Mexico. -   In an official statement diffused yesterday (02/17/14), by Pemex, it informed their decision of abandoning the works of transport of oil finished - as gasoline and diesel - by means of their net of ducts in the territory. According to the productive company of the State, the determination obeys the growing robbery of fuel in its modality of it milks of ducts; in the successive thing they will only be transported not through those nets the oil ones finished, like form of trying to remove them incentives their subtraction illegal and later robbery that the legislators have not tried with hardness in spite of being a strategic one energy national. With independence of the reasons fenced by the National company, it is unavoidable to link the measure announced yesterday with the brutal budgetary cutting had announced for some weeks by the Secretary of Energy in the energy sector and particularly in Pemex and CFE -national company dedicated to the electricity production-, to consequence among other factors, of the collapse in the international rates of the raw one that it has derived in a drop in the expectations of entrance of foreign currencies to the country.   To that factor of the situation they add other, as the growing import of gasoline and the lack of construction of refineries that never put in operation for order of The States because in that country it lacked the energy one to make their multiple refineries that have taken to that country to par excellence be the empire to work. These refineries have shrunk the capacity of supply of fuels on the part of the State and of Pemex and they have tried to fill that hole spreading one more than their stupidities when announcing that they will bring petroleum of The States product of the extremely toxic extraction of shales and they will take refined national of the country, as a payment to their services. The circumstances described in sum, it puts in perspective a reduction process and dismantlement of the capacities of Pemex that it doesn't only explain to themselves as a result of the terms privatizes and delivering of the federal government's energy reformation and that it was approved during the current legislature. On the contrary this dismantlement has been part of the calendar of the federal, included more recent administrations the current one: from the classify again of the basic petrochemical products -whose production was reserved to the State - in secondary during the government of Miguel de la Madrid until the approval of Peña’s energy reformation, going by the creation of the outline Pidirigas during Ernesto Zedillo's six years  and of the calls incentivized contracts of services during Felipe Calderon’s period.     Mexican petroleum of black humor  It has been seen that inside Pemex - transparency commitments, and opening - and the government everything is honey and smiles, but in the national politics’ cloudy pipes everything is observed in contrary sense.  This situation fits perfectly with the government practice but it highlights the case of the “energy reformation” and the surrender from the national petroleum to the private capital. This suspicious initiative was presented by legislators it lifts fingers without brain, without ideals, and without desire of being overcome in human matter, but promulgated with elegance, and always accompanied by soft piano music and the Mexican transparency. In a second stage (august of 2014), it was promulgated and it passed list of present with a hook for each one of the parties that went to support the regulation law of "reformation" and the choir of clarity was listened to all volume and in each one of the multiple empty speeches that they supported for sale of the hen of the eggs of gold.     The “commitment” of the reformers was always the "transparency" in energy matter, and as always it has been insisted and independent that the theater of the abundance is crumbled to the federal government, for the strong fall of the prices of the petroleum, collapse that there is "it has stimulus" to the Mexican investors because to the transnational foreigners it has not decayed its interest neither an apex. Approved the regulation law of the energy “reformation", Pedro Joaquin Coldwell, diffused that the approved “legislation guarantees transparency in the grants of contracts to private companies then neither a single institution will grant contracts in solitary, neither of way dysfunctional". A great lie that later Pena Grandson's cabinet will deny.    The evident objective of the successive neoliberal governments has consisted on devaluating systematic and deliberately the industry energy property of the nation. Now, before the increment in the robbery of fuels of the ducts of Pemex -that has generated annual losses for around 333 million dollars -, the announcement that will be stopped to transport those products of the State is equal to a tacit renouncement to apply the resources and measures within its reach to combat that criminal phenomenon, beginning with the combat to the corruption that it stands out in the offices of the company, and without which could not understand each other the implication of union leaders in it milks it of ducts of having finished, like it was given to know some days ago. The announcement carried out yesterday (02/17/15), for Pemex it gives bill, in sum, of a corporate conduction that is aggravate doubly for the country: on one hand, because it has reduced and devaluated the national and provoked patrimony a reduction in the national assets, and for the other one, because it constitutes a tacit abdication to the government's obligation is not renounceable of combating crimes like the robbery of fuel in the ducts of the company.
