The magazine reveals a net of illicit between officials and private
México. - The Supreme Court of Justice of the Nation (SCJN) it solved this Wednesday (7/4/12) to deny the “habeas corpus” requested by several managers and a Mexican former official of Petroleum (Pemex) that were exhibited by the magazine ' Contralínea' in a report on presumed facts of corruption among public servants and privates that benefitted with multiple contracts and public bids. "The first room of the Court concluded, when being pronounced on the constitutional right to the freedom of information in a context of journalistic investigation regarding contracts taken place by Pemex that the information diffused in the refuted columns, the same as the expressions used in the same ones”.
It is of public relevance, and it is not a matter among privates, reason why it denied the direct “habeas corpus” 8/20012 to the managers involved in the case", it exposed the department of social communication from the SCJN when emitting an official statement on the resolutely points of this controversy. This case was given between the months of January of 2007 and December of 2008, a group of journalists they made an investigation to describe the form in that a former official of Pemex, associated with its brother-in-law and the brother of this man, they acted, by means of diverse societies, as " lobbyists " or intermediaries in multiple and considerable contracts in bids taken place by the Pemex and different private companies dedicated to the oil sector.

The magazine ' contralínea' reveals corruption
The central object of the notes of the newspaper consisted on highlighting that, behind the mentioned contracting, there was a net that would allow the celebration of the contracts mentioned by means of the traffic of influences and facts of corruption, situation that would be increased by the multiple contractual non-fulfillments in that they incurred the contracting companies. The First Room sustained that the notes of information fulfilled the standard of public relevance, because in them “it was informed about topics of public interest, in connection with activities developed by public personalities and by means of the popularization of contents reinforced by an appropriate work of journalistic investigation". Regarding the public interest, the ministers considered that it had such a character the investigation made about presumed acts of corruption in Pemex, because “it represents the main source of revenues of the Mexican State besides that the company property of the State has a special constitutional régime that not allows it the exploitation of the main energy resources renewable of the country: the petroleum and the natural gas."
The above-mentioned acquired bigger relevance since ”the value of the questioned contracts ascends to thousands of millions of dollars, figures that are paid with public resources and whose inspection is a topic that it concerns all the members of the society". As for the nature of the complaining ones as fellows involved in the journalistic notes, the sentence pointed out that it is private people with public projection, that which is due to the incidence that they have in the society for its professional activities. La revista revela una red de ilícitos entre funcionarios y particulares
México. - La Suprema Corte de Justicia de la Nación (SCJN) resolvió este miércoles(4/7/12) negar el amparo solicitado por varios empresarios y un ex funcionario de Petróleo Mexicanos (Pemex) que fueron exhibidos por la revista ‘Contralínea’ en un reportaje sobre presuntos actos de corrupción entre servidores públicos y particulares que se beneficiaron con múltiples contratos y licitaciones públicas. “La primera sala de la Corte concluyó, al pronunciarse sobre el derecho constitucional a la libertad de información en un contexto de investigación periodística respecto de contratos celebrados por Pemex, que la información difundida en las columnas impugnadas, al igual que las expresiones utilizadas en las mismas”.
Es de relevancia pública, y no es un asunto entre particulares, por lo cual negó el amparo directo 8/20012 a los empresarios involucrados en el caso”, expuso el departamento de comunicación social de la SCJN al emitir un comunicado sobre los puntos resolutivos de esta controversia. Este caso se dio entre los meses de enero de 2007 y diciembre de 2008, un grupo de periodistas hizo una investigación para describir la forma en que un ex funcionario de Pemex, asociado con su cuñado y el hermano de éste, actuaron, mediante diversas sociedades, como “cabilderos” o intermediarios en múltiples y cuantiosos contratos en licitaciones celebrados por la paraestatal y distintas empresas privadas dedicadas al sector petrolero.
La deuda externa pública
El saldo bruto de la deuda externa del sector público mexicano (2/6/12) registró una elevación de 4 mil 800 millones de dólares entre enero y abril de 2012, informó la Secretaría de Hacienda y Crédito Público. Con esta elevación el monto de este endeudamiento llegó a 121 mil 496.7 millones de dólares lo que representó un incremento de 122 por ciento desde diciembre de 2006, cuando inició su gestión la actual administración gubernamental. En términos absolutos, la deuda externa del gobierno federal, los organismos y empresas paraestatales, así como de la banca de desarrollo, aumentó en 66 mil 730.4 millones de dólares en casi cinco años y medio, de los cuales una tercera parte correspondió a la conversión del endeudamiento contratado por terceros para financiar obras públicas de infraestructura del sector energético, mediante un mecanismo conocido como Pidiregas.
El resto fue resultado de nuevas deudas. Por fuentes de financiamiento, la Secretaría de Hacienda indicó que por colocaciones de bonos en los mercados financieros del exterior se obtuvieron 37 mil millones de dólares desde diciembre de 2006, y se incrementó hasta llegar a un monto de 75 mil 590.2 millones de dólares al término de 2012. Un aumento de 96 por ciento durante este gobierno. De los organismos financieros internacionales como el Banco Mundial (BM) y el Interamericano de Desarrollo (BID) se pidieron 14 mil 961 millones de dólares en préstamos, con lo cual el débito ascendió 181 por ciento sobre el nivel de 8 mil 255.4 millones en que se encontraba en diciembre de 2006.
Actualmente el endeudamiento con estos organismos multilaterales asciende a 23 mil 217 millones de dólares. Al inicio de este gobierno la Secretaría de Hacienda tenía un rubro de “banca comercial” en su estructura de clasificación de la deuda por fuentes de financiamiento en el que aparecía una deuda mil 578 millones de dólares. Ese renglón ha desaparecido como tal y ahora aparece otro denominado “mercado bancario” en el que figura un saldo por 8 mil 876.3 millones de dólares, lo que representa un aumento de 462 por ciento. En “créditos bilaterales” en diciembre de 2006 se tenía un endeudamiento de 3 mil 139.2 millones de dólares. En abril de 2012 esa categoría ya no figura, pero hay otra denominada “comercio exterior” con un monto deudor por 13 mil 302.9 millones de dólares; una elevación de 323 por ciento durante el período de esta administración gubernamental (2/6/12).
La revista ‘contralínea’ revela corrupción
El objeto central de las notas del periódico consistió en destacar que, detrás de las contrataciones mencionadas, existían una red que permitiría la celebración de los contratos mencionados mediante el tráfico de influencias y actos de corrupción, situación que se vería agravada por los múltiples incumplimientos contractuales en que incurrieron las empresas contratantes. La Primera Sala sostuvo que las notas de información cumplieron con el estándar de relevancia pública, pues en ellas “se informó sobre temas de interés público, en relación con actividades desarrolladas por figuras públicas y mediante la divulgación de contenidos reforzados por una adecuada labor de investigación periodística”. Respecto al interés público, los ministros consideraron que reviste tal carácter la investigación efectuada sobre presuntos actos de corrupción en Pemex, pues “representa la principal fuente de ingresos del Estado mexicano, además de que la paraestatal tiene un régimen constitucional especial que le permite la explotación de los principales recursos energéticos no renovables del país: el petróleo y el gas natural”.
Lo anterior adquirió mayor relevancia puesto que “el valor de los contratos cuestionados asciende a miles de millones de pesos, mismos que se pagan con recursos públicos y cuya fiscalización resulta un tema que incumbe a todos los miembros de la sociedad”. En cuanto a la naturaleza de los quejosos como sujetos involucrados en las notas periodísticas, la sentencia señaló que se trata de personas privadas con proyección pública, lo cual se debe a la incidencia que tienen en la sociedad por sus actividades profesionales. The unilateral attitude of the governors of the PRI
México. - We are immerses in the plenary session of the National Conference of Governors (CONAGO, in Spanish) that was developed in Queretaro State and that it was integrated in great majority by state governors coming from the PRI, the leader host, Jose Calzada Rovirosa (JCR) -who occupied the presidency ‘pre témpore’ of the mentioned organism until yesterday -, he called to the political actors to “not forcing the life in harmony of the country” and “to maintain the institutional bed to exercise their dissents". It is unavoidable to link such declarations with the decision of the presidential applicant of the Progressive Movement, Andres Manuel Lopez Obrador (AMLO), of refuting the validity of the election of the July Day for the violations that presumably dominated, during the electoral process, to constitutional principles.
Position in that context, the pronouncement of the governor of Queretaro is unfounded, in the first place because it insinuates that the elected action direction for the Tabasco-man is equal “to force the life in harmony of the country", that which is false: if something has made the presidential candidate of the lefts up to now it has been to conduct their dissent for the legal beds and to drain the different phases that it understands the electoral process. It is not gratuitous that the own presidential applicant of the PRI, Enrique Peña Nieto (EPN), have recognized the right of AMLO to refute the elections before the Judicial Power’s Electoral Tribunal of the Federation (TEPJF, in Spanish).
The supposed democratic transformation
If the posture of the Conago is inadmissible in the bottom, it is also it in the form, because it presents to that organization - that should act as point of administrative coordination among the state governments and how instance of defense of the federal pact - as yoked to the cause of EPN how defender of their aspirations to head the federal Executive's ownership. Such an attitude evokes the times of subjection inevitably from the governors to the central power - one of the characteristic features of the presidential line in the authoritarian Mexico - and it questions the sought democratic transformation of the tri-colored one during the period that has remained in the opposition to federal scale: if the subordination to the character of EPN is clear from this moment, when the electoral process differs of having finished, it fits to infer that it will be much more marked in case the Mexico-man is able to arrive to the Presidency of the Republic.
Apart from this, the speech of the Conago is aggravation particularly if it takes into account that, in accordance with the available indications and with the information presented by the Progressive Movement in its resource of objection to the presidential election, several of the members of the PRI of this conference they still acted as factor of distortion of the popular will in the electoral process under way still, and they were them in any event who forced the democratic institutionalize.
To the meeting they lacked governors of the PRD and PAN
In their plenary meeting 43, the members of the Conago gave to know a positioning on the elections, in which they mention to the report of the General Council of the Electoral Federal Institute (IFE, in Spanish) to point out that the voting favored the former governor of the Mexico State. The meeting, in which took place the tenth anniversary of the Conago, was carried out without the arisen governors of the PAN, except for the Morelos, and without the Executive's leaderships in Mexico City. Marcelo Ebrard; Guerrero, Angel Aguirre; and Chiapas, Juan Sabines. The three last elect under the initials of the Party of the Democratic Revolution (PRD, in Spanish). In total 19 leaders and the host arrived the governor of Queretaro, as well as three recently elect governors: Chiapas, Manuel Velasco; Yucatan, Rolando Rodrigo Bello, and Morelos, Graco Ramirez, this is, seven less than those that they had confirmed their participation.
The host JCR rejected that the PRD-men and PAN-men have slighted the encounter, where there was prevalence of the PRI-men, and it attributed their absence to the intense rains that there was in the country during Thursday and Friday (6/12-13/12). After being known the positioning on the elections, the only leader presents PAN-man. Marco Adame, said that this declaration doesn't mean that it is recognized EPN like winner of the elections. In fact, it told that in the writing of the document the executives were very careful, for not to pass for high that the election is in phase of objections, and for it, recognition was made to the abilities that it has the TEPJF.
The judicial dispute that one lives in the country for the results of the presidential elections framed the works of the Conago. The boss of Government of the Federal District, Marcel Ebrard Casaubon (MEC), clarified that it didn't approve neither it signed the pronouncement of the Conago about the presidential election. He remarked that the position of the GDF “will be given to know once the TEPJF concludes with the qualification” of the elections, that which could be prolonged up to September 6. In their account of Twitter, MEC wrote: "Absolutely false that the DF and I approve and we sign pronouncement it has more than enough presidential election of the Conago". In a bulletin, it was informed that MEC is in San Juan Puerto Rico, in the 24 meeting of Mayors of the Union of Latin American Capital Cities.
With these considerations, and to the margin of the legalize valuation of the presumed irregularities in that the state governing would have incurred in the recent federal election, it is difficult to determine if the points out of Calzada Rovirosa is consequence of an iadmissible ignorance of the phases that they integrate the electoral processes in the country and of the normative ones effective in the matter, or if they are expressions of a bad conscience of the leaders state of the PRI in front of their presumably illegal intervention in the recent elections. La actitud unilateral de los gobernadores del PRI
México. - Estamos inmersos en la sesión plenaria de la Conferencia Nacional de Gobernadores (CONAGO) que se desarrolló en Querétaro y que estuvo integrada en gran mayoría por gobernantes estatales provenientes del PRI, el mandatario anfitrión, José Calzada Rovirosa (JCR) -quien hasta ayer ocupó la presidencia pro témpore del organismo mencionado-, llamó a los actores políticos a no “violentar la vida en armonía del país” y a “mantener el cauce institucional para ejercer sus inconformidades”. Es inevitable vincular tales declaraciones con la decisión del aspirante presidencial del Movimiento Progresista, Andrés Manuel López Obrador (AMLO), de impugnar la validez de la elección del primero de julio por las violaciones que presuntamente imperaron, durante el proceso comicial, a principios constitucionales.
Puesto en ese contexto, el pronunciamiento del gobernador de Querétaro es improcedente, en primer lugar porque insinúa que el rumbo de acción elegido por el tabasqueño equivale a “violentar la vida en armonía del país”, lo cual es falso: si algo ha hecho hasta ahora el candidato presidencial de las izquierdas ha sido conducir su inconformidad por los cauces legales y agotar las distintas fases que comprende el proceso electoral. No es gratuito que el propio aspirante presidencial del PRI, Enrique Peña Nieto (EPN), haya reconocido el derecho de AMLO a impugnar los comicios ante el Tribunal Electoral del Poder Judicial de la Federación (TEPJF).
La supuesta transformación democrática
Si la postura de la Conago resulta inadmisible en el fondo, lo es también en la forma, pues presenta a esa organización –que debiera fungir cómo punto de coordinación administrativa entre los gobiernos estatales y cómo instancia de defensa del pacto federal- como uncida a la causa de EPN y cómo defensora de sus aspiraciones a encabezar la titularidad del Ejecutivo federal. Tal actitud evoca inevitablemente los tiempos de supeditación de los gobernadores al poder central – uno de los rasgos característicos del presidencialismo en el México autoritario- y pone en entredicho la pretendida transformación democrática del tricolor durante el período que ha permanecido en la oposición a escala federal: si la subordinación a la figura de EPN es clara desde este momento, cando el proceso electoral dista de haber terminado, cabe inferir que será mucho más marcada en caso de que el mexiquense logre arribar a la Presidencia de la República.
Por lo demás, el discurso de la Conago resulta particularmente agraviante si se toma en cuenta que, de acuerdo con los indicios disponibles y con la información presentada por el Movimiento Progresista en su recurso de impugnación de la elección presidencial, varios de los integrantes priistas de dicha conferencia se desempeñaron como factor de distorsión de la voluntad popular en el proceso electoral todavía en curso, y fueron ellos en todo caso, quienes violentaron la institucionalidad democrática.
A la reunión faltaron gobernadores del PRD y PAN
En su reunión plenaria 43, los integrantes de la Conago dieron a conocer un posicionamiento sobre las elecciones, en el que aluden al informe del Consejo General del Instituto Federal Electoral (IFE) para señalar que la votación favoreció al ex gobernador del Estado de México. La reunión, en la que se celebró el décimo aniversario de la Conago, se realizó sin los gobernadores surgidos del PAN, salvo el de Morelos, y sin los titulares del Ejecutivo en la Ciudad de México. Marcelo Ebrard; Guerrero, Ángel Aguirre; y Chiapas, Juan Sabines. Los tres últimos electos bajo las siglas del Partido de la Revolución Democrática (PRD). En total llegaron 19 mandatarios y el anfitrión el gobernador de Querétaro, así como tres gobernadores recién electos: Chiapas, Manuel Velasco; Yucatán, Rolando Rodrigo Bello, y Morelos, Graco Ramírez, esto es, siete menos de los que habían confirmado su participación.
El anfitrión JCR rechazó que los perredistas y panistas hayan desairado el encuentro, donde hubo predominio de los priistas, y atribuyó su ausencia a las intensas lluvias que hubo en el país durante jueves y viernes (12-13/6/12). Tras conocerse el posicionamiento sobre las elecciones, el único mandatario panista presente. Marco Adame, dijo que esta declaración no significa que se reconozca a EPN como ganador de los comicios. De hecho, contó que en la redacción del documento los ejecutivos fueron muy cuidadosos, para no pasar por alto que la elección se encuentra en fase de impugnaciones, y por ello, se hizo un reconocimiento a las facultades que tiene el TEPJF.
La disputa judicial que se vive en el país por los resultados de los comicios presidenciales enmarcó los trabajos de la Conago. El jefe de Gobierno del Distrito Federal, Marcel Ebrard Casaubon (MEC), aclaró que no aprobó ni firmó el pronunciamiento de la Conago acerca de la elección presidencial. Puntualizó que la posición del GDF “será dada a conocer una vez que el TEPJF concluya con la calificación” de los comicios, lo cual podría prolongarse hasta el 6 de septiembre. En su cuenta de Twitter, MEC escribió: “Absolutamente falso que el DF y yo aprobamos y firmamos pronunciamiento sobre elección presidencial de la Conago”. En un boletín, se informó que MEC se encuentra en San Juan Puerto Rico, en la 24 reunión de Alcaldes de la Unión de Ciudades Capitales Latinoamericanas.
Con estas consideraciones, y al margen de la valoración jurídica de las presuntas irregularidades en que habrían incurrido los gobernantes estatales en la reciente elección federal, resulta difícil determinar si los señalamientos de Calzada Rovirosa son consecuencia de un desconocimiento inadmisible de las fases que integran los procesos electorales en el país y de las normativas vigentes en la materia, o si son expresiones de una mala conciencia de los mandatarios estatales priistas frente a su presumible intervención ilegal en los recientes comicios. Professors notice that they will carry out social mobilizations
México. - The teachers of the Workers’ National Coordinator of the Education (CNTE, in Spanish), mainly of Oaxaca, Guerrero and Michoacan, they were mobilized by fifth day consecutive in the capital of the country, in a demonstration that left of the San Antonio’s station subway toward the headquarters of the Employer Confederation of the Mexican Republic (Coparmex, in Spanish) –PI -, and in a meeting in front of the offices of the Mexicanos Primero organization. Epifanio Paredes, member of the 22 section of Oaxaca and of the DPN, he announced that starting from Monday the teachers of the CNTE will carry out “massive actions in at least five entities. Included the D.F. will reorganize ourselves and to join the forces to demonstrate that they won't defeat us with the use of the repression and the force". In a journey that began soon after of the 11 hours, near 700 educational -of agreement to reports of the police of the capital - they congregated in the vicinity of the San Antonio Station to begin a meeting toward the Coparmex.
During their journey, they carried out a brief meeting in front of the offices of the Industry‘s National Chamber of the Transformation (Canacintra, in Spanish), where they demanded that a commission was received, without the petition was accepted. In a simultaneous way, hundred of professors of the 18 section of Michoacan and of 14 of Guerrero they concentrated in front of the facilities of the Mexicanos Primero organization, where with placards and watchwords rejected the participation of the employer sectors in the design of the educational politicians, because they noticed that “the hands of managers are not the best to take care of the education". Because their interest is the business and not in fact to educate Mexico.

Profesores advierten que realizarán movilizaciones sociales
México. - Los maestros de la Coordinadora Nacional de Trabajadores de la Educación (CNTE), principalmente de Oaxaca, Guerrero y Michoacán, se movilizaron por quinto día consecutivo en la capital del país, en una marcha que partió del metro San Antonio hacia la sede de la Confederación Patronal de la República Mexicana (Coparmex) –IP-, y en un mitin frente a las oficinas de la organización Mexicanos Primero. Demandaron la instalación inmediata de una mesa central de negociación con autoridades federales y estatales, y que los empresarios “saquen las manos” de la educación. “Queremos un diálogo nacional público con los sectores empresariales que han denostado la labor del magisterio para que expongan sus razones y los profesores las suyas. No se vale que usen miles de espots en televisión y desplegados en medios de comunicación sin dar la palabra a quienes estamos en las aulas”, expresó Juan Ramírez de la sección 22 de Oaxaca.
Luego de una semana de intensas movilizaciones tanto en el Distrito Federal como en otras entidades, anunciaron que del 4 al 8 de junio, durante la Semana Nacional de Evaluación para alumnos de educación básica, intensificarán sus protestas con la presencia masiva de docentes en las calles de la capital. “No queremos afectar a nadie, y pedimos una disculpa a los ciudadanos del Distrito Federal, pero los gobiernos estatales y federales no nos han dejado otro camino que la movilización”. Advirtieron: “hoy venimos de manera representativa, pero a partir del lunes la presencia magisterial será masiva”. Aseguraron que desde ese día realizarán “visitas” frecuentes a oficinas gubernamentales y empresariales.
JACV sostiene que hay riesgo de que la prueba enlace sea filtrada
Ana María Aceves, directora General de Evaluación de la SEP, dijo “en este programa también se incluirán patrones de respuesta donde pudieron haber tenido el examen antes, contestarlo y todo el mundo haberlo tenido muy bien, que era lo que antes no detectaban los otros dos software”. Insistió en que se cuenta con un “análisis histórico” con cifras por grupo y escuela cuyo resultado se ha comportado de determinada manera, “y si de repente aparece todo bien, entonces esto va a tener una repercusión. Vamos a revisar las sanciones que se van a tener en Carrera Magisterial”. Además, la SEP invirtió en un “recurso adicional” pagando a un aplicador externo por aula.
La funcionaria afirmó que con estos nuevos lineamientos no sólo habrá “repercusiones” para el docente, sino también para el director del plantel, el supervisor y el jefe de sector. José Ángel Córdova Villalobos (JACV), convocó a los 22 responsables estatales de la política educativa presentes a que, “más allá de colores de partido, sigamos con este ánimo y ésta responsabilidad de cumplir con calidad a los padres de familia a los niños y a los jóvenes”.
Ellos han denostado la labor del magisterio
Integrantes de la Dirección Política Nacional (DPN) de la CNTE informaron que la sección 7 de Chiapas se unirá al paro nacional este lunes (3/6/12). Epifanio Paredes, integrante de la sección 22 de Oaxaca y de la DPN, anunció que a partir del lunes los maestros de la CNTE realizarán “acciones masivas en por lo menos cinco entidades. Incluido el D.F. Vamos a reorganizarnos y agrupar las fuerzas para demostrar que no van a derrotarnos con el uso de la represión y la fuerza”. En una jornada que se inició poco después de las 11 horas, cerca de 700 docentes –de acuerdo a reportes de la policía capitalina- se congregaron en las inmediaciones del Metro San Antonio para iniciar una marcha hacia la Coparmex.
Durante su recorrido, realizaron un breve mitin frente a las oficinas de la Cámara Nacional de la Industria de la Transformación (Canacintra), donde demandaron que fuera recibida una comisión, sin que se aceptara la petición. De forma simultánea, cientos de profesores de la sección 18 de Michoacán y de 14 de Guerrero se concentraron frente a las instalaciones de la organización Mexicanos Primero, donde con pancartas y consignas rechazaron la participación de los sectores patronales en el diseño de las políticas educativas, pues advirtieron que las “manos de empresarios no son las mejores para cuidar la educación”. Debido a que su interés es el negocio y no precisamente educar a México.
Por más de cuatro horas , profesores de la sección 22 de Oaxaca bloquearon avenida Insurgentes Sur, frente a las oficinas de la Coparmex, ante la negativa de los representantes del organismo recibir una comisión de docentes, mientras los profesores de Michoacán y Guerrero se mantuvieron apostados muy cerca del Teatro Insurgentes. Ante un fuerte operativo policíaco, los docentes solicitaron el retiro de los agentes que resguardaban la calle Santa Catalina, a un costado del edificio de Coparmex, para desbloquear los carriles centrales de Insurgentes, sin que se alcanzara ningún acuerdo. Profesores advierten que realizarán movilizaciones sociales
México. - Los maestros de la Coordinadora Nacional de Trabajadores de la Educación (CNTE), principalmente de Oaxaca, Guerrero y Michoacán, se movilizaron por quinto día consecutivo en la capital del país, en una marcha que partió del metro San Antonio hacia la sede de la Confederación Patronal de la República Mexicana (Coparmex) –IP-, y en un mitin frente a las oficinas de la organización Mexicanos Primero. Demandaron la instalación inmediata de una mesa central de negociación con autoridades federales y estatales, y que los empresarios “saquen las manos” de la educación. “Queremos un diálogo nacional público con los sectores empresariales que han denostado la labor del magisterio para que expongan sus razones y los profesores las suyas. No se vale que usen miles de espots en televisión y desplegados en medios de comunicación sin dar la palabra a quienes estamos en las aulas”, expresó Juan Ramírez de la sección 22 de Oaxaca.
Luego de una semana de intensas movilizaciones tanto en el Distrito Federal como en otras entidades, anunciaron que del 4 al 8 de junio, durante la Semana Nacional de Evaluación para alumnos de educación básica, intensificarán sus protestas con la presencia masiva de docentes en las calles de la capital. “No queremos afectar a nadie, y pedimos una disculpa a los ciudadanos del Distrito Federal, pero los gobiernos estatales y federales no nos han dejado otro camino que la movilización”. Advirtieron: “hoy venimos de manera representativa, pero a partir del lunes la presencia magisterial será masiva”. Aseguraron que desde ese día realizarán “visitas” frecuentes a oficinas gubernamentales y empresariales.

Ana María Aceves, directora General de Evaluación de la SEP, dijo “en este programa también se incluirán patrones de respuesta donde pudieron haber tenido el examen antes, contestarlo y todo el mundo haberlo tenido muy bien, que era lo que antes no detectaban los otros dos software”. Insistió en que se cuenta con un “análisis histórico” con cifras por grupo y escuela cuyo resultado se ha comportado de determinada manera, “y si de repente aparece todo bien, entonces esto va a tener una repercusión. Vamos a revisar las sanciones que se van a tener en Carrera Magisterial”. Además, la SEP invirtió en un “recurso adicional” pagando a un aplicador externo por aula.
La funcionaria afirmó que con estos nuevos lineamientos no sólo habrá “repercusiones” para el docente, sino también para el director del plantel, el supervisor y el jefe de sector. José Ángel Córdova Villalobos (JACV), convocó a los 22 responsables estatales de la política educativa presentes a que, “más allá de colores de partido, sigamos con este ánimo y ésta responsabilidad de cumplir con calidad a los padres de familia a los niños y a los jóvenes”.

Integrantes de la Dirección Política Nacional (DPN) de la CNTE informaron que la sección 7 de Chiapas se unirá al paro nacional este lunes (3/6/12). Epifanio Paredes, integrante de la sección 22 de Oaxaca y de la DPN, anunció que a partir del lunes los maestros de la CNTE realizarán “acciones masivas en por lo menos cinco entidades. Incluido el D.F. Vamos a reorganizarnos y agrupar las fuerzas para demostrar que no van a derrotarnos con el uso de la represión y la fuerza”. En una jornada que se inició poco después de las 11 horas, cerca de 700 docentes –de acuerdo a reportes de la policía capitalina- se congregaron en las inmediaciones del Metro San Antonio para iniciar una marcha hacia la Coparmex.
Durante su recorrido, realizaron un breve mitin frente a las oficinas de la Cámara Nacional de la Industria de la Transformación (Canacintra), donde demandaron que fuera recibida una comisión, sin que se aceptara la petición. De forma simultánea, cientos de profesores de la sección 18 de Michoacán y de 14 de Guerrero se concentraron frente a las instalaciones de la organización Mexicanos Primero, donde con pancartas y consignas rechazaron la participación de los sectores patronales en el diseño de las políticas educativas, pues advirtieron que las “manos de empresarios no son las mejores para cuidar la educación”. Debido a que su interés es el negocio y no precisamente educar a México.
Por más de cuatro horas , profesores de la sección 22 de Oaxaca bloquearon avenida Insurgentes Sur, frente a las oficinas de la Coparmex, ante la negativa de los representantes del organismo recibir una comisión de docentes, mientras los profesores de Michoacán y Guerrero se mantuvieron apostados muy cerca del Teatro Insurgentes. Ante un fuerte operativo policíaco, los docentes solicitaron el retiro de los agentes que resguardaban la calle Santa Catalina, a un costado del edificio de Coparmex, para desbloquear los carriles centrales de Insurgentes, sin que se alcanzara ningún acuerdo.
