En Brasil se disponen a finalizar la telaraña mafiosa; allanan instalaciones de la CBF

México. -   Tarjeta roja para el ex titular de la Confederación Brasileña de Futbol (CBF), José María Marín (JMM) enemigo de la presidenta Dilma Rousseff (DR) y colaborador de la dictadura militar detenido en Suiza junto con otros jerarcas de la FIFA. El escándalo sacudió al Parlamento brasileño, donde el ex crack Romario formó una comisión para investigar la trama  mafiosa en la que estaría el actual jefe de la CBF y salpicaría a la cadena Globo. “Creo que toda investigación sobre este tema es muy importante, pero si hay que investigar, que se haga en todas las copas del mundo”, sostuvo Rousseff  antes de que el ministerio de Justicia anunciara los primeros contactos con funcionarios estadounidenses. Como parte de esa disposición de desmantelar la telaraña formada  por dirigentes futbolísticos, empresarios  y políticos, el gobierno allanó la sede de la CBF en Río de Janeiro: un edificio caro, recién construido, en cuyo frente lucía el nombre de José María Marín en letras metálicas, que fueron retiradas el miércoles. De ese modo la mandataria demostró que desde el Palacio del Planalto, sede gubernamental, no existe ninguna complicidad con el imputado Marín ni con la CBF, ambos históricamente habituados a recibir favores del Estado. Corruptos los dirigentes A Marín , quien también comandó el comité organizador de la Copa del Mundo de 2014, se le acusa de haber cobrado millones de dólares de sobornos, parte de los cuales procedían de la empresa de marketing Traffic, antigua socia del multimedios Globo, que domina el mercado de noticias y entretenimientos brasileño, como Televisa lo hace en México. O peor, porque en este país no existe la competencia de mercado equiparable a Tv Azteca. Rousseff, prisionera política durante el régimen militar, “nunca demostró tener alguna simpatía por Marín, una persona seriamente comprometida con la represión en los años 70”. Lídice da Mata (LDM) ésta senadora dice que después de firmar el pedido para la creación de la Comisión Parlamentaria de Investigaciones (CPI) sobre los negocios sucios del futbol.  Marín había asumido la conducción de la CBF inesperadamente en marzo de 2012, sucediendo a Ricardo Teixeira, obligado a dejar el cargo cuando tomaron estado público las pruebas sobre los sobornos que cobró junto a su antiguo suegro Joao Havelange, capo de la FIFA entre 1974 y 1998. La senadora LDM recuerda que a DR le resultaba poco agradable tener que reunirse con Teixeira y Joseph Blatter, pero lo más indigesto seguramente era “tener que recibir a Marín”. La ex guerrillera DR hizo saber, a través de sus colaboradores en el Palacio de Planalto el desprecio que le causabas el hombre que controlaba las riendas del futbol luego de haber prestado servicios al gobierno de facto, donde se desempeño como gobernador dele estado de Sao Paulo, el más rico y poblado del país. No sólo eso. DR nunca olvidó la “complicidad por todos conocida que tuvo Marín con el asesinato del periodista Vladimir Herzog –ligado al Partido Comunista- y otras muertes, torturas y detenciones”, agrega la senadora. Debido a este presente, en 2013 la familia de Herzog impulsó, junto a Romario, una petición oficial para que Marín fuera despedido del Comité Organizador de la Copa. Esta petición recogió más de 60 mil firmas, incluyendo las de intelectuales y artistas, como Chico Buarque, pero no logró derribar a Marín. Para la presidenta brasileña la aprehensión llevada a cabo por la policía suiza el pasado miércoles es un espaldarazo que la fortalece en su duelo con los cartolas (viejos caciques del futbol brasileño) contrarios a cualquier reforma que amenace su poder en la CBF.  El actual mandatario de la CBF, Marco Polo del Nero, integra esa cofradía casi siciliana de la que eran parte José María Marín, Joao Havelange y Ricardo Teixeira, quien durante un par de años se “exilió” en Miami, temeroso de que se abriera algún proceso judicial en Brasil, algo que nunca ocurrió. Complicidades en el soccer Miércoles en la noche, horas después del arresto de los dirigentes en Zúrich, Romario recogió 52 firmas (se necesitan 27) para la formación de la CPI, que fue formalmente creada el jueves. “La presencia de Romario en el Congreso ha sido muy positiva, él fue un ídolo del pueblo brasileño, un crack muy respetado. El está ejerciendo su mandato parlamentario con seriedad denunciando lo que ocurre en el futbol. Esta tarea había comenzado hace un par de años cuando desde su banca en la Cámara de Diputados acusó a Marín y a Blatter”. Romario, campeón mundial en 1994 en Estados Unidos, y Diego Maradona coronado en México 1986, dejaron de lado la rivalidad entre brasileños y argentinos en 2013 para encabezar un encuentro internacional por la reforma de las instituciones futbolísticas.  Ambos, volvieron a manifestar opiniones similares contra la FIFA esta semana, poco después de conocerse la razzia policial en el hotel de Zúrich donde fueron detenidos JMM y otros convidados al  Congreso de Blatter. “Considero muy importante que grandes ex jugadores, se pronuncien sobre la FIFA, porque esto ayuda a esclarecer al gran público que tiene confianza en sus ídolos”, y tal vez “los hechos de esta semana sean el comienzo de un proceso que puede traer más novedades”. La parlamentaria entiende que si se continúa con las averiguaciones “no hay que descartar que se encuentren cosas que le compliquen la vida a Marco Polo del Nero, porque él no es ajeno al grupo que manejó el soccer todos estos años. Del Nero era vicepresidente de la CBF, cuando JMM era presidente”, cargo que dejó en abril de este año. En tanto, la CPI del Senado brasileño contará con documentos propios para desarmar el entramado urdido durante décadas. En Brasil no esperan que, en corto plazo, lleguen informaciones sensibles desde Estados Unidos donde el proceso está amparado bajo el secreto de sumario. Aún así se sabe que una de las fuentes que abastecieron de información a los procuradores estadounidense fue el empresario brasileño José Hawilla, propietario de la agencia Traffic, poseedora de los derechos de transmisión de varios eventos internacionales. Con esta agencia, ex empleado de TV Globo este personaje amasó una fortuna donde compra y vende jugadores, cuya cotización aumenta cuando son convocados para defender la camisa verde-amarilla de la selección nacional. Por otra parte Blatter fue elegido en 1998, y tuvo que luchar para imponerse en una organización acostumbrada a 24 años de liderazgo de Joao Havelange. Sobre el proceso de 1998, David Yellop escribió un libro, Cómo han amañado el partido, acusando al grupo de Blatter de prácticas corruptas sobre el candidato, Lennart Johannson, entonces presidente de la UEFA. En 2002 tuvo un duro reto para conseguir la primera reelección, al encontrarse con ataques de varios miembros de su comité ejecutivo y del entonces secretario general, Michael Zen-Ruffinen, que hablaron de manipulación de las cuentas del organismo e irregularidades financieras. Ganó sin problemas (139 votos contra 56) a su rival  de aquella elección en Seúl, el camerunés Issa Hayatou, presidente de la Confederación Africana de futbol (CAF). Nadie impidió la continuidad en 2007, cuando fue candidato único, pero hace cuatro años, en el 61 Congreso en 2011, la corrupción fue tema de pasillos y debates antes de su reelección. La nueva política es promover a los candidatos independientes

México. -   Las campañas políticas han cerrado pero siguen las irregularidades. El fraude en curso es fuerte y aún así los participes del teatro de engaños electorales prefieren seguir en sus roles establecidos, y manejan la oposición institucional en distintos grados pero en lo interno están de acuerdo con el aparato político del gobierno. Este teatro incluye: mítines discursos, acarreos, promesas y advertencias, montados todos ellos en el carrusel político y al final seguirán montados en el burro ganador previamente establecido. Mientras los demás participantes dentro del sistema se irán consolando con los premios y las porciones económicas – políticas ya convenidas, y a esto es a lo que llaman juego democrático-. El árbitro de este teatro político es el tribunal electoral que deja constancia de los trucos y trampas usadas en del juego democrático. Si todavía hay algún ingenuo que creyó que le sostendrían la sanción del INE, de tres días de prohibición de propaganda en radio y televisión, al partido de las cuatro mentiras (PVEM) pues se habrá enterado que sólo fueron 72 horas de abstención propagandística, y que quedará reducida en 24 horas al enorme glotón que durante 6 meses saqueó la cocina y despensas disponibles. Esto pasa en un país donde si la gente tuviera cultura política, mayor preparación académica, junto a una mejor condición económica; la partidocracia en el gobierno –PRI, PAN, PRD, y PVEM- que tuvieron ni el 30 por ciento de votación cada uno, tendríamos con estas condiciones un país de primera línea con una derrota electoral apabullante, y se irían de la palestra política definitivamente. Sin embargo, la nueva clase política se ha encargado de empobrecerla y de mantenerla sin educación, a fin de comprarle un voto barato. Una Tarjeta de banco, una televisión, un bono de despensa en cualquier mercado, y en dos años desde el retorno del PRI al gobierno, la situación económica es pálida. El informe sobre las finanzas públicas al mes de abril que dio a conocer el fin de semana la Secretaría de Hacienda presenta un panorama terrible. Para empezar los ingresos petroleros disminuyeron a casi la mitad, 43.7 por ciento con respecto de 2014, y quedaron en 233.6 mil millones de pesos. Hacienda indica que, “este resultado se explica por el menor precio promedio de exportación de la mezcla de petróleo”, que actualmente es de 46.9 dólares por barril, y el año pasado era de 92.3. Añade que se trata de un fenómeno temporal: “el menor nivel de los ingresos petroleros no incluyen los beneficios de las coberturas que se recibirán en diciembre de este año”. Para distraer a los ciudadanos no informados se ha puesto de moda colocar a payasos (Lagrimita)  como candidatos políticos que un día son candidatos y al siguiente solo hacen un triste programa en la televisión local, y sin equivocación se dirige esta situación contra el candidato que con posibilidades en Jalisco encabeza Enrique Alfaro de Movimiento ciudadano. Un día antes de que el TEF decidiera volver a instalar al esquirol “independiente” que no alcanzaba más que 1.91 de las firmas del padrón, pero sospechosamente los magistrados del tribunal decidieron instalarlo y aparecieron de la nada propaganda de Lagrimita en paraderos de autobuses, tratando de distraer al ciudadano de escasa cultura política. En el caso del PRD con una movilización estilo al acarreo del PRI en sus mejores tiempos lo hizo mediante acarreos y regalos, y que según el dirigente de los chuchos, Jesús Ortega en twitter escribió: un “Zócalo desacralizado. El Zócalo cívico y laico, perredista”.  Algunos distraídos interrogaron al chucho mayor  sobre la frase desconocida, y respondió “AMLO había hecho del Zócalo un espacio donde, cual sumo sacerdote, oficiaba un ‘rito sacro’ casi religioso anti-laico”. Aunque ahora se busca al nuevo pontífice del sol azteca, Miguel Ángel Mancera, pero no se confirmó su presencia en el Zócalo. (La Jornada, E. Galván). La nueva organización política Morena se ha enfocado en el Distrito Federal, con un claro triunfo político y  las organizaciones ‘dinosauros’ se han combinado para  desplegar una serie de estrategias de impactos múltiples. Todas estas sucias artimañas de miedo buscan impedir y obscurecer el claro triunfo que no pareciera viable para el nuevo partido, que sorprendió a propios y extraños en el centro de la República.  Las delegaciones que muestran nuevos colores son: Iztapalapa, Cuauhtémoc, y Tlalpan. Y esto impulsó a Andrés Manuel López Obrador (AMLO) a anunciar su propósito de hacer una gira mundial, en dos países por cada uno de los continentes, para denunciar lo que sucede en México y tratar de “limpiar” la imagen de nuestro país en el extranjero.  Esto motivo reacciones en el PRD que consideran al pontífice AMLO que su campaña política sigue en el extranjero con ‘rito sacro’ casi laico. La amenaza de impedir los comicios en: Guerrero, Michoacan y Oaxaca, se anunció por parte del gobierno posponer los procesos de evaluación sustanciales en la reforma laboral de los maestros que no han podido colocar la iniciativa de ley por parte de la coordinadora (CNTE), que han encontrado la reforma laboral de EPN como punitiva ya que han dejado de laborar miles de maestros por causa de la evaluación académica - política. Del SNTE no se ha oído que hayan dejado de laborar miles de maestros, ¿son tan punitivos como con los maestros de la Coordinadora? Las actividades en contra de la evaluación laboral no han podido doblegar a Los Pinos, pero los voceros del gobierno federal al calcular las beligerantes marchas impulsaron la necesidad estratégica de no sumar el activismo magisterial a las eventuales protestas posteriores  en las casillas electorales, y provocó que la jefatura de la SEP decidieran establecer una tregua “indefinida” debido a “nuevos elementos a considerar”.  El capital político del PAN, Felipe Calderón beligerante con Venezuela, por sus ‘malos jugadores’ –eso tuiteó en su e-mail- , y ahora considerado persona non grata en esa nación; lo que supuestamente no ha hecho el mal gobierno de EPN con Donald Trump y Dylann Roof que debería incluir a estos pésimos políticos con su retórica de odio y racismo en un archivo nacional del CISEN. Y con el tiempo rechazarlos del país aplicándole el artículo constitucional o penal correspondiente, así como muchos policías asesinos de ciudadanos mexicanos, que su único delito es ser “migrantes financieros “ en un país extranjero.  Y dejar el gobierno federal  su guerra de papel en algún bote de basura de la embajada de Estados Unidos. Al visitar Michoacán para apoyar a su hermana que busca ser gobernadora por parte del PAN, y Calderón buscando caricaturizar llamó Chano y Chon a los candidatos contrarios del PRD y PRI. Y enarboló su “guerra del narcotráfico” al considerar que nadie como él combatió a “Los caballeros Templarios”, a pesar de que dejó valiosa información a los gobernadores, con listas de personal de seguridad pública que eran cómplices de la delincuencia organizada y dinero para combatirlos. Su hermana llamada Cocoa incluso dramatizó el acto al llorar y precisar que el 7 de junio será “por el futuro, por nuestros hermanos desaparecidos, torturados y sacrificados por los delincuentes” (La Jornada, J. Hernández). El estado mexicano no para de endeudarse con 5 billones 890 mil 512 millones de pesos, pero no han dejado su propósito de pedir dinero al extranjero, y actualmente es de 7 billones 687 mil 500 millones. Pero ‘Dolores’ dice que los resultados “son congruentes con las metas aprobadas por el Congreso Nacional para 2015”,  a esto se le llamará crisis financiera al final del sexenio de EPN, digo es pregunta. Adolescents and children together trying to imitate the Mexico of the disaster met to play to the kidnapping, it tortures, execution out of trial and to the secret burial. Los niños ahora imitan el horror nacional y juegan a ser criminales

México. -   Las nuevas clases políticas se han convertido en cárteles adolescente y juegan al negocio nacional de exaltar el fraude electoral, el empresarial entre otros juegos de transgresión nacional, enarbolando la impunidad con legiones completas de políticos de diversas  índole y colores diferentes pero todos con una mismo propósito robar y después pronunciar sus cínicos discursos de exculpación, pero no devolviendo ni un centavo yéndose tranquilos a su casa cuando son descubiertos, previo pago de multas irrisorias, aunado al influyentismo, y la pillería sigue en todos los niveles, impulsada por la impunidad, y justicia mexicana.  Como una vertiente del horror nacional se tiene un escenario estremecedor de la realidad cotidiana con un país que llega a extremos de sangre y descomposición. La nueva generación mexicana trata de imitar las culturas criminales impulsada por la miseria, la falta de valores, permitida y promovida en el México del desastre ya institucionalizado. Adolescentes y niños juntos tratando de imitar al México del desastre se reunieron para jugar al secuestro, tortura, ejecución extralegal y a la inhumación clandestina. Sucedió que un niño de seis años fue asesinado por adolescentes  de no más de 15 años junto a una niña de 12, que jugaban a la realidad mexicana, en Chihuahua. Estos adolescentes tratan en sus juegos de imitar la realidad mexicana y el futuro se encuentra lleno de sangre, educado en la fosa común, o narcofosas, la constante violación y sin castigo a los derechos humanos así como la tortura tan cotidiana que nuestras autoridades hipócritas niegan tal hecho. El cobro de piso, el destazamiento de seres humanos al estilo mexicano, la decapitación de criminales por carteles, los colgados, los encobijados tan cotidiana en cualquier esquina y la glorificación que los grupos musicales hacen de los escuadrones criminales de paramilitares vestidos de civil. Y sin olvidar la ‘mierda’ de los partidos que se dedican a gastar el dinero público y a convertir la política en negocio de bandas de delincuentes. Aunque en esta sarta de crímenes no se olvidan a los adultos que juegan a apropiarse de grandes casas y terrenos que desde el poder ha pasado por casas blancas, residencias campestres, contratistas agradecidos, subordinados (gatos) de Bucareli avecindado en mansiones de Lomas de Chapultepec, procuradores cansados que ahora despachan en secretarías de desarrollo urbano desde donde se trama el asalto a la tierra libre de municipio y terrenos estatales que al final aparecen con dueño. Los burócratas se mexicanizan Un ejemplo gráfico de robar y retirarse a casa tranquilo es el de David Korenfeld, fotografiado cuando usaba con fines personales el helicóptero de Conagua, muy regular en los mexicanos con poder personal sobre recursos del estado y municipios, y gastando miles de pesos del estado,  ya mexicanizado los burócratas, ahora  es el turno de Apolinar Mena Vargas, del estado de México, y exhibido por la prensa y medios electrónicos al exponer las conversaciones telefónicas en la que aceptaba favores hoteleros del consorcio español OHL, el favorito del gobierno de EPN cuando gobernaba en el estado de México. Esta banda en el poder se ha involucrado con OHL, grupo español que se ha especializado en hacer negocios fraudulentos con políticos mexicanos deseosos de pasar unas vacaciones en un hotel de 5 estrellas para vacaciones de diciembre.  Otro suceso que gana interés se refiere a Gerardo Ruiz Esparza, que encabeza Secretaría de Comunicaciones y Transportes (SCT) y lleva el tema del satélite mexicano fallido, que no pudo ser puesto en órbita que pareciera ser motivo del cohete ruso defectuoso.  Aunque la contratación del lanzamiento fue hecha en el sexenio de Felipe Calderón. Esta pifia de la SCT que al explicar al público mexicano donde precisa que no ha perdido dinero, debido a que la operación  está protegida por un seguro de cobertura amplia. El mexicano informado es escéptico y se especializa en dudar de las declaraciones de funcionarios que una y otra vez aparecen en los desastres hablando de medidas preventivas, inteligentes y oportunas minimizando los hechos y que luego se van diluyendo conforme la atención pública sobre el tema disminuye, generándose a veces hechos distractores conociendo el gobierno federal la débil memoria del ciudadano. El gabinete presidencial con su declaración de  establecer una tregua indefinida a la valoración laboral de los maestros, se ha echado encima a todas las organizaciones civiles como la televisiva organización denominada Mexicanos Primero que emprendió una campaña de presión para dar marcha atrás a la escandalosa decisión. Esta tregua política generó reacciones adversas en la junta de gobierno del Instituto Nacional de Evaluación Educativa, donde se señalo que “la medida anunciada es una invasión a la competencia del INEE y vulnera su competencia constitucional”.  Este revuelo nacional impulsó las versiones de que Emilio Chuayffet, flamante ejecutivo de la SEP,  nunca ha tomado posesión efectiva del cargo, salvo para hacer discursos, pretenciosos y cobrar puntualmente sus quincenas. Se menciona de fuentes informativas que el rector de la UNAM, José Narro (cercano al presidente) dará paso como futuro titular de la SEP debido a la falta de méritos del migrante palestino en el cargo. A pesar de todas las tácticas que ha tomado Los Pinos los profesores no oficialistas siguen decididos a boicotear el proceso electoral y a sostener la lucha integral contra la reforma laboral que sigue siendo punitiva. A pesar de los claros impedimentos que la nueva clase política ha colocado enfrente de los candidatos independientes, que son una novedad para obtener el registro como aspirantes a un cargo de representación popular, estos se reunirán en la ciudad de México para valorar los esfuerzos que van a realizar. Uno de los candidatos con firme relevancia en Nuevo León, es Jaime Rodríguez, conocido como El Bronco, pues se ha colocado a la cabeza  en su lucha por la gubernatura de ese estado norteño. Los precios petroleros van a estar a 55 dólares el barril pero esto va a ser en 2020 y esto cuando EPN esté en otra parte, sin considerar la caída de la producción interna y la exportación de hidrocarburos. En este contexto de fantasías vertida en público por el secretario de Hacienda, pronunciadas antes de concluir 2014: “afortunadamente hemos cubierto el precio del petróleo, con independencia de donde esté el precio del petróleo en los mercados internacionales; tomamos una medida a tiempo que nos permite no solamente proteger los ingresos del gobierno federal, sino también del gasto público federal para 2015. Gracias a esta cobertura se pueden descartar recortes al presupuesto de 2015 derivado de los precios del petróleo”. El ministro del año después de volver de Malinalco anunció un recorte presupuestal por 124 mil 300 millones de pesos, con un barril de exploración por debajo de los 40 dólares, medida, “de carácter preventivo y responsable” ante la caída de los precios del petróleo y que tal vez sea el único. En esta circunstancia tenemos que hace seis años atrás, el antes secretario de Hacienda, Agustín Carstens (señor catarro), reconocía (agosto de 2009 en la sacudida económica) que las finanzas públicas enfrentaban el “peor shock” en tres décadas, y subrayó el “faltante” de aproximadamente 300 mil millones de pesos. En esos tiempos del pasado el precio del barril de exportación era de 53 dólares y la economía se desplomaba 6.5 por ciento. Ahora el “hoyo” se estima en 124 mil millones y el barril se vende por debajo de 40 dólares, aunque Videgaray asegura que no hay de qué preocuparse, ya que, esta situación no tendrá efectos en la meta oficial de crecimiento, y en este hilo de errores el mago ha fallado dos años seguidos, y va para la tercera ronda con un sombrero lleno de metas de crecimiento fallidas. Ahora lo tenemos como titular en el Banco de México, al doctor “catarro” y optimista se reúne con diputados del PAN a quienes les dijo “va para adelante” porque los efectos en el gasto público por la caída de los precios del petróleo no serán exclusivos de 2015 ni 2016 (La Jornada, E. Méndez). Ministro sin memoria En este contexto de mentiras dijo, “la realidad es que México estaba acostumbrado a gastar con ingresos provenientes del petróleo de entre 80 y 100 dólares por barril, pero ya no los tenemos y parece que esa caída será durable. Será cuestión de años regresar a los ingresos anteriores.” Los legisladores del PAN lo saben ya que durante la docena trágica se tiene a Vicente Fox y Felipe Calderón con una cantidad abundante de dólares provenientes del petróleo, y los panistas lo dilapidaron en gasto corriente, y el ‘catarro’ era Secretario de Hacienda. De acuerdo con las estimaciones del Banco de México, en 2015 el precio del barril mexicano de exportación se manutendrá por debajo de 40 dólares y la misma tendencia se observará en 2016. Si marchan bien las cosas y suponemos que se incrementará la demanda de oro negro,  vamos a ver que en el segundo año de gobierno, en 2020, serán otros colores que tendrá la silla presidencial. Por lo que esperamos –lo que nunca han hecho- que los ciegos genios del gobierno con las finanzas nacionales deberán: ser creativos, intentar nuevas rutas de ingreso ya que los “hoyos” financieros se incrementarán. Los genios mendaces del gobierno nunca nos han dicho como resolverán las finanzas nacionales ya que el ingreso petrolero aporta 40 centavos de cada peso presupuestal y ellos se han limitado a recortar, sin abrir caminos alternativos. El gobernador Carstens dice que es “razonable” el recorte presupuestal que el Virrey Videgaray, anunció pues, “constituye un buen propósito, sobre todo por la oferta de que se evitará al máximo reducir el presupuesto para los programas sociales y en ese caso el impacto a las familias de menores ingresos será limitado”. La alternativa sería contratar más deuda que el gobierno federal ha comprometido diciendo que no habrá nuevos impuestos, y no aumentarán las tasas de los vigentes. No pueden evitar que el público vea que a mayor deuda tendremos más impuestos en el futuro, y la deuda adquirida no va a ser una buena salida para el ciudadano mexicano. Cuando estuvo con Calderón el “catarro” anunciaba a los diputados panistas (agosto de 2009), “el gobierno federal propondrá un paquete económico para 2010 basado en más impuestos y un endeudamiento moderado, a fin de hacer frente a un faltante de 300 mil millones de pesos para financiar el presupuesto. Se deberán tomar decisiones “difíciles”. Seis años después afirma que “mayor deuda es más impuestos en el futuro; la deuda no es una salida”. Esto debió haberlo dicho antes, porque el doctor “catarro” en la administración de EPN los impuestos se han incrementado de forma brutal y la deuda pública ha crecido a niveles históricos, tanto que “desde el inicio de la actual administración el endeudamiento contratado con acreedores internos y externos ha crecido en 2 mil millones de pesos diarios. Pero la deuda ha alcanzado el nivel más elevado en 24 años” “La Jornada, R. González). Quema de gas natural La Comisión Nacional de Hidrocarburos (CNH), encabezada por Juan C. Zepeda Molina, mantiene un retraso de más de tres meses en sus reportes de quema y venteo de gas por parte de PEMEX. “Esta información es importante pues permitiría saber si Pemex sigue sin cumplir –como lo hizo durante 2014- la normatividad que exige quemar menos de 2 por ciento del gas natural total producido”, opinó el grupo de ingenieros petroleros Constitución de 1917. Los informes de la CNH hasta septiembre de 2014, los últimos difundidos, revelan que en el activo marino Ku Maloob Zaap (KMZ), que aporta la mayor producción de crudo, existe una desviación con respecto a la meta programada de mil 630 por ciento.  El programa para 2014 fija un límite de quema para el activo marino KMZ  de 7.5 millones de pies cúbicos, mientras que el observado asciende a 129.2 millones de pies cúbicos al día, incumpliendo las metas programadas. La CNH explica: ”La quema de gas en el mes de septiembre del año pasado fue realizada principalmente por el activo de producción KMZ, donde debido al incremento de la relación gas-aceite, la capacidad de proceso y transporte de has, fue insuficiente; lo anterior, aunado a la quema ocasionada por la realización de mantenimientos a equipos de manejo de gas”. De acuerdo con los últimos datos oficiales, a nivel nacional también se ha incumplido el programa establecido de quema de gas en la atmósfera en el período enero- septiembre de 2014. El programa establece un límite de quema de gas de 156.3 millones de pies cúbicos  y la quema real observada es de 224.3 millones de pies cúbicos con lo que supera en 44 por ciento el límite fijado. El presidente del grupo de ingenieros peroleros, Francisco Garaicochea, destacó la necesidad de contar con la información oportuna, dado que Pemex reporta la información cada día. Además, se requiere la información de manera expedita, ahora más que nunca ante la entrada de las empresas privadas nacionales y extranjeras en la explotación de hidrocarburos y de esta manera saber si al sector privado también se le permitirá seguir quebrantando la ley.  Entre enero y septiembre, los últimos datos oficiales disponibles revelan que el gas quemado y enviado a la atmósfera es el equivalente al 16.5  por ciento del total del volumen de gas importado, necesario para cubrir las necesidades de la ahora empresas productivas de Estado y de la industria mexicana, que en 2014 registró un promedio de mil 357.8 millones de pies cúbicos diarios.  (La Jornada, política, p.p. 22-23, 3 de Febrero, 2015)
