Nacional El pueblo se opone a la venta nacional Por: Carlos Damián 3 de Enero, 2014 El pueblo de México es engañado por una reforma energética y el Estad México.- Al llegar el PRI al poder todos nos preguntamos si este dinosauro de la política en su eventual triunfo electoral cargaría con todas las marrullerías conocidas e imaginarias, este fue un triunfo bajo sospecha y se realizó con los dados cargados, al estilo mafioso de los bajos fondos de Chicago. Un triunfo que nos habla de un PRI renovado, un partido capaz de repetir los más bochornosos episodios, un partido que se aferra a sí mismo, que es incapaz de tomar un rumbo diferente, sin modificación mínima en sus nefastos principios, y pragmático hasta el fin. Todo esto nos habla de un PRI hecho para ganar elecciones y en el camino se quedan los principios democráticos colgando como cosas inútiles en un pino seco después de navidad. En base a esto los mexicanos consideran a la política como una burla, una cínica demagogia, con una democracia traicionada ad infinitum. Estos gritos de desprecio a los políticos por el pueblo es tomado por el legislativo con oídos sordos a cualquier opinión y crítica de democracia, y esta opinión del pueblo tiene eco en los partidos, es un divorcio absoluto entre el representado y el representante, ambos no se tienen confianza y en el fondo tienen razón el cambio democrático del PRI y el PAN será un signo de su derrota y su marginación. Es inaceptable que el hueso se base en estos principios de un parlamentario, y es mejor la ignominia que cualquier posibilidad de alejarse del poder y el dinero. En ningún sentido EPN tuvo en sus manos variar el curso de la política mexicana, tal vez tuvieron en sus manos los últimos presidentes como Miguel de la Madrid, Ernesto Zedillo, pero estaban atados en un conjunto de intereses que les impedían moverse libremente en una línea paralela a la democracia. Los anteriores presidentes del PRI llegaban al poder gracias a la argamasa de intereses que los apoyaba e hicieron posible su triunfo porque ellos se portaban autoritarios, y con condiciones de no perjudicar a la oligarquía, ni un ápice, ellos eran intocables y faraones. Ellos mantenían el status quo, como divisa insuperable, respetando las fortunas al no cobrarles impuestos, y manteniendo al pueblo como vasallos. Respetando a la columna vertebral de este país, no perjudicando los intereses económicos, ni comerciales. Al tomar el poder el PAN con Vicente Fox a la cabeza, muy pronto nos dimos cuenta del desempeño real de estos presidentes salidos de la reacción conservadora, no iban a propugnar por un cambio democrático, respetando la infraestructura de poder, financiera y comercial lograda por el PRI. Estos personeros del pasado obscuro de México estaban prisioneros del status quo y se oponían tajantemente a cualquier transformación democrática del poder y de México. La privatización es fast track The Economist (7/12/13) se burla de los “teóricos de la conspiración” a quienes se les escapa BlackRock entre su lista nociva: “Pregunten a los teóricos de la conspiración quiénes son los que gobiernan el mundo, y probablemente señalarán a los bancos globales, como: Citigroup, Bank of America y JP Morgan, también citarán a gigantes petroleras como ExxonMobil y Shell”. Escribe en “Bajo la lupa”, el investigador y periodista Alfredo Jalife: “O quizá “se enfocarán a las firmas de bienes de consumo que tienen a miles de millones en esclavitud, como Apple, McDonald o Nestlé”, pero “una firma que probablemente no aparecerá en su lista es BlackRock, un banco de manejo de inversiones cuyo nombre hará sonar pocas campanas fuera de los círculos financieros”, pese a que “es el mayor accionista de todas las empresas mencionadas”. La palabra de BlackRock viene del puzle de Blackstone y Evercore Partnership, y es una poco conocida entidad financiera de EU descubierta desde casi 10 años y maneja 15.1 millones de millones de dólares, trillones de activos bursátiles que la colocan como la máxima inversionista del planeta”. Esta enorme cifra es cercana al PIB e la Unión Europea y al de EU y casi el doble de China. BlackRock controla la mayoría de las acciones del Grupo Pearson, que a su vez domina a The Economist, y a The Financial Times, este último es donde acudieron EPN y el virrey Videgaray a obsequiar los hidrocarburos de México. Los más de 15 millones de millones de dólares se conforman por 4.1 millones de millones en “activos bajo manejo”. Y por otros “11 millones de millones que vigila a través de su plataforma de transacciones Aladino”. La cantidad equivale al 7 por ciento de todas las acciones, bonos y prestamos en el mundo”, y se dice que controla como “17 mil mercaderes en bancos, empresas de seguros, fondos soberanos de riqueza y otros que dependen en parte de los modelos analíticos de Black Rock para guiar sus inversiones”. Un pequeño dato nos puede decir de la importancia de este grupo BlackRock, ya que obtuvo el año pasado la ganancia de 40 por ciento de sus inversiones en el mundo. Estos 15 millones de millones de dólares convierten a esta organización en el banco de inversiones “mayor a cualquier banco, empresa de seguros, fondo de gobierno o rival de manejo de activos”, y “solo maneja todo el dinero de los hedge funds (fondos de obertura de riesgo) y de entidades privadas (prívate equity) del mundo”. Entre las tenencias de BlackRock en las principales 20 empresas del mundo predominan sus activos como máximo inversionista en megabanco y petroleras de EU y Gran Bretaña, lo cual le da una enorme influencia, poco conocida por la ciudadanía: ExxonMobil (5.4%, primer accionista), Chevron (6.2%, primer accionista), JP Morgan Chase (6.2%, primer accionista), Wells Fargo/Wachovia (5.4%, segundo lugar), Shell (4.9%, primer accionista) – sin contar Apple (5.1%, primer accionista), Google (5.8%, segundo accionista), y Microsoft (5.5%, primer accionista). Resulta que tres de las cuatro trasnacionales anglosajonas –ExxonMobil, Chevron y Shell, que Bloomberg (9/12/13) por descontado serán beneficiadas por la entrega del petróleo mexicano por el equipo EPN/Videgaray/Aspe- sean controladas por BlackRock, lo cual no está muy lejos de la investigación de Alfredo Jalife. El odio y el rencor de los legisladores mexicanos Aunque tenemos que reconocer que hubo una oposición que se acercó en número de votos a los que obtuvo ese partido, primero en 2006 (PRD), y después se volvió a acercar peligrosamente en 2012 (PRD), cuando se dio el triunfo del PRI y mostrándose como un inconformidad ciudadana con el status de intereses dominantes del PAN. Los priistas se impusieron con la gran compra de votos, mediante las tarjetas de débito Monex y bonos de víveres marca Soriana. El pueblo de México se volvió a equivocar en su elección, primero con Fox , Calderon y ahora con EPN. Esta votación después de 72 años de gobernar el PRI, después el PAN por 12 años y volver al autoritarismo del PRI, vemos que el pueblo de México vota y elige pero no necesariamente es correcta su elección, ya que lo hacen más como un rechazo social que como un país informado, al rechazar el sistema de intereses establecidos, y este sistema pragmático (PRI-AN), sin ideologías volvió a imponerse, ya que ellos eran parte del mismo, del status quo. Así que ahora con venganza y rencor se impusieron sus reformas que no los benefician y destruyen la buena fe del mexicano en estos legisladores sin cerebro y sin sentimientos. Tal vez esta situación sea escandalosa por el hecho de la creciente pobreza, del engaño, del fraude, y esta mayoría ciudadana es castigada por los altos impuestos, el nefasto destino y la falta de oportunidades. El mexicano está en un laberinto, se encuentra como un pedazo de madera abandonado por Dios y el Diablo, se encuentra en un lugar que no saldrá por mucho que lo desee y quiera. Nacional Estados Unidos cuida su riqueza petrolera al expandirse al sur de América Estados Unidos cuida su inversión Por: Carlos Damián 30 de Diciembre, 2013 El resultado es lógico considerando la cleptocracia en legisladores México. - La ciudadanía ha contemplado azorada, la rapidez con la que se modificó el contenido de los artículos 25, 27 y 28 de la Carta Magna. En unas cuantas horas se destruyó, en perjuicio del interés general, lo que al país le costó décadas de lucha y de experiencia productiva. Mediante la consumación del trámite legislativo de la denominada reforma energética, en un proceso acelerado al grado extremo, la clase política mexicana en turno dejó ruinas algunos de los postulados más importantes de nuestro pacto social, entre los que destacan la soberanía nacional y también la de los estados de la Unión. No solo se cambió la norma sino que fueron agredidas de manera perversa varias de las piedras miliares de nuestra convivencia social. Nos indigna la anulación de nuestra democracia en sus términos esenciales y ver que lo que se nos presenta como un proceso democrático es, en realidad, una imposición de carácter oligárquico. Los gobernantes nos hablan como ciudadanos, pero nos tratan como vasallos y esclavos laborales. La retórica vacía del Estado La reforma energética aprobada de manera vergonzosa, significa una transformación estructural del Estado: el Congreso ya no desempeña ningún papel relevante en el diseño de políticas energéticas; al cambiar el carácter de organismo descentralizado a empresas productivas del Estado, no supervisará más a Pemex. El poder judicial no participará en las querellas y conflictos en materia de hidrocarburos, los juicios se desahogarán en tribunales internacionales. El Presidente adquiere más facultades acentuando el presidencialismo autoritario, y además el contenido nacional de la producción petrolera lo determinarán en el marco del TLCAN y otros acuerdos internacionales. El resultado de la reforma privatizadora deja ver claramente que la clase política, es tanto del PRI como del PAN y ellos se subieron al “carro de la globalización”, pero acompañados con la oligarquía mexicana, y los corporativos trasnacionales. De lo anterior podemos aseverar que también participará como postora en la venta de Pemex y la CFE. Uno de los aspectos más nefastos de la reforma de Estado es el otorgamiento de derechos al capital nacional y extranjero sobre el subsuelo y las aguas nacionales. No es difícil inferir, la argumentación y sobre todo las reformas aprobadas presentan como modificación básica la presencia fundamental, por demás ominosa, de las intrusivas compañías trasnacionales. Nuestro país sufrió antaño, muestras de su prepotencia, y de su insaciable rapacidad en desmedro de nuestros intereses y dignidad nacionales. De aquí muy poco, tendremos muchas razones para lamentarlo y una enorme tarea para defender los recursos naturales, no renovables. Además estos entes voraces por sus intereses, y de ningún modo por nuestras aspiraciones de construir un país que, no se ha librado de la pobreza, con una creciente desigualdad, y estamos en la búsqueda del bienestar común de la ciudadanía. A lo que nuestros legisladores se oponen arguyendo ideologías baratas y extranjeras. Los lineamientos han sido impuestos por la historia los cuales son expresos y diáfanos. El expolio federal perpetrado fundamentalmente a nuestros hidrocarburos y a la industria eléctrica nacional es visible. La depredación estatal y federal continuará apropiándose de una riqueza natural propiedad de todos los mexicanos, en olvido de las posibilidades y potencialidades de desarrollo auténtico para el país, para convertirla en los ansiados recursos líquidos, que como botín de Estado se ofrece al capital extranjero. La máquina de mentiras del gobierno federal Los recursos naturales han sido usados por la clase gobernante, una cleptocracia que satisface intereses extranjeros y a la oligarquía nacional, y mas aún a la rapacidad de los corporativos trasnacionales, pagando una moneda de cambio al apoyar a EPN para comprar la silla presidencial. Todavía nos preguntamos, más allá de la retórica vacía del Estado, ¿cuál es el propósito de este robo a la nación? Haciendo caso omiso de las indudables ventajas de utilizar los recursos del subsuelo para convertirlos en palancas de la transformación nacional, se ha optado desde hace treinta años, por utilizarlo para sufragar una parte sustancial del gasto corriente del Estado, además de cometer la insensatez de exportar petróleo crudo al extranjero con el propósito de dotarse de recursos monetarios, en lugar de darle mayor valor a los hidrocarburos y transformarlos en productos refinados, de mayor valor que el crudo, o en los miles de productos que pueden salir de la industria petroquímica, de mucho mayor valor que los refinados. La falta de cordura de esta visión ha hecho caso omiso de las inmensas capacidades transformadoras de estos frutos del subsuelo. Esto dicho particularmente en el caso de las olvidadas y deformadas actividades de la petroquímica. En rigor, el planteamiento ya aprobado continuará ese diseño con mayor intensidad en el futuro. Para colmo, en realidad se ignora de modo permisivo la inmensa y paradigmática corrupción que aqueja las actividades de las industrias petrolera y eléctrica. Nada de esto es casual, sino por el contrario, es el síntoma de una tergiversación y parte de un proceso de liquidación sistemática de las actividades encomendadas básicamente a los entes del Estado responsables de su ejecución y desarrollo. Un cambio de paradigmas, dada a escala mundial reforzó las carencias y torceduras que permitieron presentar, a lo largo del tiempo, una situación de desastre cuya solución mágica está dada, según los autores mismo del propósito perverso, con la privatización de la actividad. Esto será, aunque hoy lo nieguen, uno de los objetivos cumplidos, de los que han atropellado las normas constitucionales, que dieron razón de ser a un pacto social. El cual ha sido agredido, y haciendo caso omiso de nuestros intereses nacionales e hitos históricos. La agresión al México profundo Al extendernos en nuestra explicación, tenemos en el Plan Nacional de Desarrollo no existe el programa energético a seguir y de paso se ignora la consulta permanentemente que habrá de hacerse conforme a la Ley de Planeación del Desarrollo. La tarea que se nos presenta a los ciudadanos para enmendar este atropello es descomunal. Pero, al mismo tiempo es algo que resulta necesario e irrenunciable emprender. Los vastos recursos sociales albergados en nuestro ser nacional deben ser puestos en movimiento. Las tareas tocan al mismo tiempo la necesidad de construir formas de democracia directa que hoy ya se encuentran presentes en otras naciones, y al mismo tiempo, ser capaces de abrir los cauces para lograr que los ciudadanos, lejos de contemplar pasivamente los atentados de la clase gobernante en contra de nuestros intereses y hasta de nuestra dignidad, deben ser consultados antes de que los poderes formales de la Unión, de manera que no se consulta al pueblo y de manera arbitraria y artera, nos impongan su voluntad. Todo ello a título de una supuesta representación nacional que les permite arrogarse todo género de discrecionalidades que ponen al servicio de sus particulares sesgos ideológicos, equivocadas cuestiones culturales, y de sus intereses mezquinos y bastardos. Finalmente, este escrito trata de poner coto y detener las expresiones plutocráticas, y de la cleptocracia nacional que nos avasallan y nos han rendido al vender nuestro petróleo y electricidad al capital trasnacional. No es el caso aceptar el destino inexorable que nos han marcado nuestros legisladores corruptos y cínicos. Por el contrario, aunque hoy pareciera que la suerte está echada, la necesidad del análisis, la crítica razonada y la organización de la resistencia y de la respuesta, debiera ser la tónica de la orden del día. Por lo que proponemos sea obligatorio un referéndum popular en cuestiones fiscales. En tanto el Congreso de Morelos discutía en torno a 32 dictámenes de las leyes de ingresos y egresos de igual número de municipios, y la reforma energética no se encontraba en la agenda del día. El presidente de la mesa directiva, Juan Ángel Flores Bustamante, aseguró que la legislatura rechazaría la reforma energética, lo que no obstó para que cientos de simpatizantes de Morena manifestaron su rechazo a la modificación legislativa de las 9 de la mañana. Entre protestas de ciudadanos los congresos estatales la aprobaron El Congreso de Puebla fue sitiado por un centenar de granaderos para contener las protestas ciudadanas contra la reforma. Los diputados dictaminaron y aprobaron en menos de dos horas, con 32 votos a favor y dos en contra, la minuta que la Cámara de Diputados federal les turnó. Previamente, la falta de coordinación del Poder Legislativo con el gobierno estatal, que tuvo a su cargo las acciones de resguardo, provocó que los legisladores fueran agredidos por los mismos elementos de seguridad pública, quienes halaron a algunos diputados que intentaron cruzar el cerco policíaco para participar en la discusión del proyecto. Cinco diputados del PAN, MC y PRI no lograron ingresar al recinto legislativo poblano para votar la minuta, debido a que grupos dirigidos por el coordinador de la bancada del PRD, Eric Cotoñeto, les bloquearon el acceso y los agredieron con empujones y patadas. En Ciudad Victoria, Tamaulipas, más de 100 manifestantes, encabezados por la dirigencia estatal del PRD estatal, se pronunciaron en contra la reforma durante la sesión donde del Congreso de dicha entidad aprobó la minuta. La sesión fue privada, porque se impidió el acceso al público. Con cuatro votos en contra, pero con el respaldo del PAN, los bufones verdes y el partido comercial Panal, el PRI obtuvo 28 votos y la aprobación sin contratiempos en el Congreso tamaulipeco. El legislativo de Yucatán aprobó la reforma en la materia por mayoría de votos. Sólo dos legisladores pertenecientes del PRD se opusieron y subieron a la tribuna, donde desplegaron una manta con el lema “No a la privatización”, pero finalmente los 16 diputados del PRI, seis del PAN y uno del PVEM aprobaron la minuta. Afuera del recinto legislativo, un reducido grupo de integrantes de Morena se manifestó en contra de las acciones de los diputados locales. La protesta pacífica duró menos de una hora. También hubo protestas en torno al Congreso de San Luis Potosí, de cuya sesión se retiraron los 13 diputados del PAN y del PRD, así como de los partidos PT, MC y Conciencia Popular, de registro estatal. No obstante se esperaba que las bancadas del PRI, PVEM y Panal, que son la mayoría aritmética, avalaran la reforma durante la madrugada de este lunes (16/12/13). Durante la presente administración, de acuerdo con reportes de delegados de la Secretaría de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación (Sagarpa), y de los gobiernos de Chihuahua, Zacatecas, Tamaulipas y Coahuila, la deuda de 13 mil campesinos era cercana a 10 mil millones de pesos. Para aminorarla, loa agricultores solicitaron la intervención de las autoridades estatales ante la CFE. En Chihuahua, 121 mil campesinos tenían que pagar seis mil millones de pesos, cifra que se redujo a la mitad. En Tamaulipas, el débito de mil 34 usuarios pasó de mil 816 millones a mil 200 millones; en Coahuila, de 2 mil bajó a 500 millones de pesos por los acuerdos de los gobiernos estatales con la CFE. En Zacatecas, los campesinos pugnan por apoyo para pagar 150 millones de pesos, por el uso de 800 pozos utilizados para riego. Los incrementos de la gasolina y el diesel no se detendrán con la reforma energética, al contrario aumentarán. El resultado será “un cementerio de maquinaria agrícola”, pues por los altos costos e ingresos insuficientes, los campesinos dejarán de utilizarla. En suma tendremos un resultado devastador para el campo agrícola: mayor dependencia de las importaciones de alimentos, aumento de los precios de éstos y reducción de la producción nacional, agregó ARC. Álvaro López Ríos, dirigente de la Unión Nacional de Trabajadores Agrícolas expuso que los campesinos “no podrán seguir invirtiendo para perder”. Un ejidatario de Guanajuato, por ejemplo, paga 35 mil pesos mensuales a la CFE por regar 40 hectáreas, incluidas las tarifas preferenciales, lo cual explica por qué los adeudos de los agricultores son tan elevados. Estos sucesos son corroborados debido a que en 2008, la SCJN estableció por mayoría de votos que los procesos de reforma a la Constitución no pueden ser impugnados mediante acciones de inconstitucionalidad. Aunque por otra parte los funcionarios precisaron que el PRD, antes de pensar que esta legislación le permitirá invalidar la reforma energética, debe impugnar la constitucionalidad de la Ley de Consulta Popular (LCP), porque dicha norma (aprobada hace unos días) es “genérica” y no precisa si es posible impugnar por esta vía las reformas constitucionales. El hecho es que esta “generalidad”, indicaron, genera inseguridad jurídica, lo que podría ser un argumento a su favor para impugnar la reforma. Antes de demandar la inconstitucionalidad de la reforma energética, los partidos de izquierda tendrían que impugnar LCP en sí, a efecto de que la Corte determine cuáles son realmente sus alcances. Por otra parte, indicaron, el artículo 35 de la mencionada reforma señala que se someterán a consulta “iniciativas “ legales, no reformas constitucionales aprobadas por el Congreso y promulgadas por el Ejecutivo federal, lo que hace prácticamente inviable la posibilidad de echar abajo la reforma energética, mediante recursos presentados ante la SCJN, (La Jornada, Jesús Aranda). Beltrones es hipócrita Senadores del PAN, PRD, PT criticaron al coordinador de los diputados del PRI, MFB en sus desafortunadas declaraciones, califico de “hipócritas nacionalistas” a quienes se opusieron ala reforma energética. En tanto, el partido del sol azteca señaló que el legislador, “se mordió la lengua”, porque, “si hay alguien con una política de doble cara son los priístas, que son la mejor representación de los ‘vende-patrias’ con esa decisión lamentable de haber aprobado” los cambios a la constitución. Aunque malas lenguas tratan de desvirtuar las palabras del ex gobernador de sonora dedicando sus palabras directamente “para los ex priístas Manuel Camacho Solís (MCS) y Manuel Bartlett Díaz (MBD)”. “El hipócrita es él, porque sabe que se trata de una reforma que entrega el petróleo a intereses extranjeros, pero afirma lo contrario” en sus declaraciones a la prensa escrita, señaló MBD y MCS del PRD, dice MFB volvió a ser “el subsecretario de Gobernación que defiende al costo que sea al presidente de la República”. Héctor Larios recordó que MFB, en el sexenio de Calderón en 2008, era coordinador de los senadores del PRI, junto a Emilio Gamboa coordinador de los diputados del PRI, se opusieron a que se modificara la Constitución para abrir a Pemex al capital privado: “No les importó llevarse al país entre la patas”, además ellos manifestaron que “el PRI no acompañaría esa reforma”. Por su parte en conferencia de prensa, el secretario general del PRD, Alejandro Sánchez Camacho criticó las afirmaciones de MFB y afirmó que el PRI realiza maniobras para que no se realice la consulta popular que impulsan Cuauhtémoc Cárdenas y el perredismo contra la reforma constitucional que modificó al sector energético. Por eso ponen candados a la iniciativa de la ley reglamentaria, pues “el PRI puede ser trácala”, pero no tarugo. Añadió: “no vamos a estar entumidos. En febrero acudiremos al Senado para discutir este tema, quitar los candados que tramposamente le pusieron y a luchar para que se apruebe la ley reglamentaria”, indicó.
