National Mexico is submerged in the globalization of the misery The neoliberal manual By: Carlos Damian December 13, 2012 The PRI’s system doesn't take a step behind in the economy of right-wing Mexico. – The globalization has been an essentially financial process, the currents of money and of credit they reached a really world scale in last decade. The end of that phenomenon became clearly appreciable when the crisis of 2008 exploded. From then on the behavior of the economy is associated of narrow way with the rules of the adjustment demanded by the dislocation of the capital flows and that they embrace from a central way to the public finances. The reach and the shades of that adjustment are global. A productive transformation was also caused and one of its excellent elements was the change of localization of the activity manufacturer, the case of Mexico in the self-driven, electronic, electric sectors, devices appliances and even the aeronautical one. In economic politics, we won't take a step behind. In spite of the bad results reported in 30 years, we can include in this perspective the rickety growth, the increase of the poverty in the country, wages of misery and galloping precariousness of the employment. The new government administration insists on maintaining unaffected the route traced in the neoliberal manual, of such a luck that without more problems. Mexico will remain such which and while waiting for some magic act so that it improves its future. They stay untouchables the sectors with enormous fiscal privileges as they are; the barons of the mining and their magic concessions, 56 million hectares of national territory, but the government federal wait to capture and to spend the government of EPN along this year, although the revenues will come from the same lines and activities for 30 years. Almost half of the budget of expenditures it will be channeled to the payment of bureaucratic payroll, service of the debt so much interns as external and the apparatus of national security. A third part of the expense will channel to the states of the Republic, via contributions and federal participations, but as the story of children the budget will have been drained. Deputies and senators will swallow 8500 million dollars; the Judicial Power, 3 thousand millions 133.33, the IFE, 733.33 millions, THE INEGI, 366.67 millions, and the CNDH hardly 91.67 millions. As it is already tradition the PRI it has always been a wasteful government, and in 2013 it will wear out more in the service of the debt than in public education (23.33 thousand against 16.73 thousand millions), and the economic development by means of the Secretary of Economy, will be three times inferior to the money channeled the Ministry of the National Defense (SEDENA). However the most important line, the generation of employments through the Ministry of the Work will waste away ten times less than the budget dedicated to Marina Ministry. On the other hand the budgetary revenues, the government estimates to obtain a total of 262 thousand 85.97 million dollars. Of this total, 16 thousand 514.83 will correspond to the federal government's revenues, 73 thousand 265.16 for revenues of organisms and companies, and 23 thousand 685.97 for derived revenues of financings. “Appropriate with these revenues, it is calculated that the collection federal will be located in 141 thousand 152.71 millions", it indicates the respective law initiative. The SHCP proposes to the Congress that, as regards the ISR for physical people that it applies the effective rate at December 31, 2012, maintaining the rate marginal maxim by 30 percent. In this way, it is clear that important risks still exist in the international economic environment, for what the measures of 2009 will be prolonged.
