México. -   The National union of Hard-working Railway men (SNTF, for theirs initial in Spanish), what Victor Moral Flores (VFM) directs, it put an end to the former workers' two fideicommissums: the first one, for 966 million dollars for the payment of their pensions, and the second, for 23 millions dollars for a life insurance. Both they were left without funds", for what for two years the jubilations of the union are paid with federal budget. As for the fideicommissum of the life insurance, they are suspended from 2012 the payments to the beneficiaries. The executive committee of the union argues that the actuarial studies of this last fideicommissum were not correct and it demands that the funds restore those National Railroads of Mexico in liquidation and it grants to the union, other 30 thousand 526.67 million dollars to be able to regularize the payments to the widows and family of the former workers. Also regarding this insurance, a letter of the General Address Attaches of Operation from Ferronalesjub to the Secretary of Treasury and the one in charge of the office of the Unit of Enlace Legislative of the Department of the Interior, dated March of the present 12 year, it gives bill that fideicommissum was without resources.     2 thousand 798 pensioners have died  The document, points out that “given the financial deficit of the fideicommissum and its reduced patrimony, starting from the month of August of 2012 the step of payments was suspended the beneficiaries, until as long as those reiterated administrations that the Union railwaymen has carried out before the competent government dependences are assisted and be contributed to the patrimony the resources necessary to document it for notary so that the same one is under conditions of continuing in the execution of its objective". That is to say that more funds are granted to the union. It fits to refer that when being constituted this fideicommissum it was determined that the resources would be dedicated to give a life insurance for a thousand 8 hundred dollars (quantity that was growing and that now it is about the 3 thousand 300 dollars) to the beneficiaries of the former workers that died. To the pensioner, on the other hand, they continue them discounting each fourteen days an average of 4 dollars for this concept (they are almost 35 thousand pensioners), that makes a total of 143 thousand 133 monthly dollars. Nevertheless, in the referred document he/she settles down that from the month of December of 2011 it was necessary to diminish the number of payments to beneficiaries of the died fideicommissums, and by virtue of the financial deficit originated by the execution’s lack of the actuarial, financial and demographic hypotheses, according to what the quantity was determined that Ferronales contributed…."     The union railwaymen that VFM heads, in a document of April of the present 24 year it even remarks that in the 13 years of operation of the fideicommissum the former workers' contributions have been received by means of discounts that are carried out on the part of Ferronalesjub 5012-6, by 14 millions 55 dollars, and as he argues it has not administered, neither managed the resources, only the trustee. However the bills don't come out. This organization indicates that in 13 years it has been paid to 35 thousand 753 beneficiaries but of 50 thousand 733 dollars. It indicates that the 23 millions initial were insufficient and that at the moment it only keeps a millions 344 dollars in the mind, more the monthly contributions of the former railwaymen, for what the company in liquidation has to contribute other 30.52 millions. According to the documents, there is two thousand 798 railwaymen of which one has documented their death; however, to the widows and family beneficiaries they have not been given the respective payment, since he/she is considered a figure of 9.14 millions dollars, what has motivated great dissent and restlessness among the workers.     Pedro Montero, pensioner that has interposed countless resources against the leadership of VFM demanding the clarification of the resources, commented that this union now wants more funds of Ferronales.  He remembered that the fideicommissum also finished for the payment of pensions for 966 thousand 67 dollars, on it which they weigh diverse demands against the leader, (because) for two years these payments are carried out with public resources that it authorizes Treasury annually, “which dedicates a departure for this effect, because the resources what we contribute they are no longer". He exposed that this organization continues charging quotas at the 35 thousand former hard-working and it demanded an audit to the two millionaire funds in the administration of VFM and the clarification of the use of the resources.     Bureaucratic via crucis  "There are not window neither official that it assists us, although we are more than two thousand 800 widows, orphans and other railwaymen relatives and family to who they bring us of an office to other so that they don't pay a life insurance to which they had our right husbands and for the one that they contributed during years and now they tell us that there is not money". Chabela expressed a widow of the workers of former Ferronales who takes one year three months of steps to get paid. "I don't know if they are thousand 667 or 3 thousand 334 dollars of a life insurance that it settled down in a fideicommissum of SNTF", she says. “Definitively we are losing the hopes that they assist us. We already went to the general direction it attaches of operation of Ferronalesjub, to the union, to trustee (National Financial) and nobody solves us, they only tell us that there are not funds that we wait for ourselves", she adds, and it points out that it is desperate. During years, our husbands contributed to a fideicommissum, but that money was already drained, they tell us that those resources don't exist. We already went to the Secretary of Treasury, to the Bank National Commission and of Values, where they told us that they cannot make anything because it is a fideicommissum and she has administration autonomy. All this is words, and we wait the pension of 360 dollars, one of those says affected wife of a railwayman that worked in the company during 23 years.  These two wives, Chabela and Mary make bills and they have knowledge that during almost one decade almost 70 thousand retired they contributed religiously for this life insurance. Mary explains that until two years ago, when a former railwayman died it was requested to the National Commission of Pensioners of Administration and Connection the payment of the life insurance, and in one month the trustee liberated the checks, but since they argue that there are no longer resources recovering this right she has become impossible, the widow complains. "They tell us that until Ferronales, it contributes money again there will be of turn checks; because of plane they don't have money" (La Jornada, politica, p. 2, August 25, 2014).
