Se señala que entre las propuestas de algunos de los 12 países negociadores se pretende crear un panel al que serían llevados los PSI que no cumplieran con la petición de los autores de sacar de su red los contenidos que violen la propiedad intelectual. Pero México tiene la ventaja de contar con una ubicación geográfica estratégica y mano de obra calificada. “Todos nuestros socios son chinos, árabes. Nosotros constituimos así el consorcio porque tenemos años y años de trabajar en conjunto (…) más temprano que tarde lo podemos hacer con Pemex porque así suele trabajarse en el mundo”, añadió. La producción de gas shale abre una gran perspectiva de oportunidades para América del Norte y México, que podría convertirse en el productor más importante a nivel mundial. “En América del Norte la producción del gas shale, asociada a lutitas, ha tenido un incremento significativo y hoy tenemos una oportunidad única en América del Norte, de contar con el gas natural más barato del mundo. Alrededor de 3.7 dólares el barril, contra 15 o 16 dólares la unidad en Asia y entre 10 y 12 dólares en Europa. Esa es la gran oportunidad que tiene el país par disminuir su costo energético”, indicó ELA. El funcionario propone 60 mil millones de dólares para llegar a la meta de tres millones de barriles diarios de petróleo, y esta oportunidad se da en 75 años con la reforma federal. Ahora hay petróleo en aguas profundas, en el ártico, en yacimientos difíciles. Hablar de aguas profundas, perforar un pozo cuesta entre 150 y 250 millones de dólares. Construir una plataforma costará dos mil millones de dólares. Entonces si metemos todo aparte de los oleoductos y de la perforación, hablamos de una inversión para un yacimiento de cinco mil millones de dólares. Es una industria de alto riesgo y alta tecnología”, dijo el brasileño.
