas, las élites del dinero y la oligarquía beneficiaria de la operación. Recibiendo a cambio este grupo cómplice del cambio enormes ganancias que han seguido por la ruta de neoliberalismo.
Grandes ganancias del capital privado
A cambio de saquear el país mexicano los corporativos mineros se han llevado una riqueza incalculable siendo este sólo un pequeño grupo de consorcios nacionales, y las empresas foráneas son en su mayoría canadienses. La mayoría de ellas se han llevado al extranjero millones de dólares, y sin que a cambio la nación reciba beneficio alguno. Millones y millones de hectáreas concesionadas al gran capital del ramo, miles y miles de toneladas de metales preciosos extraídos, enormes daños ecológicos provocados, miserables salarios pagados y condiciones laborables infrahumanas, a cambio migajas, y el llamado “cuerno de la abundancia” y sus habitantes en la miseria.
Hace algunos días ‘La Jornada’, publicó una reseña periodística de Juan A. Zúñiga, “es un excelente negocio, las empresas mineras que operan en México extrajeron 79 mil 388 kg de oro puro en 2011, la mayor producción anual del país en menos de 31 años, según informó el INEGI”. Paradójicamente, “el país se convirtió este año en el principal comprador de oro en el mundo, al adquirir 98 mil kg de oro por un monto de 5 mil 300 millones de dólares, de acuerdo al FMI”. El valor de la producción mexicana en 2011 puede estimarse en alrededor de 4 mil 292 millones de dólares, mientras que hace cinco años fue de 797.5 millones de dólares, equivalentes al 17 por ciento del inicio de esta administración calderonista. Los tecnócratas de México
México. - La libertad económica de nuestro país le ha conferido rasgos peculiares tanto a nuestras contradicciones de clase como al tipo de luchas por la independencia que han emprendido nuestros pueblos. Esta circunstancia se hizo evidente en la segunda mitad del siglo XX, sobre todo porque los intereses de la oligarquía, el poder fáctico y extranjeros interesados en el mantenimiento del status quo no se conformaron con la extracción económica, sino tuvieron un objetivo primordialmente político controlar a los “agentes” que pudieran debilitar a este grupo reaccionario, y el mejor método que encontraron fue imponer, durante décadas dictaduras sangrientas a las que sostuvieron con todos sus recursos.
No podríamos mencionar en detalle las dictaduras latinoamericanas de los últimos cincuenta años, pero no dejamos de recordar las más sangrientas del cono sur americano, como la de Augusto Pinochet que se impuso por su crueldad, violencia un holocausto chileno. El golpe de estado a Salvador Allende es uno de los episodios golpistas más brutales de la historia latinoamericana. Lo que nadie discute es que Pinochet se volvió rico con la muerte, y a sangre y fuego se impuso el neoliberalismo, con base esencialmente en la privatización de las empresas estatales, del sistema de salud y de los fondos de retiro. La transformación económica, al amparo de los Chicago Boys y de su mentor Milton Friedman, se inició tras el golpe militar mediante una drástica reducción del gasto público y despidos masivos en el aparato estatal que tuvo un alto costo social. El neoliberalismo se impuso en variedad de países latinoamericanos y por diversas vías, después del cruento ensayo en el Chile de Pinochet.
La política actual
En Chile se facilitó grandemente la operación neoliberal gracias al brazo armado del ejército. En México, la transferencia y aplicación de estas visiones del mundo alejadas de la realidad del país, pero situadas en la moda mundial. Los mexicanos han recibido este cambio no tan traumático, aunque sí en forma polémica y desastrosa. El control del gobierno federal sobre el poder legislativo, facilitó las cosas y un grupo de economistas que ya tiene más de dos décadas manejan la economía del país, y son llamados “tecnócratas”, subrayando de esta manera el alejamiento del pueblo e incluso su profundo desconocimiento de la historia mexicana.
Los autores mexicanos e investigadores chilenos coinciden en que la referida transferencia ideológica y la aplicación del neoliberalismo supusieron en ambos casos una alianza estrecha entre los funcionarios directivos de la economía, las finanzas, las élites del dinero y la oligarquía beneficiaria de la operación. Recibiendo a cambio este grupo cómplice del cambio enormes ganancias que han seguido por la ruta de neoliberalismo.
Grandes ganancias del capital privado
A cambio de saquear el país mexicano los corporativos mineros se han llevado una riqueza incalculable siendo este sólo un pequeño grupo de consorcios nacionales, y las empresas foráneas son en su mayoría canadienses. La mayoría de ellas se han llevado al extranjero millones de dólares, y sin que a cambio la nación reciba beneficio alguno. Millones y millones de hectáreas concesionadas al gran capital del ramo, miles y miles de toneladas de metales preciosos extraídos, enormes daños ecológicos provocados, miserables salarios pagados y condiciones laborables infrahumanas, a cambio migajas, y el llamado “cuerno de la abundancia” y sus habitantes en la miseria.
Hace algunos días ‘La Jornada’, publicó una reseña periodística de Juan A. Zúñiga, “es un excelente negocio, las empresas mineras que operan en México extrajeron 79 mil 388 kg de oro puro en 2011, la mayor producción anual del país en menos de 31 años, según informó el INEGI”. Paradójicamente, “el país se convirtió este año en el principal comprador de oro en el mundo, al adquirir 98 mil kg de oro por un monto de 5 mil 300 millones de dólares, de acuerdo al FMI”. El valor de la producción mexicana en 2011 puede estimarse en alrededor de 4 mil 292 millones de dólares, mientras que hace cinco años fue de 797.5 millones de dólares, equivalentes al 17 por ciento del inicio de esta administración calderonista. Alrededor de 52 millones de hectáreas (26% del país) son propiedad de extranjeros.

México. - The first visit of Benedict XVI to Mexico that begins in Guanajuato (3/23/12) for their high incidence of Catholic, it is a fork of meanings pastorals and political that distant of being encouraging for our country. In the first of those environments, we will already investigate on their speeches pronounced by the pontiff during their demurrage in the country, a first inadmissible aspect of its visit to Mexico is that the Vatican has not accepted to carry out the encounter some with the numerous victims of pederasty and other sexual crimes made by priests: this encounter would be reasonable and necessary.

Benedict XVI opens up step for diplomatic effects as boss of State of the Vatican but in the facts it will only act as religious leader in expansion plan. The Pope's visit will complete three objectives: it will impel and it will strengthen the spirits of the right-wing of the parties of the PRI, PAN, and Panal, when they only lack 100 days for the Mexican elections, in the one that the followers of Calderon will play their records to continue in the control of their political and economic platform, of which we will mention the process of reformations to the articles 24 and 40 that consolidate the Catholic religious freedom and the second step will be a reformation to remove give up impelled that Carlos Salinas' politics projecting their reformations behind 30 years of neo-liberalism, and with this they will confront its politico-economic power with the main Mexican characters, where they are congregated to PRI candidate’s favor.
This Pope comes mounted in the memory of II Juan Pablo’s visits and his doctrine and proposals make think of a reestablishment of the Half Age in Mexico, we have to wake up and to see clearly that their proposals are to maintain the status quo, to maintain low profile the accusations of priests pederasts, and the abuses of power with expressions detests them as that of the worshipped founder of Christ's Legion, Marcial Maciel, to silence files like those that accused the own Cardinal Norberto Rivera of protecting to criminal pederasts in his time.
In the political context it would be valid to remember to the candidate of the PAN who considered the UNAM like a "monster" and with students that are apathetic to the matters of the profession, since wrote it two decades ago approximately in their professional thesis, they also pursue her the shades of the past for their approval to Augusto Pinochet's politics in Chile and to the iron lady Margaret Thatcher in England, for what has been reproached in Argentina by means of blankets and watchwords.
