The parliamentary group of the PT in the Senate requested to the
National Institute of Transparency, access to the Information and Protection
of Data (Inai, for their initials in Spanish) to revise the federal
government's decision of reserving for five years the names of the first
private companies that have requested contracts, assignments, licenses or
permits to exploit hydrocarbons. Senator David Monreal pointed out that that
determination of maintaining the identity of the owners of the consortia that
they negotiate the oil contracts up to 2020 secretly is not sustained in the
approaches of confidentiality foreseen in the energy reformation. The
decision of going to the transparency organ that changed the name Ifai to
Inai after the recent constitutional reformation is due to that is possible
that the Secretary of Energy (Sener, for their initials in Spanish) “it seeks
to hide the probable evidences that could exist in the assignment of
contracts". It highlighted that the energy reformation didn't play the
transparency topic and rendition of bear in mind both with the corruption,
and they have more than enough the cases of bad handlings, illicit enrichment
and conflicts of interest to suspect of the confidentiality with which the
government of EPN is managed regarding the private companies that will
benefit with the privatization of Pemex.
He explained that this year the federal
government will give to know the award of the areas that will bid in the call
round one, but up to 2020 it will be possible to know the names of the
managers that today is building agreements to benefit with the energy
reformation. Monreal considered an excess to classify the information for
five years, with insufficient arguments of the Sener that cannot hide that
the right is harmed to the information that the citizenship claims, mainly in
the delivery of the petroleum to transnational. He remembered that the energy
reformation, approved by PRI-PAN was broadly rejected by the citizenship and
now EPN “seems to finish the task when generating a climate of opacity that
propitiates the practices of corruption that characterize the relationships
of the political class with the managerial one."
To sell in pieces the patrimony of Mexicans
The federal government continues with the
strategy of advancing in the dismantlement and disappearance of the State
property company of the public organization called Pemex, to accelerate the
delivery of hydrocarbons to private companies, just as he comes off of the
report that the State property company remitted to the Permanent Commission
of the Congress, senators of PRD and PT noticed. Pemex is in risk that they are revoked the
few assignments that it achieved in round zero, since due to the
discriminatory fiscal treatment that is applied, it leaves them practically
without revenues, besides other measures that deprive them of liquid
resources as the cutting to its budget and the reduction of its capacity of
indebtedness, senator Dolores Padierna pointed out (PRD). She commented that
in spite of the fact that Mr. President sustained that one of the ends of the
energy reformation was to diminish the fiscal load to Pemex, so that they
could compete with the transnational ones oil, this has increased. With this
double speech they hope to weaken Pemex to dismantle it and to sell it in a Junker
Station. The senator detailed that in so far in this year, Pemex paid to the Treasure
revenue 89 percent of the resources that they had left, subtracting the
operation expenses via taxes, rights and uses. Also, of the cutting to the
federal budget for this year for more than 8 thousand 267.7 million dollars,
50 percent relapsed now in the productive company.
Such a situation “has forced Pemex to hire
debt to carry out the minimum operations that it requires to maintain its
productive capacity”. That debt, at March 31, ascended to a trillion 18
thousand 533 million dollars". She made notice that joined to the fall
of the international price of the petroleum that is located in 60 dollars,
the oil production it also diminished, due to the investment lack in exploration
and exploitation of reservations, for what the only possibility that Pemex
has left to conserve the locations that were assigned is to associate with
private companies. She insisted the legislator they are data “that
demonstrate the true intentions of the energy reformation: to focus the
sector of hydrocarbons to the production of petroleum for export, to cover
the internal demand of fuels with imports and to facilitate the entrance of
private, national and outsider companies, granting them the biggest possible
benefits and to prepare the disappearance of Pemex", of these 'traitors'
that are in the federal power. For separate the senator of the PT Manuel
Bartlett emphasized that it is a clear political to put an end to Pemex,
since they remove them practically all its resources, they don't have left
anything to invest, for what has to leave its oilfields to private
companies.
Platform of Taylor Energy Co
A mystery mantel surrounds the spill of
petroleum of the platform Taylor Energy Company that has today a single
employee, but it continues in operation to complete a mission: to combat a
flight of petroleum in the Gulf of Mexico that has happened inadvertent
although it has generated oily stains of kilometers of extension for more
than one decade. The company of New Orleans to it has subtracted importance
to the impact of the flight in the environment saying that it is equal to a
quantity of flights and smaller filtrations that the Gulf absorbs
routinely. But an investigation of the
Associated Press (AP) it has found evidence that the spill is much worse of
what Taylor and the same government admits. Confronted with the discoveries
of AP, the Coastal Watch offered a new one dear of the flight that is some
bigger 2 times that the one that had reported the company recently. Experts
affirm that the spill could be worse still, perhaps one of the biggest never
registered in the Gulf, although not as much as that of 2010 BP. The origins
of the flight go back to slips of mud generated by the waves of the hurricane
Ivan in September of 2004. That phenomenon caused the collapse of the
platform of Taylor and it left 28 wells with it lower silts in front of the
coast of Louisiana, to about 475 feet of depth. When not having access to the
buried wells, it is impossible to cover the flights.
The Coastal Watch said in 2008 that the
flights represented “an important threat” to the environment, although there
are not tests that the petroleum of those wells has arrived to the coast. It
is commented that the oily stains “represent a substantial threat to the
environment” and it could affect to the birds, the fish and other forms of
marine life. In spite of the fact that it invested dozens of millions of
dollars to contain the flights, Taylor says that it is impossible to avoid
the stains totally. The company presented last year in the face of the authority
federal regulators “a final solution". Even when the details have not
been revealed, it outlines that experts and government officials coincide in
that “the best thing (...) it is not to take affirmative measures” due to the
possible dangers for the environment. The government allows that the company
doesn't diffuse certain information for the commercial secret. "Taylor
is an example of what calls you a compromising secret to full light of the
day". It is calculated that from 2004 they have spilled out near 1.4
million gallons of petroleum. The dear
of the government are lower, of an average of 22 gallons ordinary in 2008 to
12 gallons in the five following years. However, an analysis of 2 thousand
300 reports of contamination emitted from 2008 indicated that the figures
don't fit in the official versions that the flights are shrinking. On the
contrary, the reports reveal a strong increase in the size and the volume of
the stains from the one of September of 2014. (La Jornada,
politica, p.p. 8-27, April 17, 2015).
