Government uses the penal figure of kidnapping to repress social activists 
Mexico. -   Now last week the embassy of The States mentioned lawyer Leonel Rivero (LR), director of the office Strategic defense of human rights Watch and new juridical representative of Nestora Salgado Garcia (NSG), to a meeting of consular and political officials of the mission they wanted to understand what it stops the liberation of the major of the community police of Olinala, Guerrero; who follows prey in the jail of maximum security of Tepic, Nayarit, although from March of last year (2014) a federal tribunal discarded the causes legal that accuse her and it ordered its freedom. Rivero adds that when ignoring that the activities of NSG took place in the context of their functions as commandant of Guerrero's community body of policemen, recognized by state law, the judicial processes in its against they have an undeniable load politics. And he remembered that for years the governments use the penal figures of kidnapping and kidnapping aggravated to repress leaders of the popular movement, like in their moment they were the leaders of the ‘Front of Towns in Defense of the Earth of San Salvador Atenco', sentenced up to 60 years of jail and finally liberated. In June of 2013, NS Garcia received in its house to a group of women of its community, Olinala. The house served at the same time as office of the command of the community police and NSG, three youths' mother, it had been named in popular assembly major of that police body of the community, attributed to the Regional Coordinator of Community Authorities (CRAC, for their initials in Spanish), to the help of the law 701 of ‘Recognition, Rights and Culture of the Towns and Indigenous Communities of Guerrero State’, promulgated by the middle of 2009. 
                                                                      
The accusation to NSG 
CRAC, like autonomous project of security, was born in 1995 in San Luis Acatlan, in the region Mixteca. It began their expansion in 2008. Crossed by internal divisions and inter-ethnics, to the date it has near 40 assemblies and systems of security in dozens of towns of the  Costa Chica and Guerrero's Mountain, counting with near a thousand 800 troops that give service approximately to 20 thousand Guerrero´s people. The ladies went concerned to their encounter with the major NSG. Their daughters -Dulce Rubi Burgos and Yesenia Castillo Meza - they had left their houses before days and they had not returned. The mothers knew that the girls walked in bad steps and they recognized that they could no longer control them. Both girls had, in that then, 17 years The major it mobilized to their units and soon they located the rebellious adolescents. As it consists in occupations signed for Dulce and Yesenia, with the stamp of the Civic Council Olinalteco and the headings of the own NSG, admitted that they will have gone “for a walk” several days, to take micheladas (blended drinks with beer) and to spend the night in different friends' houses in Huamuxtitlan and until Tulcingo.  

Contrary to other houses of justice of the system CRAC-PC, in that of El Paraíso -to the one that .Olinala belongs, Tixtla (whose police is today responsible for the rural security of the normal one of Ayotzinapa) and Huamuxtitlan. It intended a program them to be beyond the security and it embraced the reinstatement and delinquent youths 'reeducation and offenders. Professor’s student of the School ‘Raul Isidro Burgos’ is those in charge of those educational projects. The mothers of the youths suited with the CRAC and the advice Olinalteco that their daughters a time of reeducation would pass in anyone of the four houses of justice that had the community police as part of their reinsertion systems. Four girls, with the expressed authorization of their mothers, were welcomed to that system. Months later, the ladies that requested help to Nestora Salgado became in its against, they changed the versions that they offered before the Public Ministry (MP) and today they accuse her of kidnapping, (La Jornada, Blanche Petrich). 
 
Governor Aguirre and the CRAC-PC 
In the three penal processes that it faces in a jail of maximum security (48/2014, 196/2013, and 05/20141, opened up in a tribunal of Talpa and resided in Tepic), the stand outs of Dulce Ruby and Yesenia of having been victims, increased by the fact of being smaller, are the accusations that more they weigh in the circumstances that have prey to the major of Olinala for a year and half. They also liberated a well-known taxi driver as El Mapa, to who was accused of to disappear and to quarter people for responsibility of the organized crime. In the area it acts the Cartel de Los Rojos unpunished. A presumed violator and four women were also retained, among them both smaller. The military ones and marines stopped in the headquarters of the community police of El Paraíso to other seven of their members and in Olinala Nestora Salgado were arrested. 
 
At the end of the operative one that marked the former governor's Angel Aguirre rupture with the system of autonomous policemen that them same it had impelled, there were more than 40 prisoners, among them several community leaders, as: Gonzalo Molina, of Tixtla; Arturo Campos, of Ayutla, and Bernardino Garcia, of El Paraíso. All are cases of political persecution. The daughter of a lady, Dulce Ruby who will be reeducated by the community police is the youth that has appeared recently in the conferences of its political enemy's press, Isabel Miranda de Wallace, the rich and powerful activist of to organization 'Stop to the Kidnapping. She doesn't speak a lot, alone victim is said and she cries, theatrically, what makes it an ideal political weapon that Isabel Miranda has used it perfectly since hugs her like in a television soap opera of many crocodile tears. The activism of Wallace and the leader of the organization “Mexico SOS", another private organization managed by other rich patronage, Alejandro Marti, became visible the first week of January, when it was to conquer the term so that Warrior's general district attorney, Miguel Angel Godinez, responded to governor Rogelio Ortega's petition of being desisted of the causes against Nestora Salgado.
