La recesión mundial se acompaña de una tendencia a la baja en los precios de los básicos

México. -   En la guerra de precios en el mundo con la OPEP va a continuar y se recrudecerá por las intenciones de los productores de ajustar el proceso de la profunda restructuración de la economía global. En este proceso los productores se van a ir del lado de los perdedores y de ganadores visualizando que en esta crisis mundial van a ir a la baja los precios de los productos básicos. El petróleo se derrumbará de 137 a 35 dólares por barril entre junio y diciembre de 2008, y el precio promedió  aproximadamente 61 dólares por barril en 2009.  La tendencia al alza se pudo recuperar debido a la habilidad de los productores para administrar la ley de la oferta y la demanda, se alcanzó un precio aproximado de 107 dólares por barril entre 2011 y 2013, y en este contexto de volatilidad fue lo que marcó los precios impuestos por el cártel de productores de petróleo. Actualmente la OPEP inyecta 30 millones de barril de crudo al mundo, casi el equivalente a la tercera parte del consumo mundial, con el apoyo del ministro de Energía de Arabia Saudita que declaró que su país no recortará la actual producción de petróleo. Aunque se reconoce que el mercado está saturado por ende ha caído el precio a 115 dólares el barril en junio de 2014 a unos 62 dólares. Por lo que se podría hablar de una guerra de precios con Estados Unidos. En esta hipótesis que dimos por cierta el principal enemigo son estos dos países que se han embarcado con el método del fracking y perforación direccional. En esta guerra sin cuartel Riyadh se ha embarcado para mantener los precios el tiempo que sea necesario y suficiente para romperle el cuello a la industria de fractura hidráulica de América del Norte. En este sentido el cartel de productores debe mantener precios inferiores al nivel de costo de producción en los campos petroleros americanos para tronar a esta industria haciéndola no rentable generando que los precios sean mayores al costo de  extracción y comercialización. Guerra de precios Al tener éxito su maniobra financiera el precio llegará a 60 dólares/barril y alrededor del 40 por ciento de la producción realizada por medio de fracking lo que hará que los costos de producción unitarios en la industria estadounidense será un fracaso para la producción de extracción de petróleo y producción de gas, lo que finalmente tendríamos que los costos de extracción es mayor al precio de venta. En América el mayor productor de petróleo por medio de fracking es el complejo de Bakken en Dakota del Norte y produjo 300 mil barriles diarios, pero los costos unitarios de producción rebasan 60 dólares/barril. La OPEP lo sabe y trata de sacarla de la jugada. En esta guerra de precios Arabia Saudita tiene en sus manos dos factores: cuenta con reservas profundas que apoyan la capacidad de reducir ganancias, y tiene estructuras de costos que permiten deprimir los precios sin llegar a las pérdidas. Las reservas petroleras de Arabian Light tiene reservas superiores a los 900 mil millones de dólares y su costo de producción es inferior al West Texas y Brent International, por lo que el pronóstico para 2015 se mantendrá en los 55 o 60 dólares/barril. En este camino de quebrar la producción americana de fracking va por buen camino y se refleja en el número de solicitudes para abrir nuevos pozos cayendo a 40%. Por lo que se espera que al endeudarse estos productores por medio de fracking va a pesarles los cambios en la política  monetaria para 2015, y la industria del fracking que tanto el gobierno mexicano ha puesto todos los huevos en una canasta su proyecto neoliberal-itemita, y el propósito de envenenar al pueblo de México va al fracaso. La suave crítica de Hillary Clinton, y el gobernador de Nueva York, Andrew Cuomo, con su oposición tienen base en un programa denominado “riesgos a la salud”.  El cancerígeno fracking es un aliado del presidente estadounidense para inflar la burbuja financiera del petróleo/gas de lutita, y que está usando para catalizar la guerra financiera contra el poderoso oso ruso.  En este sentido la supuesta candidata presidencial Hillary se ha desmarcado del frenesí energético de Obama por el peligroso tóxico cancerígeno de la industria estadounidense, Aunque se ha reconocido los altos costos ambientales para el pueblo americano, como la ha demostrado el estado de nueva York al prohibirlo en su estado y proteger a los ciudadanos que han llevado a cabo un poderoso trabajo activista ambiental. A diferencia de los demócratas el partido republicano es “amigable de los hidrocarburos” y probablemente el tema del fracking figurará en los debates presidenciables para 2016. Tal vez sea un tema ambiental peligroso para el partido republicano mercantilista y carente de resguardos ambientales de sanidad e higiene para el pueblo estadounidense. De hecho, no son plenamente conocidos”, y “no se podían cometer el lujo de cometer tal error”; en su reporte que lanzó a la comunidad neoyorkina y obtuvo un contundente “¡No!”.  En Estados Unidos se tiene una rebeldía ciudadana en contra de la técnica del fracking que ha sido desmentida mediáticamente por la multimedia israelí-anglosajona lubricados por los intereses petroleros mundiales que han construido una religión conocida como, “revolución energética del siglo XXI”, que apoyan al tóxico fracking.  Esta revolución americana educada y consciente se opone al oligopolio financiero de Wall Street - Texas, que fomenta al cancerígeno por medio de las trasnacionales que controla el monopolio financiero Black Rock, y de los pagados multimedios internacionales. Aunque esta revolución ciudadana ha encontrado eco en los demás estados de la Unión por lo que se espera un aumento en la publicidad comercial y propaganda política con vistas a la elección presidencial de 2016. En este contexto de protección ambiental se tienen 20 estados que se oponen al frenético fracking: tres estados, Luisiana, Mississippi y Alabama; con otros tres vecinos fronterizos de México, California, Nuevo México, y Texas carentes de agua y que continúan su proyecto diabólico de seguir contaminando al Golfo de México por medio de la peligrosa triada petrolera: BP/Halliburton/Schlumberger, quienes fustigan al gobernador de Nueva York por respetar la decisión ciudadana. Sin embargo este  rechazo ciudadano al cancerígeno es el segundo rechazo, ya que el primero fue de la ciudad de Denton en Texas.  El autor –Alfredo Jalife - del libro “Muerte de Pemex y suicidio en México”, fue uno de los pioneros al poner en evidencia la toxicidad del fracking. Si las trasnacionales recortan sus gastos y pozos para 2015, lo mismo sucederá con el fallido “México neoliberal” tanto en sus profundidades del Golfo de México, que llenó de petróleo la alberca estadounidense. En la entidad fronteriza de Monterrey que carece de agua, algunos ambientalistas criticaron el proyecto Monterrey VI, que Grupo Higa ha impulsado por 47 mil millones de pesos y que pretende desviar las aguas del río Pánuco, Veracruz, y todo esto sin importarles el daño ambiental y agrícola a los estados de San Luis Potosí, Veracruz y Tamaulipas. Al seguir el camino de México privatizando todo, Bolivia lo hizo por 125 años y fue muy pobre

México. -   Hace años Bolivia abandonó su ancestral sitio entre los países más pobres de Sudamérica. Ahora con el proceso encabezado por el indígena Aymara, Evo Morales, se sitúa entre las tres economías de mayor crecimiento en la región. El año próximo se espera un crecimiento económico arriba de 5 por ciento en Bolivia y parte del éxito se basa en su política de renacionalización de sus recursos naturales, principalmente gas y minería. El vicepresidente Álvaro García Linares (AGL), ve con preocupación cómo México, con su reforma energética privatizadora, camina en sentido contrario, pese a ser potencia petrolera en el continente americano. “Un país que entrega su patrimonio nacional a otras manos y que se llevan las ganancias, tarde o temprano va hacia su empobrecimiento de la sociedad. Ningún país debería dejar en manos de empresas extranjeras la riqueza fundamental de su país. Bolivia lo hizo durante 125 años y nos convertimos en el país más pobre del continente”. El vicepresidente AGL no dice que el proceso en su país sea un modelo a seguir, pero da cifras que pondrían verdes de envidia a los estrategas de la gestión económica mexicana. La política nacionalizadora de hidrocarburos y minas asustó en un principio a las inversiones extranjeras. Pero luego de un breve tiempo de sequía empezó el auge. En 2013 el promedio de inversión llegó a un mil 100 millones de dólares. En 2014, son un mil 700 millones de dólares, un nivel histórico. “Suena poco, pero hay que tener en cuenta que México tiene una economía 30 veces más grande que la nuestra”.  Otros indicadores: crecimiento, 5.5 por ciento para 2014, reducción de la pobreza, 20 puntos en seis años. Lo que significa que 20 por ciento de los bolivianos han pasado de su condición  a la clase media; reservas internacionales, de 50 por ciento del producto interno bruto (PIB), una de las más grandes de América Latina; una dinámica del mercado interno que les permite soportar la caída de los precios   del gas, que fue de 35 dólares en 2008 a 60 dólares en 2011, y ahora está en 55. Segundo paso Pese a todo la nación pluriétnica de los Andes “no es una taza de leche” y su proceso revolucionario está cruzado de contradicciones, de “tensiones creativas”, como prefiere llamarlas. Este personaje de formación matemática en la UNAM, le preocupa la situación absurda y ridícula de nuestro país al regalar al extranjero nuestras reservas naturales energéticas. Añade que Bolivia es un modelo a seguir de cómo negoció sus concesiones y contratos con las empresas trasnacionales en las minas y el gas. En este procedimiento de nacionalización se aplicaron dos procedimientos. En términos  de la propiedad de gas, y petróleo en menor medida, bajo tierra o en el ducto se nacionalizó todo. Ninguna empresa particular puede inscribir los recursos que encontró en nuestro subsuelo en la bolsa de valores como propios, y desde luego los indemnizamos. Para las instalaciones y la maquinaria se firmaron contratos de servicios. En exploración, las empresas buscan gas  y petróleo. Si encuentran la materia es del Estado. Nosotros decidimos a quién y en cuánto se vende. Por la maquinaria, la tecnología y la mano de obra, se paga lo invertido y remuneramos con un porcentaje de ganancia entre 10 y 154 por ciento de la renta. Se llama el government take. El gobierno se queda con el resto. Además, está el régimen estatal. Hay tres tipos de government take: el petrolero, entre 85 y 95 por ciento; el minero, entre 55 y 65 por ciento, y el banquero, que es de 50 por ciento. Eso nos ha permitido financiar todos los programas sociales. Antes la proporción era a la inversa. La renta por la riqueza nacional salía del país durante 125 años. Y éramos el país más pobre del continente; sus representantes iban cada fin de año a Estados Unidos a pedir préstamos para pagar salarios, porque teníamos una burocracia que nos estaba haciendo marchas, manifestaciones pues no teníamos con qué pagar. Hoy día hasta pagaremos doble aguinaldo. Tercer paso Todavía a la fecha hay gente que considera caducas nuestras ideas nacionalizadoras. Aunque es digno decir que la nuestra no es una mirada estatizante. Sabemos que en muchas cosas es mejor que el Estado no se meta porque es demasiado burocrático, y a veces inoperante. Es bueno dar paso a la iniciativa individual y extranjera. Pero está claro que en cosas decisivas de la riqueza de un país,  como son recursos naturales, tiene que ser el país el que sujete las riendas, porque si no se le escapa de las manos la conducción de su destino y el usufructo de unas riquezas que no son renovables. Por otra parte nuestro país muestra a diferencia del modelo mexicano de vender todo a los extranjeros, que hay otro modo de hacer las cosas. No tendríamos estas tasas de crecimiento, de superación de la extrema pobreza, de expansión, de bienestar colectivo de una sociedad secularmente llevada a la miseria, si no hubiéramos tomado esa decisión, que es, además, competitiva eficiente y atrae inversión extranjera.  En nuestro país están invirtiendo, Total de Francia; Repsol, de España; Petrobras, de Brasil, y recientemente, han desembarcado Synopec, de China, y Gazprom, de Rusia. Tenemos a las cinco grandes en Bolivia.  El segundo rubro de inversión es minería, estaño y cobre. En el estaño hay dos minas estatales, pero ahora vamos a pasar al área de fundición y darle valor agregado. Evo Morales comenzó su primer período presidencial en 2006 y su segundo en 2011. En enero asume por tercera ocasión. Ha expulsado al embajador de Estados Unidos, y ha enfrentado intentos de golpes de Estado por conspiración de grupos de conservadores. Pero también ha chocado con sus propias bases: hace dos años enfrentó levantamientos de los indígenas del Tipnis/Territorio indígena del Parque Nacional Isiboro-Sécure, en la Amazonia. También, hace un año, a los mineros del estaño en Huanuni. Todo ello producto de las contradicciones naturales en un proceso que pretende ser revolucionario, “que necesariamente tiene que dar uno o dos pasos atrás para avanzar de nuevo”; resultado de tener una “sociedad en movimiento” donde la gente, además de sus preocupaciones cotidianas, tiene un poco de tiempo para dedicarle a la política. “De pronto tenemos que en Bolivia hay 10 millones de especialistas en gas, esto es toda la población, que tienen conocimiento técnico en fondos de pensiones. La gente se ha politizado y eso es una virtud. Marxista clásico y gramsciano, integrante del Ejército guerrillero Tupaj Katari (EGTK), y preso político durante cinco años, ha formado mancuerna con el presidente Morales desde que se lanzaron a la lucha política a partir de las guerras del gas, el agua y la coca, en 2000, ahora que ejerce el poder pero se ha topado con situaciones que no encontró previstas en la literatura política. Una de sus experiencias con los Huanuni fue cuando se nacionalizaron las minas de estaño, se controló la mina y se armó lo que llama “la autogestión más radical del continente”. Ahora resulta que los mineros son los que deciden, en que se gasta el dinero, pero también deciden qué hacer con las ganancias, el ahorro y las minas después de todo son de los ciudadanos bolivianos. Qué lástima que el gobierno de México vaya en contra de todas las experiencias americanas y en contra de la evolución natural económica de un pueblo, aunque Bolivia le enseña un modelo que funciona ellos insistirán en su modelo fallido de seguridad, energético y financiero. Muchos actores pretenden desacreditar la labor de la PGR: VSS

México. -   El titular de la Secretaría de Martina, almirante Vidal Francisco Soberón Sanz (VSS), lamentó que “grupos” de personas “manipulen” a los padres de los normalistas de Ayotzinapa desaparecidos y “lucren” con su dolor para alcanzar objetivos individuales o de grupo. En conferencia de prensa (12/10/14), con motivo de fin de año, el almirante VSS agregó: “Me llama la atención que, independientemente de todos los esfuerzos que ha hecho el gobierno federal para identificar  los restos de los cuerpos, detener y castigar a los culpables de lo ocurrido en Iguala en septiembre pasado, hay muchos actores tratando de desacreditar lo hecho por la POGR, con dichos  que no son ciertos, y esto no se vale lucrar con estos padres de familia. “Y me enoja más que manipulen a los padres de familia” y se levanten demandas que “responden a fines de personas y grupos ajenos a ellos”. Afirmó que el gobierno federal ha sido “extremadamente profesional y paciente” para demostrar fehacientemente su interés por descubrir la verdad de los hechos.  “Y más coraje me da” que a esta gente “no le interesan los padres de familia ni esos muchachos. Les interesa alcanzar sus objetivos de grupo o de partido.” El almirante añade que “está perfectamente claro. Si hay grupos que creo, no hay necesidad de contestarle exactamente quiénes son. Salen en televisión y tienen ahí su nombre, y este grupo aparece en todos lados (…) cerrando caminos y además buscando otro tipo de cosas”. Al precisar que no se refería a un partido político, y continua, que al ver el reportaje en el que los padres de los niños asesinados demandaron a senadores que no se realicen las elecciones en Guerrero el año próximo (2015), por la falta de legalidad y la impunidad que campea por el estado. “Vi el reportaje y vi que ninguno de ellos habló. Habla su vocero por ellos, y el vocero expresa lo que otro grupo le dice que los padres de familia estén pidiendo eso. No tiene ninguna lógica. Es gente que merece todos mis respectos. Los padres (son) gente humilde que, repito, los están llevando por otro camino”. Cacería de brujas Aclaró que, desde su punto de vista, sí hay condiciones para que se efectúen los comicios en Guerrero en 2015, aunque dejó en claro que la solicitud se presentó al Senado y las autoridades correspondientes tienen la última palabra. Sin embargo subrayó, este “es un nuevo requerimiento que no es de los padres de familia”. Ante las dudas planteadas por los padres de las víctimas acerca de que los restos humanos encontrados en un basurero del municipio  de Cocula pertenecen a los jóvenes normalistas, VSS respondió que fueron los marinos los que encontraron las bolsas con restos humanos en el río San Juan, y que de inmediato la PGR tomó control sobre la cadena de custodia de esos restos. “Va mi palabra en prenda, y va la palabra de la Secretaría (de Marina), que se ha hecho un trabajo profesional, un trabajo muy cuidadoso”. Manifestó que es muy fácil desacreditar y afirmó que el gobierno federal “ha sido extremadamente profesional, y paciente” para demostrar fehacientemente qué fue lo que pasó en Iguala. Además deslindó al gobierno federal de los hechos ocurridos en Iguala. El almirante señala que la desaparición (asesinato) de los normalistas se dio por la complicidad de autoridades municipales y policías de Iguala y de Cocula, y apuntó que lo ocurrido (26 de septiembre) es ejemplo claro de la vinculación de esas autoridades con el crimen organizado. Respecto sobre la autenticidad de los restos humanos encontrados en el río San Juan, en Cocula, que fueron enviados a la Universidad de Innsbruck, Austria, para ser sometidos a rigurosos exámenes para identificarlos, VSS señaló que fueron marinos los que encontraron los restos depositados en dos bolsas de plásticos y que él puede confirmar que se siguió la cadena de custodia adecuada, lo que garantiza la autenticidad. Añadió  Soberón que ya existe una gran colaboración con organizaciones federales de Estados Unidos para apoyar a México en las investigaciones sobre el caso de los 43 adolescentes asesinados en basurero municipal de Cocula, y ya incinerados fueron vaciadas sus cenizas al rio San Juan. El regalo de navidad de Soberón Es inaceptable y peligrosa la amenaza del almirante VSS en conferencia de prensa. Este cuerpo militar se especializa en acciones relevantes que están apoyados en su mayoría por agencias de seguridad estadounidenses. Este ejecutivo de alto nivel en la organización federal declara con  enojo que los ciudadanos, a su juicio son manipulados políticamente para buscar fines distintos a los que la sociedad merece de ellos. Señala el máximo mando y considera irritantes que estos entes manipuladores marcados por el holocausto de los futuros profesores que sólo buscan fines personales ajenos al dolor de la pérdida y los identifica como un auténtico peligro para México, y recordemos que México se encuentra situado en el siglo XXI, el presidente no es Gustavo Díaz Ordaz (1968) y este almirante ha ido mucho más lejos que el titular de la Sedena, el secretario de la Defensa Nacional, el general Salvador Cienfuegos (SC), que también se reunió con periodistas en razón de cierre del año. Este general ha insistido en la tesis de que la crisis nacional es un problema de Estado, que no de gobierno, y advierte que los sucesos de Iguala “nos hacen reflexionar a la sociedad toda y han cimbrado al país, la mentira, el reproche, la crítica infundada, la violencia y la intolerancia”. Al recordar los hechos del 20 de noviembre, cuando recibió la condecoración de manos del presidente, el general SC dio ha conocer su tesis profesional que es el estado, responsable de la actual situación de México e incluso deja ver que el país tiene “dos caminos: el de la desunión reflejado y marcado por la violencia, y la crítica infundada que lleva a la inestabilidad, no soluciona problemas, sólo los agrava”.  En esta irrupción militar en la vida política del país, que salen de su jurisdicción castrense con sus valoraciones sociales negativas sobre la salud republicana. Recordando en estas líneas que el almirante Soberón fue secretario de Marina de Mariano Francisco Saynez Mendoza, durante la “guerra del narcotráfico” de Felipe Calderón, y que su ascenso le fue concedido el 20 de noviembre de 2012, apenas unos días antes de su nombramiento en la Secretaría de Marina (Semar).  Las desafortunadas declaraciones no han producido ninguna corrección de la parte civil del gobierno federal que jefatura EPN. De todo esto  se deduce que el destape de estas declaraciones es compartido con la postura de EPN, quien parece aceptar el apoyo a su débil situación en Los Pinos. Aunque el pueblo escucha entre líneas entendiendo que estos mandos castrenses están actuando por su cuenta defendiendo a la patria e incluso derogatorio contra el civil que no “mete orden”. Son militares que están enojados con civiles que protestan en proporción a los agravios acumulados por el caso de Ayotzinapa y el de Tlatlaya, por elegir otro. Los militares al endurecer el discurso y el puño contra civiles que manifiestan la pérdida de sus seres queridos, no es la vía más adecuada para atender una indignación nacional que hasta el presidente de la Suprema Corte de justicia, Juan Silva Meza, reconoció y señala, “debemos preferir las fortalezas institucional al desorden y  las vías democráticas al uso de la fuerza legítima”. En este contexto de holocausto nacional, Sedena y Semar se abstuvieran de hacer sus consideraciones políticas, si tuvieran la comprensión del proceso actual de irritación social y dejaran atrás sus bolas de enojo y coraje, colgándolas en la puerta de las barracas militares. En base a la democracia actual y al crecer las exigencias de que las instalaciones militares y el actuar de los máximos mandos militares sean revisados en función de los acontecimientos de Iguala,  (La Jornada, política, p.p. 6-8, 13 de Diciembre, 2014).

Aprueban cambios constitucionales sobre los salarios mínimos

México. -   El senado aprobó ayer 14 de diciembre, 2014, modificaciones a la minuta sobre la nueva ley del servicio ferroviario, con el voto en contra de PRD, PT y parte del PAN, quienes consideraron que se impusieron los grandes intereses de las grandes empresas ferrocarrileras, entre ella Grupo México, de Germán Larrea, que seguirán monopolizando ese sector. La votación final fue de 71 votos a favor y 12 en contra, y la minuta fue regresada a la Cámara de Diputados, pues se hicieron algunas modificaciones, que no son de fondo. Fue uno de los 60 dictámenes que se aprobaron en esta sesión dominical, la penúltima del período de sesiones. Respecto de la ley del servicio ferroviario, la senadora Dolores Padierna, del PRD, y el panista Francisco Búrquez Valenzuela (FBV) coincidieron  en intervenciones por separado ante el pleno, que el Senado retuvo 10 meses la minuta de la Cámara de Diputados, pero no para perfeccionar la ley, sino para introducir los cambios que los empresarios de esa industria cabildearon con miras a mantener sus beneficios, sin dejar de presionar en ningún momento. Padierna señaló que se eliminó la posibilidad de abrir ese sector a la competencia y se mantienen intocadas las concesiones que se les otorgaron hasta por 50 años, pese a que sus titulares  no han cumplido con la responsabilidad que adquirieron. Al eliminar la figura de permisionario se mantiene el monopolio en tres concesionarios. Grupo México, Ferromex, y Kansas City Southern México, empresas que son responsables de que no haya inversión en el sector, por lo que la red ferroviaria ha crecido apenas 0.6 por ciento desde 2006. Asimismo están abandonadas las rutas más importantes, como la red ferroviaria México –Toluca, pese a que las tarifas se han incrementado 57 por ciento en tan sólo siete años.  El legislador FVB dijo que se perdió la oportunidad de convertir al sector ferroviario en motor de desarrollo al permitirse que persista el monopolio. El sector, agregó, fue “mal privatizado porque se hizo para lo amigos. A la industria ferrocarrilera sólo le importa la carga de granos importados, el transporte de automóviles y de minerales, porque ahí tiene su negocio. No le interesa llevar en sus carros aguacates de Michoacán a Chicago”. En tanto, el presidente de la Comisión de Comunicaciones y Transportes –el gato de Larrea-, Javier Lozano Alarcón, quien negoció directamente los cambios que benefician  al monopolio, afirmó que se eliminó la figura de permisionarios para dar certeza jurídica a los inversionistas del sector, además de ofrecer beneficios a la población, como la creación del Fondo Nacional de Seguridad para Cruces Ferroviarios, con recursos federales, estatales y municipales. El pleno del senado aprobó cambios a la minuta propuestos por los legisladores del PAN, Héctor Larios y Salvador Vega Casillas, a fin de que la agencia de transporte ferroviario que se va a crear lleve a cabo el registro de tarifas, pero también de los cargos por combustible o interconexión, a fin de que no haya costos indebidos en contra de los usuarios. Durante la sesión del senado respaldó el trabajo de  Adriana Dávila (PAN), presidente de la Comisión de Trata de personas, quien ha sido atacada en las redes sociales y en los medios de comunicación “con calumnias y mentiras por una organización que lucra con víctimas de trata” de blancas. El tema lo sacó a relucir la presidenta de la Comisión para la Igualdad de Género, Diva Hadamira Gastélum (PRI); se sumó Angélica de la Peña (PRD), quien pidió que el pleno emitiera un pronunciamiento. Jorge Luis Preciado subrayó: “Se va a apoyar a Adriana Dávila para poner en su lugar a Rosa Orozco, autora de los ataques”. El Senado en plena actividad solicitó a las autoridades competentes emitir una resolución apegada a derecho en el caso de Nestora Salgado, “tomando en cuenta los principios internacionales y las legislaciones aplicables en materia de derechos humanos de los indígenas”. En comisiones se aprobaron dos reformas constitucionales: la que libera el salario mínimo de indicadores de multas, recargos, pagos de vivienda y potros, y una más sobre acotar las deudas de estados y municipios. Ambas se votarán hoy ante el pleno. El soborno a Peña y Videgaray El actual gobierno federal emanado del PRI, México padece una enfermedad llamada “cochinero y gran corrupción”, afirmó Andrés Manuel López Obrador (AMLO), quien consideró que son ejemplos de tal situación, “los moches que Enrique Peña Nieto (EPN) y el secretario de Hacienda Luis Videgaray, recibieron del constructor Armando Hinojosa Cantú (HIGA) a cambio de obras pública en la actual administración y cuando estuvieron en el gobierno del Estado de México”. El dirigente de Morena sostuvo que la “política económica neoliberal sirve para transferir bienes de la nación a particulares, como son los allegados de la corriente del PRI; Carlos Salinas de Gortari y EPN, que pertenecen a una camarilla de rufianes, mientras el pueblo de México se le ha dejado con las manos vacías”, y claramente la situación se devela cuando teniendo el petróleo en sus manos ya tienen más de 35 años recibiendo una miseria de salario los mexicanos. En la Sierra de Chiapas, añadió que conoce bien todas ”esas cochinadas” y dijo que cuando EPN fue gobernador del estado de México construyó un hospital 20 veces más caro que el que se edificó en Iztapalapa en la época en que él fue jefe de gobierno de la ciudad de México. De acuerdo con el ideólogo de Morena, el actual gobierno federal entrega todo el paquete de energía porque en diciembre de 2013 modificó los artículos 25, 27 y 28 de la Constitución para privatizar el petróleo, el gas, la petroquímica y la industria eléctrica nacional. Aseguró que lucha para “mantener encendida la llama de la esperanza e insistir hasta lograr un verdadero cambio, porque no se encontrará una salida ni como pueblo ni como nación, si continúa el régimen corrupto, de injusticias y privilegios; ya no se puede esperar nada bueno de este gobierno, porque si antes todo iba mal ahora todo ha empeorado”, y decían los vecinos que no podía empeorar. Algunos ignorantes, quienes se hacen llamar gobernantes, continuó, “son bandidos y aplican una política de pillaje y saqueo”, -citando a León Tolstoi-, en el sentido de que un gobierno que no procura justicia no es más que una banda de malhechores, y “esos son los que mal gobiernan al país desde hace tiempo, porque no les importa el pueblo”. Por otra parte estamos a unos días de que la Comisión Nacional de los Salarios Mínimos (Conasami) fijen un salario mínimo general precario, con el argumento de que “deben ser responsables con la economía del país”, y esto desde hace treinta años. Nos deben la productividad atrasada de 30 años y en los 90 despuntó la construcción de carros de importación y los trabajadores no han visto reflejada esta productividad en sus salarios. Somos la nación latinoamericana que en conjunto exporta bienes y productos de consumo más que todas las industrias manufactureras de América Latina en conjunto –a excepción de Brasil-, y nada, seguimos con la misma miseria de salario día tras día. La Cámara de Diputados aprobó dejar de indexar el salario con multas, y otros conceptos de Hacienda para liberarlo de ataduras e impulsar el consumo interno. Ambos organismos no fortalecerán el poder adquisitivo a los siete millones de trabajadores que ganan un salario mínimo diario y a los más de 11 que ganan más de uno y hasta dos (Inegi). Varios y complicados son los problemas que giran alrededor de este tema, sobre todo de una clase obrera controlada por sus malos dirigentes, y además enajenada del futbol y ausente de este importante tema, y con una Conasami que lleva años empobreciendo a la clase obrera y enriqueciendo a la oligarquía nacional y extranjera, todo lo cual se agrava por el hecho de que el presidente Basilio González Núñez lleva 25 años al frente de esta Comisión, ganando  2 millones  800 mil pesos anuales, un verdadero insulto al pueblo de México.
