En estas zonas los forasteros gringos y españoles, han practicado en zonas turísticas, como sucede en estos días en Baja California Norte y Sur, donde las colonias de extranjeros forman asentamientos de exclusión a los nacionales, que eventualmente podrían invocar la protección de sus gobiernos en cualquier tipo de conflicto, real o simulado. Una forma oficial de estos delincuentes de cuello blanco con el producto de sus felonías que realizan desde el poder es el cobro de comisiones por negocios autorizados. Se lesiona el interés público pero se benefician carteras privadas, de manera que no pueden comprobar, y en casos de desastre, las sanciones son más aparatosas que efectivas. En este contexto de robos disfrazado sucede que los encargados de otorgar permisos, concesiones y generosidades varios de estos rateros de cuello blanco acaban como directivos y consejeros de las empresas beneficiadas. El martes 23 de abril, en la cámara de Diputados se aprobó una reforma al artículo 27 de la Constitución, propuesta por la diputada del PRI Gloria Elizabeth Núñez Sánchez, que elimina la prohibición para que ciudadanos extranjeros posean bienes inmuebles en las llamadas zonas restringidas –una franja de 100 kilómetros en las fronteras y de 50 kilómetros en las playas- con la condición de que tales propiedades sean destinadas a uso habitacional y no comercial, industrial y agrícola. En la sesgada lógica de los legisladores que aprobaron dicha modificación, pertenecientes a las bancadas de PRI y PAN, dicha prohibición constitucional obedece a una circunstancia histórica que no podemos decir que se ha superado, por los continuos ejercicios militares de nuestro vecino del norte – el riesgo de una invasión “cuerpo a cuerpo” de ejércitos extranjeros por las playas o por las fronteras-, que ha dado lugar a ejercicios de simulación en los que ciudadanos de otros países adquieren propiedades en esas franjas de territorio mediante fideicomisos o prestanombres. Podríamos comentar que la reforma constituye una inconsistencia jurídica con respecto a lo establecido en la Ley General de Bienes Nacionales, que define a las playas como una franja territorial siempre viables, “que por virtud de la marea cubre y descubre el agua, desde los límites de menor reflujo, hasta los límites de mayor reflujo y hasta los límites de mayor flujo anuales”, y establece una Zona Federal Marítima Terrestre (Zofemat) que constituye un bien público, delimita el área propiamente habitable de la región costera y que “estará constituida por la franja de 20 metros de ancho de tierra firme, transitable y contigua a dichas playas”. Sin embargo esta última frase si siquiera se tomó la molestia de mencionarla en el dictamen aprobado por los diputados. La eliminación de la prohibición referida va a generar una presión inmobiliaria y especulativa devastadora sobre las zonas hasta ahora restringidas, habida cuenta la simetría enorme entre los ingresos de los habitantes de las regiones costeras y los de inversionistas de las regiones costeras y los de inversionistas extranjeros que quieran invertir en ellas. Muchas comunidades han padecido un abandono y deterioro económico que las han colocado al borde de la supervivencia, y en las que es inevitable sucumbir a una demanda inmobiliaria exponenciadas por la brusca expansión del universo de compradores. Ante semejante situación los vendedores se enfrentan ante una situación de tragedia como muchos ejidatarios en la época de Carlos Salinas se deshicieron de sus tierras tras la reforma de este ex presidente y el legislativo, al artículo 27 constitucional, que hizo posible enajenar tierras ejidales: la pérdida simultánea del espacio laboral y del habitacional, la imposibilidad de transformar en capital productivo el dinero recibido a cambio. Las ventas de playas y de las propiedades en la frontera sea parte de la gran venta petrolera en curso. Una parte de los frecuentes viajes del presidente actual al extranjero han servido para dar seguridad a los clientes, de que el gran pastel de Pemex será puesto a disposición de inversionistas extranjeros y que la administración de la franquicia del PRI formada por comerciantes espontáneos garantizará “el estado de derecho” para que los compradores tengan seguridad y confianza en sus operaciones comerciales. Además la conversión de tierras restringidas a tierras turísticas, y habitacionales, que supuestamente son propiedad de la élite mexicana y extranjera, haría insoportable la vecindad de cooperativas, pesqueras, franjas acuícolas, y prestación de servicios turístico artesanales. Lo adecuado con esta información sesgada y práctica aberrante de los legisladores que tratan de erradicar prácticas fraudulentas de los extranjeros que burlaban la prohibición de poseer vastos territorios en manos de extranjeros, y que supuestamente la ley pretende derogar. En esta circunstancia es mejor hacer frente, de una vez por todas, a la vasta corrupción que las hace posible. Sin embargo como son personas que no tienen la visión de sociedad y de futuro que no tienen sus similares en San Lázaro. Es procedente solicitar a los integrantes del Senado tengan la disposición y actúen con sensatez y amor a la patria que los vio nacer. (La Jornada, elecciones, p. 4, 16 de Abril, 2013).

Los abusos contra la gran mayoría de la fuerza laboral del país se agravarán con las reformas a la Ley Federal del Trabajo, que legalizan la precariedad, limitan derechos básicos, como el de huelga, eliminan la estabilidad en el empleo y obstaculizan la libre asociación sindical. Todo ello, rompe por completo el equilibrio de fuerzas entre obreros y patrones, y desde luego a favor de los patrones, y provoca este hecho múltiples violaciones a los derechos de alimentación, la vivienda, la seguridad social, la educación, el medio ambiente sano y la cultura, lo cual ya está siendo documentado en la audiencia sobre derechos laborales del Tribunal Permanente de los Pueblos. BO se refirió al tema casi desde el principio y EPN en el último tercio de su mensaje. El mandatario mexicano dijo haber expuesto a su homólogo la decisión de ordenar, institucionalizar y tener canales “claros y únicos” para la cooperación en el ámbito. “Y ha habido un importante entendimiento del gobierno de Estados Unidos y ha comprendido muy bien por qué el énfasis que el gobierno de México pone a la reducción de la violencia”, destacó EPN en la sesión de preguntas. Se trató de un cruce de mensajes entre ambos políticos. Para BO es un hecho la existencia de esa frontera más segura “que nunca jamás”, y lo ilustró con “los intentos ilegales de inmigración (que) han bajado muchísimos, son los más bajos en décadas” y, como es usual en él, se dijo optimista “respecto de lograr esa aprobación legislativa en cuanto a la reforma migratoria”. Tanto en la red social como en un comunicado de prensa, el presidente del consejo nacional de Morena informó al presidente de Estados Unidos sobre “la situación real del país” y puso énfasis en los problemas de desempleo, corrupción, pobreza y falta de democracia. Aclaró que ese informe básico tiene como propósito que BO tenga el contexto de la vida pública nacional, no para que se inmiscuya en asuntos internos que sólo competen a los mexicanos, pues México es una nación libre, soberana e independiente. “Nosotros no nos metemos en asuntos que tienen que ver con Estados Unidos; tampoco queremos que otro gobierno extranjero se meta en lo que tiene que ver sólo con el pueblo de México”, puntualizó AMLO. Además deseó al estadounidense “que la pase bien”. El ex candidato presidencial del movimiento social político de las izquierdas inició su mensaje con el señalamiento de que continúa la crisis en el país, porque no hay democracia y se mantiene la misma política de corrupción e injusticias a favor de muy pocas personas (1 por ciento). La economía lleva 30 años sin crecer, lo que ha producido desempleo masivo, migración, pobreza, descomposición social, inseguridad y violencia, resaltó. Destacó que la élite (la oligarquía) en el poder se opone al cambio verdadero y se impone porque son dueños y controlan la mayoría de los medios de información. A escala nacional sólo hay cinco espacios, tres en prensa y dos en radio, “no controlados por los mandones de México, lo que resulta en una cobertura de apenas 0.5 por ciento”. Además en su cuenta de twitter afirma que el grupo dominante impuso a EPN con el apoyo de los medios de comunicación y con la compra de millones de votos, por la “prole”. El ex dirigente del PRD y ex jefe de gobierno del D. F., añade: “Lógico, EPN está al servicio de sus patrocinadores y convertido en personaje de escenografía, no atiende las causas de la degradación”. Por esa razón consideró que día a día se agrava la crisis económica, de bienestar social, de inseguridad y violencia. O sea, continúa la decadencia; “una muestra de ello es que durante el primer trimestre de este año, la economía creció uno por ciento, mientras en Michoacán hubo 189 homicidios, el índice más alto en décadas”. Morena tiene como fin encabezar un cambio de régimen, en paz con la participación libre y organizada de los ciudadanos. Además, dijo que considera cualquiera que se encuentre en la presidencia, ya sea del PRI o el PAN, no va a mejorar la situación económica, política y social que padece el país, ya que continúa la misma política antipopular y de entrega al extranjero que sólo beneficia a uno por ciento de los mexicanos. “Se fue el pelele de Felipe Calderón y quedó el pelele de Enrique Peña Nieto del PRI”, a quien impusieron para mantener la misma política económica, utilizando el bombardeo de los medios de comunicación para “pintar todo de color de rosa, mientras la realidad es que no hay trabajo”, y la violencia continúa.
