La Comisión  presenta en Chilpancingo su informe, tras 2.5 años de investigación

México. -   El primero de diciembre de 1971, un telegrama originado en Lomas de Sotelo, Distrito Federal, fue recibido en la comandancia de la 35 Zona Militar de Chilpancingo, el cual fue firmado por el entonces secretario de la Defensa Nacional, general Hermenegildo Cuenca Díaz (HCD), y que a continuación se transcribe: “Ratifícase orden sentido incremente actividades fin localizar, hostigar, capturar o exterminar gavillas operan en esa región, debiendo utilizar máximo medidas de seguridad”.   A partir de esa fecha, en Guerrero se desata el conflicto armado, se intensifican los choques entre batallones del Ejército y unidades del Partido de los Pobres en la Costa Grande del estado de Guerrero. En el lapso en el que ubica el mayor número de detenidos, desparecidos, de presos en cárceles clandestinas, de casos de tortura, narrados todavía con dolor por los sobrevivientes. Son los años en los que las comunidades de la zona, cuyos testimonios figuran por primera vez en una investigación para el esclarecimiento de la verdad histórica de la “guerra sucia”, padecieron el mayor número de atropellos en manos de soldados: cerco militar, “taponamiento” de caminos, control y restricciones de acceso a víveres, acoso, virtual estado de excepción, espionaje e infiltraciones de agentes. También ejecuciones extrajudiciales, desapariciones y torturas a la población civil no combatiente. Le quitan agua al pez El telegrama de HCD, así como otros documentos recuperados del Archivo General de la Nación, demuestran que en la década de los 70 del pasado siglo XX, nos muestra que hubo orden al más alto nivel de Estado para exterminar a  los grupos insurgentes y su base social. El grado de confrontación alcanzó su punto más alto en la Costa Grande de Guerrero en  1974, cuando la guerrilla del Partido de los Pobres, al mando de Lucio Cabañas, secuestró el 30 de mayo a Rubén Figueroa, que en aquel entonces era senador y precandidato del PRI al gobierno del Estado de Guerrero. Pruebas de este tipo demuestran que el exterminio de “maleantes” y “gavillas”, a los que los militares decidieron llamar así para no reconocer  la presencia de fuerzas de la guerrilla, fue una orden directa del entonces presidente de la nación Luis Echeverría Álvarez al secretario de la Defensa Nacional de Estado Mayor HCD. Los documentos serán aportados hoy por la Comisión de la Verdad (Comverdad) creada para la investigación de la violación a los derechos humanos en la “guerra sucia” en Guerrero, cuando presente en Chilpancingo, su informe final, después de dos años y medio de investigaciones. Entre otras evidencias, se incluye una amplia evaluación de la situación militar en la zona de Atoyac y Coyuca en 1974, donde los hombres de Lucío Cabañas mantenían secuestrado al senador y futuro gobernador Rubén Figueroa (PRI). Recordando en estos años difíciles a de la guerrilla al profesor Genaro Vázquez Rojas en la sierra de Guerrero. En diversos y telegramas militares se incluyen órdenes precisas de “cercar” comunidades, controlando los accesos y el paso de víveres para la población civil. El 2 de julio, después de dos meses de búsqueda infructuosa, el general Alberto Sánchez López, entonces jefe de Estado Mayor, y quién fue uno de los que participaron en la Operación Galeana de la noche sangrienta de Tlatelolco, el dos de octubre de 1968; firmó un extenso informe, donde hace una evaluación en torno al secuestro de Figueroa. Está dirigida “a la superioridad”. En este breve escrito nos describe que para encontrar al ex gobernador se implementó la ‘Operación Atoyac’, con despliegues en Petatlán,Acapulco, Cruz Grande, Iguala, Chilpancingo, Zihuatanejo y Ciudad Altamirano. La misión de las zonas militares 27 y 35 consistió en “localizar, capturar o destruir maleantes”, Con este motivo mandó “cercar” las comunidades civiles. El escrito constituye una sólida evidencia de lo que se entiende en términos de la justicia universal como un crimen de Estado, ya que el presidente de la República y el secretario de la Defensa ordenaron, además de redoblar el patrullaje de la zona, el bloqueo de caminos y la intensificación de vigilancia en carreteras y aeropuertos, así como ampliar los efectos de la Operación Atoyac a la población civil. Este plan copiado de los manuales de guerra de invasión militar de Estados Unidos cuando asolaba a la población de Vietnam,  que atacaban a civiles greemlins con el fin de restarle base social al Vietcong, con una táctica que se llamó “quitarle agua al pez”. Se montó un “control de la población civil a base de credenciales de identificación (…), de abastecimientos, principalmente víveres, que consumen las gavillas de Lucio Cabañas. “Además lograr la infiltración de elementos propios, previamente adoctrinados y adiestrados”. El documento reconoce que se identificará como “maleantes o gavilleros”  a los guerrilleros para “no deteriorar la imagen de México en el exterior”. Entre toros datos reveladores, esta evaluación interna, que no había sido hecha pública hasta ahora, admite que en la guerrilla de Lucio Cabañas y de Genaro Vázquez Rojas participaron “elementos militares que desertaron por diversos motivos”, (La Jornada, Blanche Petrich). El gobierno despreció las cifras de homicidios intencionales En Iguala, Guerrero, tiene uno de los índices más altos en esta entidad en homicidios dolosos, sólo por debajo de Chilpancingo y Acapulco.  Este pueblo grandote en la mira nacional e internacional por el asesinato de 43 estudiantes para profesor de la Escuela Rural de Ayotzinapa, que fueron a entregar su vida  en un lugar abandonado por Dios y el diablo, reportó  en 2013 una baja general en incidencia delictiva, el número de asesinatos sigue siendo alto respecto del tamaño de su población.  Este municipio que fue presidido por el uno de los asesinos intelectuales, José Luis Abarca Velázquez de los 43 adolescentes que fueron incinerados con vida por escuadrones de la muerte dirigidos por la esposa de Abarca Velázquez, alcalde con licencia al que le dieron la oportunidad de huir con su familia, no fue incluido en el programa federal para la prevención del delito. Un documento de análisis interno  de la Segob revela también  la lista de los 10 municipios de Guerrero más violentos, según el número de asesinatos dolosos, uno de los principales indicadores para medir el grado de violencia e inseguridad. En primer sitio  está Acapulco, con casi 800 mil habitantes y 883 homicidios dolosos en 2013; en cuanto a Chilpancingo, con una población  de poco más de 240 mil habitantes, y con 164 denuncias de asesinato. Como se mencionó, en tercer sitio está Iguala, con 73 mil 460 habitantes. En  cuarto lugar está Coyuca de Benítez que tiene 67 homicidios en el período referido, luego le sigue Zihuatanejo de Azueta (65), Atoyac de Álvarez (60), Ometepec (49), Chila de Álvarez (46) y Teloloapan (45). De Iguala en las cifras se tiene que apenas 4 por ciento del total de Guerrero, con un nivel de escolaridad mayor  (en 1.8 años) que en el resto de la entidad. Además dobla la escala estatal en cuanto a trabajadores con empleo formal.  El porcentaje de población que se encuentra en situación de “vulnerabilidad por carencia social” es de 34.4, mayor que el 23.2 por ciento del estatal, lo mismo que en carencia por acceso a la salud. El Observatorio Nacional Ciudadano registró a escala nacional un aumento de 6.67 por ciento en las denuncias que se presentaron entre julio y agosto pasados por los delitos de secuestros y homicidio doloso, simultáneamente este estado se encuentra en una crisis de gobernabilidad, y se ha mantenido con mayor cantidad de homicidios dolosos. Este estado se encuentra a la cabeza de homicidios intencionales, “siendo la segunda entidad del país con mayor cantidad de averiguaciones previas y de víctimas de delitos en el octavo mes de este año”. En materia de secuestro, la entidad registró el mayor número de averiguaciones previas por esta causa. (La Jornada, política, p. 10, 15 de Octubre, 2014).

Están abiertas las pesquisas por el caso Tlatlaya

México. -   Los esfuerzos de México para resolver la gran cantidad de casos de desaparición forzada y personas llevadas contra su voluntad, ocurridos en todo el país durante los pasados años, han obtenido resultados muy limitados, como lo demuestra el hecho de que no hay un solo consignado por estos delitos, señaló HRW. En una carta enviada al secretario de Gobernación, Miguel Ángel Osorio Chong, la organización de derechos humanos dijo que si bien el gobierno de Enrique Peña Nieto ha puesto en marcha varias medidas para encontrar a personas, cuyo paradero se desconocía, brindar asistencia a sus familiares e investigar y perseguir penalmente  abusos, los resultados han sido muy limitados y las acciones han estado plagadas de demoras inexplicables y anuncios públicos contradictorios. “Las desapariciones representan una crisis de derechos humanos de enormes proporciones para México. Sin embargo, el gobierno de EPN está muy lejos de cumplir con su compromiso de esclarecer qué le sucedió a las miles de personas cuyo paradero se desconoce”, indicó José Miguel Vivanco, director ejecutivo para las Américas de HRW. Una muestra de ello, subrayó es que ahora, incluso, recortó el presupuesto de la unidad especial de la PGR que este mismo gobierno creó para ocuparse de estos casos, y aun no se ha creado el segmento especial para secuestrados en cada estado de la República. En febrero de 2013, el colectivo publico el informe “Los desaparecidos de México. El persistente costo de una crisis ignorada”, donde se documentan casi 250 desapariciones ocurridas durante el gobierno de Calderón, incluidos 149 casos en los cuales existían evidencias convincentes de que se trató de desapariciones forzadas con participación de agentes de diferentes fuerzas de seguridad del país. Tras la publicación del informe, abundó HRW, Osorio Chong reconoció la existencia de una lista, confeccionada por el gobierno anterior, de más de 26 mil personas que habían sido denunciadas como desaparecidas o extraviadas, y prometió examinar estos casos y determinar con mayor precisión la magnitud del problema. Sin embargo, “en vez de aclarar el problema, el gobierno de Peña Nieto ha emitido una serie de anuncios contradictorios que han suscitado más interrogantes de los que han respondido”, observó Vivanco. A un año de que se creó la Comisión Ejecutiva de Atención a Víctimas (CEAV) ha dado apoyo a más de 20 mil personas, en todo el país, que han sufrido diversos delitos, aseguró el presidente Sergio Jaime Rochín del Rincón (SRR). Con el propósito de atender a víctimas de tránsito, tráfico y trata de personas y menores, la CEAV inauguró dos módulos de primer contacto en las terminales 1 y 2 del aeropuerto Internacional de la Cd. De México (AICM). Julia varia en sus declaraciones: PGR El Ministerio Público federal mantiene abierta la investigación en contra de integrantes del Batallón 102 de infantería y mandos militares de la  22 Zona Militar con sede en Toluca, en cuanto a la responsabilidad penal en que podría haber incurrido con relación a la ejecución de 22 personas dentro de una bodega de Tlatlaya, estado de México, el pasado 30 de junio, señalaron colaboradores de Jesús Murillo Karam. En tanto, mandos militares indicaron que en la Secretaría de la Defensa Nacional existen pugnas por las acusaciones  que se han instruido en contra de tres militares de bajo rango como responsables de lo ocurrido en la comunidad de San Pedro Limón, municipio de Tlatlaya. Las fuentes refirieron que existen militares de alto rango que consideran que ningún miembro de las fuerzas armadas debe ser juzgado porque se abatió a delincuentes, y otros que consideran que la responsabilidad debería extenderse  hasta los mandos de la 22 Zona militar que tuvieron conocimiento de lo ocurrido y no han sido llamados a comparecer. Antes, frente a los cuestionamientos de Corral, quien le pidió precisar qué apoyo dará a la SEP a los padres de familia de los jóvenes ejecutados en Iguala, Chuayffet contestó que la dependencia a su cargo hará lo que la autoridad penal le instruya. “Estamos prestos a cumplir con la coadyuvancia en cuanto nos sea solicitada”. El funcionario coincidió con Raúl Morón (PRD) en que muchas, “por no decir todas”, las escuelas normales superiores están en condiciones “verdaderamente deplorables”, y destacó que la pretensión es que haya escuelas equiparables a la educación superior en todos órdenes. Agregó que las normales rurales, que se crearon en 1933, “deben seguir teniendo un papel central, y para ello se requerirá flexibilidad en los nuevos planes de estudio y en el nuevo modelo educativo para esos centros” educativos. En torno al conflicto que vive el Instituto Politécnico Nacional (IPN), Corral le señaló que es él quien debe estar al frente de la solución de ese conflicto educativo, no el titular de Gobernación, Miguel A. Osorio Chong. Respondió que ese funcionario atendió de inmediato la petición que le formularon en la Cámara de Diputados de reconocer  el movimiento de los estudiantes del IPN y buscar una solución por medio del diálogo. Chuayffet le respondió al senador Carlos Alberto Puente (PVEM), sobre las cuotas escolares voluntarias, él enfático dijo que el sistema no puede prescindir de ellas, ya que ayudan a las escuelas y por medio de éstas los padres de familia contribuyen al mantenimiento de las escuelas. Las fosas clandestinas y asesinatos masivos, cotidiano en Guerrero

México. -   El titular de la Procuraduría General de la República (PGR), Jesús Murillo Karam, hizo oficial ayer (14/10/14) que los restos humanos encontrados en fosas clandestinas el pasado 4 de octubre en las inmediaciones de Iguala no pertenecen a ninguno de los 43 estudiantes de la Normal Rural de Ayotzinapa secuestrados ocho días antes por efectivos policiales de ese municipio. Falta por realizar, se infiere, el cotejo de ADN de los familiares de los normalistas desaparecidos con los cuerpos descubiertos en los días subsecuentes. Si bien lo informado por el funcionario aporta esperanza a los parientes de los estudiantes desaparecidos y entregados, de acuerdo con la información oficial, a un grupo de la delincuencia organizada, el dato, lejos de resultar  tranquilizador, deja ver que la barbarie en Iguala, Guerrero es aún más extensa y grave de lo que dejaba ver la agresión policial y perpetrada entre la noche del 26 de septiembre y la madrugada del 27. Ahora es necesario sumar a los seis asesinados y a los 43 secuestrados de esas horas, 28 muertos desconocidos, más lo que han sido hallados en otros cementerios clandestinos, y rendirse ante la evidencia de que en ese  y otros municipio de Guerrero y del país impera un estado de terror y muerte que no guarda relación alguna con la normalidad que se presume desde las cúpulas institucionales. En forma paralela se multiplica la tarea de las autoridades estatales y federales: a la obligación de encontrar a los estudiantes desaparecidos, localizar a la totalidad de los responsables intelectuales y materiales de estas desapariciones y de los seis homicidios de septiembre pasado, esclarecer el crimen de Arturo Hernández Cardona y otros dos activistas sociales asesinados por el edil prófugo José Luis Abarca Velázquez en mayo del año pasado, las autoridades estatales y federales tienen ante sí la obligación de identificar los restos que se han ido encontrando en estas dos semanas. Más aún es inocultable la necesidad de esclarecer, explicar y actuar legalmente ante la cadena de indolencias, fallos y posibles encubrimientos que permitieron, tanto en el ámbito estatal como en el federal, la entronización de la delincuencia organizada en el ayuntamiento de Iguala. El panorama se complica en que tanto el gobierno de Guerrero como la PGR, que son instancias que resultan fundamentales para realizar las investigaciones del crimen masivo realizado por el escuadrón de asesinos, y se encuentran en un fuego cruzado de señalamientos por omisiones y negligencias en el asunto. Patología del poder Como Adolf Hitler, Mao Tse Tung, y Joseph Stalin, nosotros tenemos algunos ejemplos de una patología generalizada, ellos tienen el poder y están facultados para tomar medidas drásticas contra todos aquellos que denuncian, critican, y se oponen a los actos abusivos, sin embargo los criminales, corruptos, y políticos rateros que desvían para su usufructo personal millones de dólares, que son generados por el sistema son protegidos por las élites que gobiernan nuestro país. En estos momentos estamos impactados por el asesinato masivo de los 43 chicos adolescentes y vivimos bajo un sistema económico- social bárbaro y salvaje, todavía conmocionados que no atinamos a reaccionar con normalidad. En la tarde-noche de la masacre, la esposa del alcalde de Iguala, rendía un informe de labores frente al DIF municipal, acompañada de una gran fiesta con fines políticos electorales y del cual su esposo al día siguiente presentaría su informe oficial de actividades. Los estudiantes como parte de sus actividades cotidianas llevaban a cabo un activismo social que ponía en riesgo estas ceremonias oficiales, la fuerza policíaca recibieron órdenes tajantes para frenar a los indeseables y a su vez imponerles castigos “ejemplares”, para que no se volviera a repetir estos hechos que agredían a la noble pareja presidencial de Iguala. Los policías llevaron a cabo su operación dominados por una banda del crimen organizado, y  al escuadrón asesino pertenece como gerente uno de los hermanos de la esposa del alcalde. En esta sarta de complicidades entre aspirantes políticos, candidatos y autoridades que enviaron esta papa caliente al gabinete federal y con una crisis política y estado fallido se tiene arriba de este polvorín al gobernador Ángel Aguirre Rivero.  Este modelo de estado autoritario producto de 80 años de estar gobernados por el PRI-PAN, se reproduce a nivel federal, estado y municipio en todo el país, con mandos medios y altos ejerciendo con una obsesión compulsiva esta jefatura aplastante, y draconiana a los ciudadanos mexicanos. Podemos ver un pequeño reflejo de la imagen nacional en el estado de Nuevo  León que gobierna Rodrigo Medina, quien rendirá su “informe” anual de labores, pero en este hermoso episodio se levanta el fantasma del activismo social de los estudiantes de universidades del estado al hacer presencia en puentes viales de Monterrey de su protesta social. Estos estudiantes decidieron colocar mantas denunciando una pequeña “pillería”, cometida por una firma, Gafelek, y conforme a los datos oficiales de que dispone esta fuente ha conseguido contratos hormiga, sin licitación, y con actividades empresariales exageradamente diversas, que le habrán reportado utilidades de aproximadamente 10 millones de pesos, en este contexto  de cifras saqueadas al erario público es una bicoca. En la capital de Nuevo León los policías de la Fuerza Civil se apresuraron a atender la orden y aprendieron a los estudiantes que estaban sujetando la manta con la leyenda: “De estado millones a empresa todóloga”. A escala nacional ninguna fuerza policíaca está capacitada para detener y golpear a los que cuelgan mantas con leyendas del narco, a quienes colocan cadáveres desnudos colgando de complejos viales, lanzan seres vivos en tambos llenos de diesel, o incineran casi vivos a los estudiantes de Ayotzinapa – y borrando para siempre sus cenizas porque son arrojadas al río, según el sacerdote Solalinde- aquí se atrevieron valientemente a meter a la cárcel a 21 estudiantes que fueron “paseados” durante horas por la ciudad –desaparecidos-, y llevados a los separos policíacos en una agencia de investigaciones del orden jurídico cerca de la penitenciaría local por la avenida Abraham Lincoln. Desde luego tendremos al gobernador con retórica vacía denunciando las libertades de que gozamos los regiomontanos; tenemos respeto a la ley y honestidad en el manejo de los recursos públicos, en su quinto informe de gobierno. En este contexto vendrán las candidaturas, las elecciones y con el PAN en su casino favorito esperando recuperar la plaza perdida, pero acompañado de Margarita Arellanes, quien es alcaldesa de Monterrey, y el PRI todavía indeciso para anotarse en una contienda política de lucha de sexos, apuntándose en primer lugar a Ivonne Álvarez, Marcela Guerra o en su caso de Cristina Díaz que en este momento se encuentra encerrada en el CEN del PRI en el Distrito Federal pero con ganas de participar y volver a la contienda electoral de su estado. La última política se ha sacrificado en servicios al sistema nacional, pero en el PRI Nacional se habla de una candidata femenina o en su caso tendremos al secretario federal de economía, Ildefonso Guajardo Villarreal. Las súbitas indignaciones, las exigencias destempladas de justicia, y las dudosas muestras de empatía con los estudiantes de Ayotzinapa, se usan contra adversarios electorales, y se omite, en todos los casos las responsabilidades propias. Sin contar que cada una de los tres segmentos políticos identificados claramente han generado un clima de hostilidad durante años contra los estudiantes de la escuela normal ocupada por gente pobre y del área rural pero con ganas de educar a los niños de México, y también son culpables de consentir la infiltración de carteles de criminales y mafias en todos los niveles de institucionalidad nacional.
