En efecto: podría entenderse que, durante la confusión marcada por el vandalismo y ataques contra las corporaciones policiales, estas hubiesen incurrido en error en unas cuantas de las docenas de detenciones realizadas; pero si el 80 por ciento de los arrestados y encarcelados son inocentes, como lo señala el fallo judicial y como consta en numerosas pruebas videográficas, el dato sólo puede ser interpretado como expresión de una asombrosa ineptitud en el mejor de los casos. En el peor de los casos, podría ser cierto que en cumplimiento de órdenes que exigían capturar a personas no involucradas en los delitos cometidos ese día. Significativamente, muchos fueron encarcelados y golpeados por el simple hecho de ejercer su libertad de expresión y manifestación, como lo indican los documentos recabados y ampliamente difundidos en las redes sociales y por algunos medios impresos y electrónicos. Sin embargo es necesario, en corto que las autoridades ofrezcan una disculpa a sus víctimas por las arbitrariedades y los agravios que sufrieron, entre ellos la semana que pasaron en la cárcel sin haber cometido delito alguno. En este momento no se avizoran líderes a la vista, implicaciones de partido, o del tipo electoral pero la comunidad activista social de la capital, pudo enfrentar el amago de EPN urgido de imponer “orden” y de sus aliados cupulares de la capital. Entre los cuales podemos distinguir a: Marcelo Ebrard, Miguel Ángel Mancera, y Manuel Mondragón y Kalb. Por otra parte, diversas grabaciones de video indican que los verdaderos violentos fueron tolerados por los propios cuerpos policíacos y cabe preguntarse, si algunos de los responsables materiales de los destrozos llegó a ser detenido y si hay algún culpable real entre los 14 que el pasado domingo recibieron auto de formal prisión. Varios de éstos últimos, en todo caso, han exhibido constancias de comportamiento cívico y pacífico. Pero en dado caso que la parte acusadora llegará a probar la culpabilidad de los imputados, resultaría inverosímil que sólo 14 personas hubiesen protagonizado la enorme violencia vandálica que se abatió el uno de diciembre en el primer cuadro de la ciudad capital. De modo que a algunos días de ocurridos los hechos, sigue sin saberse quiénes agredieron a las fuerzas el orden y causaron los destrozos. Lo cual nos indica esta lectura de los designios de encubrimientos provocación y represión, surgidos desde algunas oficinas públicas a cargo de la administración de EPN. El primer saldo de las batallas del 1DMX podría aportar lecciones a las partes en conflicto y ayudar a disminuir riesgos a lo largo del tramo sexenal de EPN, que ya se avizora por los hechos mencionados una situación compleja. El aspirante a candidato presidencial 2018, ha cometido uno error político, al ordenar una represión extemporánea e ineficaz, pues los verdaderos causantes de los destrozos en la avenida Juárez ya se habían esfumado. De los 69 acusados solo 56 fueron liberados por falta de pruebas. Estos errores que cometieron sería en otros países una virtual sentencia de muerte política a tan tragicómica represora. Es injustificable que las autoridades federales y locales sigan remisas, hasta el momento a investigar y sancionar los excesos policiales que dejaron, en las inmediaciones de San Lázaro, dos heridos graves, y que en el centro de la ciudad, se tradujera en detenciones arbitrarias, golpizas, agresiones sexuales, y tortura, como lo ha documentado la CNDH. Resulta procedente y necesario, que la PGR y PGJDF, llamen a declarar a quienes ese día fungían como mandos de las fuerzas federales y de las capitalinas. De no proceder al esclarecimiento de estos atropellos y al castigo de los responsables materiales, intelectuales y políticos, el Estado estará enviando un mensaje de impunidad y ruptura del estado de derecho. Nacional México está inmerso en la globalización de la miseria El manual neoliberal Por: Carlos Damián 13 de Diciembre, 2012 El sistema del PRI no da un paso atrás en el sistema económico de derecha México. – La globalización ha sido un proceso esencialmente financiero, las corrientes de dinero y de crédito alcanzaron una escala realmente mundial en la década pasada. El extremo de ese fenómeno se volvió claramente apreciable cuando estalló la crisis de 2008. Desde entonces el comportamiento de la economía está asociado de modo estrecho con las pautas del ajuste exigido por la dislocación de los flujos de capital y que abarcan de modo central a las finanzas públicas. El alcance y los matices de ese ajuste son globales. También se provocó una transformación productiva y uno de sus elementos relevantes fue el cambio de localización de la actividad manufacturera, el caso de México en los sectores automotriz, electrónico, eléctrico, de enseres domésticos e incluso el aeronáutico. En política económica, no daremos un paso atrás. A pesar de los malos resultados reportados en 30 años, podemos incluir en esta perspectiva el crecimiento raquítico, el aumento de la pobreza en el país, salarios de miseria y galopante precarización del empleo. La nueva administración gubernamental insiste en mantener inalterada la ruta trazada en el manual neoliberal, de tal suerte que sin mayores problemas. México permanecerá tal cual y en espera de algún acto de magia para que mejore su futuro. El paquete económico 2013 presentado al Congreso el pasado viernes (7/12/12), confirma que el gobierno manejado por el PRI, no moverá ni un solo dedo para cambiar un giro, así sea mínimo, a la ruta del “navío de gran calado”, de acuerdo a palabras de Calderón. Nada nuevo bajo el sol, porque para despejar dudas no se altera la política económica heredada del anterior gobierno del PAN, los intereses permanecen intocados del poder fáctico, de las televisoras y de las radiofónicas, de las cúpulas empresariales, de los viejos sindicatos nacionales que ejercen un férreo control, en fin, todo permanece igual que en los últimos 30 años, según promesa del gobierno entrante iba a ser más importante el bolsillo de las familias mexicanas. Lo cual dicho sea de peso, es exactamente la misma oración que sistemáticamente hicieron pública las cinco administraciones anteriores, y que obvio, ellos han incumplido abierta y descaradamente. El inquilino de los Pinos ha hecho sus declaraciones en la cual ensalza y glorifica el derecho del pueblo mexicano a una buena educación; que van a dejar atrás la desigualdad económica y la pobreza. Los mexicanos queremos un cambio. Pero parece que el presidente actual desaprovecha la oportunidad para comenzar la transformación por él ofrecida. Su primer paquete económico sólo ofrece más de lo mismo, es decir, un concepto y una práctica económica que ha concretado exactamente lo contrario de lo que se queja, Enrique Peña Nieto (EPN). Sólo palabras amables hacia el pueblo pero el sistema neoliberal encabezado por EPN insiste por la ruta fallida, por sus compromisos cupulares antes de la campaña política. Se mantienen intocados los sectores con enormes privilegios fiscales como son; los barones de la minería y sus mágicas concesiones de 56 millones de hectáreas de territorio nacional, pero el gobierno federal espera captar y gastar el gobierno de EPN a lo largo de este año, aunque los ingresos provendrán de los mismos renglones y actividades desde hace 30 años. Casi la mitad del presupuesto de egresos se canalizará al pago de nómina burocrática, servicio de la deuda tanto interna como externa y el aparato de seguridad nacional. Una tercera parte del gasto canalizará a los estados de la República, vía aportaciones y participaciones federales, pero como el cuento de niños el presupuesto se habrá agotado. En este recuento de gastos económicos, el inquilinos de Los Pinos tiene un enorme aparato operativo y consumirá 2 mil 104 millones de pesos. La Secretaria de la Defensa Nacional el gasto equivale a casi 61 mil millones de pesos, que se suman a los 22 mil millones de la Marina, los 16 mil de la PGR, los 41 mil de Seguridad Pública, y los 21 mil de gobernación. Diputados y senadores tragarán 12 mil millones de pesos; el Poder Judicial, 47 mil millones, el IFE, 11 mil millones, EL INEGI, 5 mil 500 millones, y la CNDH apenas un mil 375 millones. Como ya es tradición el PRI siempre ha sido un gobierno manirroto, y en 2013 se gastará más en el servicio de la deuda que en educación pública (350 mil contra 251 mil millones), y el fomento económico por medio de la Secretaría de Economía, resultará tres veces inferior a los dineros canalizados a la Secretaria de la Defensa Nacional (SEDENA). Sin embargo el renglón más importante, la generación de empleos a través de la Secretaría del Trabajo se consumirán diez veces menos que el presupuesto destinado a la Secretaría de Marina. Por otra parte los ingresos presupuestarios, el gobierno estima obtener un total de 3 billones 931mil 289.5 millones de pesos. De este total, 2 billones 477 mil 22.5 corresponderán a ingresos del gobierno federal, un billón 98 mil 977.4 por ingresos de organismos y empresas, y 355 mil 289.6 por ingresos derivados de financiamientos”. “Congruentes con estos ingresos, se calcula que la recaudación federal participable se ubicará en 2 billones 117 mil 290.7 millones”, indica la respectiva iniciativa de ley. La SHCP propone al Congreso que, en materia del ISR para las personas físicas que aplique la tarifa vigente al 31 de diciembre de 2012, manteniendo la tasa marginal máxima en 30 por ciento. En este sentido, es claro que todavía existen riesgos importantes en el entorno económico internacional, por lo que las medidas de 2009 se prolongarán. Internacional La gran disputa en Estados Unidos La guerra educativa en América Por: Carlos Damián 4 de Enero, 2012 El sistema educativo se muda a escuelas chárter México.- Esta guerra educativa ya tiene 20 años discutiendo y generando escuelas chárter a lo largo y ancho del país, como alternativa al sector privado del país, siendo financiado por empresarios y fundaciones, entre las cuales podemos destacar a Bill Gates (Microsoft), la familia Walton (de Walmart), Marck Zuckerberg (Facebook), y Eli Broad ( su fortuna proviene de la aseguradora Sun Life), y Michael Bloomberg (de Bloomberg, y actual alcalde de nueva York), el expresidente George W. Bush, Barack Obama, Ame Duncan y algunos más que escapan a la memoria del tecleador. Todos estos personajes citados han invertido dinero y tiempo en programas para privatizar, denominadas en la actualidad escuelas chárter. Además de estos financiamientos de miles de millones de dólares a think thank, grupos de expertos educativos, políticos mercenarios y periodistas afines a estos manejos turbios de la enseñanza. Todos como un gran sindicato ya definen las políticas y entre sus filas se cuentan a los principales ciudadanos que se encuentran en posiciones ejecutivas determinantes en el país. Aunque en este apoyo a este grupo de reformadores, se ha unido un grupo peligroso, que promueve reformas para establecer el modelo empresarial y condiciona sus contribuciones sustantivas a políticos en torno al apoyo a iniciativas de la “guerra educativa”, y sin ninguna experiencia educativa: el sector financiero. Un negocio rentable y productivo Desde que el ex presidente George W. Bush promulgó la ley “No child left behind”, donde se establece el uso de los resultados de exámenes estandarizados estatales a estudiantes para medir el desempeño de maestros y escuelas, que en algunos casos lleva al despido de docentes y hasta la clausura de planteles educativos. Llevándose a cabo estas directrices desde 2002, convirtiéndose en pieza central del movimiento de reforma a la enseñanza pública. Con este antecedente se ha obligado a que los maestros y administradores dediquen cada vez más tiempo, atención y esfuerzo a estas pruebas de la federación, que determinan a su vez el futuro de los administradores, los docentes, los estudiantes, y de la escuela misma. A su vez Barack Obama para no quedarse atrás en el interés por el futuro de la educación, se obligó al secretario de educación a formular un programa llamado RTT (Race to the top), el cual promueve la competencia entre estados para ampliar el uso de estos exámenes, la elaboración de medidas y programas para la evaluación estadística de estudiantes y maestros con base en tales pruebas educativas y desde luego la creación de más escuelas chárter a cambio de fondos federales. En este entorno educativo se han formado las NCLB y RTT como coronas del movimiento empresarial que están reformando el sistema educativo. Este movimiento empresarial argumenta que con base en estas reformas, los maestros serán evaluados con objetividad y ahora se cuenta con un proceso de rendición de cuentas al sistema educativo nacional estadounidense. Es increíble que un sistema educativo como el estadounidense se base en unos exámenes que están en discusión por la información sesgada que se obtiene; vas a obtener la estadística y resultados que quieres si los reformadores los han creado. En esta circunstancia es que los críticos de las reformas educativas, cuestionan que estas políticas neoliberales van por el lado del negocio, y de ninguna manera con la función y propósito de la educación pública. Además para confrontar sus argumentos, mencionan numerosos estudios, datos e investigaciones que las reformas no han generado los resultados prometidos, y que el diagnóstico y las recetas hechas por los reformadores tienen graves errores en su evaluación. En esta línea de irregularidades se ha revelado que en Nueva York, Chicago, Houston, Washington, se han manipulado al antojo de los reformistas, los resultados de los exámenes que tanto señalan el éxito de sus tontas reformas. En este sesgo de información podemos encontrar que la educación pública está bajo ataque de las fuerzas de la privatización, gente que proviene de la época medieval, retrógrada que nos señalan como pruebas de buen éxito sus reformas con claros intereses financieros y comerciales.
