No descarta ser candidato presidencial

México. -  El presidente del PAN, Gustavo Madero Muñoz aseguró que su partido se consolida como la única fuerza política capaz de competir realmente con el PRI en todos los estados este año, en el que entra en 2018, y rechazó que Morena tenga alguna posibilidad de hacerlo. “Muchos creen que AMLO va a resurgir de las cenizas y volver a ser aquel de 2006 y el de 2012. Pero para que Andrés Manuel (AMLO) sea el Pablo Iglesias mexicano necesitaría ser injertado de Ricardo Anaya: es una mezcla que necesitaría para tener esa potencia”, subrayó Madero en conferencia de prensa, en la que habló lo mismo  de diferencias internas del partido que de su interés en crear una nueva constitución, durante la próxima legislatura que acabe con la visión “estatista, clientelar, paternalista y corporativa (nacional) que ha prevalecido”. Tampoco Madero se ha descartado como candidato a la presidencia de la República, pero al mismo tiempo abrió la posibilidad de que el abanderado sea Ricardo Anaya o Rafael Moreno Valle. Explicó que en su proyecto político es colegiado, amplio, plural y diverso, no unipersonal. Refirió que muchas personas piensan que se va a pelear con Moreno Valle, gobernador de Puebla y aspirante a abanderar al PAN en la contienda por la Presidencia de la República, y con Anaya, coordinador de los diputados federales panistas y otro de los mencionados para llegar a Los Pinos. Pero no es por ahí, expuso, al contrario. Sostuvo y expuso que apoyará a sus dos correligionarios y a otros cuatro para que haya una baraja amplia y el partido pueda adoptar “las mejores decisiones para recuperar la presidencia”. Acerca de las diferencias que mantiene con Felipe Calderón, el dirigente del blanco y azul señala que no son personales, sino de la visión acerca de cómo debe funcionar y para qué sirve el partido. Si bien insistió en que las divergencias no llegan a ser fractura o herida mortal, se refirió a la posibilidad manifestada por Calderón de crear otra fuerza política, y al respecto, subrayó: “Aún cuando uno, dos o 10 liderazgos decidieran no seguir confiando en nuestro partido, yo multiplicaré por mil el número de ciudadanos que estarán sumándose a la confianza y a la esperanza de participar en el PAN”.  Señaló que de 2006 a 2012 se renovaron 32 gobiernos, de los cuales el PAN fracasó en 27 elecciones. Resaltó que tal tendencia se ha revertido en una fuerza emergente. Mientras el PRI se está contrayendo a tal grado que ya no va solo a ninguna elección, y siempre va en alianza. El buen amigo Medina Mora En la elección de Eduardo Medina Mora (EMM), actual embajador de México en la Gran Bretaña e Irlanda, no se han cuidado para nada las formas para incluirlo como un favorito del presidente en la terna del Senado para elegir al nuevo ministro de la Suprema Corte de Justicia de la Nación (SCJN). Se espera que sea aprobado por senadores donde PRI y PAN tienen mayoría decisoria junto con sus aliados, y en este insólito gesto de independencia designaran como sustituto a personas, tales como: Felipe Alfredo Fuentes Barrera y Horacio Armando Hernández Orozco,  con más trayectoria y honradez pero pálidamente son mencionados en los medios de comunicación comprados por el gobierno, obviamente su olfato es orientado hacia EMM.  Y en este México lleno de lodo, corrupción, tráfico de influencias, y la violación a los derechos humanos se encuentra en bollos de grilla palaciega desvergonzada, y descaradamente se muestra a los mexicanos que la máxima instancia de justicia se utiliza como depósito de políticos especializado en sumisión humillante al poder extremo de Los Pinos, y tal vez en la defensa de intereses como empleados del poder fáctico. Este entramado de complicidades entre élites sólo tendría explicación al ser designado como nuevo ministro de la Corte a EMM, ya que fue secretario de Seguridad con Vicente Fox, procurador de justicia con Felipe Calderón (señalado en ambos cargos por actuar con menos energía de la necesaria frente a cárteles y capos que el PN consideraba relacionados con el PRI), y es embajador en Reino Unido y en Estados Unidos, en esta plaza ya con el estilo del PRI de vuelta al poder. En este perfil del poder de un burócrata que se ha destacado se pueden ver, “distintos flancos polémicos que en una circunstancia grave como la que vive el país no deberían obviarse, EMM ha estado bajo el mando de Luis Téllez, quien fue secretario de energía con Ernesto Zedillo como parte de una plantilla tecnocrática transexenal forjada por Carlos Salinas de Gortari. Con Téllez fue jefe del nuevo titular  de la SSP en el Grupo Desc, la firma de la familia Senderos especializada en asuntos inmobiliarios, químicos, alimenticios y de autopartes instalado en la oficina del gobierno federal dedicada a la recopilación de información estratégica (Cisen), EMM habría estado en buenas condiciones de ayudar a su amigo Téllez cuando éste dejó Desc para representar en México los intereses de uno de los más poderosos fondos de inversión trasnacional, el Grupo Carlyle”. Cotilleo palaciego Al recordar en nuestros archivos encontramos si se cambian algunos nombres y detalles de época: “como puede verse. Vicente Fox (ahora EPN) no se esmeró en presentar a la sociedad mexicana un funcionario ajeno a sospechas en la SSP Federal (terna para la corte). Confirmó por el contrario, la tendencia de su gobierno a entregar carteras a personajes relacionados con intereses empresariales del ramo. Y optando por un burócrata de los sótanos políticos (embajador en Washington), nos confirma que los asuntos policiales son ya asuntos de seguridad nacional, y que la radiografía  del narcotráfico será la carta de navegación de lo que queda de este naufragio institucional”. Al ubicar a este personaje dejará un hueco dorado para acomodar a algún elemento que esté en entredicho o acusado de corrupción e inepto. Si nos paramos a ver el panorama encontramos que los aspirantes es muy larga y sólo nos dejan ver la punta de la base de la pirámide del grupo que se encuentra en la silla presidencial. Otro de los aspirantes que acuden al tintero es el vicepresidente Luis Videgaray, ahora lo tenemos en la Secretaría de Hacienda con pésimos resultados y recortes pero ha sido tocado por la varita de la corrupción inmobiliaria de Grupo Higa, empresa suministradora de residencias de lujo para funcionarios corruptos. Si usted busca en la lista los aspirantes serán numerosos, pero si el dedo palaciego lo marca tendremos a EMM en  la Suprema Corte y abriría para el inquilino de los Pinos unas posibilidades fabulosas. Con lo cual habría una recomposición de fuerzas y expectativas en las élites imperiales y se volcaba en elogios hacia reformas estructurales que podrían pensar en EPN como el “estadista mundial” del Edomex había soñado, y en tema especial se tendría el pedazo de pastel del segmento energético. En su estilo de gobernar a México se nota que repite cuando era gobernador del Estado de México, y aún se aferra al estilo abusivo, contradictorio y alarmante que muestra al elegir al nuevo magistrado de la SCJN para tomar control del Poder Judicial de la Federación y asumir EMM como abierto instrumento del inquilino de Los Pinos. Hay algunas reminiscencias de gobiernos anteriores y es que en México todo político es inocente mientras el gobernante en turno no decida lo contrario. Y así ha sucedido con los casos de evasión fiscal que los ciudadanos se han revelado mediante el New York Times, en el contexto de las cuentas bancarias de HSBC en Suiza. Donde la administración del PRI parpadea  lentamente en la búsqueda de posibles infractores haya apellidos relevantes que han ocupado cargos destacados y que han estado bajo sospecha fundada de maniobrar para dañar la hacienda pública y favorecer intereses privados, empresariales,  y políticos. Satisfechos los aduladores del gobierno federal

México. -   Las historias de familiares enriquecidos en coincidencia con la llegada al poder de uno de ellos al gobierno son reiteradas y repetitivas en casi todos los estados del país. No se mencione  que se encuentran en la cúspide del poder mexicano. Ha habido hermanos acusados de cobrar el diez por ciento en todo contrato oficial, que luego aparecen inocentes de todo, con certificado judicial de inocencia inapelable y órdenes en proceso para devolución de riquezas explicablemente acumuladas durante su período como burócrata. También se encuentran historias a  hijos de un burócrata del PAN de supuesto cambio político liberados que acabaron como sapos hinchados de dinero, al igual que la pareja presidencial de línea política de derecha (PAN) ya mencionados, y uno de sus vástagos ya listo para pasar a la cámara federal de diputados a la presidencia municipal de la ciudad y no es Sahagún, ya que esta es de Guanajuato. Aunque si nos remitimos a algunos años atrás encontramos que en México todo funcionario público es inocente mientras el gobernante en turno determine lo correcto. Todavía no alcanzamos a comprender como es posible que tanto dinero de mexicanos se encuentre en el extranjero y nosotros con una crisis de alcances enormes y nuestras autoridades de Hacienda aún no hayan divulgado los  nombres de estos mexicanos adinerados en el exterior y en particular del banco HSBC, en Suiza. Las autoridades de Reino Unido y Estados Unidos están en franca investigación por evasión fiscal,  lavado de dinero y ocultamiento de fortunas que habrían hecho miles de ciudadanos de esos países, en el contexto de las cuentas bancarias de HSBC en Europa. Los conceptos mexicanos de robo y fraude son diferentes ya que forman parte de nuestra cotidianeidad política y empresarial, la administración de EPN   ni siquiera parpadea, aunque se encuentren apellidos relevantes en tales listas y en varios casos han estado bajo acusación de manejar cuentas públicas y aprovecharse de estos recursos de manera particular. Estos datos se han publicado en The New York Times en un reportaje extenso de varios meses con datos, movimiento accionario y relaciones familiares. Con políticos de la talla de José Murat y miembros de su familia (con el director del Infonavit) y tampoco ha merecido mayor atención del gobierno “mover a México” parafraseando la frase del PRI. Se menciona que los funcionarios como premisa logran el flujo de dinero de políticos a través de empresas fantasmas y las maniobras accionarias que permiten obtener a estos políticos criminales  y familiares de ellos mismo, quedarse convienes inmuebles de lujo. Justamente en el caso de los mexicanos involucrados en el caso de Swissleaks las autoridades se dan por satisfechas con la versión que los señalados aportan, pero en cualquier lugar del mundo esto no es suficiente y es evidente que tienen una larga cola que tiene que explicar a Hacienda y en la Corte Federal para no ser encerrados. Al tener los funcionarios mexicanos una abultada baraja política de desfalcos, evasión de impuestos, lavado de dinero o de alguien caída en desgracia como la eterna dirigente de los maestros profesora Elba Esther Gordillo, es implacable “el peso de la ley”.  Sino veamos el caso del ex gobernador de Guerrero Ángel Aguirre Rivero, este personaje anduvo forcejeando con el inquilino de Los Pinos durante algunos tensos días, quién le exigía su salida del cargo a lo cual se negaba expresamente. Su hermano Mateo Aguirre y su sobrino Ernesto fueron detenidos por causas familiares y desfalcos de la hacienda que era vox populi pero acaso fueron motivo de aprehensión no precisamente justiciera sino política. Una de las formas represoras y no precisamente a saqueadores de la Hacienda federal  y corruptos de élite criminales ha sido en contra de los profesores, uno de los ejes de la reforma política en detrimento de la educación pública de México. Este uso de la fuerza pública en contra de los infractores de la ley replegó a los profesores oaxaqueños en demanda de pagos y prestaciones que la administración federal escamotea a cuenta de la reforma administrativa en el terreno educativo debido a que ellos son la parte más delgada y escogida para culparlos por las malas decisiones políticas en la educación tomadas por ineptas anteriores administraciones federales. Estas son las acometidas contra el magisterio organizado en la ciudad de México, agredidos por la policía federal y capitalina con saldo blanco pero el aviso al movimiento magisterial está en camino. Al asomarnos a la despensa del inquilino de Los Pinos encontramos los aplausos y las zalamerías como artículo de primera necesidad para suministrar dotaciones suficientes para recomponer el ánimo del urgente hombre con hambre de reconocimiento de su pueblo. Este recorte  obliga a Pemex a fabricar gasolinas de mala calidad y a perder su competencia en el mercado internacional con las gasolinas extranjeras (que se venden en la frontera a menor precio y mejor calidad). Venderemos gasolina de segunda y al doble del precio de mercado. Recordemos que mientras aquí se vende la Magna a 13.57 pesos por litro, en el resto del mundo cuesta entre 8 y 9 pesos. La reforma energética, que tanto habló de abatir los precios, evidentemente no ha funcionado”, ni funcionará ya que se tiene contemplado que esto funcione cuando termine el sexenio de EPN. Todos  a coro griten “tenemos presidente” y prodiguen ‘espontáneo’ golpe de palmas en la República d’Higa que se ha vuelto a instalar en el reino del Señor  y todos felices.  Hay algunos comentaristas como Guillermo Valdés Castellanos, que se cuestionan, ¿a dónde nos llevan? “… ya sea por una democracia débil o en peligro de recesión, tal vez por gobierno paralizados por la desconfianza, el caso es que los ciudadanos dejan de creer en la posibilidad de cambiar las cosas por vías institucionales; no ven de dónde o quiénes puedan impulsar cambios, si todos son parte del problema y a nadie le creen. México. -   Diverse social organizations went before the Interamerican Commission of Human Rights Watch (CIDH) to denounce that the Mexican State violated the basic guarantees from the citizens when not recognizing the constitutionality of the exercise of popular consultation on the reformation energy -petroleum, gas and electricity - and they requested to the organism precautionary measures to avoid the modification to the Great Letter to go into effect. Contrary to it, the SCJN restricted and the right disappeared of facto with arguments that ignore the obligations of the Mexican State as regards civil rights and political."  Some weeks ago the participant communities in the initiative sent an application to the CIDH so that this recommends to the Mexican authorities the realization of the popular consultation; they asked that while it is solved that petition, grant precautionary measures to impede any derived artificial action of the energy reformation, until the citizens have expressed their opinion on the topic. Concha emphasized that there are already some communities that have already interposed help to stop economic mega-planed related with the approval of the reformation, in a series of resistance actions whose purpose is that they extend for the whole country. Jorge Fernandez, member of the organization of human rights Indignation, he asserted that the consultation is a fundamental exercise of political participation beyond the elections, which is more necessary to be a matter that affects all the Mexicans; he underlined that the precautionary measures should brake the application of the reformation to avoid irreparable damages.    It doesn't allow to solve officials' scandals  The constitutional reformation that generates the Anti-corruption National System (SNA) it will be voted in the Senate in the session of next Tuesday (21/04/15). Although senators of PRD and PAN pointed out that the new norm has deficiencies -no it plays the jurisdiction of the public, included servants the President of the Republic -, the document was approved by 38 votes to favor and one in against for the members of the commissions of Constitutional Points, Government, Anti-corruption and Legislatives Studies. México. -   Diversas organizaciones sociales acudieron ante la Comisión Interamericana de Derechos Humanos (CIDH) para denunciar  que el Estado mexicano violó las garantías básicas de los ciudadanos al no reconocer la constitucionalidad del ejercicio de consulta popular sobre la reforma energética -petróleo, gas y electricidad- y solicitaron al organismo medidas cautelares para evitar que la modificación a la Carta Magna entre en vigor. Miguel concha, director del Centro de Derechos Humanos Fray Francisco de Vittoria, subrayó que la negativa de la Suprema Corte de Justicia de la Nación (SCJN) a reconocer la legalidad de la consulta representó una “clara violación”  a este derecho, a pesar de que la iniciativa fue respaldada por más de 4 millones de personas. “Había todas las condiciones para hacer efectiva la consulta popular como un mecanismo real de participación ciudadana en la toma de decisiones relevantes. Contrario a ello, la SCJN restringió y desapareció de facto el derecho con argumentos que soslayan las obligaciones del Estado mexicano en materia de derechos civiles y políticos”. Hace unas semanas los colectivos participantes en la iniciativa enviaron una solicitud a la CIDH para que ésta recomiende a las autoridades mexicanas la realización de la consulta popular; pidieron que mientras se resuelve esa petición, otorgue medidas cautelares para impedir cualquier acción jurídica derivada de la reforma energética, hasta que los ciudadanos hayan expresado su opinión sobre el tema. Concha enfatizó que ya hay algunas comunidades que ya han interpuesto amparos para frenar megaproyectos económicos relacionados con la aprobación de la reforma, en una serie de acciones de resistencia cuyo propósito es que se extiendan por todo el país. Jorge Fernández, integrante de la organización de derechos humanos Indignación, aseveró que la consulta es un ejercicio fundamental de participación política más allá de las elecciones,  la cual resulta más necesaria por tratarse de un asunto que afecta a todos los mexicanos; subrayó  que las medidas cautelares deben frenar la aplicación de la reforma para evitar daños irreparables. No permite resolver escándalos de funcionarios La reforma constitucional que genera el Sistema Nacional Anticorrupción (SNA) se votará en el Senado en la sesión del próximo martes (21/04/15). Aunque senadores de PRD y PAN señalaron que la nueva norma tiene deficiencias –no toca el fuero de los servidores públicos, incluido el Presidente de la República-, la minuta fue aprobada  por 38 votos a favor y uno en contra por los integrantes de las comisiones de Puntos Constitucionales, Gobernación, Anticorrupción y Estudios Legislativos. El avance se debió al acuerdo entre los coordinadores de ambas cámaras para que la minuta proveniente de San Lázaro pasara en sus términos, sin modificaciones así como los diputados aprobaron la Ley de Transparencia. La sesión de comisiones se inició una hora y media después de los programado, ya que el PRI y PVEM habían dado marcha atrás en el acuerdo de incluir en la exposición de motivos –lo que no motivaría regresar la minuta- 13 temas, entre ellos eliminar el fuero presidencial, que deberán ser abordados, vía una nueva reforma constitucional y la legislación secundaria. Los perredistas amenazaron con no asistir a esa reunión, al final lo hicieron, pero sólo lograron que los temas fueran enunciados en la exposición de motivos. Los senadores Cristina Díaz y Pablo Escudero, presidentes de las comisiones de Gobernación y de Anticorrupción, sostuvieron que la reforma contiene  avances importantes, entre ellos dar facultades plenas a la Auditoría Superior de la Federación (ASF) para fiscalizar el uso de los recursos públicos “de todos los mexicanos” y crear un nuevo Tribunal de Justicia Administrativa, con plena autonomía para dictar fallos.  Durante la reunión, el senador Alejandro Encinas, de la bancada del PRD resaltó que hay avances, pero “quizás la debilidad y la insuficiencia más importante que tiene esta minuta es que se mantiene un régimen de excepción al Ejecutivo federal, el fuero que impide que el Presidente de la República federal pueda ser objeto de sanción ante la eventual comisión de un delito o algún acto de corrupción”.  Ríos Píter de la misma línea política resaltó que este SNA no permitirá resolver los escándalos por corruptelas, que ahora envuelven a todos los partidos, como el de la Casa Blanca de EPN, los moches de legisladores del PAN y el caso Iguala que envuelve al PRD. Vendaval autoritario México está pasando por un “vendaval autoritario” generado  por un gobierno que no tiene soluciones efectivas para los problemas que vive el país, y cuya respuesta ante las críticas y los reclamos de la gente es limitar los espacios de libertad de expresión, y de organización social, afirmó la periodista Carmen Aristegui.  La conductora señaló  que su reciente despido de MVS Radio , en la que supuestamente fue despedida por haber incorporado a su equipo de trabajo a la plataforma Mexicoleaks, sin avisar previamente a la empresa; este es un c aso de varios más que ilustran la “sacudida dinosáurica” de la actual administración. Ante un auditorio en la conferencia organizada por el Colegio de México (Colmex) la periodista enfatizó en primer lugar que los casos de Tlatlaya, Ayotzinapa, y múltiples abusos contra los migrantes indocumentados son fenómenos que demuestran la capacidad del Estado para investigar supuestos casos de corrupción y conflicto de intereses. “Ayotzinapa hoy es el gran pendiente del Estado mexicano, nos desgarran por tratarse de los más pobres y nos queda la sensación de que no lo van a resolver nunca, de que todo va a quedar en un callejón sin salida. La salida de la PGR no se puede tomar como la verdad histórica, porque tiene insuficientes y manipulaciones graves”, subrayó. “Nos falta preguntarnos sobre nuestras capacidades de organización o de plano reconocer que ya nos dimos por vencidos y estamos observando sin participar para modificar la realidad nacional”, dijo. Con respecto al tema de su despido, la periodista celebró que el juez federal Fernando Silva haya aceptado un recurso de amparo para rechazar la terminación de su contrato de forma unilateral por parte de MVS. “Más que el regreso al aire, es la obligación moral y profesional de que un golpe autoritario con estas características no se consume. Es una piedra a la Luna y pienso que al menos ya rozamos una nube. El hecho de que un juez haya admitido el recurso de que un amparo es importante. Casi diría que aun si perdemos, ya ganamos”, con esta situación inédita, resaltó. Sin embargo, una lucha así “nunca la vamos a ganar en solitario”, quien dijo entusiasmada y optimista por la participación de la gente en el amparo colectivo, donde reclaman que los concesionarios del espacio radioeléctrico de la nación no pueden sacar del aire una emisión periodística sólo por tener un carácter crítico.  En este contexto, festejó que el juez llame a ambas partes y dialogar en las instalaciones de MVS para llegar a un acuerdo. El juicio puede ser “tan largo como la vida” que la distraiga de su trabajo periodístico. El expediente judicial 672/2015 señala que el primero de enero de 2009 la sociedad mercantil FM Globo de Juárez SA de CV y María del Carmen Aristegui Flores celebraron un contrato marco de prestación de servicios con duración de un año y renovable automáticamente por periodos anuales, salvo negativa de cualquiera de las partes. “En estos momentos la prioridad es evitar que se consume este golpe autoritario”, y por su parte el historiador Lorenzo Meyer  aseveró que el trabajo de Aristegui es valioso porque documenta que las instituciones del gobierno “están atrofiadas o nunca funcionaron”, y recordó que la periodista ya ha sido blanco en anteriores ocasiones de censura, por abordar temas incómodos para las autoridades. México. -   México se ha extendido en sus prácticas de censura y silenciamiento de las voces críticas del imperio para cerrar los espacios de periodistas inteligentes. Pero esto sucede en la capital de Chicago, en el programa radiofónico, Sin censura, conducido por el prestigioso periodista Vicente Serrano, insiste en que se transparente el manejo financiero  de las fiestas del Día de Independencia de México en Estados Unidos, no sólo en cuanto  al presupuesto del gobierno mexicano destinado a las conmemoraciones de mexicanos en el extranjero, sino que también a la forma de recaudación de fondos privados y el destino dado a esos ingresos. Entre las información dada a conocer el año pasado en la frecuencia de Sin censura se incluye “al menos tres funcionarios del consulado mexicano en Chicago, a cargo de Carlos Jiménez Macías, ellos han solicitado dinero a empresarios de Chicago para la realización del Grito de Independencia en Harrison Park, a través de llamadas telefónicas y correos electrónicos”. Alfonso Rosas, uno de los encargados de organizaciones comunitarias del consulado se escucha en la grabación pidiendo dinero al empresario, y que lo aporte de manera irregular. Este funcionario explica  que el Museo Nacional de Arte Mexicano que preside Carlos Tortolero, quien creó un comité para las fiestas patrias de 2014, y dice, “pero es obvio que también aquí está participando el consulado; eso no se puede negar, tapar. Esta información fue difundida y llevó al despacho estadounidense de abogados Ancel Glink, Diamond Bush, DiCianni y Krafthefer a un amago de demanda por difamación al empresario Adolfo Vega (acusándolo de haber grabado la conversación telefónica con el funcionario consular), a su empresa La Bodega (dedicada a la importación de productos mexicanos), al periodista Vicente Serrano (conductor del programa Sin censura, en español y el más importante y crítico que tienen en Illinois, Chicago). Sin embargo el pasado marzo, Fregoso Júnior acudió al empresario Vega que es estadounidense para arreglar el diferendo de opiniones con 350 mil dólares para cerrar el caso. Al confirmar su solicitud lo hizo por escrito y en una carta llamada, “Confidencial, sólo para intenciones de arreglo”, en papel membretado del bufete encabezado por Ancel Glink, y mencionado que lo hace en nombre del consulado mexicano en Chicago. Añadiendo una retractación pública del empresario, del periodista y del programa radiofónico, acompañándose de la cantidad mencionada. Con esta acción fuera de nuestras fronteras, el demandar a un empresario, a un periodista, y a un programa en Chicago, la administración de EPN da un salto cuántico  que confronta el espíritu autoritario que censura y calla voces críticas de información y análisis. A los mexicanos les gustaría que se difundiera la relación de ingresos y egresos  de las fiestas patrias en el extranjero, de cada uno de los Consulados y embajadas en el extranjero, donde se permite que se pida cooperación privada y se ejerce dinero público. Se menciona que el Papa tomó participación en las negociaciones secretas entre los Estados Unidos y el gobierno de Cuba, en territorio de Canadá.
