Our present as country is the sum of a great quantity of errors and bad taken decisions the long of our history, which has been determined by some developed countries, international organisms and for those that hold the big capitals. Although among these mentioned forces they exist exceptions that impel alternative notebooks, the hegemony and the power of the first ones is such the development and the well-being of the society that have sometimes been priority. The panorama that we find this marked one for the inequality, poverty, social exclusion, corruption and the lack of opportunities, with all these variables have to the violence associated to the organized crime and the drug traffic found terrestrial favorable in which has flourished and obtained millionaire earnings supported in the cancellation of the future perspectives a development of an entire town. The family has stopped to be the central stone of the society, the social bonds became more and more fragile and our values were replaced for values slanted as the hate, individualism, intolerance, the one that doesn't trade doesn't advance, and the smallest effort with the maximum gain. We have seen as the mobilizations and protests have been increased and some demonstrators have discharged their anger and frustration against the police that they safeguard a partial “right state”, selective and treacherous that allows that some of those that posses the political, economic, social, and religious power continue making decisions that affect directly to the town, of which they are part the policemen. At the moment this violence impelled by the lack of opportunities in the youth, the violence carried out by the Mexican cartels, and in spite of all our efforts to continue in a stoic way is the daily fight to win the sustenance and to satisfy the necessities supported in the privations and sacrifices, in spite of the corruption, of our legislators sold to the transnational ones, the manipulation, the repression and the violence that we want a better future for the new generations and that we don't find neither the support neither the understanding of our governors' great part, perhaps we are the fuse that is about to burn in the electric reformation. The mining 21 years ago the neoliberals that govern Mexico modified the juridical system that regulates the mining activities, to change the forms of appropriation of this national wealth substantially and that instead of benefitting the Mexicans it passed to satisfy the voracity of the transnational companies. On January of 1992 they modified the constitutional article 27 to allow the entrance from the private capital to the field and to authorize to the public land the sale and lease of their lands. For June of that same year they approved a new Mining law that qualified this activity of public utility and preferable among other stuff, it concentrated the concessions on an alone one, with 50 year-old duration and when continuing for another same term. Equally it modified the Agrarian Law to allow contracts of lease of lands for more time than the one specified in the Civil Code; the law of national waters to put this liquid, indispensable for the life, to the service of the mining ones, and the Law of Foreign Investment to compare the Mexican companies to the foreigners with a single declaration of these. The result of this opening is public: more than the third part of the national territory it is in being able to of the mining ones, most outsiders although they also participate of the booty the Mexicans, as Grupo Mexico, Grupo Penoles and Grupo Frisco; the industry occupies the fourth place in generation of foreign currencies but until this year it didn't pay any tax on the obtained earnings and for rights to the concessions only paid the ridiculous quantity of 5.08 up to 111.27 pesos each six months for hectare, without caring the mineral that it was. The wealth of the owners of the companies while they operate in Mexico it has had the permission of the governments, the same as with their complicity, because apart from opening them the road so that they enter freely they have ignored the complaints of the citizens and towns for the devastation of the environment, the contamination of the water for human consumption, the destruction of the sacred places of the indigenous towns and the murder of several opponents, illicit facts all that have been in the impunity. Looking for to revert this situation, for some months several organizations and communities that suffer the aggressions, from the great mining to open sky have carried out efforts to revert the extractive pattern that was imposed in our country from the disastrous reformations of 1992, and in their place to propose a model less predators that respects the human rights of all the Mexicans, the same thing that the collective rights of the indigenous towns. The promoters of the initiative that it should contain a Mining Law to regulate appropriately to these companies predators of the environment and to respect to the involved towns and organizations of the disastrous effects of this industry. Finally this type of fights is the one of to organize a resistance that is against the spoil and to make something to impede it. Otherwise the neoliberals will continue plundering the country and generating more misery in Mexico. The cynicism of the delivery of the petroleum Under way of the process legislative of imposition of the energy reformation of the PAN it went by several irregular episodes. He sustains that: “a suicidal and stupid stubbornness that will take to the country on the edge of the cliff. We cannot sin for omission; we will give the battle the time that is necessary” and it adds that this fight “is and it will always be in the legal and peaceful picture", it reiterated.
