Objective of Initiative Mexico is to domesticate to the Mexican
México.- In Mexico until today exists an alarming concentration of power, wealth, handled and controlled by some hands, something which is very dangerous for the democracy. We are to the door of a Dictatorship (“totalitarismo” type) unpublished, as devastating and bloody as those which previously we have lived. To each advance of the democracy there is a blow antidemocratic. The occurred changes have been apparent or cosmetic. Currently there is a key word; it is the insecurity before the vulnerability of the persons, of a society with the broken fabric, what puts us on a serious desolation and isolation danger.
A society that is distorted in such a way is returned almost impossible to governing. As if it would be a cancerous fabric. As compared to this situation, the powers mediatics are transubstantial; form part of that power that is wanted to preserve. It can not be said that we are misinformed, what occurs is that are informed in one way biased. While it is experienced or approved the transgenic, it is given to him a shot in the head to a soccer player; while there is an accusation against the catholic Church in connection with the pedophilia, questions this severely the homosexual and whey marriages.

México.- En México hoy día existe una alarmante concentración de poder y riqueza manejada y controlada por pocas manos, lo cual es muy peligroso para la democracia. Estamos a la puerta de un totalitarismo inédito, tan devastador y sangriento como los que anteriormente hemos vivido. A cada avance de la democracia hay un golpe antidemocrático. Los cambios ocurridos han sido aparentes o cosméticos. Actualmente hay una palabra clave, es la inseguridad ante la vulnerabilidad de las personas, de una sociedad con el tejido roto, lo que nos pone en un serio peligro de desolación y aislamiento.
Una sociedad que se deforma de tal manera se vuelve casi imposible de gobernar. Como si fuera un tejido canceroso. Frente a esta situación, los poderes mediáticos están transustanciados; forman parte de ese poder que se quiere conservar. No se puede decir que estemos desinformados, lo que ocurre es que estamos informados de una manera sesgada. Mientras se experimenta o aprueba los transgénicos, se le da un balazo en la cabeza a un jugador de fútbol; mientras hay una denuncia en contra de la Iglesia católica en torno a la pedofilia, esta cuestiona severamente los matrimonios homosexuales y lésbicos.
En estos momentos hay una especie de contra-información, manejo perverso de las noticias, lo anterior lo realizan para que las personas no se enteren realmente lo que pasa en el país, lo que al final de cuentas impacta en su calidad de vida cotidiana. Los medios de comunicación informan a México mediante anécdotas cotidianas, perfectamente posibles, se establece una visión ficticia de lo que pueda pasar en el país.
La Iniciativa México
Este concepto lanzado con bombo y platillos se acerca de forma peligrosa al totalitarismo. Este sistema político, la clase dominante no se conforma con el ejercicio de la autoridad desde las instituciones gubernamentales, sino que despliega agresivas campañas publicitarias con el fin de controlar la totalidad de la vida pública y privada de los ciudadanos. Tales intentos de “reeducación” cívica típicamente prometen “liberar” al pueblo de una historia de “atraso”. Aspiran a crear un país ficticio a partir de una “revolución cultural” que instale nuevos valores y prácticas.
El principal objetivo de Iniciativa México (IM) es domesticar el histórico espíritu libertario del pueblo mexicano, manifiesto durante la independencia, la Revolución y la lucha por la democracia. En lugar de generan nuevas claves de convivencia social a partir de una valoración crítica de la historia nacional, la iniciativa busca minar la autoestima del pueblo a través de la repudiación de su pasado. Javier Aguirre llama a “enterrar el México de los complejos” y “alumbrar el México de hombres y mujeres seguros de sí mismos”. Invita a “dejar atrás el México que busca culpables” y “dar paso al México en que todos asumimos responsabilidades”.
El enfoque se asemeja a las estrategias de choque utilizadas en algunos centros de rehabilitación de dudosa procedencia que obligan a los internos a primero denigrarse al extremo con tal de reconocer sus errores pasados. IM busca generar una crisis de identidad y un vacío espiritual en el pueblo mexicano que posteriormente pueda ser llenado con mensajes propagandísticos artificiales diseñados directamente por la clase política y empresarial. IM no busca, ni de lejos que el pueblo mexicano se concientice de que tiene la fortaleza para salir de la situación actual, sino de convencerlo de que él es el principal responsable de su infortunio.
“¿Estás orgulloso de este México?”, y continúa el spot, el México de “los pretextos, el del eterno ya merito, el que siempre espera lo peor, el que solo busca culpables, el que aprende a vivir con miedo, el que prefiere los triunfos individuales a los triunfos colectivos”. De acuerdo con Televisa, México necesita de un poder salvador, un ángel que lo pueda rescatar de su pecado original. No es mera coincidencia, que dentro de este siniestro proyecto el Ángel de la Independencia ya no es más un símbolo de las victorias de los héroes de 1810 sino la punta de lanza para la construcción de un “nuevo “ México dirigido y controlado por la mediocracia del país.
Es justo recordar que, Felipe Calderón extrajo los restos de los hombres ilustres, que descansaban en la esquina de Florencia y Reforma. Ahora este monumento se convierte en el púlpito desde donde el pastor Javier Aguirre, ex director del seleccionado de futbol soccer regaña y dirige a las masas mexicanas el lema subliminal “ser obediente y respetuosos”. Si estos empresarios realmente quisieran contribuir al desarrollo nacional, empezarían por pagar la multa que por más de 200 millones de pesos al Instituto federal Electoral (IFE), esto por no sujetarse a las leyes y reglamentos mexicanos.
No es generosidad sino mezquindad la que motiva a las televisoras a lanzar el proyecto de la IM. Se ve le interés por controlar la sucesión presidencial de 2010 ante el vacío de poder generado por el gran fracaso del gobierno de Calderón. Los propósitos del programa es “crear futuros prospectos a la Presidencia de la República” y que “está dirigido a descubrir líderes sociales naturales o incluso, a fabricarlos con el poder de las cámara y los reflectores. (El Universal, 12 de junio).
No nos dejemos engañar lector la independencia y la Revolución Mexicana son ejemplos del poder de la resistencia de la ciudadanía, rebelde, crítica y activa, dispuesta a conquistar al poder político y económico para sí misma. Continuemos el camino. (La Jornada, opinión, p. 26, 14 de Junio, 2010).

Por su parte, la alcaldesa de San Miguel de Allende, Luz María Núñez Flores, denunció trato “discriminatorio” y “abusivo” que el gobierno de Guanajuato ha dado a Yolanda Martínez Montoya, Susana Dueñas Rocha, Ofelia Segura Frías, María Araceli Camargo Juárez, Liliana Morales Moreno, y Ana Rosa Padrón Alarcón, sin haber demostrado “fehacientemente que sean culpables”. Añade la alcaldesa de este municipio, ¡Me duele esta situación, porque desgraciadamente han tenido un trato discriminatorio y de abuso por parte de las autoridades, porque a ellas las etiquetaron con un delito que no está fehacientemente comprobado,( …), la gente está mirando a Guanajuato como un estado retrógrada donde no le están dando a la mujer el valor que tiene”.
La alcaldesa, es una conocida locutora de radio y televisión empeñada en desarrollar un “gobierno ciudadano”, para darle poder a las mujeres. Sigue en su plática, hasta donde yo sé los hechos que les imputan, estuvieron sembrados estos delitos; estuvieron como operadas estas sentencias. Es una vergüenza que en Guanajuato sean seis mujeres alcaldesas y ninguna haya levantado la voz ante tales injusticias del sistema oficial, aquí no tenemos la “Ley General de Acceso a las mujeres a una vida Libre de Violencia”, como en otras entidades del país, Subrayó Núñez Flores que en Guanajuato es el única entidad que no ha adoptado tal legislación, y supuestamente los argumentos de barro son que aquí no hay violencia en contra de este sector de la población.
Iniciativa en Guanajuato
A propuesta de la procuraduría de los derechos humanos de Guanajuato (PDHG), el gobernador del estado, Juan Manuel Oliva Ramírez, entregó al Congreso local una iniciativa para “atenuar” la pena por el delito de homicidio en razón de parentesco, para que las seis mujeres encarceladas. Que purgan sentencias por más de 25 a 35 años de cárcel, puedan obtener su libertad. El ombudsman Gustavo Rodríguez Junquera recomendó a Oliva Ramírez y al Legislativo estatal “atenuar” el delito, ya que “de aprobarse la propuesta es factible que las mujeres encarceladas por ese ilícito puedan obtener su libertad al acogerse a la reforma con base en el artículo 14 de la Constitución Política Mexicana”.
El gobernador anunció que en breve presentará la iniciativa de Ley de Acceso de las Mujeres a una vida Libre de Violencia. El ejecutivo estatal ha insistido en que las mujeres presas en los municipios de Guanajuato y Valle de Santiago no abortaron, sino asesinaron cuando estaban en avanzado estado de embarazo, argumento que fue respaldado por el ombudsman. “Toda las garantías (de derechos humanos de las mujeres) acusadas por homicidio en razón de parentesco fueron salvaguardadas y no se advirtieron elementos de criminalización”, aseveró el ombudsman.
A pesar de que las mujeres denunciaron que no tuvieron buena defensa de los abogados de oficio –dependientes de la Secretaría de Gobierno- y que el Ministerio Público alteró sus declaraciones, al dejar asentado en actas “que escucharon que los productos lloraron”. Para el ombudsman las reclusas “tuvieron la oportunidad de ofrecer pruebas y alegar lo que a sus intereses conviniera. Habiéndose agotado el proceso con la emisión de sentencia correspondiente, la cual en todos los casos fue impugnada, y resuelta en segunda instancia”, refirió el titular de PDHG.
Al respecto Oliva Ramírez, en conferencia de prensa, resaltó que “la PDHG puntualiza: … con respecto a los expedientes de las siete internas,…, no existen mujeres procesadas ni sentenciadas por el delito de aborto en los Ceresos (cárcel)”, debido a que la oficina del ombudsman condena que los abusos y encarcelamiento de las reclusas es debido a que la sanción es por el delito “en razón de parentesco”, jerga judicial para mantenerlas encerradas durante 35 años. Un país que se ha mantenido fanático, arcaico y con un obscuro ambiente medieval para su población.

Las agencias del Ministerio Público reportan 59 denuncias de 2003 a 2010 contra mujeres acusadas de abortar, caso en los que no hay consignaciones porque las investigaciones están en curso. Por separado, Arsenio Durán Becerra (PGJE) y Jorge Herrera Solorio (TSJ), encargados de administrar justicia rehusaron precisar cuántas mujeres están encarceladas por el delito de aborto, pues las acusadas tienen el derecho de obtener la libertad bajo fianza. Además la penalidad por este delito es de uno a tres años. En agosto de 2009 la 55 Legislatura local aprobó cambios a la Constitución para establecer en el artículo segundo que la vida desde la concepción hasta la muerte es un derecho. “Estamos viviendo en el siglo XXI, donde la mujer tiene la libertad de decidir sobre su cuerpo, los legisladores deberían tomar en cuenta el tema de despenalizar el aborto, ya que es el trabajo que deberían hacer para aumentar la libertad de la población mexicana”. El delito no está fehacientemente comprobado
México (San Miguel de Allende, Guanajuato).- La Organización de las Naciones Unidas (ONU) designó hoy a María Luisa Bascur visitadora in situ para que acuda de inmediato a los penales de Puentecillas y Valle de Santiago, en esta entidad, a investigar el caso de las seis jóvenes campesinas que se encuentran presas por abortar y purgan sentencias de más de 25 años de cárcel, sentenciadas por “homicidio”.

En el período sumaron 232 mil 582.5 millones de pesos pagados, informó el Banco de México (BdeM). En tanto, informes sobre el balance financiero de la propia petrolera reportan un déficit de 42 mil 269 millones en el mismo período, resultado de la elevada carga fiscal que mantiene el gobierno de México.
Este resultado en los primeros cuatro meses del año contrasta con el superávit logrado en el mismo lapso de 2009, cuando obtuvo un saldo positivo de 2 mil 115 millones. La información es registrada por Pemex en su Balance primario y balance financiero, y también es recogida por el Banco de México para elaborar sus estadísticas sobre finanzas públicas. Este balance de Pemex donde se muestra la información desglosada mes con mes, en enero el balance antes de impuestos, derechos y aprovechamientos fue de 44 mil 640 millones de pesos, pero tuvo que pagar 75 mil 362 millones. Esto arrojó una cifra negativa de 30 mil 723 millones sólo en el arranque del año. Febrero es el único mes que arroja un saldo positivo.
En 2008 Pemex logró el balance primario más alto de su historia en un primer tetramestre, pero sufrió un desplome de 55 por ciento. Para el mismo período de 2010 logró una recuperación del 44 por ciento pero al final la carga fiscal transformó ese balance positivo en negativo. Los ingresos de Pemex por sus ventas al mercado de Estados Unidos crecieron 40.7 por ciento en el primer tetramestre de 2010, gracias al alza de precios internacionales del crudo. El incremento de los ingresos petroleros de México ayudó al país a registrar un superávit comercial mensual sobre Estados Unidos por 5 mil 325 millones de dólares.
Sólo China rebasó a México con un superávit de 16 mil 759 millones de dólares. México a exportado a Estados Unidos 123.9 millones de barriles en el primer tetramestre de 2010, con lo cual se coloca como el segundo abastecedor de petróleo crudo a Estados Unidos por volumen, después de Canadá, que ha exportado 216 millones de barriles.
Empresas subsidiarias operan fuera del control de la ley
A partir de 1986, tres años del arranque de las políticas neoliberales en México, Pemex empezó la estrategia de crear empresas subsidiarias que operan fuera del control de los órganos de fiscalización del Congreso de la Unión y de la legislación mexicana. Desde entonces cada gobierno en turno ha seguido la misma práctica de opacidad en la apertura de 16 subsidiarias dedicadas a comercializar crudo, ofrecer asesoría y servicio.
Estas empresas subsidiarias se encuentran ubicadas en nueve países de Europa, Norteamérica y el Caribe, de las cuales tres son considerados paraísos fiscales: Islas Caimán, Luxemburgo y Bahamas. El 27 de mayo de 1985, durante la administración del presidente Miguel de la Madrid, Pemex constituyó en Londres, Inglaterra, la subsidiaria Pemex Services Europe Limited para la prestación de servicios como promoción, enlace, consultoría, relacionados con la industria petrolera, incluyendo el mercado europeo y mundial del crudo y productos petroquímicos y de gas, y para actuar como representante de las empresas, dedicada a la extracción, explotación y venta de estos productos en todo el mundo.
Posteriormente , entre 1987 y 1988 estableció otra subsidiaria en Ámsterdam, Holanda denominada PMI Services BV, cuyo propósito es “prestar servicios a otras empresas, el establecer, participar, tener intereses, financiar y administrar otras empresas comerciales de cualquier naturaleza ; tomar y hacer préstamos así como proporcionar garantías, incluyendo para deudas de terceros, lo mismo que cualquier otro objetivo que pudiera estar relacionado o condujera a los anteriores, y además participar en conducir la administración y financiar otra empresas de cualquier naturaleza”.
El 13 de enero de 1993 se crea otra subsidiaria denominada PMI Norteamérica, con un capital inicial de 50 mil pesos. Entre los consejeros destacan Pedro Haas García, ex funcionario de PMI Comercio Internacional; Marcos Romero Silva, ex director de Pemex Gas y Petroquímica Básica, y José María Zubiria Maqueo, ex director de finanzas de PMI Comercio Internacional y posteriormente jefe del Servicio de Administración Tributaria (SAT), dependiente de la Secretaría de Hacienda.

México a exportado a Estados Unidos 123.9 millones de barriles en el primer tetramestre de 2010, con lo cual se coloca como el segundo abastecedor de petróleo crudo a Estados Unidos por volumen, después de Canadá, que ha exportado 216 millones de barriles.
Empresas subsidiarias operan fuera del control de la ley
A partir de 1986, tres años del arranque de las políticas neoliberales en México, Pemex empezó la estrategia de crear empresas subsidiarias que operan fuera del control de los órganos de fiscalización del Congreso de la Unión y de la legislación mexicana. Desde entonces cada gobierno en turno ha seguido la misma práctica de opacidad en la apertura de 16 subsidiarias dedicadas a comercializar crudo, ofrecer asesoría y servicio.
Estas empresas subsidiarias se encuentran ubicadas en nueve países de Europa, Norteamérica y el Caribe, de las cuales tres son considerados paraísos fiscales: Islas Caimán, Luxemburgo y Bahamas. El 27 de mayo de 1985, durante la administración del presidente Miguel de la Madrid, Pemex constituyó en Londres, Inglaterra, la subsidiaria Pemex Services Europe Limited para la prestación de servicios como promoción, enlace, consultoría, relacionados con la industria petrolera, incluyendo el mercado europeo y mundial del crudo y productos petroquímicos y de gas, y para actuar como representante de las empresas, dedicada a la extracción, explotación y venta de estos productos en todo el mundo.
Posteriormente , entre 1987 y 1988 estableció otra subsidiaria en Ámsterdam, Holanda denominada PMI Services BV, cuyo propósito es “prestar servicios a otras empresas, el establecer, participar, tener intereses, financiar y administrar otras empresas comerciales de cualquier naturaleza ; tomar y hacer préstamos así como proporcionar garantías, incluyendo para deudas de terceros, lo mismo que cualquier otro objetivo que pudiera estar relacionado o condujera a los anteriores, y además participar en conducir la administración y financiar otra empresas de cualquier naturaleza”.
El 13 de enero de 1993 se crea otra subsidiaria denominada PMI Norteamérica, con un capital inicial de 50 mil pesos. Entre los consejeros destacan Pedro Haas García, ex funcionario de PMI Comercio Internacional; Marcos Romero Silva, ex director de Pemex Gas y Petroquímica Básica, y José María Zubiria Maqueo, ex director de finanzas de PMI Comercio Internacional y posteriormente jefe del Servicio de Administración Tributaria (SAT), dependiente de la Secretaría de Hacienda.
