Los bajos precios del petróleo es para perjudicar a México para que los venda en una bagatela

México. -  La Comisión Nacional de Hidrocarburos señaló ayer que reducirá los requisitos exigidos a las compañías nacionales y extranjeras interesadas en participar en la segunda fase  de licitaciones de la llamada ronda uno, para lo cual dio un plazo de presentación de nuevas propuestas que vence el próximo 30 de septiembre. Con la decisión tomada ayer (08/04/15) por mandato de las secretarías de Energía y Hacienda y Crédito Público, las empresas o consorcios que participan en la licitación de nueve campos de aguas someras del Golfo de México ya no necesitarán contar con garantía corporativa de 6 mil millones de dólares. En cambio, deberán contratar un seguro de “responsabilidad civil y control de pozos” por sólo mil millones de dólares para cubrir posibles accidentes o derrames. Además, si antes las empresas debían presentar 2.5 millones de dólares como “garantía de seriedad” por cada contrato en el que participarán, ahora podrán ganar múltiples contratos presentando únicamente esa cantidad. Como el propio secretario de energía, Pedro Joaquín Coldwell, reconoció que en su momento, esta flexibilización en los requisitos para participar en las licitaciones se produce debido a los decepcionantes resultados de la primera fase de la ronda uno, llevada a cabo el pasado 15 de julio. En palabras del funcionario, las reglas anteriores “asustaron” a los inversionistas potenciales a quienes se busca hacer más atractivo obtener en explotación una porción del territorio nacional. Cabe recordar que en la licitación efectuada sólo se adjudicaron dos de los 14 bloques petroleros ofertados y se recaudó 2 mil 600 de los 17 mil millones calculados por el gobierno federal. México en su “venta de cochera” ha relajado las regulaciones mínimas esperadas en operaciones financieras de esta magnitud por lo que el gobierno federal cede a las presiones de la “guerra fría” que supuestamente van dirigidas a la industria petrolera de Rusia, pero México recoge las acciones negativas y al colocarse vulnerable a estas arteras agresiones del Imperio del Norte abre la puerta a diversos escenarios inciertos y desfavorables para el pueblo de México así como la imposibilidad de reparar daños ambientales que podrían volver inutilizable el mar o las zonas costeras para que el pueblo de México muera de hambre al no poder comer de su pesca en los linderos del mar destinado a la pesca indígena, turística y de sobrevivencia. En este contexto de guerra entre imperios mundiales debe recordarse que no están en juego simples operaciones entre particulares, sino la cesión a las trasnacionales de importantes porciones del territorio nacional mediante las llamadas licitaciones, y teniendo como fondo a un Estado débil y vulnerable debido a la baja del precio del petróleo, la revaloración de dólar (18.00 pesos M/N) la crisis financiera – política, y las presiones del exterior. Por lo que no es entendible la premura para rematar nuestro petróleo, gas y electricidad a los más bajos precios posibles, y en momentos críticos en que las corporaciones no muestran interés alguno en ellos. Sería sensato -lo cual no muestran nuestras autoridades – rematar nuestros valiosos naturales –Pemex y CFE-  se encuentra maniatada para competir y la caída en las cotizaciones internacionales del petróleo solo lleva a pensar en las ventajas irrisorias por los recursos de la nación y burlarse del ciudadano común que nunca fue consultado. El gabinete de EPN se niega a ver la realidad donde debería rectificar el rumbo, debiendo fortalecer la industria petrolera nacional y reflexionar sobre el futuro de este sector abandonado y despreciado por más de 30 años por administraciones federales, pero robándole sus propios recursos por medio de Hacienda para ahorcar la gallina de los huevos de oro negro; siendo que ha sido el pilar de nuestro desarrollo, y la autoridad tiene ante sí la oportunidad para corregir  el rumbo y los extravíos de una clase gobernante que no ve más allá de su nariz y no visualiza que la decisión impactará de  manera trascendente la configuración del país. El gobierno relajó las condiciones para el remate Cinco empresas petroleras mexicanas de las 26 precalificadas están listas para participar en la segunda licitación de la ronda uno para la extracción de hidrocarburos en nueve campos distribuidos en cinco contratos de producción compartida en aguas someras y territoriales del Golfo de México.  Informes de la Comisión Nacional de Hidrocarburos (CNH) señalan que las cinco empresas son: Pemex, empresa ’improductiva’ del Estado la cual posee la mayor experiencia en este tipo de campos; el Grupo Diavaz, considerado después de Pemex como el de más experiencia, pues inició operaciones en 1973 como una empresa de buceo y se perfila hoy como una de las primeras en aprovechar la reforma energética. La otra competidora mexicana es Petrobal, subsidiaria de Grupo Bal, que integra compañías de diferentes sectores como la minera Peñoles y Fresnillo, y tiendas como El Palacio de Hierro, pero carece de experiencia en el ámbito petrolero, aunque tiene directivos del más alto nivel, como el ex director de Pemex, Exploración y Producción (PEP), Carlos Morales Gil. La otra compañía que concursará es Sierra Oil & Gas, de capital extranjero y mexicano, que tampoco posee experiencia operativa en México, pero cuenta con un equipo experimentado en el sector petrolero y es la ganadora de dos bloques en la primera licitación. Por último, Controladora de Infraestructura petrolera México, subsidiaria de grupo México, de Germán Larrea, compañía que ha prestado servicios a Pemex y cuenta con plataformas de perforación por  mar y la perforación direccional y arrendamiento de modulares de perforación. El martes pasado (08/04/15) el gobierno federal acordó flexibilizar las condiciones para participar en la segunda convocatoria de licitaciones de la ronda uno, que incluye cinco contratos de extracción en nueve campos que abarcan 280.9 kilómetros cuadrados. A diferencia de la primera licitación, en la que los contratos era para exploración, la segunda convocatoria consiste en contratos  de producción compartida para la extracción de hidrocarburos en los campos Amoca. La fecha de presentación de propuestas se mantiene para el 30 de septiembre. Las otras empresas precalificadas extranjeras son las estadounidenses Atlantic Rim, Chevron Energía, Fieldwood Energy, Hunt Overseas, Plains Acquisition y Sánchez Oil & Gas; las chinas CNOON International y Sinopec International. The three participated as consortium in the bid of 14 auctioned blocks the past 15 of July for the Mexican government for the exploration and exploitation of hydrocarbons in shallow and territorial waters of the Gulf of Mexico, in the one which 12 deserts were declared and they were only awarded 2 of 7 oil blocks.  General director Ivan Sandrea (IS) he explained that the probability of finding petroleum in most of the blocks is of between 25 and 33 percent, but that will depend on the effectiveness of each company.  He commented that before of the first phase of bids one had the expectation that he enters 30 and 50 percent of the blocks they would be awarded, and those that not, it would be due to that they were under that required by the government and that, “finds me that it is very well."      The result of the auction was of 14 percent, very under the estimate of the Secretary of Energy, which calculated that they would be assigned between 30 and 50 percent of the 14 on blocks in the table of oil auctions. But 12 were declared deserts when not having proposed some and to give proposals below the minimum values fixed by the Treasury. The first oil block assigned to the consortium Sierra Oil & Gas, company created in 1914, was the one that understood the area 2, located in the basin of the southeast in front of the Veracruz State, with extension of 194 square kilometers. The area 7 is located in shallow waters in front of the coast of Tabasco, which has an extension of 464 square kilometers, where it is possible to extract slight petroleum. México. -   El consorcio al que se adjudicaron dos bloques petroleros de los subastados en la primera fase de la ronda uno, con lo que se puso fin a 80 años de nacionalización petrolera Sierra Oil & Gas, en voz de Iván Sandrea manifestó que el proceso fue transparente y que busca alianzas con más empresas. En un encuentro  con diversos medios de comunicación negando el acceso al periódico la Jornada el directivo que cuenta entre sus accionistas a Hipólito Gerard Rivero, cuñado del expresidente Carlos Salinas, anunció inversiones  de entre 144 millones y 150 millones de dólares para trabajar en las áreas adjudicadas. Esta cantidad es el mínimo suficiente para la fase de exploración en los bloques petroleros, y se cree que se extiende hasta cuatro años la inversión, desarrollo y producción. “la línea de crédito que debemos poner para el programa que se tiene proyectado es de entre 144 y 150 millones de dólares, y eso cubre el plan inicial mínimo de trabajo”, sostuvo Sandrea. Este personaje actualmente es presidente del consorcio integrado por la petrolera inglesa Premier Oil PLC, que en recientes años ha sido denunciada en tribunales federales argentinos por realizar actividades de exploración sin contar con la autorización correspondiente.  Sierra Oil & gas es socia de Premier Oil PLC y de la estadounidense Talos Energy LLC. Las tres participaron como consorcio en la licitación de 14 bloques subastados el pasado 15 de julio por el gobierno mexicano para la exploración y explotación de hidrocarburos en aguas someras y territoriales del Golfo de México, en la cual 12 fueron declaradas desiertos y fueron adjudicados sólo 2 de 7 bloques petroleros.  Director general Iván Sandrea (IS) explicó que la probabilidad  de encontrar petróleo en la mayoría de los bloques es de entre 25 y 33 por ciento, pero eso dependerá de la efectividad de cada empresa.  Comentó que antes de la primera fase de licitaciones se tenía la expectativa de que entre 30 y 50 por ciento de los bloques serían adjudicados, y los que no, se debería a que quedaron debajo de lo requerido por el gobierno y eso, “me parece que está muy bien”. El resultado de la subasta fue de 14 por ciento, muy debajo de la estimación de la Secretaría de Energía, la cual calculaba que se asignarían entre 30 y 50 por ciento de los 14 bloques puestos en la mesa de subastas petroleras. Pero 12 fueron declarados desiertos al no haber propuesta alguna y entregar propuestas por debajo de los valores mínimos fijados por la Secretaría de Hacienda. El primer bloque petrolero asignado al consorcio Sierra Oil & Gas, compañía creada en 1914, fue el que comprendió el área 2, localizada en la cuenca del sureste frente al estado de Veracruz, con extensión de 194 kilómetros cuadrados.  El área 7 se localiza en aguas someras frente a la costa de Tabasco, la cual cuenta con una extensión de 464 kilómetros cuadrados, donde es posible extraer petróleo ligero. En sus ofertas ganadoras, el consorcio encabezado por Sierra Oil & Gas ofreció al Estado una participación en las utilidades operativas de 68. 99 y 10 por ciento en el incremento  porcentual en el programa mínimo de trabajo. Ambos niveles superiores a los valores mínimos establecidos por la Secretaría de Hacienda que fueron de 40 y cero por ciento respectivamente.  Esta compañía que ganó en la primera ronda, desea participar en la exploración de campos no convencionales, aunque descartó entrar al proceso que incluye la exploración y en aguas profundas del Golfo de México. Aunque lo negó Ignacio Fernández la realidad que no tuvo la oportunidad de entrar al evento –La Jornada-, y echaban la culpa a la falta de comunicación y al averiado celular del director general.   Malestar por reformas Las reformas no dan resultado aunque las autoridades se esfuercen por crear teorías esotéricas que justifican la devaluación de la moneda con respecto al dólar y pasa de 12.90 a 17.50 en este sexenio del PRI, pero los hombres de negocios tienen otra visión. Manuel Herrera, presidente de Concamin, dice que “no creemos que existan condiciones a corto plazo  para que podamos pensar en que el peso regrese a una estabilidad”, y agrega “impacta de diferentes maneras en la industria: hay exportadores que producen todo en México, a quienes el tipo de cambio los beneficia para tener costos más competitivos  hacia el exterior. Sin embargo la industria que importa una gran parte de los insumos está teniendo un gran impacto negativo que podrá influir  en este camino de desaceleración”. México. -  A lo largo de varios meses los ciudadanos han exigido al gabinete presidencial cuentas claras y chocolate espeso, y exigen detalles de la compra que Luis Videgaray Caso (LVC), secretario de Hacienda, de una casa de descanso en un lujoso fraccionamiento rural en el estado de México y es así como arranca la crónica de corrupción del gabinete presidencial de EPN. Según Bloomberg, es “ahora, nuevas evidencias sugieren que  Videgaray (LVC) completó la compra de su casa de descanso después de tomar posesión de su cargo al frente de la Secretaría de Hacienda, en un acuerdo irregular con un constructor que tiene fuertes lazos con el gobierno federal”, subraya. Es después de un año, que el actual secretario de Hacienda pagó con un cheque parte de su casar en un área rural pero de lujo al contratista favorito del gobierno, Juan Armando Hinojosa (JAH), pero no fue cobrado en ese tiempo por el empresario. El documento fue hecho efectivo apenas unos días antes de que el diario The Wall Street Journal, revelara en diciembre de 2014, la compra de una casa en el Club de Golf de Malinalco, publicó este jueves (28/08/15) el servicio de noticias Bloomberg. El Virrey del gabinete presidencial es un ex directivo de banca de inversión, “pagó la casa con tres obras de arte y un cheque personal fechado el 31 de enero de 2014. Pero el cheque de 6.6 millones de pesos no fue cobrado hasta casi un año después, justo unos días antes de que un reportaje (WSJ) cuestionara las relaciones comerciales del secretario de Hacienda con el contratista del gobierno”, indica. Estas revelaciones, incluidas en documentos liberados la semana pasada como parte de una investigación de la Secretaría de la Función Pública (SFP), en la que Virgilio Andrade Martínez (VAM) funge como titular de esta dependencia federal. Esta investigación fue realizada sobre la compra de las casas por parte del Secretario de Hacienda, el presidente de la República y su esposa, la cual los exoneró de irregularidades, “podrían dar un nuevo giro a la telenovela política que ha dominado los titulares por meses, y que ha ayudado a debilitar las aprobación presidencial de Enrique Peña Nieto”, consideró, (La Jornada, Roberto González A.). Genera sospechas el perdón del bufón En resumidas cuentas tenemos a Virgilio Andrade, el bufón presidencial con una escena preparada cuidadosamente con un talento que consiste en propagar noticias  con estilo cómico y lo exhibe en la Corte presidencial con una destreza que en tiempos medievales entretendría al rey y a los cortesanos de manera magistral. Es de suponerse que “ricitos” Andrade en su puesta en escena tuviera un lugar privilegiado en los entretelones del poder, y cumple su labor para causar risa y diversión a la realeza política de México, que como antes sigue alejada del pueblo. Son trúhanes simpáticos que son manejados como mercancía por los poderes político y financiero, algunas veces tienen desvaríos con discapacidades psíquicas que provocan burlas y carcajadas en la corte política. A veces con su expresión de un idiota acompañado de bondad y un gesto de individuo salidos de un manicomio, pero ellos no son responsable de sus gestos, de su cara que fueron provistos por la naturaleza para  sacar del aburrimiento y tedio a los cortesanos y poderosos del reino.  En el fondo son seres humanos utilizados por los cortesanos y políticos para divertir, entretener y simular inteligencia, y engañar al tonto que cree en todas sus palabras y gestos. El encargado de la SFP es el hijo de Virgilio Andrade Palacios, miembro del equipo de abogados del corrupto líder sindical del sindicato de PEMEX, Carlos Romero Deschamps. Este personaje vulgar y mal bufón fue asesor de Ana Paula Gerard, esposa y secretaría técnica del gabinete económico de Carlos Salinas de Gortari. De acuerdo a algunos especialistas esta situación irregular genera sospechas en el ciudadano  mexicano, y se observan los documentos proporcionados por la investigación, donde Videgaray (LVC) pagó la residencia de lujo junto a un Club de golf, a una empresa propiedad de  Hinojosa (JAH), que recibió como favorito de la corte decenas de contratos del gobierno del estado de México, en el cual el Virrey Videgaray fue funcionario cuando el actual presidente EPN era gobernador. Dos meses antes de convertirse en funcionario compró una propiedad en Malinalco, estado de México, a JAH, este empresario singularmente es el mismo que financió la Casa Blanca a la esposa del presidente, Angélica Rivera por 7 millones de dólares en Lomas de Chapultepec, se publicó esta nota el 11 de diciembre de 2014, en WSJ, antes de convertirse el Virrey Videgaray en funcionario público de EPN. La ‘modesta’ casa de Videgaray, tiene 850 metros cuadrados, comprada en 7.5 millones de pesos (581 mil dólares), en octubre de 2012, antes de que se iniciara el gobierno  tricolor, con crédito hipotecario a 18 años. El secretario de Hacienda asegura que pagó la casa en su totalidad en enero de 2014 por “razones financieras”. La empresa HIGA favorita del gobierno El Virrey (LVC) pagó la casa con el cheque y tres obras de arte que le fueron donadas por desinteresados ciudadanos. Aunque tales obras de arte no aparecen en los registros del sitio electrónico de SFP, con el título y autor de cada una de ellas. La investigación hecha sobre conflicto de intereses en la venta de propiedades de Videgaray y Angélica Rivera, y la casa de descanso del presidente mexicano en Ixtapan de la Sal, que compró al empresario Roberto San Román, contratista favorito del gobierno del estado de México. “Los documentos publicados (SFP) muestran que Videgaray no cerró  la compra de la ‘modesta’ casa hasta noviembre de 2013, un año después de convertirse en funcionario del gobierno. El cheque de 6.6 millones de pesos está fechado dos meses después de esa fecha”, añade Bloomberg. Pero fue cobrado por Hinojosa (JAH) 11 meses después antes de la revelación. En este devenir en que se acordó comprar la modesta casa y cuando se cerró el trato, la compañía HIGA propiedad del empresario JAH, “se obtuvieron contratos de cuatro instituciones de la banca de desarrollo, donde Videgaray tiene el cargo de presidente de sus juntas de Gobierno, incluido uno de un servicio  de vuelos a directivos de alto nivel, en viajes oficiales”, abunda Bloomberg, aunque no se señala cuáles fueron los bancos de desarrollo que otorgaron los contratos a HIGA. Antes de extender el cheque se entregaron tres obras de arte valuadas en 2.45 millones de pesos a Hinojosa en 2012, como garantía de pago, pero “la falta de información sobre las obras y valuaciones independientes plantea más preguntas acerca de la operación”, añade Bloomberg. Es un teatro del absurdo con sus disculpas públicas que a nadie convence, y reconoce tácitamente la culpa del tráfico de intereses, aunque él lo niegue. El bufón “ricitos” se contrató por el presidente, y lo que el ciudadano percibe es el cinismo ya que se investiga desde uno de diciembre de 2012 y no desde que era Gobernador del Estado de México, ya era funcionario público cuando se comienzan las entregas de contratos multimillonarios a la empresa favorita HIGA. Aún más, se compra el terreno de Sierra Gorda 150 para edificar la casa presidencial, y confirma el arquitecto Miguel Ángel Aragonés que el gobernador EPN, participó en el diseño de la casa. Se reconoce que 17 días después de que se casó la pareja presidencial (27 de noviembre de 2010), Grupo Higa adquirió el segundo terreno para aumentar la residencia presidencial en Palmas 1325. En noviembre de 2008, un día después que EPN reconoció´ que “la gaviota” y él eran novios, Higa crea la empresa  “ingeniería inmobiliaria del centro”, la cual se encarga de construir la llamada Casa Blanca”. “La percepción es que se trata de un intercambio de favores y que la casa era un pago por los contratos”, otorgados, según José A. Es Japón es donde se experimentan las primeras bombas  atómicas

México. -  Se han cumplido 70 años (06/08/45) del bombardeo atómico estadounidense contra Japón y es Nagasaki e Hiroshima donde el episodio arrojó un saldo de 166 mil muertes más otras miles de muertes   a consecuencia de la maldita radiación y que marcó el fin de la Segunda Guerra Mundial  favor de los aliados, encabezados por Estados Unidos, a  la extinta Unión Soviética y el Reino Unido.  Al encabezar el acto conmemorativo en esta gran urbe de la ciudad de Tokio, Shinzo Abe, señaló que “en tanto que único país golpeado por el arma atómica (…) tenemos la misión de crear un mundo sin armas nucleares”,  y añadió que su país presentará este año en la Asamblea General de la ONU una nueva resolución destinada a abolirlo. Se recuerda este trágico episodio que se repitió tres días después en la población de Nagasaki y marcó el comienzo de la era bélica a base de armas nucleares. Así se tiene a la Unión Soviética con capacidad nuclear en 1949, el Reino Unido en 1952, Francia en              1960  y China adquirió su capacidad nuclear en 1964. Tras el lanzamiento, conseguido el objetivo militar, los japoneses capitularon, y los científicos de todo el mundo y en particular las investigaciones japonesas, se dieron a la tarea de hacer anotaciones de los efectos sobre la población civil.  El presidente Truman responsable de la decisión de lanzar armas atómicas y después tratarlos como cobayos humanos para tener los efectos a corto, mediano y largo plazo de la radiación. Esta población civil inerme fue carne de cañón y se investigaron las alteraciones genéticas, alteración de tipologías cancerígenas, malformaciones genitales,  y enfermedades relacionadas con los letales rayos gamma. El gobierno de Estados Unidos exigió una investigación a fondo y detallada, pero siempre fue negada al público rotulándose como Top Secret. Tendría que pasar una década para que se revelaran las investigaciones y nos revelaran el horror atómico. Sólo han quedado sombras nucleares, lo cual nos denuncia la desintegración inmediata de todos los seres vivos. Al explotar la bomba con un gran destello de luz y calor encegueció a la población, alcanzando este experimento atómico 4 mil grados centígrados, acompañado de vientos huracanados de mil kilómetros por hora. Décadas después de la carrera armamentista estos países fabrican estas armas cada vez más peligrosas y precisas para transportarlas, y en forma paradójica se emplearon millones de dólares sorteándose esta etapa sin confrontación entre Moscú y Estados Unidos, llamado este periodo guerra fría. Esta etapa se caracteriza debido a que las confrontaciones se llevaban a cabo en países periféricos, como los de Vietnam y Corea, debido a que si hubiera un enfrentamiento entre estos poderes globales se desataría la “destrucción mutua asegurada” (MAD, por sus iniciales en inglés).  No se soslaya el hecho que el precario equilibrio constituye un crimen de guerra de la historia universal y esta acción coloca al mundo frente a un ataque deliberado contra la población civil sin interés geoestratégico y militar, en la que la superpotencia utilizó el arma nuclear. Washington creó una serie de argumentos que a la distancia nos parece inverosímil y absurda: que la guerra habría tomado más tiempo y vidas americanas para derrotar a a Japón; pero es el hecho que al bombardear Hiroshima y Nagasaki, esta nación estaba cerca de la derrota, y al examinar la historia nos preguntamos cómo era posible que las naves de guerra en el aire alcanzaban a Japón tan fácil y era porque habían perdido la capacidad  de reacción de la armada y la fuerza aérea del país asiático. Esta onda expansiva al desatarse recorría las ciudades bombardeadas, donde los edificios y casas afectadas ardían y explotaban además de fundirse los metales cercanos a la explosión y por primera vez la población civil era el objetivo militar americano y producto del gran poder destructivo de la fisión nuclear, las bajas civiles se contaban 70 mil muertos, y otras tantas sufrían quemaduras radiactivas, caída del cabello, y en medio de la desesperación los sobrevivientes no encontraban médicos, ya que en ese momento de los 45 hospitales solo quedaban 3 centros médicos operando, y finalmente en años recientes se calcula que en Nagasaki  quedaron rebasadas las expectativas con víctimas que contabilizaban pérdidas de 80 mil personas debido a los efectos posteriores de la cruel radiación. Esta bienvenida a la muerte de la población japonesa se vio reflejada en el bautizo que se hicieron a las bombas lanzadas a la población civil. La primera fue llamada Little-boy lanzada sobre Hiroshima el 6 de agosto de 1945, armada en el aire antes de llegar a Japón, y explotando en el aire causando una mayor destrucción humana. Después de tres días fue lanzada sobre Nagasaki, Fat-man, el 9 de agosto de 1945, debido a la constitución de la bomba, gorda y peligrosa no sólo para la población sino también para la tripulación que la llevaba. Estas bombas de fisión nuclear tienen un doble efecto al tocar la atmósfera, se desata el holocausto con la primera luz, y la segunda al aterrizar sobre el objetivo militar, tiene un rebote en la superficie, amplificando su poder destructivo, generando una onda de choque  que amplifica a su paso su poder, carbonizando, desintegrando y desapareciendo sin resistencia cualquier ser vivo. En este contexto de limpieza étnica, y que minimiza el Imperio del Norte nos recuerda sin soslayar la parte en que intervino Alemania y planificar la aniquilación de pueblos enteros por parte del Tercer Reich, pero también se tiene que la parte de los aliados realizaban atrocidades bombardeando sin misericordia a Dresde por la Gran Bretaña y Estados Unidos y este último  constituye un país que ha lanzado bombas atómicas contra ciudades llenas de población civil.  Sin embargo se ha apropiado del discurso, “contra el terrorismo” y utiliza armas de destrucción masiva, aún más lo emplea para hostilizar a naciones potencialmente peligrosas al imperio. Semejante actitud da cuenta de un doble discurso bélico que resulta reprobable y peligroso ya que enciende la carrera armamentista y la continuidad del espíritu belicista entre Oriente y Occidente. En estos días no se ha apagado la propensión de Washington a provocar a Rusia con argumentos europeos colocando escudos antimisiles y en esta vía apoya a la OTAN en áreas de influencia de la Rusia actual. Por lo que Moscú al responder no profundiza sus acciones políticas de desarme atómico. En este contexto de armamento nuclear  se tiene algunos países construyendo arsenales atómicos con la aceptación tácita de Washington y Europa Occidental, pero no son hostigados ni investigados, y se menciona a: Pakistán, Israel y la India. El director y jefe del equipo, Robert Oppenheimer, fue uno de sus críticos al describirse los horrores de los sobrevivientes, ganándose el odio de las fábricas de armamento militar y fue etiquetado de comunista, maldiciendo y cuestionando el uso del arma ‘disuasoria’. Lo que le ganó en 1954 ser sometido a juicio donde se le revocaban sus derechos a recibir información científica que él mismo había ayudado a procesar. En esta carrera nuclear se admiten a naciones como: Francia, Gran Bretaña, China, y corea del Norte, además de las ya mencionadas. A pesar de la guerra fría en estos 70 años no se ha producido el lanzamiento de ojivas nucleares. Realmente si se hiciere un consenso entre los poseedores de armas nucleares, tales como los aliados de Washington y consultando al Consejo de seguridad de la ONU para deshacerse de sus arsenales, y además llevar a cabo  acciones enérgicas para llevar a Israel, Islamabad y Nueva Delhi a llevar la destrucción de sus bombas atómicas. La paz es una quimera. La guerra cubre todos los espacios de la vida cotidiana. Esperemos que la memoria viva de Nagasaki e Hiroshima, realice el milagro para que el imperialismo dude en matar para preservar sus dominios.  (La Jornada, economía, p.p. 1 - 18, Agosto 7, 2015).
