The wind of the changes was breathed in the street and suddenly they stopped to blow, and according to the prevailing spirit that arrived with the blow of the cold wind, it is not very probable that returns soon the problems that watch Bulgaria to disappear. This rebelliousness of the town began with the high prices of the light that it seemed a single drop of the storm that it threatened: this country is the poorest in the European Union (EU), with a salary of hardly 520 dollars that it became unbearable sometimes. The economic situation didn't seem so bad if we compare it with Greece, with deficit and debt public first floor, and in Bulgaria BB it maintains the “fiscal discipline", dosing its strict ones political, the “big figures", the wretches conditions of life have not braked, since 22 percent lives by the poverty and the other 49 percent they are to a step of falling in the economic misery. When the desperation becomes daily and it joins with the indignation for the increase of the corruption, with bonds with the organized crime, the civic alienation, suddenly in front of the face of the citizens the situation exploded. In these days, few citizens believe that the UE is a road of well-being or source of values to continue. The solution for the energy market was: more privatization and deregulation. In Europe the crisis exploded to eliminate alternative and to consolidate the “liberal consent", transforming this into an exclusive disciplinary tool of market. Perhaps in this consent the danger for the democracy comes from its supposed defenders. If we follow Rose of Luxemburg that said that the truth about the capitalism is not reflected in the center, but in its edges, the truth on the convulsed Europe is better reflected in its outlying countries. Perhaps Europe is able to defend to a certain extent of the blows of the Global Capital before the questions of the transparency and the democracy, or perhaps be part of the problem. A reformation to the politics of drugs In the last summit of Cartagena, the president from Colombia, Juan Manuel Santos, made a declaration: "We have the obligation of seeing if we are making the best thing that we can or if other alternative that they can be much more effective exist. Perhaps have a half point in this social and addictive context that we cannot see, due to our point of view of to criminalize the consumption of the drug and not to see it like an illness of the economic- political system, and of the common citizen's daily addiction. We should do them with common sense, based on science and it evidences, and evidently without moving away from the public health and the civic security. The empire of the North announces a strategy that approaches the challenge of the drugs like a topic of public health; it doesn’t only as a topic of public order. It also rejects the simplistic strategies that it has more than enough the drugs they are discussed in our hemisphere. The government from The States has focused theirs strategy on the prevention and treatment, instead of the imprisonment and repression of the police apparatus. Barack Obama has put in this strategy more than 10 thousand million dollars in the budget to dedicate it to prevent and to diminish the consumption of drugs in the country of the bars and the stars. In this context of a new strategy, it offers support to consent to treatment against addictions. The law of reformation of Health is not only rhetoric, since it will offer covering of medical insurance, for abuse of substances, to near 60 millions of American. The evidence demonstrates us that it is not only to legalize the drugs, but treating the problem individually when specializing and when treating individuals with addiction, and to see it as a world problem. We should guide ourselves for the neuroscience and the evidence based on more recent scientific investigations. This is the politics’ essence against the drugs for the XXI century.
