The politics' failure

National The government is remiss to the magisterial conflict: Cardenas The politics' failure By: Carlos Damian September 10, 2013 Se impone la reforma sin considerar afectaciones: CCS México. - The former presidential candidate Cuauhtemoc Cardenas Solorzano (CCS) he affirmed that the federal government “has been at least remiss” before the magisterial conflict, because “it simply tries to impose” the educational reformation “without taking into account the benefits, damages, and the affectations that can be derived". He recognized that the protests of the National Coordinator of Workers of the Education (CNTE, in Spanish), “they are causing problems in the Mexico City; people are very bothersome, very irritated, but to the governments it forces them to solve starting from the dialogue and of the reasoning". He sustained that the educational reformation “was made without taking sufficiently into account the capacities and the possibilities of the teachers, particularly Normal School’s professor that reduces them its work possibilities because he also closes them in good part the benefit of its rights, and in this case, the federal government would have to have been much more sensitive." The use of the force against the reasoning of the teachers To conclude their conference in Tuxtla Gutierrez, in the Universidad Autonoma de Chiapas, he offered an exclusive interview, in which asserted that the situation is “very worrisome because we don't grow, the economy is going away, we are with high unemployment, with the poverty that doesn't diminish, with a high unemployment; in short, with many problems and violence in many parts of the country; let us hope this can be corrected". Of being approved the proposal of reformation energetic “it would be open the possibility that in some years we returned to those companies that were condemned in 1938 that treated the foreign employees well, that they returned the oil benefits of the country", he said. He remembered that three proposals of reformation energetic exist. One that brings the PAN “that outlines to return to the legal régime of before 1938, or 1940, when the expropriator reformation was made; what means that, to treat the petroleum like to mineral without special treatment. Other, of the Executive EPN that intends to reform the articles 27 and 28 without giving a sign the impacts of these reformations would be of which and of the regulation laws. And that of the PRD that outlines not to reform the Constitution, is but of 12 regulation laws to look for that Pemex, it can operate as productive company." Although in fact they are two the proposed reformations. In political of deaf hearings context and closed doors politics to the protests of the Mexican population's segment, some voices are listened that demand to lynch and to attack the teachers, such as opinion leaders, and organizations that press EPN, to government's boss Miguel Angel Mancera so that the Zocalo and Mexico City evict, so that the teachers of the National Coordinator of Workers of the Education (CNTE) they retire to their origin places. Although it is exactly to say that Mexico lives days of danger. A careless conduction of the regulation laws of the education has generated a social confrontation. The legislators’ hurry to impose the General Law of the educational professional service, forced the procedures legislatives and it left outside of the consultation and negotiation to the teachers. When closing the institutional beds, you radicalize the protest of the CNTE. The dialogue initiatives that the teachers proposed between the CNTE and the legislators have been hindered in the measure in that the representatives of the PRI lack negotiation margins. The failure of the politics when using the aggression The only way to unlock the confrontation is that the President opens a real space of negotiation and that the responsible Ministries, Department of the Interior, and Public Education, drive with the political will of solving the magisterial conflict. The lack of real dialogue and you are honest to the only thing that can drive it is to the radicalization of the positions and to still feed an opinion climate more divided, in the one that each one of the parts search the defeat, the opponent's annihilation. It would seem that deliberately it is contributed to create an atmosphere of intolerance and exclusion that it facilitates the use of the force public to finish with the magisterial mobilizations. With great irresponsibility it feeds bitterness, the social hate, without foreseeing what will come later. The repression to a social movement would not make but to mine the genuineness of the authority and to exacerbate the hates and the radicalism of the social mobilizations. The federal Government and the CNTE have the responsibility of to stop the use of the violence and to pay to a democratic and civilized solution. The authority has an even bigger responsibility because in its hands they are the coercion instruments and the influence on the massive means of communication. Bear in mind to the plurality, to respect to the minorities and to open up to a true negotiation is not an act of weakness: it is the use responsible for the power. In an administrative economic situation, before disputes politicians bigger about petroleum and taxes, with an urgent notebook, the government would make well in being cautious and wise. It should open up wide open the doors of the dialogue, to make decisions that they help to reduce the distrust and to use their influence in the means with a deliberate purpose of the confrontation climate and exclusion that today prevails dismounting. The CNTE, SNTE, Congress of the Union, Executive Power and Government of the Federal District has the responsibility of contributing to a political solution that bear in mind the rights of the inhabitants from Mexico City, the rights of the teachers, the opportunities of the children and the conservation of a democratic coexistence that it melts in the respect to the rights of all of them, with the recognition of the enormous diversity and plurality that it characterizes Mexico. The decisions that the federal government makes will define the future of the six years of EPN, the one which through the federal cabinet and their parliamentary groups, they will contribute to generate the conditions for a process legislative including in the education and in the topics that they come. Let us build among all of us a better law and let us opt for a democratic method so that they are solved their differences. The aggression is impelled from political organizations After the headquarter of the ‘white and blue’ carried out a balance of the first nine months of government of Enrique Pena Nieto (EPN), GM he regretted that in the country this team is outside of the options. Everything becomes 0 or 100, when it can have many degrees of participation of the authority that doesn't generate costs and neither aggression to the demonstrators. Before the blockades carried out by the teachers of the CNTE the leader of the PAN, Gustavo Madero Munoz (GM), it recommended to the authorities that evict violently to the educational ones. GM stood out that in Chile if they face the demonstrators with little tanks that throw jets of water to disperse violent manifestations, after wondering why in Mexico there are not instruments against public collective expressions that have already been jumped the line. The leader of the white and blue asked to the authorities to value the use of such tools, after also demanding that the origin of the resources of the teachers is investigated to finance the graft of the CNTE in the Zocalo. GM rejected that its party acts with arrogance when not going to the dialogue with the magisterial dissidence. "What there is in the PAN is a lot of frankness and sincerity", he said. "The party is willing to improve the education and to defend the labor rights, but non privileges, the immobility or the permanency of the status quo".
