ABYSS BETWEEN POLITICAL AND PEOPLE

No more blood, and no more murders
México.- The distance grows increasingly between political and citizen. The change and march demands by the city so that there is a change; but the authorities are deaf, they are inept and apathetic to the call of the society, to a change in the strategies: political, social and economic of the government of Calderon. The citizenship with their meetings political demand a stop to the fire, stop to casualty war intensity, to the loss of the social fabric in the communities, but the inertia of the authorities and the slight to the people at all.

The brave federal government has not been moved neither an apex in its strategies "fall them", Javier Sicilia put the finger on the line with his said "estamos hasta la madre” (we are tired), of “collateral damages", figure used by the government to speak of the citizens death, civil and innocent about the violence generalized in the country. In spite of the attitude of the president, that it will not change its strategy lunatic and it will be opened to the critique of the citizenship. This supposed opening of the Mr. President is rhetoric only, since has not been moved of his war strategy fail in spite the critiques and suggestions.

The citizens have found an imagination to light the violence and the death throughout the north frontier of part of the federal administration. However these statements of the president, it has been increased by the Minister Genaro García Luna, "lack seven years so that begin to decrease the violence". The Americans through executive of the DEA declare that the violence "is sign of success", and finally the state under- Minister asserted that the crisis generated by the drug-traffickers "already touched bottom". In these statements we find the improvisation, the novice and the crystal ball to answer each who with its nearest lies to its reality.

The good success depends of the quantity of money
The Mexican president has convinced all of its success in the task, yet when all is in disagreement with its fallen strategy, however this perception: it is untruthful. Calderon has spent more money on "its war". Between 2006 and 2010 the expense budget increased 30.7 %. And that of the Public Security Secretariat was increased 184%. (Expenditures Budget, 2011, p.p. 123-134). 21 of September of 2010 Ignacio Morales Lechuga (ex Procurator, ex governing of the Free Law School), it was indicating, "Against the idea spread in the sense of the fact that before were not made nothing against the drug traffic and that the peace had to be to the agreements, we send to him a copy of its report (of government) in which appears that the highest cocaine insurance was carried out in 1991 with 50.3 tons".
In the first three years of Carlos Salinas de Gortari, were confiscated 139 tons of cocaine, to difference of the administrative system that leadership Calderon, the total was hardly of 85.1 tons. In its letter to the president Calderon, the ex-attorney Morales Lechuga emphasizes that the General Bureau of the Attorney of the Republic (PGR), That had a budget of "hardly 20 percent of the current and the Army only were limited to the eradication of illicit cultivation".

In these comparisons we want to measure not spent money but the obtained results, we would say in confiscations, it was more effective the government of Carlos Salinas, and if we go ourselves to the deaths bound to the drug traffic, we will have a categorical failure of the current regime. Now what is irritant feeling is that the government of Calderon insists that nobody before that he wanted to face to the cartels of the drug traffic. Makes it in one way ineffectual, as a fan to the civil war and only we see the heavy and useless efforts.

In analytical terms would be accurate to know if the army was exercising more violence than other factors, in that direction is observed a weak local government, and a state that it was not achieving to land their national strategies. The aggression of the organized crime and the disorders in the structures of the public brand achieved to destroy those balances. The problem was made present. While they are not strengthened the institutions of the local governments this event won’t have possible exit these paramilitary conflict. Therefore there will be that to strengthen the social fabric, with a powerful local government, endowed of the instruments to confront the organized crime. United to a strong federal government with power to summon to the soldiers, to the policemen and to the judicial system countrywide, we can confront to this madness phenomenon that covers the national territory.

The old political system never it has been strong was created so that there is control of the population and of the political groups, however is forgotten deliberately of the municipal and state control. This system that by 80 years gave us the revolution, generated capacities to be developed independently; it is accepted that the political system was created to cut heads, and is handled in a way centralist. That is the tragedy that we are living. In retrospective both groups were benefitted of the decentralization of the power but nobody assumed responsibility of the consequences.

What we propose is: a strong local government, and supported in institutional terms; an integral project of economic development that strengthen the economy and the unrelated employment to the organized crime; the population can rely on a well-paid and honest police structure; the three levels of government, the federal, the legislative and the executive are coordinated in the renovation and struggle against the corruption and impunity.
