If the fear diffused in June by Berlin and Brussels before an eventual arrival to the government from Athens of the formation of left-wing Syriza, constituted in its group an undue interference in the political life and the sovereign processes of that nation, now, with pronouncements like the one referred, the German government feeds the perspective of the governability lack and the institutional astonishment in Greece, and it is erected, in that way, as destabilization factor. The Spanish phenomenon In the supermarkets the closing is at 10 in the night, and the cashiers make their bills to close the till, some employees pass magazine super to the small cars of the Supercenters that they are next to the tills, and they retire some products. Foods about to expire, articles that are returned to their place in the shelves, but some don't return and these foods that are not destroyed are correspondents to charity institutions, housings, popular dining rooms, and to banks of foods. These “donations” are correspondents to the "NGO ", although it has lost weight from the sixties, this activity has not disappeared. The vagabonds, alcoholic, perturbed mental, and a minority of having excluded, they are people that have decided to live to the margin of the society; they are visible for the social services and charitable entities, where before they didn't constitute a social problem. Some age grown-ups, loners spent the night in refuges of the state or of the municipality. They were not visible and they were located around the churches when the mass. However at the end of the XX century, this dark reality not visible it has become a daily reality. They have incorporated to this urban poverty, to this structural an adjustment lack of a society that has lacked goods and services for this sector, a sector of addicted youths, without apparent work and an emigrant population of gypsies. As they proliferated as mushrooms after a long rain of misery; the charitable ones, single mothers, the salespersons of trinkets, the independent ones that park the car, those smaller than age, a great avalanche of misery upholstered the city, and the state made them responsible for the lack of security, and of the urban misery. The answer on behalf of the state is the repression, transfer to non visible places to the tourism, and finally the jail. This urban phenomenon was defined as something passenger, product of the illegal immigration, of the addiction to the drugs, and of the illegal aliens. The repressive consecration was the events of the Olympics of Barcelona and the Universal Expo of Seville in 1992. There was not any reason that to fear, Spain was a strong country with an economy in growth, the damned immigration was the answer of the state and it was necessary to restrict it, until to prohibit and to sanction with migratory restrictions invented to nations like Mexico, and other countries of the orb that were not European. However the alarming situation didn't stop to worry the Spaniards since socioeconomic reports they pointed out a different reality. The economic inequality increased in the last decade of the XX century, the poverty increased and you critic became. The vulnerable families presented a miserable picture, and without employment. The doors of Europe opened up to the apocalyptic horseman, locating at Spain, with their liberal reformations, with mortgages, with salaries of low purchasing power, with grievous labor reformations economically for the workers and employees, and with precarious work. It is not the solution. Finally, the situation of the contemporary Greece constitutes an example of the true mood from the effective economic pattern to planetary scale: position in emergency situation, and even in periods of relative normality, the neoliberalism derives in the subjection of the weakest and dependents countries and to the dictations of foreign governments, international financial organs and private entities, and in the consequent erosion of the basic principles of political representativeness and national sovereignty.
