The difference of policy and facts between Brazil and Mexico

La diferencia de política y hechos entre Brasil y México
México. – En ocasión de la reunión de jefes de gobierno de América Latina, los de México y Brasil se refirieron conjuntamente a la inversión de una empresa privada brasileña, Braskem, en la industria petroquímica mexicana, en especial en el proyecto que el gobierno federal ha llamado Etileno XXI. Sin embargo, los hechos en México y en Brasil son totalmente opuestos entre sí. El etileno es muy importante, desde varios puntos de vista. Es un hidrocarburo y eso hace que esté abarcado por el artículo 27 de la Constitución, cuando dice que “tratándose del petróleo y de los carburos de hidrógeno sólidos, líquidos o gaseosos (…) no se otorgarán concesiones ni contratos, ni subsistirán los que en su caso se hayan otorgado”.
A pesar de estas oraciones contenidas en la Carta Magna, desde hace años fue eliminado del artículo tercero de la respectiva ley reglamentaria, junto con otros petroquímicos, con la intención de privatizar su producción. A pesar de los intentos de privatizar la producción de etileno han fracasado a lo largo de los años. Otro producto que es materia prima básica del hidrocarburo es el etano, que a su vez se produce del gas natural. Sin embargo sigue en la lista de productos exclusivos propiedad del Estado.
Uno de los elementos que ha frenado la producción del etileno son los directores pagados por la corrupción y la impunidad que cierran plantas de producción petrolera de Pemex. Otro aspecto de este alto en la producción son los decretos presidenciales; por decreto el gas dejó de venderse en México en función de su costo, que es muy bajo porque en su mayoría está asociado al petróleo y es éste el que tiene más valor.
Por decreto de los inteligentes tecnócratas se decidió que los precios del gas se fijaran en función de los de Estados Unidos, que son mucho más caros. Entonces, Pemex Petroquímica (PPQ), para las plantas que no se han cerrado o vendido aún, le tiene que pagar a Pemex Gas y Petroquímica Básica el producto a precio estadounidense, más en su caso, el costo de la separación y procesamiento del etano. Pero Pemex le daría el etano a la empresa privada “ganadora” por abajo del precio, a partir de sus ofertas en un “concurso” de los que los ganadores ya están desde el principio, que le da a PPQ.
El 9 de noviembre de 2009 se anunció que Pemex adjudicó el proyecto Etileno XXI a la sociedad conformada por las empresas mexicana Idesa y la brasileña Braskem. La inversión del proyecto será superior a 2 mil millones de dólares, y Pemex Gas y Petroquímica Básica se compromete a suministrarles 66 mil barriles diarios de etano a un precio fijo por un período no menor a 10 años. Se supone que la obra estaría den 2015. PPQ seguirá pagando en términos, nada fijos, de los precios de Estados Unidos.
Mientras tanto, Pemex, a pesar de que la han lastimado demasiado, sigue siendo el único productor de etileno de México, y en ese sentido se sigue aplicando el artículo 27 de la Constitución. Aunque la producción de Pemex, es muy inferior a su capacidad original, debido a los malos administradores y pésimos mexicanos. En Brasil, la empresa petrolera pública Petrobras y sus subsidiarias construyen el complejo Petroquímico de Rio de Janeiro (Comper). Incluye una refinería que surtirá a las plantas petroquímicas, y al mismo tiempo se construirán cuatro refinerías, y seguirán siendo de Petrobras.
Mientras en Brasil se toman y se ejecutan acuerdos, en México por el síndrome de la Malinche, los funcionarios andan viendo que plantas cierran y cuales venden al extranjero porque los inversionistas mexicanos son tarados mentales que no saben manejar plantas petroquímicas. En esta actitud y disposición contraria a México radica el éxito de la recuperación brasileña y México sigue cayendo. En México las empresas que se recuperan son las favoritas del gobierno, y con la maldición de la llorona cerramos esta entrega.

Estados Unidos declaró sellado el pozo petrolero de British Petroleum (BP) en el Golfo de México, cuya explosión hace cinco meses provocó el mayor desastre ecológico en la historia ambiental de aquel país. Sin embargo el procedimiento no pone fin al aspecto jurídico y financiero del caso. El almirante retirado Thad Allen, designado por Washington para supervisar las operaciones de control de la marea negra, dijo que las maniobras para sellar el pozo Macondo 252 se terminaron con éxito.
Tras un investigación interna, British Petroleum aceptó su error y señaló que desea compartir esta accidente con sus socios: Transocean y Halliburton. La administración de Obama no descarta demandar civilmente a BP en virtud de la Ley de Agua Limpia lo cual permitirá reclamar mil 100 dólares por barril o sea más de 5 mil millones de dólares. En agosto el gobierno declaró que a la fecha suman 68 mil las demandas de particulares y empresas, a las cuales se les ha dado una respuesta con un monto de 399 millones de dólares pagados. El gobierno presentó nuevas normas que obligan a las empresas del rubro que operan en el Golfo de México a sellar definitivamente los pozos inactivos y a desmantelar las plataformas abandonadas. Critican pilotos a Calderón por destruir la industria aeronáutica de México
México. - En estos tiempos difíciles que viven los trabajadores de aire y tierra están llamando a la solidaridad. Al colocar un comentario, nos anticipamos a los amigos y enemigos que no forman parte de la red: pienso que el sindicato nacional que aglutina a todo estos trabajadores están cometiendo un grave error en confiarse en los voceros del gobierno, llámese Javier Lozano y Juan Molinar Horcasitas, la religión en manos de Lutero.
Consideramos que están descalificados por su falta de escrúpulos para manejar a los sindicatos nacionales. Lozano ha actuado como verdugo de todos los movimientos sindicales independientes y el historial de Molinar nunca podrá desprenderse del crimen de niños (49) de la guardería ABC. No se fíen si no quieren llamarse a engañados en el futuro. Catorce meses después de que miles de pasajeros resultaron afectados por la suspensión de actividades de la aerolínea Aviacsa, La procuraduría Federal del Consumidor (Profeco) ganó judicialmente la acción colectiva que interpuso la empresa en representación de mil 308 consumidores. Critican pasividad de Calderón
En una dura crítica al presidente de México, el Colegio de Pilotos Aviadores de México (CPAM) censuró la pasividad del gobierno federal para defender no sólo la industria aeronáutica del país, sino el espacio aéreo mexicano, al permitir que aerolíneas extranjeras “tomen el control de un alto porcentaje” del transporte aéreo. Además pidió reclasificar la aviación como una “actividad estratégica”. Los pilotos al enviar al Sr. Presidente una carta abierta se refieren a la reciente degradación de México a categoría dos en materia de seguridad aérea decretada por la Administración de Aviación de Estados Unidos, con lo cual se limitan las operaciones de las aerolíneas mexicanas en territorio estadounidense, sin que el gobierno haya tomado una medida recíproca.
De tal manera que las aerolíneas nacionales se quedan con los itinerarios que tenían antes de la degradación. Es decir, los espacios dejados por Mexicana de Aviación (CMA) y no pueden ser usados por ninguna otra línea aérea. Esta medida, notificada una semana antes de la salida de CMA, permite que las aerolíneas estadounidenses estén en condiciones inmejorables para ampliar sus rutas y vuelos, mientras las mexicanas se ven limitadas y congeladas hasta que la Secretaría de Comunicaciones y transportes (SCT) demuestre que es capaz de cumplir con el nivel de seguridad requerido pro la Organización Civil Internacional.

Las deudas de Aviacsa ascienden a 893 millones de pesos por servicios aeroportuarios, impuestos no pagados y adeudos particulares, pero se prevé que se pagarán 600 millones de pesos en tres años de lograrse un descuento, mientras recibirá inversiones adicionales por 4.5 millones de pesos. La sentencia favorable para los pasajeros que obtuvo Profeco fue emitida por el juzgado cuarto de distrito en materia civil en el D.F., pero se refiere a la “acción de grupo” contra Consorcio Aviaxsa S.A: de C.V., nombre oficial de la aerolínea.
La dependencia aclaró que la resolución que obtuvo del juzgado capitalino beneficia también a aquellos consumidores que no iniciaron un procedimiento contra Aviacsa, pero quieren obtener un rembolso, siempre y cuando presenten antes del 29 de octubre la documentación requerida. Critican pilotos a Calderón por destruir la industria aeronáutica de México
México. - En estos tiempos difíciles que viven los trabajadores de aire y tierra están llamando a la solidaridad. Al colocar un comentario, nos anticipamos a los amigos y enemigos que no forman parte de la red: pienso que el sindicato nacional que aglutina a todo estos trabajadores están cometiendo un grave error en confiarse en los voceros del gobierno, llámese Javier Lozano y Juan Molinar Horcasitas, la religión en manos de Lutero.
Consideramos que están descalificados por su falta de escrúpulos para manejar a los sindicatos nacionales. Lozano ha actuado como verdugo de todos los movimientos sindicales independientes y el historial de Molinar nunca podrá desprenderse del crimen de niños (49) de la guardería ABC. No se fíen si no quieren llamarse a engañados en el futuro. Catorce meses después de que miles de pasajeros resultaron afectados por la suspensión de actividades de la aerolínea Aviacsa, La procuraduría Federal del Consumidor (Profeco) ganó judicialmente la acción colectiva que interpuso la empresa en representación de mil 308 consumidores. Critican pasividad de Calderón
En una dura crítica al presidente de México, el Colegio de Pilotos Aviadores de México (CPAM) censuró la pasividad del gobierno federal para defender no sólo la industria aeronáutica del país, sino el espacio aéreo mexicano, al permitir que aerolíneas extranjeras “tomen el control de un alto porcentaje” del transporte aéreo. Además pidió reclasificar la aviación como una “actividad estratégica”. Los pilotos al enviar al Sr. Presidente una carta abierta se refieren a la reciente degradación de México a categoría dos en materia de seguridad aérea decretada por la Administración de Aviación de Estados Unidos, con lo cual se limitan las operaciones de las aerolíneas mexicanas en territorio estadounidense, sin que el gobierno haya tomado una medida recíproca.
De tal manera que las aerolíneas nacionales se quedan con los itinerarios que tenían antes de la degradación. Es decir, los espacios dejados por Mexicana de Aviación (CMA) y no pueden ser usados por ninguna otra línea aérea. Esta medida, notificada una semana antes de la salida de CMA, permite que las aerolíneas estadounidenses estén en condiciones inmejorables para ampliar sus rutas y vuelos, mientras las mexicanas se ven limitadas y congeladas hasta que la Secretaría de Comunicaciones y transportes (SCT) demuestre que es capaz de cumplir con el nivel de seguridad requerido pro la Organización Civil Internacional.

We make it with the conviction of the fact that upon accomplishing our task we provide to the development of the country, with the certainty in fact that thus we strengthen the lay values of the society and that we complied with the sense of our motto: For my race will speak the spirit".

El centro histórico se suma a los festejos con motivo del centenario
México. - En el centenario de la Universidad Nacional Autónoma de México (UNAM), el rector José Narro Robles (JNR) reivindicó dos valores universitarios fundamentales; la autonomía, sin la cual la institución “estaría mutilada”, y la tolerancia que permite “vivir a plenitud la pluralidad”. En un discurso en la sala Netzahualcóyotl del Centro Cultural Universitario, con el que cerró las actividades que ayer se realizaron para conmemorar el primer siglo de la casa de estudios, Narro convocó a su comunidad a construir, “a partir de hoy”, la universidad del futuro, y la exhortó a no asumir una conducta comodina y egoísta.
Dijo que sin autonomía no podría entenderse la UNAM de nuestros días, pues ha hecho a los universitarios más libres, pero también mejores y más responsables. Ha permitido a la UNAM mantenerse independientes de poderes públicos, grupos políticos, de credos y organizaciones. Sin ella la universidad estaría mutilada; es parte de su fuerza vital, motor de su creatividad y un seguro contra el apetito de grupos y sectores de distinta naturaleza y cuidarla en el trabajo cotidiano”.
Subrayó que “así como la Universidad Nacional de México establecida por Justo Sierra hace 100 años fue una instancia emblemática del pasaje del siglo XIX al XX, la UNAM de hoy pretende serlo en el tránsito al siglo XXI. Lo hacemos con la convicción de que al realizar nuestra tarea aportamos al desarrollo del país, con la certeza de que así fortalecemos los valores laicos de la sociedad y que cumplimos con el sentido de nuestro lema: Por mi raza hablará el espíritu”.
A la caminata, realizada del Palacio de autonomía a San Ildefonso y encabezada por Narro, se sumaron profesores eméritos, estudiantes, maestros, rectores de 40 instituciones nacionales y extranjeras, así como ex rectores de la UNAM. Al llegar a la antigua Escuela Nacional Preparatoria, en un acto simbólico, un estudiante, una profesora, una directora y un trabajador destacaron la relevancia de la institución para la historia y desarrollo del país, su lucha por la defensa de la educación pública superior y sus retos hacia el futuro.

En la sesión solemne del Congreso de la Unión por el centenario de la UNAM, el rector JNR advirtió que es imposible generar verdadero progreso entre la desigualdad y la exclusión, en medio de la ignorancia y las muertes evitables. Demandó a las fuerzas políticas representadas en el Congreso de la Unión un gran acuerdo a favor del rescate social de México. Invitado a usar la tribuna de San Lázaro. JNR intervino durante 17 minutos. El reconocimiento de los legisladores se escuchó más fuerte cuando expuso que México debe “dar el salto de la desigualdad a la equidad, solidaridad y justicia social, donde la opulencia y la miseria se moderen, como lo planteó Morelos hace 200 años. Los derechos sociales para todos los mexicanos son, hoy una condición básica para avanzar hacia el país que todos anhelamos”.
JNR ubicó a la UNAM en el epicentro de las transformaciones sociales en México. “La edificación del país moderno resulta inexplicable sin la contribución de los egresados de la UNAM, en cada uno de los campos de la construcción material y espiritual de México. Queremos que la universidad siga siendo referencia ineludible en todos los órdenes de la vida nacional. Vigorizada en su irrestricta libertad, cimentada en su autonomía y en su carácter de espacio privilegiado de los grandes debates nacionales”.
El coordinador de la bancada del PRD, Alejandro Encinas (AE), enumeró los logros históricos de la institución educativa, que ha acrecentado su calidad académica y prestigio internacional, creando la red científica más importante del país y la consolidación de una corriente de pensamiento humanístico”. Expuso AE, “hoy nuevamente la UNAM y su rector nos han convocado al debate y a la reflexión para construir un nuevo modelo del país y refundar la República, donde el desarrollo no sólo sean las finanzas públicas y el capital privado, sino que se ponga a los mexicanos en el centro del interés y combate a los males de la pobreza y la desigualdad, cada vez más lacerantes”. Apuntó.

México. - En la redefinición de una política aeronáutica nacional de largo alcance se requiere la creación de un consejo consultivo de aviación, organismo autónomo e independiente del gobierno que reuniría a aerolíneas, operadores de aeropuertos, trabajadores (pilotos, sobrecargos y empleados de tierra) e inversionistas del sector, resaltó el Sindicato Nacional de Controladores de Tránsito Aéreo (Sinacta).
Desde la perspectiva de este gremio, la carencia de una política integral en el sector ha provocado que las aerolíneas “se estén despedazando” en la búsqueda desmesurada por la utilidad, generando con ello, en gran parte, la desaparición de algunas empresas, donde los trabajadores y usuarios son los sectores más afectados. La reciente degradación de México a categoría dos por la Administración Federal de aviación de Estados Unidos (FAA, por sus siglas en inglés), con lo cual ninguna aerolínea nacional puede incrementar sus destinos y frecuencias a territorio estadounidense.
Es otra prueba de esta deficiencia y de la falta de recursos y atención gubernamental a este sector. La propuesta de crear el consejo consultivo de aviación no tiene intención alguna de sustituir a la Dirección General de Aeronáutica Civil (DGAC) ni a ninguna otra autoridad, sino fundamentalmente ser un órgano consultor del gobierno en materia aeronáutica. En estados Unidos tienen un equivalente al DGAC que es la FAA que depende directamente del ejecutivo, pero hay otro órgano, la Agencia de Seguridad en el Transporte (NTSB, por sus siglas en inglés) que es lo que se recomienda para México en el transporte aéreo.
La NTSB es el organismo encargado en ese país de investigar los accidentes aéreos. En este contexto de políticas de estado, es necesario y suficiente que las grandes deficiencias en el país es la ausencia de políticas aeronáuticas sólo de coyuntura, donde hay cambios sucesivos, incluso dentro de un mismo sexenio. En atención a la temática de la convocatoria gubernamental se incluyen programas efectivos de capacitación para los controladores de tránsito aéreo, como piden las recomendaciones internacionales.
Pero lamentablemente en la convocatoria no plantea ir mas allá de las leyes secundarias, pues es necesario que intervenga el Congreso constituyente e ir a fondo en las leyes, como forma de que esta política trascienda los gobiernos sexenales. Como se esperaba, el gobierno de Laura Chinchilla de Costa Rica, que autorizó la presencia militar del imperio del norte en su territorio, ofreciendo inmunidad a soldados y oficiales de ocupación que incurrieran en rupturas a la ley penal internacional, encabeza una “iniciativa centroamericana”, para “presionar” al país de las barras y las estrellas a favor de más ayuda contra el narco.
El memorando también se usa en el caso de Venezuela, con fines políticos electorales. Su sesgo oportunista, unilateral y parcial, junto a la cada vez más notoria participación de Estados Unidos en todos los niveles de la estructura y dinámica del narcotráfico, desautorizan la retórica de su guerra anti-narcotráfico/ crimen o sea, lo que en la guerra sicológica y política se conoce como “historia de cobertura”, este es el pañuelo que encubre campañas anti-populares y ocupación paramilitar de zonas clave de América.
En este contexto no es extraño que militares de la talla de Hugo Chávez, o el coronel Sued Castro Lima, de la Fuerza Aérea de Brasil, quienes entre otros, llamen la atención sobre el fenómeno: Estados Unidos se erige como juez de otros, mientras ejerce el dominio abrumador y es el principal beneficiario de los magnos negocios derivados del narcotráfico. Castro Lima (www.adital.com.br) muestra lo insostenible de fachada de combate al narcotráfico de la Casa Blanca: “en Colombia la producción de cocaína aumentó porque también lo hizo el mercado concentrado en Estados Unidos y en años recientes el precio de la cocaína cayó 36 por ciento resultado del aumento de la oferta y no de una reducción de la demanda”.

Destaca PT 57 viajes internacionales en clase premier en tres años de JJSC
México. – El director general de Petróleos Mexicanos (Pemex), Juan José Suárez Copel informó a la Cámara de Diputados que la principal empresa del país tiene pérdidas por más de 80 mil millones de pesos por el pasivo laboral y excesivas tasas de impuestos, y pidió 150 mil millones de pesos para elevar su rentabilidad. En respuesta a esas declaraciones, que forman parte del cuarto informe de gobierno de Felipe Calderón, presidente de México, los diputados del Partido del Trabajo (PT), primero Laura Itzel Castillo (LIC) y luego Mario di Constanzo (MDC), restregaron en la cara sus excesivos gastos de diva de teatro.
Estos “gastos suntuarios” del director general de Pemex, llamados viajes internacionales a todo lujo realizados por el funcionario público. LIC le reclamó los escasos resultados operativos, a lo cual agregó que hubiera pagado 59 mil pesos por un viaje en clase premier a Londres, donde se trasladó en limosina para hospedarse en un castillo situado frente de la casa de la reina Isabel II y luego en Madrid por gastarse varios cientos de euros en una cena con dos botella de fino vino europeo.
En su oportunidad MDC desmenuzó: “Son 57 viajes internacionales en menos de tres años, donde usted llegó a rentar la suite donde filman Sex and the City, en Nueva York: durmió donde pasaron la luna de miel los príncipes de Mónaco; en Madrid pagó 3 mil 567 euros en el Hotel Ritz, cifra equivalente a la que le van a dar a un bracero que trabajó toda su vida. Es un viaje de excesos, es usted el director general de la empresa de los mexicanos y no una vedette de cabaret. Viaja a Nueva York, Madrid, París, Londres y Arizona. Somos un país donde hay 60 millones de pobres, señor director general”.
Pese al reclamo de los legisladores del PT, JJSC fue cobijado por el presidente de la comisión de Hacienda, el panista Alberto Becerra Pocoroba, quien lo instó a sujetarse en su respuesta al tema de la reunión, es decir, a la glosa del cuarto informe de gobierno de Calderón. Los legisladores de oposición se mantuvieron preocupados por la falta de resultados positivos en Pemex, en esas cinco horas que duró la reunión. Este reclamo al director general fue por la diferencia entre las cifras que presenta regularmente la petrolera en sus informes financieros y las que se dieron en el informe presidencial.

La legisladora LIC soltó “miente”, pero JJSC se defendió recordando su juramento ante las comisiones de Hacienda para conducirse con verdad. En su informe a los diputados JJSC informó que el rendimiento de operación antes de impuestos es 49 por ciento mejor al del año pasado. “Sin embargo, al 30 de junio de 2010 Pemex cuenta con un patrimonio negativo de más de 80 mil millones de pesos, esto principalmente por el efecto de nuestro pasivo laboral”. La magnitud de las pérdidas refleja, la diferencia que existe entre los costos reales y lo que se reconoce en las deducciones en el precio al productor, en adición a los subsidios para cubrir esta operación. Con estas deficiencias reconoció que la petrolera no logrará producir 2 millones 602 mil barriles de petróleo crudo por día, en tanto se reducen los costos operativos, incluida la laboral y una redefinición del trato fiscal y presupuestal que siempre se le ha cargado a Pemex.
Cae producción de Cantarell 23% en este año
Cantarell, que fue el principal activo productor de petróleo, tuvo una producción de crudo de sólo 497 mil barriles diarios en julio de 2010, con lo que evidencia una caída acumulada de 23 por ciento lo que va del año, equivalente a 150 mil barriles por día, con respecto al nivel promedio de 647 mil barriles al día alcanzado en 2009, revelan los indicadores mensuales elaborados y difundidos por la Comisión Nacional de Hidrocarburos (CNH).
De esta manera se constata que la declinación de Cantarell es más acelerada de lo previsto pues se calculaba que al cierre de la presente administración sería de alrededor de 600 a 700 mil barriles por día. Sin embargo en julio de este año la producción de Cantarell se ubica ya por debajo de los 500 mil barriles diarios. En el primer semestre de 2010 Cantarell envió a la atmósfera 403 millones de pies cúbicos diarios de gas, lo que representó un aumento de 128.7 por ciento, volumen superior a la meta establecida en el Programa Operativo de 176 millones de pies cúbicos al día.

Destaca PT 57 viajes internacionales en clase premier en tres años de JJSC
México. – El director general de Petróleos Mexicanos (Pemex), Juan José Suárez Copel informó a la Cámara de Diputados que la principal empresa del país tiene pérdidas por más de 80 mil millones de pesos por el pasivo laboral y excesivas tasas de impuestos, y pidió 150 mil millones de pesos para elevar su rentabilidad. En respuesta a esas declaraciones, que forman parte del cuarto informe de gobierno de Felipe Calderón, presidente de México, los diputados del Partido del Trabajo (PT), primero Laura Itzel Castillo (LIC) y luego Mario di Constanzo (MDC), restregaron en la cara sus excesivos gastos de diva de teatro.
Estos “gastos suntuarios” del director general de Pemex, llamados viajes internacionales a todo lujo realizados por el funcionario público. LIC le reclamó los escasos resultados operativos, a lo cual agregó que hubiera pagado 59 mil pesos por un viaje en clase premier a Londres, donde se trasladó en limosina para hospedarse en un castillo situado frente de la casa de la reina Isabel II y luego en Madrid por gastarse varios cientos de euros en una cena con dos botella de fino vino europeo.
En su oportunidad MDC desmenuzó: “Son 57 viajes internacionales en menos de tres años, donde usted llegó a rentar la suite donde filman Sex and the City, en Nueva York: durmió donde pasaron la luna de miel los príncipes de Mónaco; en Madrid pagó 3 mil 567 euros en el Hotel Ritz, cifra equivalente a la que le van a dar a un bracero que trabajó toda su vida. Es un viaje de excesos, es usted el director general de la empresa de los mexicanos y no una vedette de cabaret. Viaja a Nueva York, Madrid, París, Londres y Arizona. Somos un país donde hay 60 millones de pobres, señor director general”.
Pese al reclamo de los legisladores del PT, JJSC fue cobijado por el presidente de la comisión de Hacienda, el panista Alberto Becerra Pocoroba, quien lo instó a sujetarse en su respuesta al tema de la reunión, es decir, a la glosa del cuarto informe de gobierno de Calderón. Los legisladores de oposición se mantuvieron preocupados por la falta de resultados positivos en Pemex, en esas cinco horas que duró la reunión. Este reclamo al director general fue por la diferencia entre las cifras que presenta regularmente la petrolera en sus informes financieros y las que se dieron en el informe presidencial.
El director general dice conducirse con cifras reales
La legisladora LIC soltó “miente”, pero JJSC se defendió recordando su juramento ante las comisiones de Hacienda para conducirse con verdad. En su informe a los diputados JJSC informó que el rendimiento de operación antes de impuestos es 49 por ciento mejor al del año pasado. “Sin embargo, al 30 de junio de 2010 Pemex cuenta con un patrimonio negativo de más de 80 mil millones de pesos, esto principalmente por el efecto de nuestro pasivo laboral”. La magnitud de las pérdidas refleja, la diferencia que existe entre los costos reales y lo que se reconoce en las deducciones en el precio al productor, en adición a los subsidios para cubrir esta operación. Con estas deficiencias reconoció que la petrolera no logrará producir 2 millones 602 mil barriles de petróleo crudo por día, en tanto se reducen los costos operativos, incluida la laboral y una redefinición del trato fiscal y presupuestal que siempre se le ha cargado a Pemex.
Cae producción de Cantarell 23% en este año
Cantarell, que fue el principal activo productor de petróleo, tuvo una producción de crudo de sólo 497 mil barriles diarios en julio de 2010, con lo que evidencia una caída acumulada de 23 por ciento lo que va del año, equivalente a 150 mil barriles por día, con respecto al nivel promedio de 647 mil barriles al día alcanzado en 2009, revelan los indicadores mensuales elaborados y difundidos por la Comisión Nacional de Hidrocarburos (CNH).
De esta manera se constata que la declinación de Cantarell es más acelerada de lo previsto pues se calculaba que al cierre de la presente administración sería de alrededor de 600 a 700 mil barriles por día. Sin embargo en julio de este año la producción de Cantarell se ubica ya por debajo de los 500 mil barriles diarios. En el primer semestre de 2010 Cantarell envió a la atmósfera 403 millones de pies cúbicos diarios de gas, lo que representó un aumento de 128.7 por ciento, volumen superior a la meta establecida en el Programa Operativo de 176 millones de pies cúbicos al día.

México. – El presidente de la comisión Federal de Competencia (CFC), Eduardo Pérez Motta, justificó la entrega de títulos de concesión del espectro radioeléctrico a Televisa y Nextel (T-N), en la licitación 21, porque es un instrumento que “pone las condiciones más parejas” en el mercado de la telefonía celular. Al comparecer ante la comisión de comunicaciones de la Cámara de Diputados, el funcionario reconoció que el sector de telecomunicaciones en México presenta ineficiencias que reducen la competitividad de la economía, y “la telefonía móvil es fiel reflejo de la falta de competencia”.
Uno de los elementos fundamentales del problema y de la solución, “es la tenencia del espectro, insumo esencial y recurso escaso”, sentenció. Dijo que la licitación 21 equilibró “el campo de juego y abre la puerta a mayor competencia”. La intención es aprovechar la aplicación de todos los servicios (telefonía, imagen y redes) a través de un solo canal. Afirmó que existe la urgencia de abrir a la inversión extranjera la telefonía fija como sucede con la móvil.

El titular de la secretaría de Comunicaciones y Transportes (SCT) Juan Molinar Horcasitas (JMH) , reconoció ayer (13 de octubre, 10) que en la licitación de la banda de 1.9 Megahertz se hizo un descuento de 41.4 por ciento -42%- a Televisa y Nextel para que ambas empresas pagarán 5 mil 75 millones de pesos menos que Telefónica y Telcel en el primer pago por el uso del espectro radioeléctrico.
Esta asociación T-N pagó 180 millones de pesos contra 5 mil millones de las otras compañías que compitieron, y ello representa “una enorme diferencia de 96 por ciento entre uno y otro pago y se dice ‘ésa es la ganga’, la cifra puede ser engañosa”. Porque expresó no se toman en cuenta los pagos por 17 mil millones debe hacer T-N durante el plazo de la concesión ni la inversión por 18 mil millones de pesos ambas firmas tendrán que realizar para montar su red. En sus sumas, cuestionadas por los legisladores del PAN, Molinar afirmó que el costo para las empresas por la explotación del espectro radioeléctrico será de 35 mil millones.
El funcionario también reconoció que las bases de licitación se configuraron para abrirle la puerta a T-N con el fin de “igualar la competencia” y dotarlos de un segmento que en su mayoría, tenían Telcel y Telefónica. Además reprochó, en 1997 cuando se otorgó un descuento de 44 por ciento a Telefónica como nuevo competidor, nadie objetó la rebaja. Esta vez, expuso “no se regaló” la concesión, se pagó lo mismo que en ese año. La diputada Teresa Reyes cuestionó que la SCT no preservó los intereses del estado al otorgar una concesión por un pago reducido con tal de cubrir un proceso a la medida del candidato elegido a priori.
El diputado Javier Corral Jurado del PAN, sostuvo que no se trata de la opinión de un “legislador resentido”, como Molinar Horcasitas se refirió a él, sino de técnicos, ex funcionarios y ex subsecretarios. Detalló el diputado del PAN, “Con esta decisión se está dando un golpe letal al estado de derecho y al Estado mismo. El dilema es moral, no es técnico ni de números, sino de la simulación de una maniobra leguleya, la “ventana de la oportunidad” legal que se abrió para entregar el título de concesión. La mentira ofensiva o la verdad”. Resaltó.
Al cierre del debate con el diputado del PAN, Molinar respondió: “¿Qué gané con esto? Un beneficio para el mercado mexicano, para el consumidor y la industria, y la satisfacción de hacer una buena política pública”.

Grupo Salinas presentará este viernes (oct 15, 10) la denuncia penal en contra de Juan Molinar Horcasitas, para que se investigue si incurrió en desacato al entregar el título de la licitación 21 a pesar de la existencia de una orden judicial en sentido contrario, adelantó el abogado Salvador Rocha Díaz. Aseguró que en breve Iusacell informará en la Bolsa Mexicana de Valores (BMV) y a la comisión del Mercado de Valores de Estados Unidos que la licitación 21 está cuestionada en 72 recursos legales, por lo que las inversiones de Nextel están en riesgo a pesar de que JMH afirme lo contrario.

Corporative homicide in Mexico is not prisoner
México. - The rescue of 33 Chilean miners trapped in the explosion of the 5 of August, 2010, in the mine of San Jose Atacama, nearby to Copiapo, Chile puts on terrible evidence the great blame of entrepreneurs and Mexican governing, they load in the back by the industrial homicide occurred 19 of February of 2006 in the Pasta de Conchos mine, Coahuila, north of Mexico and frontier with The States.

Homicidio industrial en México no está penado
México.- El rescate de los 33 mineros chilenos atrapados en la explosión del 5 de agosto, 2010, en la mina de San José Atacama, cercana a Copiapó, Chile pone en terrible evidencia la gran culpa de empresarios y gobernantes mexicanos cargan en la espalda por el homicidio industrial ocurrido el 19 de febrero de 2006 en la mina de Pasta de Conchos Coahuila, al norte de México y frontera con Estados Unidos.
En Chile los directivos de la empresa propietaria de la mina, las autoridades provinciales de Atacama, el sindicato de la Minera San Esteban Primera, el presidente de la República de Chile y el pueblo chileno volcaron su fe y sus recursos técnicos en su salvamento, durante más de dos meses, hasta que el rescate de los mineros está siendo celebrado en ese país hermano y en todo el mundo, a partir del día 67 en que ocurrió esta tragedia.
A diferencia de Chile, México en 2006 y hasta la fecha, ni Germán Feliciano Larrea Mota Velasco, el segundo hombre más rico de México, accionista mayoritario del Grupo México (GMM) y de la mina Pasta de Conchos, ni sus socios accionistas, ni la pareja presidencial Vicente Fox Quesada, y Martha Sahagún; ellos nunca pusieron un pie en la mina para apoyar las labores de rescate o por lo menos como cortesía darles sus condolencias a las viudas y deudos de los mineros muertos. Posteriormente le sucedió en el cargo el actual presidente, Felipe Calderón Hinojosa, y sus funcionarios no hicieron acto de presencia ni muestras de apoyo, tampoco han otorgado apoyos económicos para los familiares. En el rescate de los 63 cuerpos de los mineros permanecen abandonados en el fondo de la mina, su sepultura es el olvido y la indiferencia de las autoridades federales y estatales.
Sin embargo Felipe Calderón declaró ufanamente en su buzón electrónico de twitter: impresionante, emocionante, el rescate de los mineros. ¡Viva Chile. Viva la esperanza de que el hombre puede superar cualquier dificultad! Más allá de toda hipocresía ruin de los gobernantes de México. Este escenario trágico es particularmente grave porque muestra a todo un conjunto de empresarios y políticos dándole la espalda a un grupo de mineros mexicanos sumidos en la desgracia y mala suerte, que no pueden salvar la vida debido a la prepotencia decidieron que estos trabajadores humanos eran “un problema menor”, y había que preservar el capital que al trabajo.
Una pesada loza ha caído sobre la derecha
En el mismo contexto, este homicidio industrial fue el comienzo de la perversa persecución que desde los gobiernos del PAN, Grupo México y otras empresas antisociales, ha debido resistir con gran dignidad el Sindicato Nacional de Mineros con sus dirigentes más de 4 años. Para nadie en el mundo es ya un secreto que la tragedia de Pasta de Conchos surgió de la negligencia criminal, de la irresponsabilidad, de la arrogancia y mezquindad del principal accionista del Grupo Minera México. El Sindicato Nacional de Mineros (SNTMMSSRM) que encabeza Napoleón Gómez Urrutia y los trabajadores mineros de ese centro de trabajo, mucho antes de la explosión denunciamos las pésimas condiciones de seguridad e higiene industrial que prevalecían en Pasta de Conchos, y no se nos hizo caso.
Han transcurrido más de 4 años de olvido cínico y de la criminal negligencia de estos patrones asesinos, que sólo acompañan a estos varones del dinero, la impunidad y complicidad de los dos últimos gobiernos federales con sus respectivos funcionarios: Francisco Javier Salazar y Javier Lozano Alarcón. Siguen celebrando jubilosamente el rescate de mineros en Chile. El actual Secretario de Trabajo y Previsión Social, Javier Lozano declaró en el momento de la tragedia de los mexicanos en la mina de carbón: “él no iba a arriesgar vidas para sacar cadáveres”. El hecho de que Grupo México, con Vicente Fox en la administración federal anterior, decidiera cerrar la mina sólo cinco días después del percance, cuando había la esperanza de que los mineros atrapados estuviesen vivos, ocultó las verdaderas causas de la tragedia.
Estos gobiernos del PAN han seguido solapando los errores, protegiendo las utilidades, las miserables condiciones de trabajo, se han olvidado de continuar con la justicia a los deudos de los mineros muertos y a sus familiares. Incluso durante los últimos diez años GMM ha obtenido más de 400 concesiones mineras, convirtiéndose en la mayor acaparadora de tierras y recursos naturales del país (¿las leyes antimonopolio donde se aplican?). Se ha planteado con el apoyo del gremio minero que se legisle para penalizar el homicidio industrial y corporativo, sin embargo es día que no se ha hecho nada por el poder judicial y legislativo.

El gremio minero exige que los responsables, los cómplices y los corruptos en su conjunto sean llevados a juicio y consignados por “asesinato corporativo” y sentenciados a cadena perpetua por los hechos criminales de Pasta de Conchos. México. - The General office of the prosecutor of the Republic (PGR) must resume the investigation by homicide in the Pasta de Conchos mine and to consider the guilt of the ex president Vicente Fox; of Francisco Javier Salazar, ex Minister Work Department, and of the current titular of that dependency, Javier Lozano, since are accomplices “Industrial Minera México (IMM)" upon hiding the insecurity with which it was compelling to the workers in the mine, demanded the bishop of Saltillo, Raul Vera Lopez.

México. - La Procuraduría General de la República (PGR) debe reanudar la investigación por homicidio en la mina Pasta de Conchos y considerar la culpabilidad del ex presidente Vicente Fox; de Francisco Javier Salazar, ex secretario de Trabajo, y del actual titular de esa dependencia, Javier Lozano, pues “son cómplices de Industrial Minera (IMM) México” al encubrir la inseguridad con que obligaba a trabajar a los obreros, exigió el obispo de Saltillo, Raúl Vera López.
Con motivo del rescate en Chile aseguró que hay “suficientes elementos técnicos y jurídicos” para conseguir que el gobierno retome la averiguación previa por la muerte de 65 trabajadores en la carbonera Pasta de Conchos (PC), ubicada en el municipio de San Juan de Sabinas, Coahuila, que la PGR almacenó semanas después de la tragedia. Después de cuatro años de la explosión en el yacimiento, ocurrida el 19 de febrero de 2006, dijo que los deudos sienten “rabia e indignación al ver que en Chile el gobierno y los empresarios se unieron para rescatar con vida a los trabajadores, mientras en México lo hicieron para dejarlos morir y enterrarlos para siempre”.
Consideró que al dejar sepultados en el socavón a 63 de los 65 carboneros muertos en la mina maldita (dos de los cadáveres fueron recuperados meses después del accidente), el gobierno de México “queda en total ridículo” cuando el mundo atestigua los esfuerzos para recuperar a los chilenos y llevarlos a la superficie. Demandó además a la PGR considera que Minera México suspendió las operaciones de búsqueda cuatro días después de la explosión, aún cuando los brigadistas señalaban la viabilidad del rescate.
Esta versión de salvamento fue apoyada por el Instituto de Geología de la UNAM y por brigadistas que antes de PC participaron en diferentes operaciones de salvamento en lugares confinados, pero la empresa se mantuvo en la postura de que la búsqueda debía suspenderse debido a condiciones de inseguridad. “pero la inseguridad en el yacimiento no era algo nuevo, estaba desde antes de la tragedia, y con la complicidad del gobierno, la empresa suspendió el rescate para que no salieran a la luz las condiciones en que los obreros eran obligados a trabajar”.
Los medidores de gas estaban manipulados para evitar que las máquinas dejaran de trabajar, aún cuando existieran elevadas concentraciones; la empresa contratista General de Hulla retiraba vigas de madera de los espacios explotados para re-utilizarlas en zonas nuevas, de tal forma que en buena parte de la mina no había soporte en el techo ni en las paredes. En lugar de acero, las vigas eran de madera, y no había separadores entre ellas, como indican los estándares mínimos de seguridad, y tampoco había una malla de acero que sirve para evitar derrumbes”.
El jerarca descartó además la versión de la empresa respecto a que la excavación se vino abajo por completo, pues “con una videocámara que se introdujo por un tiro de de ventilación, los investigadores observaron que el fondo del yacimiento estaba intacto”. “Las imágenes que vimos millones de personas del rescate en Chile pudieron haber sido las del salvamento en PC. La diferencia es que aquí, los gobiernos del PAN, Vicente Fox y Felipe Calderón, hicieron lo que la empresa ordenó, no tuvieron sensibilidad ni voluntad”.
