The damned law

The legislators refuse to give autonomy to Pemex; they ignore the warning of Brown
The damned law

The right-wing parties endorse organs regulators not well facts and absurd
Mexico. -   The Chamber of Deputies endorsed the integration of the organs regulators of the energy sector, but most PRI-PAN, with the collaboration of the PVEM and PANAL, rejected the proposal of its opponents to give them constitutional autonomy and to impede the analysis of that that on Wednesday (7/30/14), in the Senate the governor from California, The States, Edmund G. Brown alerted: that the transnational ones eat up alive to the Mexicans. The warning, however it has not had echo, at least in PVEM. The deputies that Arturo Escobar coordinates have another point of superior attention that contrasts with the national interest that is debated in San Lazaro building: from Monday they have armed a pool coupon, with prizes of between 4 hundred and 7 hundred dollars for who the hour in that it will finish the session guesses right. (These legislators take with nimbleness the structural reformations and in particular the energetic that they have made to jeer and gibe the important decision that will change the destination of many Mexicans toward the poverty and the plundering of their lands). When the president of the directive table makes stroke of the bell, there is a winner, and up to now they have only been those of the Green Party (PVEM).

The henhouse in charge of the coyote
The verdict was approved with 333 votes at favor and 133 in against. For most PRI-PAN, the organs regulators -the National commission of Hydrocarbons, Regulator of Energy and the Agency for the Protection of the environment commissions, the industrial sector and the sector of hydrocarbons - they have enough attributions to avoid that the outsider transnational ones even corrupt them, but this doesn't interest them: the corruption, the impunity and the traffic of influences. However the duet integrated by Juan Bueno Torio (JBT) and Ruben Camarillo (RC), this last one in charge of negotiating for the PAN the constitutional reformation and now the secondary legislation recognized that the law of the organs regulators approved last night in general and particular, it leaves a turn that will be taken advantage of by the big companies of foreigners. Legislator JBT revealed from tribune: "The energy pattern that we outline has a fundamental support in the organs regulators; evidently they lack very much to be able to face what comes and so that indeed the octopi of the energy don't eat us alive as Mexicans". Y RC pointed: "There is not such a possibility that here has thought about that the National Commission of Hydrocarbons becomes in dummy of the transnational ones. How mistaken they are, they have not read the initiative carefully! On the other hand, it is important to say that indeed one of the risks that exist for the regulators is that they are covered by those regulated or for the government…"

Even this way, they were rejected one to a reservation to determine the constitutional autonomy of those instances and they were left “as dependences of the federal Executive" that also, it will be the one that proposes to their members and the secretary of Energy will head it. Roberto Lopez Suarez (PRD) it alerted that the requirements to be commissioned of hydrocarbons or of energy they are too lax. It exemplified: to be integrated to the two commissions it is requested not to have occupied position some in the federal government or in anyone of the companies linked with the sector. "This opens the door so that directive of private companies can occupy a position to regulate the energy matter. It is not more than an intervention of the outsider transnational in the public life". (Any directive of company transnational foreigners will request to be in the commission regulators, all time that there is not such a legal impediment for such a fact)". Another time the powers factices"!, he expressed.

The energy entities are subordinate to the president
In turn Graciela Saldana (PRD) it pointed out that the lattice of the commissions and the agency represent a setback in environmental matter because it doesn't only invade competitions of secretaries as those of Environment and Energy, as well as of the Federal Attorney's office of Protection to the Atmosphere, but it will also duplicate the bureaucracy. JBT responded that, indeed, the attributions that are transferred to the commissions and the agency “already have them the Semarnat and the Profepa, but they are not given supply to not even assist the problem of Pemex". In the same way, PRD and Civic Movement insisted, like from last week in commissions that these organs only have as end “to cover the political payments to big domes of the energy sector” and to assign the positions among the politicians of the PVEM. For Abel Salgado (PRI), the appointment of the commissioners’ part of a “procedure collaborative" besides those additional requirements settles down, as well as the causes of their removal. "In a groundless way it is said that it gets lost the parsonage of the State in the energy sector. FALSE. For that reason it is integrated the advice of coordination of the energy sector the one which to guarantee the public interest, it will be presided over by the secretary of Energy", he said.

However, deputy Uriel Flores (PRD) it considered that it in fact implies it that these entities will continue subordinates to the Executive through the control of Energy. Manuel Huerta Ladron de Guevara (PT), it exposed that the appointment should be similar to the one that was practiced for the integration of the Federal Commission of Economic Competition and the Federal Institute of Telecommunications. "But it follows the President's vertical coordination and the uprightness generates impunity", he added. Later, RC rejected that the strategic information of the locations will be transferred to the transnational companies once Pemex or and the Mexican Institute of the Petroleum gives it, amen of a ticket of between 1.3 and 6.7 million dollars as fine if they don't give its databases free to the outsiders. The national center of information of hydrocarbons won't be the agency so that the transnational ones are made of information that has cost thousands of millions of dollars to Pemex. How mistaken they are"!, he exclaimed. (It is obvious that RC is an illiterate one that has not read the energy law). Ricardo Mejia Berdeja, vice-coordinator of Civic Movement, sustained that if Judas sold Christ for 30 currencies, “in this living room there are many that will charge the funds from the betrayal to the homeland", employees in some transnational oil company. Samuel Gurrion (PRI) he affirmed in tribune that the incursion of teachers in its administration offices in Oaxaca is related with its vote in favor of the energy reformation. “I don’t care! I will continue ahead with my serious, responsible and honest work"! From the legislative's armchairs of the PRD, they screamed him: “Mainly honest!"

We don't have economic national crisis
We have seen as the flattening of the right-wing in the power it has won with their simple majority in the National Congressional, and before our view our incredulity grows, and “before the avalanche of reformations, they are confused, without mercy, without reflection, we remain absorbed, dauntless, without moving, passive and other related synonyms; without a doubt our legislators, possessors of a rustic but effective knowledge, know for a lot of time that the Mexican has stopped to respond to the constant application of adverse stimuli to his well-being, and it accepts what they impose him without murmuring. In my internal jurisdiction, before the assault to uninhabited that are suffering, we felt a frenzy that looks for exit; we bother myself, we enervate ourselves, we want to scream him, to look for consents and to fight against the robbery; but after so much jump, it arises of my the sensation that anything of that makes it will find echo that nobody will follow us that we will pass never of the words, and we make ourselves a series of silly questions in the face of such an injustice to the Mexican town. Which it is the karma that it will be paying the Mexican town with such a class of legislators: corrupt, unpunished and dopy"? (La Jornada, Ruben Mendoza). (La Jornada, politica, p.p. 4-5, August 1, 2014).
