La visita papal tiene connotaciones políticas
México. - Es difícil recordar una contienda presidencial tan somnolienta como la que transcurre en estos días en México. Los discursos, las imágenes, las docenas de miles de publicidad política en la televisión y la radio son apenas percibidos como una suerte de ruido de fondo en la vasta sociedad absorta en sus dilemas de su vida cotidiana. El estrépito de la elección presidencial de 2006 ha quedado como un registro traumático en la percepción de los contendientes de la disputa política en curso. En 1988 las elecciones se desarrollaron como una paráfrasis de una batalla civil, hoy parece un concurso de audiciones para evaluar quien dice menos en los principales medios de comunicación.
Tal vez los legisladores actuales hayan provocado tal silencio que para muchos mexicanos es un descanso pero para otra parte del mundo les importa el discurso y el desenlace de las elecciones de nuestro país. A Joe Bidden, vicepresidente de EU, anuncia su visita a México y abre un espectro de diálogo entre los sectores políticos, candidatos presidenciables, y los poderes fácticos están a la caza de lo que dice el gobierno de EU y trata de descartar a la candidatura de izquierda, ignorándola y despreciándola. Estos avatares del norte de México han llegado a tantear el agua de los camotes, ya que doce años de gobiernos de la derecha nos han dejado estancados económicamente, anegados en la miseria y sobre todo en una vorágine de violencia que amenaza la estabilidad de Centroamérica.
Esta visita ha planteado una interrogante en este coloquio electoral: Andrés Manuel López Obrador (AMLO), un político con arrastre entre las masas, con planteamientos claros y ciertos para muchos sectores del pueblo mexicano, un candidato de lujo que no tiene compromisos con la oligarquía. No tiene antecedentes de choques con el Coloso del Norte, es la primera vez que se le reconoce al PRD como candidato presidencial de la política mexicana con fuerza y oportunidad para ganar la contienda presidencial, pero si observamos en retrospectiva no necesita en absoluto del apuntalamiento. Seis años de trabajo propio le garantizan el control de sus alianzas con el pueblo, ni Cuauhtemoc Cárdenas.
En este contexto político tenemos la visita del Vaticano con la figura católica de Benedicto XVI, y quiérase o no tiene connotaciones políticas aunque lo niegue el mismo vaticano y la alta cúpula católica mexicana. Sería ingenuo pensar que esta escenificación de la virgen María pretenda apuntalar los consensos en torno a la administración federal. Hay quienes piensan que la cercanía de la Iglesia con Los Pinos ha redundado en facturas onerosas. El gobierno federal tendrá que verse como una metáfora idéntica de la nación. El PRI ha hecho lo imposible por ganarse no tanto el apoyo del clero sino su neutralidad. Primero por medio de Beatriz Paredes, quien emprendió una cruzada en el país, para que los estados no gocen de las libertades de género (sexo) y de definiciones del cuerpo con las que cuentan los habitantes de la Ciudad de México, somos marginados del progreso social en nuestro país.
Después mediante una ofrenda de modificaciones al artículo 24 de la Constitución, que si no se acompañan de contrapesos en otras leyes ponen seriamente en peligro al estado laico. Esta situación ha sido acompañada por serias lesiones del actual gobierno federal para convertir a nuestro México en un país religioso y humillado al Vaticano. Sin embargo en política es el pragmatismo de los sistemas de arrastre de la opinión pública, lo que parece ser realidad. En suma la iglesia católica tiene hoy un poder más fuerte que hace una década, pero tal vez menos legitimidad para ingresar a la esfera política. Parece una contradicción.

En esta sarta de gobiernos neoliberales del PAN-PRI, que padecemos desde 1982 a 2000, México ha retrocedido al siglo XIX. Estamos agradecidos a los gobiernos federales de Fox y Calderón ya que nuevamente somos una colonia española, y por vez primera en nuestra historia como nación somos un protectorado estadounidense, somos una estrella más en la bandera de Estados Unidos. El partido en el poder ha llevado a cabo un saqueo feroz y destrozando al país, por medio de las empresas mineras que han extraído más oro y plata que los empresarios españoles del primer virreinato (1535 – 1821). El oro que sale del país no nos deja ningún beneficio económico. El presidente mexicano lo compra en el mercado internacional pagando por cada onza mil veces más de lo que los canadienses dan por la renta de mil hectáreas de la tierra que explotan y envenenan.
Este país es tan rico que puede darse el lujo de regalar oro, regalar plata, regalar uranio, regalar petróleo, financiamos banqueros al cubrir año tras año los intereses del Fobaproa y por órdenes del Banco Mundial tenemos prohibido invertir en nuestro desarrollo para cubrir los intereses de los intereses de la deuda externa. En esta línea los senadores de ultraderecha del PRD, como del PAN – PRI, llegaron al colmo de la ignominia al autorizar que Calderón aumente de 8 mil a más de 14 mil millones de dólares anuales el monto de nuestros “donativos” al FMI. Son los mismos grupos que están por la abolición de un estado laico y besarán el anillo del Papa. El PRD está secuestrado por sus “dirigentes”, tribus de bejaranos, y chuchos están peleando el poder de la corona. Este tema lo estoy tratando ya que en estos momentos estamos pasando con gobernantes que ahora presumen de mochos, y los medios de comunicación lo promueven de forma ferviente y debido a la próxima visita del siniestro papa alemán de los colmillos afilados. Tal vez pocos gobiernos habían presumido de mochos y es muy rentable, pero quizá estoy pecando de poco crédulo y escéptico, sin embargo este gobierno se ha caracterizado como el anterior de ser inepto, y el más dañino para el pueblo mexicano.
Para el pueblo mexicano con esperanza todavía creíamos en la Revolución Mexicana (RM) que aún estaba “inconclusa” como decía Adolfo Guilly desde la cárcel en 1970. Entonces todavía estábamos henchidos de patria y que había que rescatarla y continuar esta labor emprendida supuestamente por la Revolución (RM) de 1910. Nos tragábamos la patria mexicana que Echeverría hacía al lanzar respuestas candentes en la ONU hacia Estados Unidos mientras referenciaba al presidente de Chile Salvador Allende que la bota militar de su país desaparecía del panorama político, y del camarada Mao Tse Tung. Del compañero López Portillo, que a veces soltaba un puñetazo al franquismo agonizante y de repente nacionalizaba la banca mexicana.
Estos tiempos donde éramos el refugio político de los “hermanos latinoamericanos”, donde se apreciaba a las revoluciones de Cuba, Nicaragua, El Salvador, Guatemala, se recibía a los exiliados de Sudamérica donde los dictadores mandaban bajo la estela del viejo cardenismo. Con la dosis mínima de nacionalismo soberano sin volver esta ocasión un caos sin dueño, los últimos presidentes mexicanos de la “Revolución” respetaban las “leyes “del mercado político. Aún se tenía en pie una cierta idea de Nación, desde Miguel de la Madrid que “implementó” el neoliberalismo y dio origen a un nuevo ciclo histórico siendo acelerado por sus sucesores en la administración federal.

Con Ernesto Zedillo tenemos a un personaje singular en sus orígenes y en su destino sirviendo a los estadounidenses en el extranjero como asesor de causas perdidas y de los pobres. Que cuando quería ser coloquial tenía expresiones tales como, “no traigo cash”, sin gracia alguna. Siendo candidato a la presidencia de la República acabando de asesinar el sistema político a Donaldo Colosio Murrieta, e interrogado sobre el porcentaje que esperaba el PRI en las elecciones de 1994, responde: “andamos por el tostón”. Según el mismo reconoció después, logró el 50 por ciento de los votos en los comicios, que no se habían desarrollado en condiciones equitativas, no tuvo que sacar los votos opositores de las urnas ni rellenarlas con votos efectivos para el PRI.
A diferencia de Carlos Salinas, aspirante oficialista que tuvo que inyectar grandes cantidades de dinero comprometiendo las empresas públicas con sus promotores y amigos a los que después remató y vendió por una bagatela las empresas del estado. El aspirante presidencial Camacho se quedó esperando su oportunidad y se eligió al más manejable por su inexperiencia política, e incluso por sus afinidades políticas e ideológicas siendo originario de escuela pública federal era partidario de las privatizaciones de la propiedad pública, la apertura comercial subordinada y la destrucción sistemática de las instituciones de bienestar social.
Consecuencias de las estrategias de agresión al pueblo indígena, en Aguas Blancas, Guerrero (1995), 17 integrantes de la Organización campesina de la Sierra del Sur fueron emboscadas y asesinadas por agentes de la policía estatal bajo la responsabilidad del gobernador del PRI, Rubén Figueroa Alcocer. Otra que fue determinante fue la masacre en el conflicto de Chiapas, relativa a Acteal y El Bosque, en los que participaron autoridades estatales y federales del PRI. Otro caso memorable para la ciudadanía fue la nacionalización de las deudas de la banca (FOBAPROA), al amparo de la cual se cometieron toda clase de fraudes. Este “rescate bancario” de EZPL se confabuló con el partido del PAN y con la aprobación del entonces presidente del partido, Felipe Calderón Hinojosa. El mayor robo al pueblo mexicano donde se socializaron las pérdidas de los menos y privatizar las ganancias. El atraco de 552 mil millones de pesos fue el botín de los ricos, siendo consumado en diciembre de 1998 en el palacio Legislativo de San Lázaro, sin fiscalización y haciendo legal este robo en despoblado que aún pagamos los mexicanos.

A Felipe Calderón lo vemos como una tortuga ninja en la política nacional mexicana, es un presidente que verifica los anuncios de los medios de comunicación, repite como en una letanía lo que dice, es el protagonista de la obra y sufre las consecuencias de sus decisiones. Sin embargo actualmente no tiene cabeza los términos estado soberano, mínimo consenso popular, ni pies la guerra sin fondo ni bordes que deliberadamente y en persona Calderón soltó los perros del mal en territorio mexicano. En este seguimiento no bastan sus excusas y preguntas contra el crimen, ni la interpretación de su búsqueda de legitimidad tras el robo de urnas electorales. Este fraude ya venia en el paquete de la Revolución mediatizada, y traicionada Pero admitamos que nunca habíamos visto, una “víctima colateral” –falso verdadero- de una mala decisión presidencial, miles de asesinatos no aclarados, escuadrones de la muerte que sólo en el sur indígena, nunca existen. México. - En el segundo encuentro de análisis para la elaboración de propuestas de un gobierno progresista, alrededor de 40 expertos hablaron sobre la necesidad de dar un giro a la política exterior mexicana. En estas reuniones se destaca el énfasis en la necesidad de cambiar la relación de asistencia militar y financiera de Estados Unidos mediante la Iniciativa Mérida y los problemas sobre el tráfico de estupefacientes por una amplía política bilateral de cooperación para el desarrollo de México. El embajador Jorge Eduardo Navarrete (JEN) comentó que fueron cuatro los temas trascendentales: comunidades mexicanas en el exterior; la relación con Estados Unidos; los nexos con América Latina; y las opciones de cooperación en medio ambiente.
Navarrete (JEN) subrayó lo dicho por José Jacques Medina, líder migrante en torno a las comunidades en el exterior: “La atención hacia ese sector debe ser tarea prioritaria de nuestras representaciones diplomáticas y consulares en Estados Unidos, los 48 consulados en esa nación y los ocho adicionales en Canadá, para lo cual debería contar con los recursos humanos y financieros necesarios para extender la atención”. Aunque “en ocasiones se les ha dado la espalda y se han ignorado sus planteamientos, lo cual un gobierno progresista en México no permitirá”.
Relaciones internacionales de Bidden
El diplomático Ricardo Valero que hizo notar la importancia de asumir en toda su dimensión la relación con América Latina porque “en ocasiones ha quedado muy a la sombra por la concentración excesiva de EU”, haciendo resaltar una frase, “es falsa la opción de que México debe escoger entre ser latinoamericano o norteamericano. No es cuestión de escoger el código postal de uno o de otro”. Los países latinoamericanos “se han distanciado de nosotros, yendo más rápido y con más acierto, como Brasil, de otros que comparten más intereses mutuos y que ofrecen opciones de cooperación para su desarrollo y el crecimiento conjunto”. Finalmente mencionó al investigador Ramón Carlos Torres, que “de alguna manera se van a centrar en la transición energética de los combustibles fósiles hacia las energías renovables y en las medidas de preservación, restauración y cuidado del medio ambiente”.
La reunión de Joe Bidden con los candidatos se dice que fue bastante tersa –Quadri no fue llamado a cuadro- Enrique Peña Nieto tuvo algunas palabras para justificarlo. Tal vez su propio enemigo se encuentra en las filas del PRI. ‘Los Angeles Times’ periódico estadounidense publicó una extensa información en ese sentido, con grandes titulares, “nuevas acusaciones relativas a la corrupción del PRI surgieron el mes pasado en una declaración de la DEA ante una corte federal de Texas.
Agentes estadounidenses, citando a cuatro informantes confidenciales, aseguraron que lideres del Cártel del Golfo y de los Zetas habían entregado a Tomas Yarrington, ex gobernador de Tamaulipas”. Peña Nieto (EPN) contesta, “dejé en claro la posición personal de mi partido ante varias especulaciones que ha habido. El compromiso que hay en lo que es una tarea irrenunciable del Estado mexicano de combatir al crimen organizado y de combatirlo con mayor eficacia”.
Diálogos por la regeneración de México
La derecha utiliza sólo en el discurso y sin cumplir a la población los temas que tradicionalmente ha reivindicado la izquierda política. Entre los ejemplos que mencionó Asa Cristian Laurell, coordinadora de los diálogos sobre salud; destaca la universalidad en la salud y el derecho a la alimentación. En el primer caso el gobierno federal, con la afiliación al seguro popular, dice que cumplió, pero no están incluidos todos los ciudadanos que dice que están anotados. El seguro popular incluye sólo un grupo de enfermedades, entre las que no están, por ejemplo, infartos al corazón y la mayoría de los cánceres fatales. En este contexto tenemos que el tema de pensiones ha sido indebidamente dirigido a la iniciativa privada, lo cual ha resultado un gran negocio en detrimento de la salud y en una pensión digna para los trabajadores.
Ciertamente en esta línea política hay apropiación por el ala derecha del lenguaje que le corresponde a la izquierda política. Tenemos una discusión confusa porque la derecha habla de universalidad. Pero lo que en realidad ocurre es que hay dos proyectos claramente distintos. Una de las cosas que se quiere aclarar es sobre temas específicos que hay que resolver para que se garantice la salud y el acceso a los servicios a toda la población. En cuanto a la alimentación, el actual gobierno federal dice que nadie se va a morir de hambre ni de sed. En este tema tenemos casi 30 millones de personas que padecen desnutrición y fallecen por problemas de salud derivados de ese problema.

México. - En el segundo encuentro de análisis para la elaboración de propuestas de un gobierno progresista, alrededor de 40 expertos hablaron sobre la necesidad de dar un giro a la política exterior mexicana. En estas reuniones se destaca el énfasis en la necesidad de cambiar la relación de asistencia militar y financiera de Estados Unidos mediante la Iniciativa Mérida y los problemas sobre el tráfico de estupefacientes por una amplía política bilateral de cooperación para el desarrollo de México. El embajador Jorge Eduardo Navarrete (JEN) comentó que fueron cuatro los temas trascendentales: comunidades mexicanas en el exterior; la relación con Estados Unidos; los nexos con América Latina; y las opciones de cooperación en medio ambiente.
Navarrete (JEN) subrayó lo dicho por José Jacques Medina, líder migrante en torno a las comunidades en el exterior: “La atención hacia ese sector debe ser tarea prioritaria de nuestras representaciones diplomáticas y consulares en Estados Unidos, los 48 consulados en esa nación y los ocho adicionales en Canadá, para lo cual debería contar con los recursos humanos y financieros necesarios para extender la atención”. Aunque “en ocasiones se les ha dado la espalda y se han ignorado sus planteamientos, lo cual un gobierno progresista en México no permitirá”.

La reunión de Joe Bidden con los candidatos se dice que fue bastante tersa –Quadri no fue llamado a cuadro- Enrique Peña Nieto tuvo algunas palabras para justificarlo. Tal vez su propio enemigo se encuentra en las filas del PRI. ‘Los Angeles Times’ periódico estadounidense publicó una extensa información en ese sentido, con grandes titulares, “nuevas acusaciones relativas a la corrupción del PRI surgieron el mes pasado en una declaración de la DEA ante una corte federal de Texas.
Agentes estadounidenses, citando a cuatro informantes confidenciales, aseguraron que lideres del Cártel del Golfo y de los Zetas habían entregado a Tomas Yarrington, ex gobernador de Tamaulipas”. Peña Nieto (EPN) contesta, “dejé en claro la posición personal de mi partido ante varias especulaciones que ha habido. El compromiso que hay en lo que es una tarea irrenunciable del Estado mexicano de combatir al crimen organizado y de combatirlo con mayor eficacia”.
Diálogos por la regeneración de México
La derecha utiliza sólo en el discurso y sin cumplir a la población los temas que tradicionalmente ha reivindicado la izquierda política. Entre los ejemplos que mencionó Asa Cristian Laurell, coordinadora de los diálogos sobre salud; destaca la universalidad en la salud y el derecho a la alimentación. En el primer caso el gobierno federal, con la afiliación al seguro popular, dice que cumplió, pero no están incluidos todos los ciudadanos que dice que están anotados. El seguro popular incluye sólo un grupo de enfermedades, entre las que no están, por ejemplo, infartos al corazón y la mayoría de los cánceres fatales. En este contexto tenemos que el tema de pensiones ha sido indebidamente dirigido a la iniciativa privada, lo cual ha resultado un gran negocio en detrimento de la salud y en una pensión digna para los trabajadores.
Ciertamente en esta línea política hay apropiación por el ala derecha del lenguaje que le corresponde a la izquierda política. Tenemos una discusión confusa porque la derecha habla de universalidad. Pero lo que en realidad ocurre es que hay dos proyectos claramente distintos. Una de las cosas que se quiere aclarar es sobre temas específicos que hay que resolver para que se garantice la salud y el acceso a los servicios a toda la población. En cuanto a la alimentación, el actual gobierno federal dice que nadie se va a morir de hambre ni de sed. En este tema tenemos casi 30 millones de personas que padecen desnutrición y fallecen por problemas de salud derivados de ese problema.

“Obscuridad de la casa” así son los gobiernos mexicanos
México. - Padeciendo este tipo de esquizofrenia política que no sé si tenga remedio, pero esta clase política actual no ha dejado de padecer como las anteriores administraciones federales que castigan al pueblo mexicano con: corrupción, manipulación, fraude electoral, impunidad total y represión. Si bien todos cargan con muertes y hechos tipificables como criminales, algunos presidentes se ganaron a pulso el título de asesinos: Gustavo Díaz Ordaz, Luis Echeverría Álvarez, y Ernesto Zedillo Ponce de León, cuando menos. Ellos tuvieron la responsabilidad sin duda alguna y estos presidente amortiguaban su responsabilidad, invocando “razones de Estado” en términos comprensibles para nuestra razón histórica, y pasaban la prueba de la condena de la opinión pública antes de caer en el merecido descrédito.
Nunca se había visto una emigración de tal cantidad de mexicanos huyendo del desempleo, la muerte y el hambre, de una “guerra sucia” que ha dejado pequeñas a las demás elaboradas por los presidentes anteriores. A los gobernantes panistas y a Calderón le gana una dinámica y multidimensional de lo que es México, y no sólo de pueblos mágicos México puede presumir. Estas administraciones federales del PAN salieron producto del Tequila, charros, mochos –falsos católicos- y patrioteros. Pero los mexicanos nunca han tenido completa la película de charritos. Crecieron entre padres que admiraban la fuerza y capital de la Alemania Nacionalsocialista, frecuentaban curas conspiradores y pederastas, acabando de respirar por las heridas de los “bandidos de Zapata”.

Ernesto Zedillo (EZPL) al tomar posesión de su cargo el 1 de diciembre de 1994, se excedió en su agradecimiento a Carlos Salinas (CSG) que le antecedió, “estoy seguro que CSG tendrá siempre la gratitud y aprecio del pueblo de México”. Dicen que el error de diciembre, se acabó la concordia y gratitud entre los presidentes y comenzó un drama de amor-odio. Zedillo (EZPL) reprocho a su antecesor Salinas (CSG), “que dejaron la economía prendida con alfileres”. Al contestarle, “si, pero ustedes quitaron los alfileres”. Este diálogo es ilustrativo de la torpeza y la perversidad con la que actuaron los dos ex -presidentes.
Después fue seguida por la traición de febrero, perpetrada por el presidente contra el Ejército Zapatista de Liberación Nacional (EZLN), que todavía se encontraban en pláticas negociando, contra los intermediarios entre la insurgencia - gobierno, y contra su propio secretario de gobernación. Después en este rosario de traiciones, se desconoció el compromiso que había adoptado su gobierno en San Andrés de Larráinzar y se negó a enviar al Congreso las iniciativas de ley derivadas de los acuerdos con el EZLN. Desde los primeros dos años que negociaban siempre le apostó Zedillo a las prácticas regulares de la contrainsurgencia: acoso y agresiones a la población civil, promoción activa del paramilitar, expulsión de las comunidades enteras de indígenas de sus tierras.
Los gobiernos reaccionarios actuales
Educados en manos de las monjas católicas en escuelas clericales, con rosarios clandestinos, las razones de León Toral asesino de Álvaro Obregón, el hipnotismo reaccionario del Cerro del Cubilete, la saga de cristeros asesinos de maestros laicos, todavía se creen en tiempos del dictador Calles. Estos personajes que nos gobiernan nunca han entendido por que México no reconocía al Vaticano como Estado Moderno sin embajador mexicano, pero no tuvieron que esperar mucho Carlos Salinas vino a darles razón en 1990.
Con Vicente Fox se pierden algunas claves de estado: la educación popular, la tradición agrarista, la seguridad social de vacunas para todos, la seguridad social de salud, la cobertura social a los pobres, apoyo al agro mexicano, y el exilio español. Esta nueva generación de políticos se han educado en universidades privadas y como rector un cura católico puesto por el Vaticano, se han hecho México-americanos a través de empresas católicas, financieras y mineras. No sospechan lo que el pueblo mexicano representa, no les importa la clase proletaria, nuestra historia les estorba para sus éxitos personales y de facción. Como son ‘mochos’ no les importa las demás religiones, ignoran los signos del terror y el holocausto. Si no fueran peligrosos y monstruos del mal serían un mal chiste.
Los gobiernos católicos del PRI-PAN
Los mexicanos ilusos tratando de quitarse estos mal gobiernos, en julio de 2000 los ciudadanos votaron por Vicente Fox con un voto de castigo al PRI. Pero ignoraban que el PAN ya era parte del régimen nacional que tanto el PRI como el PAN representan lo mismo, estaban de acuerdo en lo fundamental: el modelo económico neoliberal, el modelo político fraudulento y autoritario, el modelo administrativo es fundamentalmente corrupto, lo cual ciertamente no cambiarían, y menos aún iban a quitar la infraestructura de poder y administrativa, esto los había llevado al poder. Ciertamente para el ciudadano las cosas han ido de mal en peor. Por eso el presidente nacional del PRI, Pedro Joaquín Coldwell, hace un llamado a “poner fin a la pesadilla de dolor, violencia, corrupción y pobreza”, hagamos caso no votando por los candidatos del PRI-PAN, continuadores garantizados de la pesadilla mexicana. De acuerdo con cifras oficiales, la deuda total de Pemex al final de 2011 ascendió a 55 mil 951 millones de dólares, el monto es el más elevado de la historia en los últimos años y se espera subir a más de 59 millones de dólares al concluir el presente año. En esta breve historia no dejemos pasar que el petróleo constituye uno de los negocios más rentables del planeta azul, y que la petrolera cuenta con un amplio margen de rentabilidad con un costo de extracción de barril de cinco dólares, y un precio de venta de más de 100 dólares, que le reditúa ganancias considerables, y a pesar de todo ello, la paraestatal opera con pérdidas que la obligan a recurrir a la contratación de deuda para financiar infraestructura y proyectos.

La probable existencia de estructuras geológicas que podrían contener hidrocarburos y que se comparten con Estados Unidos a lo largo del límite entre ambos países, en el Golfo de México, obliga al Senado de la República a analizar puntualmente el tratado sobre yacimientos transfronterizos firmado en febrero, advierten expertos en la industria petrolera. Antes de ratificarse en el legislativo se debe ser muy puntual en el análisis del acuerdo, en temas como información, estimación inicial y mecanismos para revaluar. Poner especial atención en que no haya ambigüedades para revaluar las primeras estimaciones, así como los tiempos, los mecanismos para que se pueda ir evaluando la producción esperada, y los mecanismos compensatorios que esto implica.
Hay que considerar probable que debamos cambiar las regulaciones porque la Comisión Nacional de Hidrocarburos es muy joven. A su vez en Estados Unidos el ente regulador tiene un código muy trabajado, por la naturaleza jurídica y la gran cantidad de perforaciones. Miguel García Reyes, catedrático del IPN, señaló que es muy probable que haya potencial petrolero en los llamados hoyos dona en el Golfo de México. Sin embargo no se puede soslayar la contradicción del mal manejo de Pemex, concretamente el saqueo fiscal de que es objeto cada año, y que termina absorbiendo la totalidad de sus ganancias: a guisa de ejemplo, cabe señalar que el año pasado Pemex obtuvo unos 640 millones de pesos por sus ventas de crudo, pero tuvo que pagar 984 mil 413 millones de pesos en impuestos, aprovechamientos y otros derechos.
La sangría fiscal, el endeudamiento descontrolado y la falta de capacidad de sus oficinas provocan que Pemex entregue, año con año, malos resultado en lo financiero, que desmienten la afirmación de la administración federal actual de que está garantizada su “viabilidad a largo plazo”. Y si bien es cierto que ese panorama resulta indeseable para el país, no puede pasarse por alto que el mal desempeño de la petrolera nacional concede argumentos a quienes reivindican la supresión de su estatuto público y su traslado a manos de particulares.
En este contexto no resulta ocioso preguntarse en qué medida las pérdidas y el endeudamiento de Pemex son una consecuencia de la ineptitud administrativa del gobierno, y hasta que punto forman parte de un empeño por llevar a la compañía a la insolvencia financiera, alimentar la percepción de un estado incapaz de administrar y conducir con buenos resultados a la industria petrolera nacional, y desvirtuar así, el régimen jurídico de Pemex y su condición de empresa nacional. Es importante señalar que la petrolera tiene que recurrir constantemente a los mercados de capitales nacionales y extranjeros para completar el financiamiento de sus proyectos de inversión en infraestructura productiva.
En tal circunstancia se impone la necesidad de que la sociedad, así como los sectores de la clase política comprometidos con el mandato constitucional, exijan a la autoridad federal que explique las razones del incontrolable endeudamiento de Pemex, que esclarezca el destino de los recursos obtenidos por esa vía, que meta a la cárcel todos los burócratas que se están haciendo ricos con el mal manejo de la empresa nacional, y que ponga fin a la depredación fiscal que se realiza sobre la empresa. Respecto a las recetas médicas, en algunas de las claves analizadas se identificaron 37 documentos en la UMAE de Puebla que tenían el estatus de “parcialmente atendidas” o “negada” y se desconoce si fueron surtidas en su totalidad. También se revisaron 15 mil 241 recetas médicas que fueron surtidas a derechohabientes. De ellas, 38 por ciento presentaron deficiencias, como la falta de sello de la farmacia. Carecían de autorización de la dirección por ser de alto costo; en otros casos no tenían el número de clave o les faltaban los datos del paciente. En algunas más, los médicos omitieron estampar su firma y número de cédula profesional.

En este contexto de irregularidades no sorprende entonces que desde 2001 la tecnocracia fundada en la época de (Vicente) Fox con Santiago Levy como director general del IMSS, y después con la actual administración federal de Calderón con directores generales como: Molinar Horcasitas, Daniel Karam, propalaran sistemáticamente la supuesta “crisis institucional” por una década del SEM. Esto lo realizan a través del horror apocalíptico: ‘Informe al Ejecutivo Federal y al Congreso de la Unión sobre la situación financiera y los riesgos del IMSS’.
En este seguimiento de destrucción institucional recordemos que el SEM siempre ha sido estratégicamente desfinanciado desde 1997. Así en esta circunstancia veamos la consigna en la situación financiera en su edición 2010-2011 donde el IMSS enfrenta una situación “compleja” y que el “principal problema es el desequilibrio estructural entre las aportaciones y el SEM, los gastos médicos de los pensionados (GMP) y las obligaciones para atenderá una población con necesidades de salud cada vez más complejas y costosas”.
El informe incluye que, para determinar el gasto futuro de la cobertura de GMP, se consideró la población pensionada por el IMNSS: trabajadores de empresas afiliadas, los propios del instituto y los nuevos pensionados, con estimados de la sobrevivencia calculada con bases biométricas “aplicadas por las compañías aseguradoras de fondos de pensiones”. Las autoridades del IMSS siempre publican sobre los GMP para desprestigiar a los “privilegiados” trabajadores, y en el informe se afirma que”en términos relativos”.
El déficit que observa la cobertura de GMP es uno de los más altos, ya que en 2011 representaría 139 por ciento de los ingresos por cuotas obrero-patronales y aportaciones del gobierno federal de la cobertura, y de acuerdo con las proyecciones realizadas, podría llegar a representar a 436 por ciento en 2050” (p. 96). En esta sentido los candidatos que todo ofrecen podrían intervenir sobre asuntos que realmente interesan a los ciudadanos de este país, como la salud y la higiene de los trabajadores y sus familias. México. - Los recientes estudios sobre el Instituto mexicano de Seguridad Social (IMSS), muestran que después de 14 años de operación de la reforma del ex presidente Ernesto Zedillo a la ley del IMSS (Reforma Zedillo en 1995). Las cuotas totales como porcentaje de los salarios de cotización han disminuido de 19.5 a 16.5, impactando esta decisión las condiciones precarias económicas del IMSS. Las cuotas patronales disminuyeron de 14.5 a 11.45 por ciento y las de los trabajadores bajaron de 4.125 a 1.4 por ciento, mientras la aportación federal del gobierno federal se elevó de 0.825 a 4.825.

México. - La auditoría superior de la federación (ASF) comprobó que las innovaciones introducidas por el IMSS para la compra de medicamentos le genera ahorros, aunque parte de esa “ganancia” se pierde por deficiencias administrativas, que van desde falta de mecanismos efectivos de control para evitar robos, salidas de fármacos sin el sustento de una receta médica e incluso, en algunos casos, por adquisiciones de productos cuyos precios son superiores al pagado por otras instituciones del sector salud. A diciembre de 2010 se trataba de 3 millones de pensionados: 43 por ciento son mujeres con edad promedio de 62 años y 56 por ciento son hombres con edad promedio de 65.1 años.
La presión que ejercerán sobre los gastos institucionales, insiste el informe: “será significativo” por el aumento en la esperanza de vida y por que presentan con frecuencia enfermedades crónico-degenerativas de alto costo y uso intensivo de los servicios médicos. Incluye un apartado sobre los pensionados al los cuales considera que “sobreviven al retiro 20 años en promedio y crecerán a una tasa constante de 2.5 por ciento anual en términos reales durante los 100 años de proyección. En 2010, el costo promedio general obtenido fue de 14 mil 736 pesos anuales “. (p. p. 261-262).
La destrucción económica del IMSS
La visión oficial del desfinanciamiento total al IMSS se completa con las enfermedades de alto costo y el RJP. En este seguimiento del informe señala que hay enfermedades a las que considera de “alto costo”: “en 2050 el gasto médico que tendría que destinarse al tratamiento de diabetes mellitus, hipertensión arterial e insuficiencia renal sería mayor al esperado para 2011 en 439, 502, y 1.224 por ciento respectivamente. El derivado del cáncer cérvico - uterino se incrementaría entre 2011 y 205 en 372 por ciento, mientras que el correspondiente a VIH/Sida y cáncer de mama aumentaría en 316 y 347 por ciento”. (p. 38).
En el contexto de funcionarios designados por Fox y después en la administración de Calderón, por más de 10 años han reiterado que, como prestador de servicios y administrador, el IMSS “enfrenta como principal problema” el pasivo laboral del régimen de jubilaciones y pensiones de sus trabajadores. Ese pasivo ha aumentado en los últimos 11 años en promedio anual 9.7 por ciento del PIB. (P. 170). Así es como las administraciones federales han construido mediáticamente, en los dos últimos sexenios federales una “crisis “institucional como pantalla del escandaloso fraude de la reforma Zedillo que ha estado destruyendo poco a poco al IMSS desde 1995. En la actual administración del PAN, los salarios de los altos funcionarios del IMSS son los más altos de la historia, sin embargo los servicios que otorga el IMSS a sus derechohabientes son los peores otorgados al derechohabiente.
El IMSS pierde ahorra en compra de fármacos
La Auditoría Superior de la Federación (ASF) encontró que por la salida de 38 mil 56 piezas de medicamentos con valor de 20 millones de pesos no estaba el respaldo en las recetas individuales y colectivas para comprobar que fueron entregadas a derechohabientes o a alguno de los servicios de los hospitales. Del análisis de la base de datos de los medicamentos que el IMSS adjudicó en el ejercicio 2010, la ASF determinó que compró 78 claves de medicamentos con las mismas características que otra institución de salud, pero con una diferencia de precio contra el IMSS por casi 143 millones de pesos.
También detectó que el IMSS omitió aplicar sanciones administrativas por 377 mil pesos a los proveedores que incurrieron en incumplimientos del contrato y retrasos en la entrega de medicinas, Por razones de este tipo, el Hospital General del CMN “La Raza” tenía que haber aplicado multas a cuatro proveedores por 463 mil pesos y no lo hizo. En este contexto tenemos pésimas administraciones con salarios altos en dólares y el IMSS se presenta acosado por deudas millonarias y sin salida, desfinanciado por la ‘Reforma Zedillo’, y ahora el actual director general quiere liquidar a 319 mil trabajadores, la pregunta es, también está incluido Valdemar Gutiérrez Fregoso.
Vale la pena dar seguimiento al destino del IMSS, participar en la discusión de refinanciar al instituto de salud nacional, esperar que los legisladores actúen de acuerdo al artículo primero constitucional y favorezcan apoyando a los mexicanos y los candidatos a presidente que están tan apresurados por: rescatar empresas extranjeras como el CAF; rescatar al corporativo de Coppel; a la cementera nacional CEMEX; por vender Pemex a inversionistas extranjeros; la fibra negra que se vendió en una baratija a TELEVISA; y ¿el sistema de salud e higiene nacional donde está? Es pregunta, a ¿cuál de los candidatos a presidente?, están interesados en rescatar al IMSS.
Los candidatos a presidente del PRI y PAN no dejan de repetir fórmulas manidas y conocidas desde hace treinta años, planteadas para favorecer a la oligarquía, al sistema fáctico nacional y a inversionistas extranjeros. A quién le interesa los cientos de muertos de mexicanos por la influenza debido al A/H1N1, el VIH/sida, cáncer cérvico uterino, diabetes mellitus, hipertensión arterial e insuficiencia renal, y otras enfermedades crónico degenerativas en el ámbito nacional. México. - La auditoría superior de la federación (ASF) comprobó que las innovaciones introducidas por el IMSS para la compra de medicamentos le genera ahorros, aunque parte de esa “ganancia” se pierde por deficiencias administrativas, que van desde falta de mecanismos efectivos de control para evitar robos, salidas de fármacos sin el sustento de una receta médica e incluso, en algunos casos, por adquisiciones de productos cuyos precios son superiores al pagado por otras instituciones del sector salud. A diciembre de 2010 se trataba de 3 millones de pensionados: 43 por ciento son mujeres con edad promedio de 62 años y 56 por ciento son hombres con edad promedio de 65.1 años.
La presión que ejercerán sobre los gastos institucionales, insiste el informe: “será significativo” por el aumento en la esperanza de vida y por que presentan con frecuencia enfermedades crónico-degenerativas de alto costo y uso intensivo de los servicios médicos. Incluye un apartado sobre los pensionados al los cuales considera que “sobreviven al retiro 20 años en promedio y crecerán a una tasa constante de 2.5 por ciento anual en términos reales durante los 100 años de proyección. En 2010, el costo promedio general obtenido fue de 14 mil 736 pesos anuales “. (p. p. 261-262).

El derivado del cáncer cérvico - uterino se incrementaría entre 2011 y 205 en 372 por ciento, mientras que el correspondiente a VIH/Sida y cáncer de mama aumentaría en 316 y 347 por ciento”. (p. 38).
En el contexto de funcionarios designados por Fox y después en la administración de Calderón, por más de 10 años han reiterado que, como prestador de servicios y administrador, el IMSS “enfrenta como principal problema” el pasivo laboral del régimen de jubilaciones y pensiones de sus trabajadores. Ese pasivo ha aumentado en los últimos 11 años en promedio anual 9.7 por ciento del PIB. (P. 170). Así es como las administraciones federales han construido mediáticamente, en los dos últimos sexenios federales una “crisis “institucional como pantalla del escandaloso fraude de la reforma Zedillo que ha estado destruyendo poco a poco al IMSS desde 1995. En la actual administración del PAN, los salarios de los altos funcionarios del IMSS son los más altos de la historia, sin embargo los servicios que otorga el IMSS a sus derechohabientes son los peores otorgados al derechohabiente.
El IMSS pierde ahorra en compra de fármacos
La Auditoría Superior de la Federación (ASF) encontró que por la salida de 38 mil 56 piezas de medicamentos con valor de 20 millones de pesos no estaba el respaldo en las recetas individuales y colectivas para comprobar que fueron entregadas a derechohabientes o a alguno de los servicios de los hospitales. Del análisis de la base de datos de los medicamentos que el IMSS adjudicó en el ejercicio 2010, la ASF determinó que compró 78 claves de medicamentos con las mismas características que otra institución de salud, pero con una diferencia de precio contra el IMSS por casi 143 millones de pesos.
También detectó que el IMSS omitió aplicar sanciones administrativas por 377 mil pesos a los proveedores que incurrieron en incumplimientos del contrato y retrasos en la entrega de medicinas, Por razones de este tipo, el Hospital General del CMN “La Raza” tenía que haber aplicado multas a cuatro proveedores por 463 mil pesos y no lo hizo. En este contexto tenemos pésimas administraciones con salarios altos en dólares y el IMSS se presenta acosado por deudas millonarias y sin salida, desfinanciado por la ‘Reforma Zedillo’, y ahora el actual director general quiere liquidar a 319 mil trabajadores, la pregunta es, también está incluido Valdemar Gutiérrez Fregoso.
Vale la pena dar seguimiento al destino del IMSS, participar en la discusión de refinanciar al instituto de salud nacional, esperar que los legisladores actúen de acuerdo al artículo primero constitucional y favorezcan apoyando a los mexicanos y los candidatos a presidente que están tan apresurados por: rescatar empresas extranjeras como el CAF; rescatar al corporativo de Coppel; a la cementera nacional CEMEX; por vender Pemex a inversionistas extranjeros; la fibra negra que se vendió en una baratija a TELEVISA; y ¿el sistema de salud e higiene nacional donde está? Es pregunta, a ¿cuál de los candidatos a presidente?, están interesados en rescatar al IMSS.
Los candidatos a presidente del PRI y PAN no dejan de repetir fórmulas manidas y conocidas desde hace treinta años, planteadas para favorecer a la oligarquía, al sistema fáctico nacional y a inversionistas extranjeros. A quién le interesa los cientos de muertos de mexicanos por la influenza debido al A/H1N1, el VIH/sida, cáncer cérvico uterino, diabetes mellitus, hipertensión arterial e insuficiencia renal, y otras enfermedades crónico degenerativas en el ámbito nacional.
