For practical effects, “the oligarchic conspiracy that was consummated in the Paraguayan Senate is equal to a restoration of the authoritarian régime that prevailed during more than six decades until before the election of FL in 2008, and whose first repressive edges had place with the aggressions of elements of the police against the popular resistance that congregated in the Square of Asuncion's Weapons for it support the leader". As for the economic matter FL made it well if we compare it with the previous presidents, and according to the Cepal its government achieved a rate of growth very superior (twice as much) of the one obtained by the current tenant of ‘Los Pinos residence’. Also in this context it was able to increase the fiscal reception, mainly of the big private consortia, contrasting in Mexico that in more than six decades of colorados governments (for the political party) in fact they didn't pay any tax to the State apparatus. In their almost four years in their republican presidency, the government of FL reported a average rate yearly of growth of 3.85 percent, and in 2010 it headed the inventory of Latin American countries with the best economic behavior (with Calderon the best reached place was the number 16, of 20 possible). In 2011 the Cepal points, the tributary revenues were increased 153.8 percent with relationship to the previous year, mainly due to the biggest collection in the taxes on the rent that increased 24.7 percent. In the same way, they registered considerable increases of the collection (13.5 percent) of IVA (in Spanish) and of the taxes to the trade to the exterior (13.4%). The collection was favored by the notable it demands it interns registered by the Paraguay in 2011. On the other hand, the non tributary revenues increased 19.6 percent; their more important component was the resources coming from the entities binationals Itaipu and Yacyreta that ascended to almost 620 million dollars (equivalent to 2.4 percent of the GIP), what represents an increment of 13.7 percent regarding 2010. In total, the public revenues (tributary, not tributary and of capital) they showed it rises interannual of 18.3%. In the environment legislative, the Cepal concludes, it highlights the “progress” of the law from tax to the individual’s rent that, after being postponed during the last four years, it has been approved by the Chamber of Deputies, and about to be approved in the Chamber of Senators, this is for the legislative's segment that destituted Lugo last Friday (6/22/12).
