México. - La auditoria
superior de la Federación (ASF) no puede investigar el caso llamado Casa Blanca porque se trata de un
asunto entre particulares, sostuvo ayer (11/12/14), el titular del organismo
Juan Manuel del Portal (JMP), durante la premiación del 14 Certamen de Ensayo
sobre Fiscalización. Al asistir el rector de la UNAM, José Narro, destacó que
la verdadera crisis en el país y en el mundo, es de orden moral y de valores.
El auditor estima que quizá podría revisarse el asunto de la licitación
cancelada del tren México-Querétaro, por conflicto de intereses. Por otra
parte Portal (JMP) lamentó que en la iniciativa que se discute en el Congreso
para integrar el sistema nacional anticorrupción se hayan excluido algunos
temas que fortalecen a la auditoría. Ojalá consideren lo que originalmente
había sido tomado en cuenta para que el sistema funcione, agregó. Manifestó
en su discurso que el país ha pasado por un período en el que las
instituciones eran consideradas meros instrumentos de una élite cerrada, que
podía actuar a su arbitrio, de manera discrecional y oculta por un velo de
secreto y amparada en la fuerza del estado.
Continúa el auditor, no ha sido tarea fácil hacerlo, pues aun hoy en
distintos niveles de gobierno subsisten inercias y reticencias a la
modernización, que son producto de décadas de una cultura administrativa
cerrada y de una conceptualización errónea, por parte de algunos servidores
públicos, de lo público, como patrimonio privado, dijo. Además, destacó a su
vez que hay crisis económicas, sociales y políticas, pero la verdadera crisis
es moral y de valores. Todos los días enviamos la señal equivocada cuando
enviamos al diablo quien no tiene dinero y es un pobre diablo. Otro mensaje
sesgado es cuando “nos empeñamos en decir que no importa cómo se obtiene el
dinero, mientras no te vean”. Ante
decenas de trabajadores (de ASF) el rector de la UNAM, agregó que cuando hay
dificultades en la democracia, la salida no es el autoritarismo (o una Junta
Militar), sino pugnar por la democracia.

Dos meses antes de convertirse en secretario de Hacienda, Luis
Videgaray Caso compró una propiedad en el Club de Golf Malinalco, en el
estado de México, al empresario Juan Armando Hinojosa (JAH), el mismo
contratista del gobierno federal que financió la Casa Blanca, la mansión de 7
millones de dólares en las Lomas de Chapultepec propiedad de Angélica Rivera,
esposa del presidente Enrique Peña Nieto, reveló The Wall Street Journal
(WSJ) este jueves, (11/12/14). La casa de Videgaray en el Club de Golf
Malinalco tiene 850 metros cuadrados. Fue comprada en 7.5 millones de pesos
-581 mil dólares al tipo de cambio de entonces- por el actual secretario de Hacienda en
octubre de 2012, dos meses antes de iniciar el gobierno de EPN, con un
crédito hipotecario otorgado por el empresario Hinojosa (JAH), a pagar en 18
meses. En la actualidad, las propiedades en ese complejo residencial, que
tiene campo de golf de 18 hoyos y helipuerto, van de 850 mil a 1.2 millones
de dólares, según Sotheby’s International (real state investment).
Percibiendo reales estos datos en la mano inferimos que se habría generado
una plusvalía de 46 porciento en sólo dos años.
De
acuerdo al diario WSJ, “Videgaray no está señalado por haber cometido algún
acto ilegal” con la compra de la casa. “Pero la transacción se suma a los
aparentes conflictos de intereses que han dañado la credibilidad y la
popularidad de EPN después de que llegó a Los Pinos con la promesa de romper
con las prácticas del anterior PRI, en el que milita”. Señala que es
“inusual” la transacción del funcionario, al haber recurrido a una pequeña
firma inmobiliaria –propiedad de un contratista en el gobierno estatal del
que fue alto funcionario- en vez de acudir a una institución financiera con
la finalidad de obtener el crédito para pagar la lujosa residencia. La
relación de Hinojosa con el secretario de Hacienda “es un ejemplo actual de
los amplios vínculos de negocios y personales entre ese contratista y altos
funcionarios del gobierno”. Después de la publicación del diario
estadounidense Videgaray reconoció haber comprado su residencia en octubre de
2012, y este funcionario fue
coordinador de la campaña presidencial de EPN, ya era visto como el actual
secretario de Hacienda.
Por razones financieras
En respuesta al diario WSJ, “No hubo conflicto de intereses. Hice la
operación cuando no era funcionario público y la transacción estuvo dentro de
los parámetros del mercado”, señaló. Además, se apunta en el rotativo que han
abundado las acusaciones de tráfico de influencias en el actual gobierno,
después de que una investigación de la periodista Carmen Aristegui reveló que
una casa en Lomas de Chapultepec de Angélica Rivera –esposa del presidente- ,
en el D.F. era propiedad según el registro público de propiedad, del
empresario Juan Armando Hinojosa. Videgaray reconoció que conoce a Hinojosa
desde hace más de diez años. “Tengo con él y con su familia una relación
social y de amistad”. La residencia en el Club de Golf si aparece en la declaración
de bienes, pero no figura como crédito hipotecario que obtuvo para comprarla,
y él explicó que no asentó en su declaración patrimonial el crédito debido a
que la forma electrónica en que se elabora no permite especificar cuando el
préstamo es obtenido de una institución no bancaria, como es el caso de la
firma de Hinojosa que le financió la lujosa propiedad. En sus argumentos a favor dice, “por razones
financieras” decidió pagar en su totalidad el crédito a Hinojosa en enero de
2014.
En los años en que fue EPN gobernador del estado de México, Videgaray
fue secretario de finanzas, entre los principales contratistas del gobierno
local favorecidos se destaca el empresario Hinojosa, aunque a él se reconoce como
la persona que rentó helicópteros cuando EPN era candidato a la silla
presidencial. Al ser inquilino de Los Pinos, se adjudicó el contrato para construir un acueducto de
Veracruz a Monterrey y además licitó en la construcción de un tren rápido de
la ciudad de México a Querétaro. Además la publicación agrega que el
secretario de Hacienda es visto como el arquitecto de la fallida estrategia
económica del gobierno de EPN. Pero en la actualidad se encuentra dentro en
una tormenta por el lento crecimiento de la economía en los dos años al
frente de la dependencia gubernamental y por la reciente caída en los precios
del petróleo. Y es visto al actual gobierno como otro equipo más que ha
devaluado a la moneda nacional, como consecuencia de su fallida estrategia
económica.
La
insistencia del PRI en que el sistema nacional de anticorrupción esté a cargo
del presidente de la República, de los integrantes de su gabinete y de los
gobernadores, se impulsa en la Cámara de Diputados una reforma a la
Constitución para acotar delitos cometidos con el manejo del presupuesto y
los contratos de obras públicas, una más de sus promesas rotas de campaña. El
coordinador de los diputados del PRD, Miguel Alonso Raya, sostuvo que no
puede aprobarse una ley para que un consejo anticorrupción esté controlado
por el presidente y sus gobernadores. “El PRD no puede votar esa” (tontería).
Ejemplos de funcionarios rateros: Carlos Salinas de Gortari, ex presidente de
México, le perdonaron que se robara la mitad de la generosa partida de la
presidencia de la república; Néstor Moreno, ex director de la CFE, fue
acusado de corrupción y le devolvieron el yate y el Ferrari deportivo;
Francisco Javier González (PAN), ex tesorero de León, dispuso de 37 millones
de Metrofinanciera que al final quebró, pero al final quedó exonerado. (La Jornada,

action to stop the environmental destruction and to induce a model forcing to
that the more nations prosper they change their consumption and production of

México. - En Lima Perú acaba
de terminar la Conferencia de la ONU sobre el cambio climático, llamada COP20
(por sus siglas en inglés). Su objetivo era elaborar un esquema para lo que
debe ser el nuevo orden mundial sobre el calentamiento mundial que remplace
al protocolo de Kioto. Al ser aprobada en París en 2015 entre sus prioridades debe tener como
objetivo modificar el sistema actual de producción, causante del aumento de
un 2.2 por ciento anual en gases de efecto de invernadero. A este ritmo el
planeta subirá cuatro grados Celsius al final de siglo con los efectos ya
conocidos y terribles. Estos efectos son: mayor calor en las ciudades y
campo, migraciones masivas del campo invadiendo las ciudades por la falta de
agua, oportunidades de trabajo y hambre debido a que la producción de
alimentos se dejó de generar por un falso comercio internacional, nuevas
plagas y enfermedades terribles que no solamente las poblaciones africanas
están sufriendo, derretimiento de glaciares, las tierras cultivables se
reducirán debido a las sequías y excesivo calor.
En esta vigésima conferencia que concluyó en Lima después de 13 días
de negociaciones y 36 horas después de lo previsto se adoptó un documento que
establece la estructura que deberá tener el futuro acuerdo global sobre
reducción de emisiones de gases de efecto invernadero, se adoptará otro en
sustitución del obsoleto realizado en Kioto. En el texto de Paris se reconoce
una responsabilidad común y “diferenciada” de los países frente al
calentamiento global y se insta a cada gobierno a asumir la responsabilidad
de reducir sus emisiones de gases contaminantes. Aunque los organizadores
dicen que fue un éxito, la mayoría de las organizaciones que dieron
seguimiento a las negociaciones manifestaron una gran decepción al término de
los trabajos. Los ambientalistas señalan que el producto de las dos semanas
de discusión no alcanza a formular ninguna acción específica y que deja todas
las decisiones importantes para el 2015 y sostienen incluso que los
participantes de las naciones antepusieron la conveniencia política sobre la
evidencia científica.
Tenemos tres grandes corporativos que tanto en, China, como Estados
Unidos y los países europeos con sus industrias además de Canadá y Japón
generan las dos terceras partes de los gases que contaminan al mundo y se
esperaba que esta reunión terminara bien a fin de asegurar la firma de un
acuerdo vinculante en París divulgando sus compromisos para reducir sus
emisiones de gases. El acuerdo se esperaba que fuera una limitación a dos
grados Celsius el calentamiento climático global pero sólo dijeron más de lo
ya conocido aunque el país sede hizo inversiones para que participaran más de
once mil visitantes pertenecientes a las organizaciones ambientales, delegaciones
oficiales y científicos enviados por sus países. Una de estas facilidades fue
un espacio dedicado a más de 200 reuniones, un cuartel militar donde el
gobierno de Perú se gastó casi 60 millones de dólares, en tal recinto el ex
presidente F. Calderón afirmó que el cambio climático debe terminar el tema
ambiental y declararlo como un tema de desarrollo, pues “no hay manera de
resolver el tema ambiental sin crecimiento económico”, declaró que “el mayor
enemigo de los bosques es el hambre”, y añadió, “la única manera de
desarrollo económico a largo plazo es solucionar el riesgo climático”.
Decepción
Este presidente en su discurso vacío, decía que se necesita establecer
un modelo económico enfocado en los riesgos climáticos, pero durante su
gobierno se deforestaron los bosques a un mayor ritmo, fallaron los programas
mediáticos de la reforestación de las selvas, se destruyeron grandes manglares
para construir hoteles españoles, y la corrupción siguió como un cáncer en
evolución. El modelo económico que él impulso aumentó la desigualdad social y
se concentró aún más la riqueza en el pequeño círculo de poder económico. En
resumen se dice que los acuerdos de COP20 son tan limitados que eluden ir al
fondo del problema, ya que desde que se estableció el protocolo de Kyoto para
atacar las causas básicas del calentamiento, el sistema económico de
generación de gases no fue modificado en ninguno de sus términos al contrario
fue consolidado para dejar sentir sus influencias hasta en las zonas más
recónditas del planeta azul.
El encuentro realizado en la capital peruana fallo con respecto a las
expectativas que generó, pero debe entenderse el hecho de que el fenómeno
climático que se está combatiendo tiene trasfondos complejos tanto políticos
como económicos y que las medidas no sólo son ambientales y científicas. Es
pertinente recordar, al respecto, el enorme desequilibrio que impera en el
mundo en materia de contaminación y degradación de los recursos naturales;
mientras Estados Unidos cuenta con 4 por ciento de petróleo, consume cerca de
25 por ciento del petróleo y carbón, es uno de los mayores emisores de gases
de efecto invernadero. Desde esta perspectiva no es difícil percibir como puede
establecerse un instrumento internacional que asuma su rol y norme la
contaminación ambiental de los países dentro del modelo de capitalismo
salvaje que impera en buena parte del planeta, que implica la sumisión de los
gobiernos a los intereses de los grandes conglomerados empresariales, para
los cuales contaminar es un gran negocio que permanece al margen de
regulaciones públicas que les restarían rentabilidad, y poder económico.
Miedo al futuro
En este devenir del capitalismo salvaje tenemos una de las campañas
del miedo recurrentes usadas por la burguesía, los empresarios y las
compañías trasnacionales, es el miedo al comunismo, el marxismo-socialista y
las políticas distributivas. Su discurso es sencillo, el triunfo político de
tales propuestas conlleva la aniquilación de la propiedad privada, que supone
la esclavitud moderna del obrero, y el control de sus sentimientos. El obrero
y campesino tienen a ser controlados por un sistema totalitario donde las libertades personales y la iniciativa
privada son un estorbo. Estos cyber-humanos piensan lo mismo y se visten
igual con marcas ya conocidas, y se visten de negro y blanco. En este
contexto de autoritarismo desaparece la alegría, dolor, sufrimiento,
dictadura y mediocridad. Con este esquema futurista y decepcionante se tendrán que inventar acciones
tendientes a combatirlo y cambiarlo. Se descalifican otros modelos económicos
y se odia al marxismo, socialismo y
comunismo; hay una agresión sistemática y metódica hacia sus militantes, y
sus propuestas son combatidas y desechadas. Si no se obtienen resultados
firmes se hacen planes de campañas de publicidad de la derecha en tiempos
electorales, y el miedo institucional se orienta hacia estrategias donde el golpe de estado es la solución
para frenar un futuro complicado y horrible. A fin de cuentas la sociedad es
secuestrada en nombre de la salvación eterna y dulce.
En esta circunstancia resulta difícil suponer a un gobierno dispuesto
a las normas y negociaciones entre gobiernos e ir a París en la COP21 y
puedan modificar sus intereses económicos globalizadores y depredadores de
los países que tienen este poder. Ante esta sucia situación visualizamos a
los ciudadanos en conjunto en su acción colectiva para derrotar a la
indolencia gubernamental contra la acción devastadora de los corporativos financieros como el único
curso de acción posible para frenar la destrucción ambiental y para inducir
un modelo obligando a que las naciones más prosperas cambien su consumo y
producción de sus grandes industrias para que evitemos todos la catástrofe

- El sindicato mexicano de
electricistas (SME) cumplió ayer 100 años. En un pronunciamiento de celebración, sostuvo que
hoy, como hace un siglo, los tiempos son difíciles y desafiantes para los
ciudadanos. “Los neoliberales en el poder han despojado al pueblo
prácticamente de todo derecho a una vida digna, consumando la entrega de la
soberanía y los recursos naturales a los intereses del gran capital
internacional”. Para el SME, las circunstancias económicas y políticas de
México son muy semejantes a las de hace 100 años, sólo que “la dictadura
perfecta ahora es sangrienta”, ya que decenas de miles de muertos y
desaparecidos acompañan el dolor de los familiares de los 43 normalistas de
Ayotzinapa desaparecidos. En este siglo de desapariciones de personas, de
grandes aviones y enormes buques en el
mar que se esfuman como sombras en el mar. La gente si no la matan la
desaparecen.
Además se
ha suprimido en la práctica el libre ejercicio de las libertades
democráticas. Sin embargo, “a un costado de la sanguinaria contrarrevolución
neoliberal se asoma un personaje de historia heroica que se creía muerto: el
pueblo de México que se rebela”, indicó la organización. Martín Esparza
recordó todas las batallas que ha librado esta organización durante un siglo
y apuntó que en todos estos años los smeítas han aprendido que la
“resistencia es un acto multilateral de construcciones para acumular
fuerzas”, que la victoria en su nueva lucha vendrá si cuentan con el respaldo
del pueblo y que es necesario fortalecer la alianza estratégica con los
consumidores de la electricidad
construyendo juntos la asamblea nacional de usuarios de la energía. También
aseguró que el SME está a unos pasos de alcanzar el objetivo estratégico de
esta etapa de la lucha: evitar la disolución forzada de su sindicato, pues
está por firmar el primer contrato colectivo de trabajo de la organización
gremial en esta nueva época de refundación, que perseverará su registro como
Sindicato Nacional de Industria.
Se investiga el crédito a Videgaray
El PRD en la cámara de Diputados afirmó que el gobierno federal está
obligado a aclarar su relación con el Grupo Higa, propiedad del
empresario Juan Armando Hinojosa Cantú,
“quien ha sido beneficiado con decenas de contratos multimillonarios de obra
pública y al que se le vincula con diversos casos en los que se presumen conflictos de
intereses, como la adquisición de la casa blanca y la licitación del tren
México-Querétaro”. El coordinador del grupo,
Miguel Alonso Raya (MAR), dijo que uno de los ejes a investigar es el
“crédito” que el corporativo Higa otorgó al secretario de Hacienda, Luis
Videgaray, para comprar su residencia en el Club de Golf Malinalco. MAR
resaltó que el caso Videgaray puede
contribuir a destrabar el sistema nacional anticorrupción, porque constituye
un ejemplo de que sí se requiere un mecanismo ara investigar irregularidades
en el ejercicio del poder. “Lo que más ayuda es la es la voluntad política para
investigar a fondo los contratos que ha tenido el gobierno con el Grupo Higa,
aclarar la relación, y sobre todo, la disposición para crear un sistema de
combate a la corrupción verdaderamente autónomo y eficaz, que despeje todas
las sospechas y evite que este tipo de cosas se repitan”, declaró.
Para acotar la corrupción en México, dijo, no es suficiente con una
lista de 10 propuestas, además de que se agotó el tiempo en el Congreso para
debatirlas, debido a que hoy concluye
el período ordinario de sesiones y no hay acuerdo para convocar a un
extraordinario de inmediato. “El decálogo es insuficiente y en algunos casos
francamente busca reformar leyes para simular, como el órgano
anticorrupción que se plantea. Si
aceptamos que lo presida el Ejecutivo federal, a nadie le dará seriedad y
certeza y sería una burla para los propios legisladores aprobar algo así”,
expuso. Consideró que todavía se requiere una revisión profunda de la
iniciativa del mando único, y sobre todo, la de disolución de los
ayuntamientos cuando se considere su infiltración por la delincuencia
organizada. “No se aborda con claridad el papel que deben tener los
gobernadores con las autoridades municipales, respecto de la infiltración del crimen organizado.
Las autoridades estatales generalmente están enteradas, saben, se les explica,
pero no intervienen, y en este escenario, se vuelven cómplices”, afirmó.
El panteón de los políticos corruptos
En el sombrío decorado se elaboró un trazo mate cuando los policías
federales participaron en un cuadro de contrastes violentos en la ciudad de
Chilpancingo donde se preparaba un concierto de música de solidaridad con la
escuela de Ayotzinapa, en el que veríamos al grupo de música Panteón rococó.
En este escenario musical no había suficientes motivos para excitar la
actividad vengativa de los policías federales contra activistas sociales y
gente que se manifestaba a favor de los 43 estudiantes muertos de la escuela
rural, pero se encontró la fórmula perfecta para reprimir con un episodio.
Este escenario sangriento se llamó una luz
en la oscuridad y estaba programado en la capital de Guerrero en un lugar
cerca del monumento a Nicolás Bravo uno de nuestros héroes nacionales, sin
embargo hubo de cambiarse la sede del concierto a Tixtla para dejar de lado
la represión que dejó heridos del lado de los activistas y del lado de la
policía según versiones oficiales de policías heridos y un oficial con
derrame cerebral.
Estos hechos vienen al dedillo con la exigencia de mano dura que el
gabinete de EPN ha planteado al criminalizar la actividad social con ayuda de
las alas represivas de policías federales, la marina armada y el ejército
nacional para conjurar la solidaridad social con los padres de los adolescentes
muertos en la refriega de Ayotzinapa. Aunque en este contexto de mano dura es
predecible que se sientan impelidos a “cobrarse” viejos agravios y además que
estos sucesos sean base para investigaciones judiciales para mantener a los
manifestantes amenazados por desapariciones forzadas del ala paramilitar. Por
otra parte La Jornada publicó el
convenio secreto del gobierno de San Luis Potosí para dar inventivos por
cerca de 3 mil 500 mdp a la automotriz BMW.
El gobierno estatal de Fernando Toranzo lanzó este dinero para
comprometer a esta armadora alemana de
carros para que se instale en la entidad, pero este documento sospechoso (http://bit.ly/16mtL5G) fue
declarado bajo reserva.
Es claro que el gobierno de Toranzo ha violentado la Constitución
local y deja a las siguientes administraciones una carga de exenciones de
impuestos, construcción de carreteras, obras y servicios gratis al
corporativo alemán para que se generen un mil 500 empleos y que costará a los
potosinos 2.3 millones de pesos cada una de las plazas de trabajo creadas
bajo la administración de Toranzo. Sin embargo no todos los ciudadanos han
sido engañados ya que varias voces se oían para exigir transparencia oficial
en el asunto y además pedían explorar la
posibilidad de un juicio político contra este político corrupto y torpe.
Mientras Luis Videgaray consolida la situación fallida de un gabinete federal
enredado en declaraciones amenazantes y corruptelas comprobadas con un
financiamiento del corporativo Higa y de otros proveedores favorecidos desde
que estaban como gabinete político en el estado de México, y en su haber se
encuentra la descomposición social sin resolver. (La
