México. -   In 20 years, the governments of Carlos Salinas de Gortari (CSG), Ernesto Zedillo Ponce de Leon (EZP), Vicente Fox Quesada (VFQ) and Felipe Calderon Hinojosa granted in concession 97 millions 800 thousand hectares to national and outsiders mining companies. The obtained information of the environment Secretary and Natural Resources and of the Service Geologic Mexican, it describes the increment of the phenomenon that registered their peak in Zedillo, followed by Calderon, Fox and Salinas’ administration. This way in the last two years of Carlos Salinas' government this concession got a million 745 thousand 700 hectares, ace inclination, through 2 thousand 760 titles in 1993, and 2 millions 81 thousand 400 hectares through 2 thousand 360 titles of property in 1994.     In Ernesto Zedillo's six years of federal administration (EZP) a turnaround is observed in the delivery of hectares as concession. For 1998, by means of 500 titles the number of hectares added 7 millions 732 thousand 100; one year later, with a quantity closed in 2 thousand holding, the given hectares were 7 millions 347 thousand, and in the year 2000, by means of a thousand 900 titles, the concession added 4 millions 939 thousand 500 hectares. With Fox (VFQ) in the Presidency, the tendency concessionary of national lands stayed at the level of that lived in Ernesto Zedillo's period. To the following year, with 2 thousand 152 titles they surrendered 6 millions 147 thousand hectares and it stops 2009, 2 thousand 327 titles credited the concession of 7 millions 411 thousand hectares.  In 2010, with 2007 titles, the administration of Calderon granted 4 millions 11 thousand 300 hectares. The following year (2011), also in a similar proportion, with 2 thousand 022 they surrendered 4 millions 429 thousand hectares. And in the last year of that six years (2012) the national private initiative and foreigner benefitted with thousand 343. Holding and 4 millions 3 thousand 300 hectares.     The titles surrendered from 1993 up to 2012 add 42 thousand 768. And the number of hectares granted in the mentioned period was 97 millions 868 thousand 100. The information obtained in the System of Mining Administration of the Secretaria de Energia reveals that along last century and the present, three powerful companies mining Mexicans have received most of the concessions.  It is mentioned to: Peñoles, Mexico Group and Frisco. The more beneficiary has been Peñoles, property of the family Bailleres, followed by Frisco whose main shareholder is Carlos Slim, and Mexico Group, of the Familia Larrea. Peñoles had its time of gold in several six years of the administrations of the PAN -Vicente Fox and Calderon -. While Mexico Group, and Frisco, they received in concession a smaller proportion to the first one.  Alberto Bailleres was made this way of mining concessions from president Adolfo Lopez's six years (1958 - 1964). Then he obtained a title of property with 12.81 hectares. With Gustavo Diaz Ordaz (1964 - 1970) it was beneficiary of another title, with 28 hectares. Later on, in Luis Echeverria's command (1970 - 1976) it was made of six titles and 344 hectares. And with Jose Lopez Portillo (1976 - 1982) it increased their number of holding with 28, and 3 thousand 441.84 hectares. In the administration of Miguel de la Madrid (1982 - 1994), Peñoles also received 29 titles and two thousand 39.59 hectares. With Carlos Salinas (CSG) (1988 - 1994) the titles granted to the family Bailleres were 30 and 3 thousand 818.74 hectares. And it was with Ernesto Zedillo (EZP) (1994 - 2000), with who was increased the benefit of the mining concession of lands exponentially, when receiving 89 titles that credited 38 thousand 533.05 hectares.  Nevertheless with Fox (2000 - 2006) the titles granted to the family Bailleres added 756 hectares that were credited they added 911 thousand 366.01. Also with Calderon (PAN), (2006 - 2012) the number of titles diminished, but the hectares added a million 239 thousand 273.042. And with Enrique P. Nieto, 21 titles and 62 thousand 339.47 hectares have been granted. The family Larrea landlady of Mexico Group benefitted of the concession of lands from at the beginning of the XX century. In Porfirio Diaz's régime it was granted them a package of five titles and 185.31 hectares. In the administration of the general Lazaro Cardenas del Rio (1934 - 1940), four titles of property aided them 531.43 hectares.  Adolfo Lopez Mateos, he gave them six titles and 58.79 hectares. In Luis Echeverria's government they were given 11 concessions and 381 hectares. With Jose Lopez Portillo they obtained 45 titles, what guaranteed them the mining exploitation of 5 thousand 304.89 hectares. In the administration of Miguel de la Madrid the titles that added the Larrea family were 39 and a thousand 322 hectares. With Carlos Salinas they received 65 titles and 16 thousand 171.05 hectares. Ernesto Zedillo granted them 60 titles and 143 thousand 2340.45 hectares. Felipe Calderon granted 118 titles and 271 thousand 499.70 hectares.  While Enrique P. Nieto administration has given them 9 titles of property and 54 thousand 921.57 hectares.     The money vanished             Reminding to Pemex five directors is had from 2000 in fact: Raul Muñoz Leos -RML-(2000 - 2004), Luis Ramirez Corso -LRC - (2004 -2006), Jesus Reyes Heroles -JRH - (2006 - 2009), Juan Jose Suarez Coppel -JSC-(2009 - 2012), and the current Emilio Lozoya. Those before mentioned they were the years of oil prosperity of Mexico, until the fall of the prices that we are living in this world of changes, but if one observes none it has covered the total six years of each one of the federal administrations. To Vicente Fox service, one has to: RML, and LRC; with Felipe Calderon one has JRH and JSC. They have been those responsible for PMI International Trade, company that it has lifted more suspicions than realities. With saying that a citizen wanted to know as much as money has spent PMI for concept of import of gasoline, gas (dry and liquefied) and petroleum raw slight, removed year after year. From January 2000 at January 15, 2015; the import volumes, per year; the name of the companies and/or supplying refineries, and origin country, as well as of the modality of supply of the hydrocarbons. Around 20 they are the suppliers of Pemex, but PMI doesn't want to loose the required information, under the argument that it is not part of the federal administration. When guiding to the question toward Pemex, it is mentioned like argument that in extraordinary session of December19, 2014, with the agreement number CA-149/2014, the advice of administration of Pemex authorized the transformation from PMI international trade of company of state participation to company filial of Pemex, January 1st, 2015 of conformity with the law of Pemex, for what they would not give any information in this respect.
