México. -   El fin de la impunidad anuncia el secretario de la SEP, Aurelio Nuño Mayer, por lo que reitera ante reporteros, su consigna autoritaria. Mientras tanto el país está inmerso en un mar de impunidad, corrupción e incumplimiento de leyes el ciudadano enfrenta la regular barbarie institucional. El actual prócer, libertador y precandidato justiciero encontró en su anuncio ante periodistas el territorio libre de plagas y rebeldes maestros, y con su talante, y gestos el actual secretario de educación pública (SEP), con corbata roja y bandera mexicana correspondió a infamantes momentos de la historia mexicana. Ferrocarrileros, profesores, usando esquiroles para romper la huelga, y trabajadores de diferentes profesiones y técnicas han vivido la represión y golpeado bajo esta dictadura blanda, llamada democracia. Según su reporte los profesores (CNTE) no han atendido las demandas federales, ni tomado conciencia de las reformas estructurales referentes a la educación en la que los empleados del rubro educativo no han escuchado los llamados a un paro nacional de actividades. En esta circunstancia el gobierno federal se acompaña del anuncio que está por tomar medidas de sacar de la lista de empleados a los maestros faltistas a 3 mil 119 profesores por tomar su participación de la huelga nacional en protesta por acciones punitivas del gobierno federal. Habiendo  reportes de enfrentamientos entre maestros y policías en Chiapas, actos violentos en Guerrero, y huelga de brazos caídos en Oaxaca y el fallido acto de “evaluación educativa”.  El secretario de educación no daba un “parte de guerra”, sino una lista de despidos laborales, con profesores que han sido dados de baja de escuelas respectivas, que en un plazo de 20 días serán sustituidos por los 26 mil aspirantes en relevo para entrar al frente de grupos escolares. Se tiene proyectado para este masivo recorte de personal en toda la nación a 16 mil aspirantes “idóneos”, que no encontraron plazas, otro lote serían profesores jubilados, y profesores en activo con “disponibilidad de horas”, para ejercer dobles turnos. El dictador de la SEP cierra su intervención, que contestará algunas preguntas de periodistas, y felicita a la “inmensa mayoría” de profesores que “decidieron no hacer caso al sindicato de la CNTE, y amenaza con poner fin a la impunidad en el país y restablecer el estado de derecho. Mientras que el PRD exigió al funcionario abrir el diálogo con el magisterio y frenar las sanciones contra los profesores que están en desacuerdo con la reforma educativa punitiva. “No es con despidos ni con represión como se resolverá el conflicto, exigimos que se respeten los derechos laborales y humanos de todo el magisterio”, señaló el senador Raúl Moron (PRD). El senador JRH,  sostuvo que es lamentable que 3 mil 119 profesores sean removidos del cargo, pero es “por el bien superior, es la niñez”, ya que “no se puede reconocer como derecho el no ir a laborar”. El ex gobernador de Guanajuato, señaló que las diferencias entre el gobierno federal y los maestros disidentes parten de la reforma educativa de 2013, debido a una visión distinta del modelo educativo del país, de la profesionalización docente y de los mecanismos de evaluación del desempeño. La evaluación, recalcó, debe ser ante todo una oportunidad para mejorar las capacidades de los maestros. El CNTE pese al anuncio de los despidos de maestros en Chiapas, Guerrero, Oaxaca y Michoacán, iniciarán una jornada de movilizaciones sucesivas para demandar “nuestro derechos a ser escuchados” por el gobierno federal. Durante la madrugada (mayo 20, 16), los elementos de la Policía Federal lanzaron un ultimátum sacar a los maestros del plantón ubicado en la calle de Bucareli. “Nos dijeron que teníamos 15 minutos para retirarnos, porque la orden que tenían era despejar la vialidad. Rechazamos esa amenaza, pero la respuesta fue que iban a sacarnos e todas formas”, afirmó Daniel López Castellanos, de la sección 7 de Chiapas. Por otra parte murió un fuerte apoyo político del PAN, quien fue senador y formó parte de la Comisión de Concordia y Pacificación (Cocopa), de Chiapas, fue presidente municipal de Chihuahua y en el período 1983 – 1986, y fue candidato a la presidencia de la República en 1958, es llamado Luis H. Es un texto que retrata el desprecio a los pueblos, tribus, y naciones indígenas que el autor llama “etnias”.                                     En su fantasía criolla de mediador creía que se entrevistaba con altos mandos del EZLN, insistía que uno de sus interlocutores era Carmelino Rodríguez Jiménez, un asesino que formaba parte del escuadrón criminal que terminó con la vida del maestro José Luis Solís López, llamado Galeano, en un poblado llamado La Realidad, ya que antaño llegó a formar parte de la Cocopa. En su visión mediocre quería una foto de ese lugar para justificar su cargo inútil en una organización fracasada: la Comisión para el Desarrollo de los Pueblos Indios. El grupo de los zapatistas siempre insistieron que nunca  acudieron a entrevistarse con él, y que literalmente lo expulsaron de su territorio, pero LHA insistía sin pudor que negociaba con los zapatistas y con “arrepentidos”.  El grupo del EZLN le respondió que era uno más que trató de comprarlos en diciembre de 2012, ante el evidente silencio de la zona gobernada por el grupo rebelde. México. -   La privatización del servicio de agua potable en Puebla fue resultado de una maquinación política y económica para beneficiar a una empresa que no licitó en la fase regular de contratación. Existen documentos que revelan la implicación en ese proceso del gobernador Moreno Valle; del actual candidato a la gubernatura José Antonio Galil Fayad (PAN); el ex secretario de gobierno y ahora diputado federal, Luis Maldonado Venegas (PRD), y Julio César Lorenzini, secretario de Desarrollo Rural de la entidad. El contrato que se otorgó a la empresa Concesiones Integrales SA de CV (CISA), tiene una duración de 30 años. De diciembre de 2013 a la fecha el consorcio recuperó la inversión requerida en el convenio, por un mil 726 millones de pesos pagados al gobierno estatal, dinero del cual se desconoce el destino, pues su margen de ingresos en ese periodo es de dos mil 400 millones de pesos. De forma ilegal se entregaron los 25 Sistemas Operadores de Agua Potable y Alcantarillado de Puebla (Soapap) a manos privadas afectando a 475 mil usuarios  -98 por ciento del total registrado en Puebla-. La mayoría de las familias afectadas en su economía al incrementarse los pagos mensuales por el servicio hasta en 400 por ciento. Mientras el resto de la población tiene servicio cuatro horas a la semana. Sólo la mitad de los poblanos  reciben agua 24 horas al día. Se descubrió que detrás de la empresa beneficiada ilegalmente por Rafael Moreno Valle y José Antonio Galil Fayad se encuentra financiera Monex, que solventó económicamente a la empresa beneficiada con la concesión. La privatización de agua potable en Puebla se manejó con una estrategia de total opacidad. El 31 se diciembre de 2012 Rafael Moreno Valle, tras una negociación oculta con los coordinadores del Congreso del estado, consiguió que se aprobara una nueva Ley de Agua del estado. Decidieron abrir la puerta a la participación directa de las empresas privadas en el manejo, distribución y cobro del agua, con el argumento de que el Soapap era insolvente y se encontraba en condición de quiebra. La maniobra de Moreno Valle y su cómplice Gali Fayad se acompañaron de la connivencia del consejo directivo del organismo responsable que controlaba el sistema de agua potable (SAP), del que este último formaba parte. Esa iniciativa de ley se presentó en el Congreso local el 5 de septiembre de 2013, acompañadas de las firmas de Moreno Valle, Luis Maldonado Venegas, que ahora preside la Comisión de Vigilancia de la Cámara de Diputados, y de Julio César Lorenzini. La mitad de la población recibe agua cuatro horas a la semana Una propuesta de tal magnitud no fue analizada a profundidad por los diputados poblanos, que la aprobaron sin cambios tan sólo siete días después. Antes de enviar la iniciativa, el consejo directivo de la Soapap ya operaba. El 29 de agosto de 2013 convocó a un proceso de licitación para que empresas privadas participaran en el servicio de agua potable en Puebla. La convocatoria de licitación pública SOAPA-LPIC-001/2013 se publicó el 18 de septiembre de 2013, cuando los votos del PAN y sus aliados en el Congreso estatal –PRD, PVEM, Nueva Alianza y cinco diputados del PRI- habían avalado la reforma que privatizó el agua en la entidad. Se determinó como fecha límite para la compra de bases de licitación el 25 de septiembre de 2013, y la presentación de propuestas antes del 9 de diciembre. Como parte del plan para garantizar la concesión a la beneficiaria, tres días antes del fallo de licitación, el 23 de diciembre de 2013, se constituyó ante notario público 25 del estado de Aguascalientes, mediante escritura pública 51206, la sociedad mercantil denominada Concesiones Integrales SA de CV, que no participó en la licitación. El fallo se emitió el 26 de diciembre, y el Soapap adjudicó contrato a un consorcio integrado por Grupo Agua de México SA de CV, EPCCOR Servicios SA de CV y Tecnología Intercontinental SAPI de CV. Sin  embargo, el mismo día Grupo Agua de México, SA de CV celebró un contrato de cesión de derechos a la recién creada Concesiones Integrales SA de CV. En dicho acto jurídico, Grupo Agua de México cedió “incondicionalmente” los derechos derivado de la licitación pública a fin de adjudicar el título de concesión con que se otorgó el carácter de concesionario a concesiones Integrales, que se había creado tres días antes. El proceso de licitación del SAP en Puebla, conocido en gran parte de la población como el “robo del sexenio”, no permitió que otras compañías solventes económicamente presentaran propuestas técnicas. Así, CISA creada 72 horas antes del fallo de la licitación, aún no se encontraba inscrita en el Registro Público de la Propiedad y del Comercio ni en el Registro Federal de Contribuyentes. La cesión de derechos a CISA viola la certeza jurídica porque no se cumplieron las obligaciones originalmente pactadas, ni se tiene registro de la correcta aplicación del recurso entregado por esa empresa. Ese acto jurídico se otorgó de manera incondicional, elemento suficiente para rescindir la propia concesión amañada. El gobernador ordena ocultar la información ligada al proceso La concesión se entregó  en diciembre de 2013, pero fue el 15 de mayo de 2014 cuando el Soapap recibió de CISA el pago de una contraprestación inicial de mil 723 millones 800 mil pesos. Además de la discrecionalidad del gobierno lleno de trucos y trampas para engañar a la población de Puebla, el director del Soapap, Manuel María Urquiza Estrada (MUE), modificó el convenio de CISA, que, pese a no tener experiencia en el ramo, en su página de Internet se jacta de tener 20 años de conocimiento y experiencia en esa actividad. El director MUE es amigo del gobernador y del candidato del PAN, autorizó lo siguiente: Las inversiones por 3 mil 844 millones de pesos a que se había comprometido loa empresa privada y que debían realizarse en un plazo no mayor de cinco años se extenderían a diez. También prorrogó la vigencia de la concesión garantiza el incremento de tarifas; disminuye el porcentaje relativo a la contraprestación periódica (pago al gobierno); modifica, libre albedrío, los estándares  de desempeño y garantías, e incluso se le asegura una indemnización del gobierno. La empresa CISA se comprometió a que en los dos primeros años de haber iniciado la concesión realizaría inversiones por mil 294 millones de pesos, pero es día que sólo han invertido 63 millones, únicamente 4.8 por ciento de lo comprometido. Además, no se ha aplicado un proceso permanente de acciones para la detección y reparación de fugas. Cálculos de organizaciones civiles y no gubernamentales advierten que se pierde más de 50 por ciento del agua potable. La administración del servicio ha resultado  un fiasco para la población pero es una mina de oro para los empresarios y sus aliados en el gobierno, Rafael Moreno Valle y José Antonio Galil Fayad. En su visita a Cuba, Morales se reunió con su par, Raúl Castro. Posteriormente en Venezuela, brevemente visitó a Nicolás Maduro, “toda nuestra solidaridad, todo el apoyo del pueblo boliviano”, en estas horas difíciles. También felicitó  por los ejercicios militares a la fuerza armada de Venezuela hechos el fin de semana. En el caso de Brasil, la destitución del cargo de presidente de Dilma Rousseff, señaló que “antes era golpe militar, ahora es congresal y judicial, pero sólo para gobiernos de izquierda, no para la derecha” reaccionaria. Señaló que Estados Unidos “está retomando el control de América Latina especialmente en la región de Sudamérica, y recuperar los gobiernos serviles a un modelo, a un sistema”, el modelo de Washington.  A Temer las críticas fueron alejadas de los medios de comunicación “Discúlpeme que no conteste a su pregunta y entenderá por qué. Yo nunca me rindo”. Es la respuesta de la presidenta, Dila Rousseff al periodista Glenn Greenwald, del portal The Intercept (TI), que le preguntó sobre la situación de Brasil en estos momentos que está destituida. Se encuentra a DR dando entrevistas a los periódicos TI y Russia Today (RT). “La posibilidad de un proceso de impeachment está esspresada en la constitución, pero sólo si el presidente comete un crimen constitucional o contra los derechos humanos. En ambas entrevistas subrayó que la llamada pedaleada dentro de las cuentas públicas, fue una maniobra legal en la que se “reinvierte el superávit” de un crédito, sin sustraer nada del grueso de los fondos públicos. “Nada se ocultó. Explicó a TI la estrategia   en la que puede ser absuelta de todos las acusaciones. “Puedo apelar a la Suprema Corte Federal (SCF), en el momento apropiado. Después puedo debatir si el proceso se llevó adecuadamente. Todo esto será apelado”.  Ante RT, Rousseff comenta que tanto ella como Lula donde ambos militan, en el Partido del Trabajo (PT), han combatido a la pobreza y se han mostrado incluyentes con todos los sectores de Brasil, que es muy diversa social y étnicamente. Han continuado sus programas sociales, con el seguimiento de la salud para la población: “mantener a los niños vacunados y en la escuela apoyando a los padres de familia”. Ambas publicaciones destaca que el gobierno interino débil y sin apoyo de la población  ha causado controversia mundial al designar a un gabinete presidencial con hombres blancos ricos y corruptos. TR cuestiona a Rousseff si hay intervención del Imperio del Norte en lo que ocurre en su país, y si está de acuerdo con los señalamientos de Rafael Correa, de Ecuador, quien asegura que el impeachment fue “una segunda Operación Cóndor”, en referencia a la coordinación entre dictaduras en el Cono Sur orquestada por Estados Unidos. “Bien puede tratarse de un intento de cambiar el paisaje político en América Latina, sobre todo tomando en cuenta el importante papel de Brasil en la región, señalando una cosa: este proceso es controlado por fuerzas de Brasil que tienen intereses dentro del país. Los acontecimientos actuales no pueden atribuirse a la injerencia extranjera; eso no es lo que sucede.  Esde luego cuando se trata de un actor  clave en la región, es de esperar que de esto se beneficien muchos.” RT vuele a preguntar si el papel  de la prensa en la  región, son propiedad “de un puñado de personas”, corruptas e impunes. Entrevista a Dilma Rousseff Al agregar a su entrevista, dice: “para darle un ejemplo, los medios locales siempre se presentaron como moderados hacia mi gobierno, mi partido y sus aliados. Sin embargo, y repentinamente, el gobierno interino tuvo una presentación muy favorable, sin críticas, pese a las controversias y situaciones atípicas” que se han suscitado.  Sobre informaciones en Internet filtradas (WL), de que Temer fue informante de la Agencia central de Inteligencia (CIA), Rousseff insistió en que si bien es inapropiado en la que Temer tuviera dichos contactos, tanto el impeachment como sus antecedentes son obra, ante todo, de grupos dentro de Brasil. Subrayó que el actual gobierno interino, es ilegítimo no sólo por la forma de acceder al poder, sin elecciones de por medio, sino por “el pecado original que resultó de un chantaje. El presidente de la Cámara de Diputados (Eduardo Cunha, suspendido), fue el que impulsó el proyecto de destitución, enfrenta un proceso acusado de tener cuentas bancarias en el extranjero, corrupción y lavado de dinero”, señaló. La presidenta insiste “lo interesante de este gobierno es que hoy adopta una medida  y mañana la cambia. No fue electo por el pueblo y por eso no tiene una plataforma. Se hacen declaraciones absurdas, por ejemplo, que tenemos que deshacernos de los sistemas de salud pública en algunas regiones, cuando la Constitución de 1988 garantiza el sistema de salud en todo el país. Este gobierno dice estas cosas para ver cómo reacciona la gente, ´pero son malos para ocultar su verdadera intención, que es implementar el programa más neoliberal posible”. Asegura que se trata de la combinación fallida de dos elementos: “ineptitud, y tratar de tomarle el pulso al pueblo”. Al inquirir Greenwald si está apostando a un movimiento de desobediencia civil, en su apoyo. Rousseff contesta: “Yo estoy tratando de dar un ejemplo. Necesitamos  luchas concretas, no desobediencia civil generalizada. La gente se tendrá que organizar de maneras muy diversas”. Por otra parte, al ex presidente Luiz Inacio Lula da Silva (2003-2010), se le ha denunciado a la Fiscalía Brasileña, por presunta obstrucción de la justicia en las investigaciones del escándalo de corrupción en Petrobras. El fiscal General, Rodrigo Janot dijo que obtuvo la denuncia junto a un empresario vinculado con la red de corrupción, ofreció 71 mil dólares al ex director internacional de Petrobras, Nestor Cerveró, para que no declarara ante la Justicia. México. -   Se busca empadronar a todos los mexicanos elegibles para iniciar la campaña: ¡Duro contra el muro!  Esta semana fue lanzada para movilizar a millones de ciudadanos originarios de México en respuesta a candidatos fascistas e impulsores del odio, racismo y discriminatorio contra los mexicanos y latinos: Donald Trump es uno de los blancos a atacar. Este es uno de los proyectos que surgen en el exterior de México, porque dentro de México todavía la están pensando, y corren al embajador que contesta a la agresión del discurso político de este fascista. Es un proyecto de empadronamiento y educación del votante del suroeste que anuncia  PEEVS (SVREP, por sus siglas en inglés).  En México no podemos esperar que los funcionarios mexicanos se enteren del fenómeno Trump como amenaza cumplida, aunque está en duda que llegue a la presidencia de Estados Unidos el terreno está minado para los intereses nacionales y a mexicanos que se encuentren en ese país extranjero que les niega sus derechos de ciudadanos de primera clase, a los residentes, a los migrantes y a los que están de visita en Estados Unidos.  Este discurso de odio a puesto en tela de juicio todas las relaciones binacionales de cualquier clase y deben ser reclasificadas inmediatamente, debido a los serios escollos para políticas nacionales que dependen de la relación entre dos países que son socios comerciales mas no amigos. Hasta hace poco el fenómeno Trump era parte del folklor extranjero, pero ahora en perspectiva debemos tomar en cuenta la onceavas instituciones oficiales en Washington, y debemos aplicarnos en responder a los efectos de este bagaje de odio y la no reconciliación y difícil relación que hemos tenido con Washington y, el Congreso y los poderosos think thank. El discurso agresivo y xenófobo, lleva un bagaje de inevitable, demanda la atención  de custodiar intereses nacionales, como la Ley de Seguridad Nacional (LSN), este “regalo” extranjero con el tiempo serán problemas nacionales del rango de amenaza, como lo advierte la LSN, en su artículo 5, fracción II. “Actos de interferencia nacional en los asuntos nacionales que puedan implicar una afectación al Estado Mexicano”, no es una opción, cumplirla es un mandato constitucional. El fenómeno Trump, es a la luz de la historia nacional es una amenaza de seguridad nacional, y se le debe responder inmediatamente, con un estudio preventivo y propuestas de reacción, desde hace meses deberían haber iniciado de manera metodológica y coherente para no dar palos de ciego, y no tener expresiones incoherentes como un borracho que cruza la calle, sino véase a la canciller mexicana y al presidente diciendo tonterías sin sentido y deshilvanadas. La respuesta está frente a nuestras fosas nasales: el Consejo de Seguridad Nacional en sus artículos del 9 al 17, que prevé la ley en la materia, pero nuestro gobierno envanecido y caprichoso, nunca lo  va a ver, (La Jornada, David Brooks). Duro contra el muro Esta campaña de los mexicanos que quieren a México, ya forma parte de la estrategia de una de las organizaciones del voto latino más importantes para promover el registro latino en ciclos electorales. Haciendo uso en forma amplia de los medios sociales, y en conjunto con Promotores Unidos USA, que es el mayor organizador de consorcios organizador de conciertos de música mexicana en Estados Unidos, están haciendo uso de la app Voto Latino, para smartphones, que permite empadronarse en los 31 estados de la Unión Americana. Con esta opción se busca a parte de los 8 millones de México-estadounidense se registren para que participen en las elecciones nacionales en las elecciones presidenciales en noviembre de 2016. Con respecto al muro fronterizo que están ampliando y completando su construcción, esta organización señala, que: “se intensificará la represión y exclusión de migrantes y latinos dentro de Estados Unidos!” Al completarlo se estaría dando el paso definitivo para la militarización de la relación entre los dos países limítrofes, y es un presagio de lo que viene”, para Estados Unidos y México. Con una elección la más cara en la historia con sus favoritos: Donald Trump e Hillary Clinton que anunciaron que van a recaudar mil millones de dólares para la batalla presidencial, y adivinen quienes son los que van a aportar este dinero: el club del uno por ciento más rico del planeta. Antonio González, presidente del SVREP, dice que estas campañas son parte de un esfuerzo para “movilizar nuestro poder tanto en la elección de 2016 como para crear un discurso político disuasivo permanente contra políticas antimigrantes y antilatinas que continuarán con los debates sobre asuntos como la reforma migratoria en Washington en 2017”.  Por otra parte Promotores Unidos USA, es una organización que representa a más de mil grupos de música mexicana. “Durante un fin de semana en promedio, nuestros miembros realizan cientos de conciertos en Estados Unidos, y llegamos a más de 50 millones de seguidores en las redes sociales”,  comenta Nancy Galván, directora del consorcio. (httpp://svrep.org),  Es una hipótesis que con el tiempo sería válida si observamos como el fenómeno Trump ha estado subiendo en las encuestas y preferencias del electorado estadounidense: a) se enarbolaría el triunfalismo de un gobierno republicano que impondría políticas y programas sociales para restablecer el American Dream con todas las consecuencias, con sus grupos identificados como el Tea Party, skin heads, Ku Klux Klan, con su ala conservadora y derechista, dispuestas a impulsar en forma nacional el odio, discriminación WASP y racista que la caracteriza con manifestaciones injerencistas que nunca han abandonado. Aunque con los candidatos como Clinton o Sanders se tendría al partido demócrata de centro- derecha,  recibirán al país minado  y escindido por los efectos del fenómeno Trump, con una mala herencia que condicionaría sus políticas en contra de México,  sin excluir su política de buena vecindad como el gesto inerte llamado Iniciativa Mérida, en su caso. Debes ir  contra el muro A su tiempo las relaciones bilaterales se desarrollarán a futuro  en un denso ambiente difícil donde privará los gestos inertes, la cara radical con manifestaciones injerencistas del Imperio del Norte claramente lesivas al interés nacional,  y se manifiesta cuando la canciller Ruiz Massieu propone torpes ideas como una política exterior bilingüe, y olvidar los principios constitucionales que rigen la política exterior, artículo 89, fracción X. Estas ideas avanzadas, afrentosas y dichas con desparpajo de una ignorante e inepta canciller sacuden el espíritu de Tlatelolco, y envía al embajador mexicano a ponerse los guantes con el fenómeno Trump. Todavía no advierte la carga histórica que ocupa su discurso ante la Heritage Foundation, y debería comenzar  a construir hipótesis sobre un escenario catastrófico para México ante el nuevo panorama binacional complejo: Crecimiento del crimen trasnacional, derechos humanos, relaciones militares, turismo, impunidad, Tlcan (Nafta, por sus siglas en inglés), con un sistema de justicia anacrónico y aplicado desde un punto de vista político, (La Jornada, Jorge Carrillo). En este país el acceso a los sanitarios es un asunto clave, cuando se observa los manejos que hacen los ricos, y las trasnacionales del uso de dinero, con sus títeres y operadores políticos en la pugna electoral, si sólo se fueran a lavar las manos después de estar cerca de la mugre y suciedad  de tanta corrupción, y se vomitaría al ver y escuchar tantos salvajes atentados en el mundo contra el ser humano, crímenes de guerra, insultos entre políticos con golpes bajo la mesa, y engaños a buena parte del electorado con falsas promesas. El sistema económico y político se nutre diariamente del traslado de valores y riqueza al uno por ciento, que define estadísticamente la miseria de este país. Esta situación no es la “mano negra” del mercado libre, sino una serie de leyes, y políticas proyectadas por una clase política apoyada por los más ricos y las trasnacionales, que les interesa mantener el poder político y se aseguran que la situación siga así.
